“Bank Miscalculation” Responsible For Delay In OROP For Deceased Veteran: Sources

New Delhi: The delay in ex-serviceman Ram Kishan Grewal receiving the revised pension as per the One Rank One Pension (OROP) was due to problems in calculation at his bank’s end and his case could have been resolved amicably if he had directly approached the government, sources said.

Sources firmly state that the circumstances surrounding the suicide of Grewal, who took his life by consuming poison, called for thorough investigation, as a probe is also needed to figure out who was with him when he took the extreme step and also who provided the poison.

It also needs to be ascertained if anybody may have taken advantage of his “troubled mind to provoke him to take the extreme step”.

Grewal was entitled to OROP and all the clearances had been made from the Centre’s side but problems at the banks caused the delay.

Defence Minister Manohar Parrikar has sought details of the incident from the department of ex-servicemen welfare.

“Saddened by the death of subedar Ram Kishen Grewal. I express my heartfelt condolences. I have asked officials to provide me with details,” Parrikar tweeted.

Earlier today, Parrikar emphasised that the government was committed to the welfare of ex-servicemen and said a total of Rs 5,507.47 crore has been disbursed under the scheme.

Giving details of the OROP implementation, Parrikar said there were 20,63,763 beneficiaries before July 2014 and that 19,12,520 pensioners have been paid the first instalment and 1,50,313 cases are pending verification and authentication of beneficiaries.

Meanwhile, a massive political storm has broken out over Grewal’s death as parties are joining forces to come down heavily on the Centre over the delay in the implementation of OROP.

Government announces OROP,  veterans to continue stir

OROP arrears to be paid in four half-yearly instalments; all widows, including war widows, to be paid arrears in one instalment.

Despite huge financial burden, the government has taken a decision to implement the One Rank One Pension, Defence Minister Manohar Parrikar announced on Saturday.

Benefit of OROP will be given with effect from July 1, 2014, a date immediately after the present government assumed office, Mr. Parrikar said.

OROP arrears to be paid in four half-yearly instalments; all widows, including war widows, to be paid arrears in one instalment.

To begin with, OROP would be fixed on the basis of calendar year 2013, he said. Pension will be re-fixed for all pensioners retiring in the same rank and same length of service.

The government is considering appointing a committee under a judge to go into the issue of equalisation of pension, a leader of the ex-servicemen group fighting for One Rank One Pension said after a meeting with Defence Minister Manohar Parrikar.

Veterans react

It is good what govt has announced on OROP, we are satisfied, Major Gen (Retd) Satbir Singh said after Mr. Parrikar made an onnuncement on OROP.

"We do not accept the decision not to give OROP benefits to those who have taken voluntary retirement," Mr. Singh said.

Ex-servicemen however, disapproved of setting up of one-member judicial committee. "It should be under Defence minister and not given more than one month," Mr. Singh said.

They have sought clarifications on issues like pre-mature retirement benefits and averaging of pension. According to us, govt has only accepted one of our demands and rejected six, Mr. Singh said.

Pension equalisation, an issue

Maj Gen Satbir Singh (Retd), Chairman of Indian Ex-Servicemen said the government while accepting the concept of the OROP, was still insisting on pension revision every five years and that is why it was thinking of constituting a committee.

Mr. Singh said after the meeting that in that case a representative of the veterans and one from the services should also be in the committee. He said the committee should not take more than one month.

Ahead of government’s likely announcement of OROP, Mr. Singh said government has broadly accepted the concept of the scheme and that they will study the details after it is made public.

The delegation, he said, presented their views on the sticky issues including pension equalisation.

“Government has accepted the OROP concept broadly,” the Chairman of Indian Ex-Servicemen movement told reporters after the meeting.

'No junior should get more pension than senior'

He said it was conveyed to the Defence Minister that no junior should get more pension than senior and that there is nothing like Voluntary Retirement Service in defence forces.

Sounding a conciliatory note, Mr. Singh said the government has accepted 60 per cent of the demands of the ex—servicemen.

He, however, said the “bone of contention” — revision of pension — still remains.

Parrikar meets Amit Shah

After the meeting Mr. Parrikar met BJP president Amit Shah.

Later a BJP leader said all demands of the ex-servicemen have been accepted except the pension revision demand.

BJP MP Meenakshi Lekhi, who was present at the party chief’s house, said government is close to announcing a solution that will cost the exchequer at least Rs 10,000 crore.

The ex-servicemen have been demanding that the pension revision should take place at least in every two years while government has proposed a five-year revision.

All about OROP:

1 Defence Minister Manohar Parrikar announced thedecision to implement the One Rank One Pension, w.e.f July 1, 2014.

3 The ex-servicemen, who have been agitating for the last 82 days, said they will not accept review of the pension after every five years.

4 It is understood that a draft proposal on OROP was circulated at a RSS meeting on Friday, which envisaged commencement of the scheme from July 2014, besides revision of pension every five years.

5 Veterans have opposed to excluding ex-servicemen, who had opted for pre-mature retirement, from the ambit of OROP.

6 Defence Minister Manohar Parrikar announced the setting up of a One member Judicial Committee, which will give its report on OROP in six months.

7 Veterans have rejected this committee, and instead demanded a committee under the Defence Minister which will include an ex-serviceman too.

8 To begin with, OROP would be fixed on the basis of calender year 2013.

9 Officials said the annual burden on the pension bill will be about Rs. 8,000 crore which would progressively go up with revision in pensions. The current pension bill of the defence ministry stands at Rs. 54,000 crore.

10 Close to 22 lakh retired servicemen and over six lakh war widows stand to be the immediate beneficiaries of the scheme.

The government is likely to notify the ‘One Rank, One Pension’ (OROP) scheme, but as per its own definition. This could possibly include a compensation for soldiers retiring before age of 40 and a fixed tenure for revision of pensions to equalise them as per ranks and years of service.

It will take into account the very basic criteria that the pensioners get compensated for having “sticking their neck out” for defending the country and don’t feel let down.

The Bihar Assembly elections are also driving the government to finalise the OROP. Today another meeting was held on the matter to bridge the gaps.

The government formula was listed out by Finance Minister Arun Jaitley two days ago when he laid down a few ground rules for implementing the OROP, a pre-poll promise made down the BJP.

He ruled out any annual pension revision. In the talks between the government and the ex-servicemen, the government had proposed that the hike in pensions — to make them equal for same rank and same length of service — would be done once in five years.

The Indian Ex-Servicemen Movement (IESM) at first agreed for a biennial (once in two years) equalising of pensions, but later withdrew the concession and demanded an annual equalisation. But indications are that a middle path may be worked out on tenure for revision of pensions.

Sources said the Government has made its best offer to the veterans and wants to tread a path that does not open a pandora’s box with similar OROP-type demands from other services like paramilitaries.

The system of equalising the pension is crucial as the OROP entails same pension for all those who retired in the same rank with equal length of service. Ex-servicemen sitting in Dharna have been asking for the OROP without dilution of the recommendations made by the Bhagat Singh Koshyari Committee.

Koshyari, who headed the Rajya Sabha Petitions Committee, said in December 2011: “Uniform pension be paid to armed forces personnel retiring in the same rank with the same length of service, irrespective of their date of retirement, and any future enhancement in the rates of pension be automatically passed on to the old pensioners”.

While answering to a question in Parliament today (22.7.2015) on the demand of OROP to Paramilitary Forces, the Minister of State for Home Affairs said there is no proposal under consideration by the Ministry.

Demand of One Rank One Pension by paramilitary forces

There have been some requests demanding One Rank One Pension on the line of demand in Defence Forces. There is no proposal under consideration of the Ministry on the issue.

Proposals regarding granting of Para Military Service pay and enhancement of casual leave at par with Army have been received in this Ministry. The same have been referred to the 7th Central Pay Commission for consideration.

This was stated by the Minister of State for Home Affairs, Shri Kiren Rijiju in a written reply to a question by Smt. Rajani Patil and Shri A.K. Selvaraj in the Rajya Sabha today.

Status of Implementation of OROP

The principle of One Rank One Pension for the Armed Forces has been accepted by the Government. The modalities for implementation were discussed with various stakeholders and are presently under consideration of the Government. It will be implemented once the modalities are approved by the Government.

This information was given by Minister of State for Defence Rao Inderjit Singh in a written reply to Shri Neeraj Shekhar and others in Rajya Sabha today.

Anna Hazare Prepares for Nationwide Protests for OROP

Anna Hazare has announced that he will soon launch nationwide protests against the Land Acquisition Act and for the implementation of OROP.

The government under Narendra Modi is getting ready to make amendments to the current Land Acquisition Act and implement it. The new Bill was presented in the Parliament and passed. But, the upper house hasn’t yet cleared the Bill due to insufficient majority. The Bill has met with staunch opposition from the opposition parties, including Congress, and social activist Anna Hazare.

Anna Hazare, who shot to fame when he protested against corruption during the Congress regime, is now fighting with the BJP for OROP and against the land acquisition bill. Hazare had interacted with the representatives of ex-servicemen associations and had discussed the OROP issue with them. Former Colonel Dinesh Nain, and Brigadier Kartar Singh had participated in the meeting which took place at Anna Hazare’s hometown of Ralegan Siddhi.

Speaking to the newspersons after the meeting, Hazare said, “BJP, in its election campaign, had assured that it will implement One Rank One Pension if it is voted to power. More than a year has passed since it took over, and nothing has happened. Why is it not showing the same eagerness with which it is trying to implement the Land Acquisition Act, to OROP too?

Stressing both the demands, Hazare has announced that he will launch an indefinite fast from Gandhi Jayanti day (October 2) onwards.

One Rank One Pension – Ex-servicemen launch nationwide stir

Ex-servicemen have launched a series of protests all over the country demanding the implementation of the One Rank One Pension scheme. A massive relay hunger strike began in New Delhi.

In select cities around the country, ex-servicemen gathered in huge numbers to express their dissatisfaction against the government.

Ex-servicemen are being given pension depending on the year of their retirement, their ranks, and the number of years that they had served. Soldiers who had retired before 1996 continue to get very low pensions compared to those who had retired after 1996, leading to a great dissatisfaction among those who belong to the former category. A senior officer who had retired before 1996 draws lesser pension than his junior officers who had retired after 1996. Despite the fact that budgetary allocations were made to resolve this issue, nothing was done.

In addition to Delhi, similar protests are also on in Bihar, Jalandar, and Bengaluru.

Ex-servicemen hold nationwide protests over OROP delay

Upset over the delay in the implementation of the One Rank, One Pension (OROP) policy, ex-servicemen on Sunday held protests across the country, demanding its immediate introduction.

The protest comes after talks — both formal and back-channel — with the government failed as the ex-servicemen were not given a specific timeline for the implementation of the long-pending OROP.

“Prime Minister Narendra Modi has assured us that it will be implemented, but it has been one year,” said Col. (retd.) Anil Kaul, the media advisor to Indian Ex-Servicemen Movement (IESM).

The ex-servicemen maintained that they were not against any government but were protesting to get their long-pending dues. They also said that they have sought an appointment with President Pranab Mukherjee.

Interestingly, some farmers’ groups and students from Delhi University and Jawaharlal Nehru University also joined the protests.

The slogan of ‘Jai Kisan, Jai Jawan’ was raised as a group of farmers joined the protest at Jantar Mantar to support the ex-servicemen.

In the eighth instalment of Prime Minister Modi’s ‘Mann Ki Baat’ radio talk, he had assured ex-servicemen that his government would soon resolve the OROP issue.

OROP envisages a uniform pension for the Defence personnel retiring in the same rank with the same length of service, irrespective of their date of retirement.

Close to 22 lakh ex-servicemen and over six lakh war widows stand to be the immediate beneficiaries of the scheme.

Defence Ministry sources said the OROP file was with the Finance Ministry for a final budgetary approval. Defence Minister Manohar Parrikar has repeatedly said that the government has completed all formalities and OROP will be implemented soon.
