World Toilet Day -Swachh Bharat Mission Mega Initiatives across States and Districts

Swachh Bharat Mission to celebrate World Toilet Day tomorrow with nationwide activities 
The Swachh Bharat Mission (Grameen) will celebrate the World Toilet Day tomorrow with mass  awareness and mobilization activities across States and districts.  The focus is on usage  of toilets, which is closely linked to the Prime Minister’s call for a Swachh Bharat by October 2019.
The central part of the day’s celebrations  is the the Swachh Bharat World Toilet Day Contest 2018 among all districts by organizing grassroots activities involving district, block and panchayat level teams, swachhagrahis and swachhata champions. The objective is to engage with communities and reaffirm the national resolve to a sustain the Sanitation achievement. States and districts are working on a competitive mode since 9th November with a range of innovative activities centred around Toilets and Swachhata creating unprecedented momentum in the country which is expected to culminate with mega initiatives tomorrow.
Since the inception of the Swachh Bharat Mission, the rural sanitation coverage of India has increased significantly, from 39% in October 2014 to over 96% today. Over 8.8 crore household toilets have been built by rural Indians. As a result, 25 States/Union Territories, 530 districts, and over 5.2 lakh villages have declared themselves free from open      defecation.   The number of people practicing open defecation in rural India has gone down from 550 million in 2014, to less than 100 million today through the progress made under the Swachh Bharat Mission.
In recognition to the work done by the Swachh Bharat Mission (Grameen), the Ministry of Drinking Water and Sanitation, is  receiving a Lifetime Achievement Award at the World Toilet Summit in Mumbai .

Model Railway Stations

Model Railway Stations  
Development of stations under ‘Model’ Station Scheme was in vogue from June, 1999 to November, 2008.  Under this scheme, 594 stations were identified for development and all stations have already been developed.   
 ‘Model’ Stations are provided with “Desirable Amenities”, depending upon the category of the station, such as, retiring room, waiting room, public address system/computer based passenger announcement system, electronic train indicator board, water coolers, standardized signages, Pay & Use toilets etc.
At present, stations are upgraded under the Adarsh Station Scheme. Till date 1253 Railway stations have been identified for development as Adarsh Station.

Passengers to pay about 15 per cent more than the existing fare for travel in Antodaya Unreserved Express

Indian Railways to run two Antodaya Express rakes which are ready now to be rolled out on the high demand long-route destinations – one to ply between Mumbai-Tata and the second is slated to run between Ernakulam-Howrah.

NEW DELHI: General passengers will have to shell out about 15 per cent more than the existing fare for travelling in Antodaya Express, the fully unreserved superfast service to be launched shortly in dense routes. Equipped with facilities like water purifiers, mobile phone charging points and fire extinguishers among others, the first Antodaya Express is slated to be pressed into service from Mumbai for Tatanagar this month. Provided with bio-toilets for zero discharge of effluents, Antodaya coaches will have toilet occupation indication lights provided at each end near the doorway with better visibility from compartments, a first in general class.

Two rakes of Antodaya Express are ready now to be rolled out on the high demand long-route destinations, a senior Railway Ministry official said. While one will be launched between Mumbai and Tata, the second is slated to be between Ernakulam and Howrah, another busy route.

However, the official said the fare for Antodaya Express is likely to be slightly higher than the mail/express fares. The fare structure has not been finalised yet but it will be between 10 per cent to 15 per cent more from the regular fare, he said. Catering to the growing requirement of general passengers, Railways had announced the introduction of Antodaya superfast trains with many modern facilities for unreserved category in the last budget.

Cushioned luggage racks with coat hooks, Antyodaya Express will also have LED lights and enhanced capacity dustbins. Besides there will be cushioned seats with aluminium composite panels interior for aesthetic look of the coach. Railways has maintained that manufacturing cost of these coaches with modern facilities is high, so there have to be special fares for these services which will be higher than that of regular trains.

Earlier Railways introduced the Humsafar Express, the fully AC-3 service, also part of the budget commitment, with dynamic fares. After Antodaya, railways will launch Tejas Express, another special service in April with higher fares.

“Currently the trial is going on the route to ensure that the section becomes the first discharge free zone in railways. It will be formally declared as green corridor in the last week of May,” said a senior Railway Ministry official involved in the bio-toilet project.
A zero toilet discharge section envisages all trains passing on that particular route would have bio-toilets which eliminate open discharge of waste on the tracks.
There are about 14 stations between Rameswaram and Manmadurai and about 16 passenger trains use the track in a day.
All coaches of trains passing through the Manmadurai and Rameswaram section are now equipped with bio-toilets so there will be no waste discharge on the track, said the official.
Bio-toilets eliminate open discharge of waste on the track as the waste is digested by specially developed bacteria and only small amount of clean water is discharged in the process.
In the second phase, “Kanalus-Dwarka-Okha and Porbunder-Wansjalya section in Gujarat have been identified to be made zero toilet discharge sections.
“Our aim is to make tracks free from discharge of waste from toilets by installing environment-friendly zero discharge toilet system in the coaches and we will do it in phases,” he said.
According to the plan, Jammu-Katra route will also be made a zero-discharge section.
Railways have installed more than 20,000 bio-toilets in trains till now and has set a target to fit 17,000 more this fiscal.
It costs about Rs 3.5 lakh to install four Zero Discharge Toilet Systems in a coach.

Rail Pollution: NGT directs IR’s Environment Directorate to file a reply on direct discharge through toilets on Railway lines

Pune: The National Green Tribunal (West Zone) has directed the environment directorate of the railway ministry to file a reply on the issue of direct discharge through toilets on the Indian Railways system which leads to massive pollution, an activist said on Tuesday.

“The NGT has taken serious cognizance of our environment interest litigation (EIL) which points out how nearly 4,000 tonnes of human waste is dumped daily through the ‘open discharge system’ used on Indian Railways,” said lawyer Asim Sarode.

The NGT recently asked the railway ministry to file its reply and remain present before the tribunal on Octpber 1, in the EIL filed through NGO Sahyog Trust’s socio-legal analyst Rama Sarode and her team comprising Mukta Sathe, Tushar Wayal, Sanjay Jadhav and Shreyas Atre.

The petition demanded that the existing toilet systems must be replaced with eco-friendly alternatives like bio-toilets.

The EIL said pollution was not limited only to railway tracks, but surroundings like water bodies, rivers, atmosphere when faecal matter discharged causes severe pollution and health hazards.

“In fact, the toilets in the Indian Railway systems have become the biggest mobile source of environmental pollution with this daily hazard dumped all over the country where thousands of trains ply,” Sarode said.

Citing a CAG report, Sarode said that despite two decades of conducting trials with different models of ‘green toilets’, the Indian Railways have failed to finalise the suitable technology and implement it, though the deadline was 2007.

Even the installation of bio-toilets, which converts excreta into neutral water using a form of bacteria has been dissatisfactory with only 10 percent work completed so far, he added.

Besides stopping the present form of direct discharge, the EIL urged the railway ministry to appoint only those coach manufacturers who can incorporate eco-friendly toilets into the coach design, and cover all water bodies on which railway tracks pass to prevent the discharge of human waste into the fresh water below.
