Initiatives by Indian Railways for Improvement in Passenger Amenities and Cleanliness 

Some of the other major initiatives taken by Indian Railways towards improvement in passenger amenities and cleanliness in trains are as follows :

Upgradation of coaches including toilets in identified rakes of existing trains under Project Swarn and Project Utkrisht, and introduction of improved passenger services such as Humsafar trains and Antodaya trains.
Provision of dustbins is being done in non AC coaches also in addition to the AC Coaches.
Provision of health faucets in all new AC and non-AC coaches, in addition to mug with chain arrangement.
Pace of installation of Bio-toilets in Coaches has been intensified. It is planned to install bio-toilets in the entire BG coaching fleet of Indian Railways by 2019.
  • Cleaning of coaches, including toilets, is done at both ends including mechanised cleaning through professional agencies at around 145 coaching depots.
  • On Board Housekeeping Service (OBHS) has been provided in more than 1050 pairs of trains including Rajdhani, Shatabdi and other important long distance Mail/Express trains for cleaning of coach toilets, doorways, aisles and passenger compartments during the run of the trains.
  • ‘Coach Mitra’ facility has been introduced in about 1000 pairs of OBHS trains. ‘Coach Mitra’ is a single window interface to register coach related requirements of passengers such as cleaning, disinfection, linen, train lighting, air conditioning and watering of coaches.            
  • To improve the quality of washing of bed linen, mechanized laundries have been set up at 57 locations in the railways.
  • Pest control treatment of coaches and rodent control measures are regularly done as per schedule.

 This information was given in a written reply to a question in Rajya Sabha.

Bio Toilets is major Contributor in the Cleanliness of Indian Railways.
The Bio-toilet Changes human excreta in to water and Gas with the help of certain bacteria and helps maintaining cleanliness.
Passengers due to lack of information about Garbages blockage,Models and Boards explaining what to do and what not to do.
1)Please Flush after using the Toilet else it will be jammed.
2)Do not throw bottles newspaper,napkin,polythene,clothes,tobacco etc in the Toilets.
3)Use small Dustbins placed in the Toilet as needed.
4)Maintain Cleanliness of the toilet.

CHANDIGARH: Passengers travelling between Delhi and Chandigarh will soon have the facilities of Wi-Fi, LCD screen, USB charging facility, and bio-toilets as the first Tejas Express train manufactured in the country— which will travel at a speed of 160 km per hour— will be handed over to the Northern Railway on May 15 by the Rail Coach Factory (RCF) in Kapurthala.
Sources said the train can touch the speed of 200 km per hour. The first rake consisting of 19 coaches including 16 air-conditioned chair cars and two executive chair cars besides one power coach will be handed over to the Northern Railway by May 15. While the chair car coach will have 78 seats, the executive class coach will have 56 seats.
A senior railway official said it is expected the newly designed coaches will run on the track by this month end but the final decision is to be taken by the railway board.
Earlier it was decided that this high speed train will run between Mumbai and Goa but now it is learnt that it will run between Delhi and Chandigarh.
The third train in this series will  run between Surat and Mumbai as the next two rakes are being manufactured and will be rolled out of the factory by March next year. The cost of each coach of this train is Rs 3.25 crore and has been built in six months.
There will be automatic plug doors on this train which will provide better sound and heat insulation and these doors will be controlled from the guard panel.
The train will have the same bio toilets that are installed in airplanes. The flush system will have vacuum evacuation besides sensor taps and soap dispenser will be placed.
The train will have Wi-Fi and bell at each seat like in planes so that the attendant can be called for any help.

“Currently the trial is going on the route to ensure that the section becomes the first discharge free zone in railways. It will be formally declared as green corridor in the last week of May,” said a senior Railway Ministry official involved in the bio-toilet project.
A zero toilet discharge section envisages all trains passing on that particular route would have bio-toilets which eliminate open discharge of waste on the tracks.
There are about 14 stations between Rameswaram and Manmadurai and about 16 passenger trains use the track in a day.
All coaches of trains passing through the Manmadurai and Rameswaram section are now equipped with bio-toilets so there will be no waste discharge on the track, said the official.
Bio-toilets eliminate open discharge of waste on the track as the waste is digested by specially developed bacteria and only small amount of clean water is discharged in the process.
In the second phase, “Kanalus-Dwarka-Okha and Porbunder-Wansjalya section in Gujarat have been identified to be made zero toilet discharge sections.
“Our aim is to make tracks free from discharge of waste from toilets by installing environment-friendly zero discharge toilet system in the coaches and we will do it in phases,” he said.
According to the plan, Jammu-Katra route will also be made a zero-discharge section.
Railways have installed more than 20,000 bio-toilets in trains till now and has set a target to fit 17,000 more this fiscal.
It costs about Rs 3.5 lakh to install four Zero Discharge Toilet Systems in a coach.

In order to achieve zero discharge of human waste o­n the tracks, Indian Railway plans to fit Bio Toilets in all trains. Western Railway has already provided Bio Toilets in 468 coaches along with Dustbins and will be provided in future in more coaches in a phased manner.

The human waste in Bio Toilets is biologically degraded by anaerobic bacteria and converted to water, methane and carbon-di-oxide. Therefore unlike traditional toilets which discharge waste o­n the railway tracks, the new bio toilets treat the human waste in a tank below the coaches where it is converted into water and harmless gases. The leftover in the tank is free from harmful germs.

Bio toilets are not o­nly environment friendly but also prevent damage to the railway tracks due to corrosion as well as improve aesthetics at railway stations. However, bio toilets often get choked and become non-functional due to throwing of objects like plastic bottles, paper cups, cloth rags, polythene/plastic bags, gutka pouches, nappies etc.

Passengers have an important role to play in the success of bio toilets. It is important that bio toilets are not used as garbage bins and waste such as plastic, bottles, polythene, pouches, cloth pieces, nappies etc. are not be thrown in the toilet. Also, the toilets are not to be used when the train is on the station.

Indian Railways is working towards the long terms objective of replacing the traditional train toilets with green toilets i.e. bio toilets.

Bhopal Coach Rehabilitation Workshop releases ‘Aircraft-Like’ Coaches for Indian Railways

Bhopal: With plush interiors, ‘bio-toilets’, illuminated signs and even stairs to climb to upper berths, 20 state-of-the-art rail coaches unlike any other will soon be part of the Indian Railways network.

Designed by the Indian Railways Coach Rehabilitation Workshop in Bhopal, the modern coaches are made to make train journeys comfortable and safe for passengers.


The coaches will be first introduced on ISO certified trains and Rajdhani Expresses

Gone are the blue and brown seats, these revamped coaches feature berths in a striking purple shade. More spacious than older ones, these ‘jerk-proof’ seats promise a far more comfortable journey. Ample use of chrome and matte surfaces lend the coaches a space-age look.

“We have spent around Rs. 14 lakhs on each coach. The interiors are not unlike that of an aircraft with modern seats and other facilities. We will be revamping three more trains. As far as inducting them is concerned, that will happen only after railway ministry clears them,” Ramesh Chandra, General Manager of West Central Railways, told.

The coaches have a number of other facilities including fire-proof seats, carpet-like floors, LED reading lights, mobile charging points and an eco-friendly ‘bio-toilet’ system.

Brajesh Pandey, a chartered accountant and a frequent traveller, said, “Over the years railways has been hiking fares but in terms of facilities it has not been able to deliver. It’s good to learn about the modern coaches. I am proud that they are not only made in India but made in Madhya Pradesh.”

As per plans, 111 coaches are to be manufactured by the workshop in Bhopal. The test run of the ready 20 coaches has been successful and after minor tweaks these coaches will sent to Delhi for approval by the Railway Ministry.

Pune: The railway board has taken up the task of ensuring all railway coaches meet this financial year’s target of installing bio-toilets in coaches. Zonal railway offices will be required to submit monthly progress reports to the board.

In Pune division, 475 bio toilets have been installed in 156 coaches. Besides, a ‘clean my coach’ SMS facility has been successfully started on Pune-Jammutavi-Jhelum express. Officials say they get about 50 SMSs every day.

Discharge on tracks is an environmental concern and creates problem for railway workmen. The environment-friendly toilets are expected to ensure zero discharge on tracks. While all new coaches are now fitted with bio-toilets, the existing ones have been retrofitted.

In his maiden budget speech in February, railway minister Suresh Prabhu had said that the railways intend to install 17,000 more bio-toilets in coaches this year. The minister said the railways have already installed over 17,300 such toilets.

While the target is for installing 17,000 units, the zonal railways had placed demands for only over 8,800 units, as per a circular issued by the railway board in the month of July. The board has advised railways and production units to take necessary steps for exceeding the target of 17,000 toilets. It has also asked zonal offices to expedite the procurement process and finish installation work at the earliest.

The ‘clean my coach’ SMS facility has been well received in Pune. Posters have been put in all coaches of Jhelum express. If a cleaning facility is required, the passenger has to dial the PNR number and send it to 56677. The on board house keeping services is expected to respond quickly. After the work is done, the passenger receives a code number, which he has to send back to 56677 to confirm the work is done. Railway officials said the facility will be extended to other trains too.

The Jhelum express has been provided with garbage disposal facility. Railway officials said it is helping them keep the coaches clean.

NEW DELHI: To provide better amenities to passengers, Railways unveiled a new AC 3-tier coach here with state-of-the-art facilities including CCTV cameras, bio-toilets and improved safety features.

The interiors of the coach, with better security and comfort features, have been designed aesthetically, said Railway Board Member (Mechanic) Hemant Kumar.

While CCTV cameras have been installed at the entrance of the coach on both the sides to strengthen the security system, fire-retardant materials have been used to prevent fire as a safety measure.

Manufactured at the Integrated Coach Factory (ICF) in Chennai, the AC coach is equipped with wider stainless steel ladder with hand-holds for easy climbing to upper berths.

Besides, the coach has also been fitted with braille stickers for the convenience of visually-impaired passengers.

Asked about the cost of the enhanced features, Kumar said an additional Rs 7.2 lakhs were spent to upgrade the coach with better amenities.

For faster evacuation in case of emergency, the door of the coach has been made to swing both ways. The bi-directional swing door is a new feature which is likely to be a norm for all new coaches in future.

This new compartment is the 50,000th coach rolled out from ICF and is likely to be fitted in a train bound for the southern states.

New Delhi: Indian Railways is all set to make its tracks on two routes free from discharge of waste from toilets by installing environment-friendly zero discharge toilet system in the coaches of the trains running on these sections by October 2.

Gearing up to achieve a unique milestone in the 'Swachh Bharat' mission, railways have identified Kanalus-Dwarka-Okha and Porbunder-Wansjalya routes in Gujarat to make it "zero toilet discharge" sections.

"Kanalus-Dwarka-Okha and Porbunder-Wansjalya section have been identified to be made 'zero toilet discharge' sections by October 2 this year," Railway Board Member (Mechanical) Hemant Kumar said in New Delhi on Monday.

The zero toilet discharge section envisages all trains passing on that particular route would have bio-toilets which eliminate open discharge of waste on the rail tracks from the existing toilets.

Railways had launched a massive cleaning operation on October 2, 2014 when the then Railway Minister Sadananda Gowda had led from the front by picking up the broom to clean New Delhi station.

Kumar said Jammu-Katra and Manmadurai-Rameswaram sections would be made a fully green one later in 2015.

Bio-toilets have been introduced in the rail coaches to eliminate open discharge of waste on the track. In the bio- toilets, the waste is digested by specially developed bacteria and only small amount of clean water is discharged.

Kumar said the railways have installed more than 17,000 bio-toilets in trains till March 2015, and has set a target to fit 17,000 more such toilets in this fiscal. It costs about Rs 3 lakh to install four "Zero Discharge Toilet System" in a coach.

Railways is also planning to change the existing ladder in sleeper and AC coaches in order to make them more user-friendly. Ladders have been already changed in the AC-1 coaches and new design for other class coaches are being finalised to be replaced with the existing ones, Kumar said.

Railways have joined hands with NID to design a more user- friendly ladders for sleeper and AC class coaches.

Asked about the progress in manufacturing of state-of-the -art 'Anubhuti' rail coach, Kumar said the contract to manufacture the coach had to be awarded again as the contractor awarded the work could not deliver it and also there were pricing issues involved in it.

He, however, said Anubhuti project was not in the cold storage and would be manufactured. The then Railway Minister Pawan Kumar Bansal had announced the introduction of Anubhuti coaches with state-of-the-art facility to passengers of select Rajdhanis and Shatabdis with much fanfare in his Rail Budget 2013.

Rameswaram (RMM): Following the recent announcement in the railway budget to make Rameswaram a green station, the Madurai railway division has started allotting more bio-toilet fitted coaches to the station.

One of the important pilgrimage centres attracting lakhs of pilgrims from across India, Rameswaram is well connected with major North Indian destinations by rail. Out of the 145 coaches maintained in Rameswaram, 78 are fitted with bio-toilets, said Divisional Railway Manager, Sunil Kumar Garg said during the Indian Railway’s 15-day Railyatri Upbhokta Pakhwadan 2015. The remaining coaches too would be fitted with bio-toilets soon. Out of the 778 coaches used in Madurai division, 177 coaches are already fitted with bio-toilets, the DRM said.

According to railway officials, the main advantage of bio-toilets is that human excreta will not spill on to the tracks and spoil the station premises when the train is stationary.

The outlet of the lavatory is connected to a bio-digester with six chambers where the excreta is made to go through a series of changes with the help of innoculum bacteria culture – filled periodically as and when necessary – in a slow process by which the bacteria reacts with the excreta converting it into methane gas and water. At the end, the water is chlorinated and then allowed to fall on to the track thus protecting the environment.

However, maintenance staffs face issues with bio-toilets since passengers are not sufficiently sensitised about their use. Discarding papers, polythene bags, sanitary napkins, plastic bottles and cloth rags choke these toilets. On Tuesday, the division held a day-long exhibition on bio-toilets with the intention of sensitising travelling public as part of passenger and customer facilitation fortnight.

Meanwhile, a yoga camp was organised at Rameswaram by the personnel department for 40 railway staff which was conducted by volunteers of Art of Living on Wednesday as part of the customer facilitation fortnight.

A passenger road show with union leaders as brand ambassadors was organised by the personnel and commercial departments at Rameswaram where volunteers of scouts and guides staged a road show for creating safety awareness among the passengers and public. About 150 people witnessed the road show, according to railway officials.

At Madurai junction, a signal safety seminar was organised by the signal and telecommunication department for signalling staff. About 30 officers and staff from signal maintenance took part in the seminar.

Mangalore (MAQ): A senior Railway official has come out with a novel idea that could rid the Indian Railways of the ‘World’s largest open toilet’ tag.

His idea of self-contained toilet coaches (SCTC) within every train rake will not only make tracks stench-free, but also reduce financial burden on the Railways, which is introducing expensive bio-toilets in all coaches.

In his paper posted on the Indian Railway Traffic Service (IRTS) Association (www.irts.org.in), senior IRTS officer and Director with the Railway Board, Anwar Hussain Shaik, has given a simple solution — remove toilets in every passenger coach and design exclusive toilet coaches that can be attached to every rake. The SCTC will have a collection tank beneath and a water tank atop. The waste will be disposed of directly to the underground drainage system at designated stations, thereby completely eliminating manual intervention. Depending upon the number of coaches of each rake, three or four toilet coaches could be marshalled in between the rake in such a way that passengers need not cross more than three coaches to reach the toilet, Mr. Shaik said.

Introduction of SCTC for all 1,600 rakes of the Railways would cost around Rs.1,000 crore at the rate of Rs.63 lakh per rake. However, the bio-toilets would cost more than Rs.8,000 crore. He, however, admitted that the big problem would be changing the mindset of passengers, who are used to toilets in every coach.

BIO TOILETS

Go Green Solutions with support of technology developed and approved by DRDO – Ministry of Defence offers an innovative technology for disposal of human waste in eco friendly manner. These Bio toilets can function at any atmospheric temp between -55 to 60 degree C. The bacterial consortium degrades night soil at temp as low as -55 degree C and produces colourless, odourless and inflammable bio gas containing 50 – 70% methane.

The main constituents of Bio Toilet are Pre fabricated above the ground shelter and Bio Digester tank. Bio digester tank is a cylindrical structure with the provision of inlet for human waste and out let for Bio gas. Temp in the bio – digester is maintained between 5-30 degree C. A person can use the toilet which is connected to the bio-digester. Night soil degradation occurs through microbial reaction which converts it into bio gas. The smell of night soil, the disease causing organisms in the night soil and the solid matter are eliminated totally. On dry weight basis 90% of the solid waste is reduced. The gaseous effluent (bio-gas) is continuously let off to the atmosphere. Bio Gas can be used for various energy incentive activities like cooking water and room heating. Liquid effluent can be drained to any surface or soak pit with out any environmental hazards. 

TECHNOLOGY BEHIND BIO TOILET

Human waste disposal in high altitude and low temp areas, Moving Railway coaches, Buses, Big Cities, Mines, remote areas, Beaches, Rural areas, long distance buses is a burning problem.

The problem has further aggravated in glaciers where ambient temperature drops to -40 degree C and lower. The low temp stops/ delays the natural bio-degradation of the waste leading to its preservation (accumulation) for long time resulting in environmental hazard.
Local heating by direct sunlight exposes the waste buried in the ice causing nuisance and foul smell. The melting ice takes the waste to rivers disturbing the aquatic eco system. More over human waste is also responsible for spreading of water born diseases like typhoid, cholera, Shigellosis, Amebic Dysenteries, Diarrhea etc.

This technology is suitable for any area/ application in India. The process under this technology culminates in to treated effluent which is free from Pathogens and is also environmentally acceptable. The technology has major two components:
a- Low temp active inoculums
b- Temp controlled Bio digester

A consortium of anaerobic bacteria has been formulated and adopted to work at temp as low as 5 degree C. This is the component which acts as inoculums (seed material) to the bio digester and converts the organic waste into methane and carbon-dioxide. The anaerobic process in- activates the pathogens responsible for water born diseases. Bio digester serves as reaction vessel for bio methanation and provides the anaerobic conditions and required temp for the bacteria. The optimum temp is maintained by microbial heat, insulation of the reactor and solar heating.

Kapurthala (KXH): The Rail Coach Factory (RCF), based at Kapurthala in Punjab, has decided to fit bio-toilets in all the 1,600 coaches manufactured by it in the next financial year. RCF is a coach manufacturing unit of the Indian Railways.

In 2014-15, it has fitted 950 coaches with bio-toilets, out of the total 1,300 coaches it manufactured till date. Overall, it has fitted over 2,400 coaches with bio-toilets as on date.

Stressing on the need to work towards Prime Minister, Narendra Modi’s ‘Swachh Bharat’ drive, Railway Minister Suresh Prabhu in his Budget speech said 17,000 more toilets would be replaced by bio-toilets, also called green toilets. A senior official in Rail Coach Factory at Kapurthala said, “From the next financial year, all the coaches, including conventional and LHB  (Linke Hoffman Busch) coaches, will be fitted with bio-toilets.”

In bio-toilets, a colony of anaerobic bacteria convert human waste mainly into water and small amount of gases (methane and CO2). The gases emit into the atmosphere and waste is discharged after chlorination onto the tracks. Human waste, thus, does not fall on the railway track.

This procedure is environment-friendly and improves the working condition for the railway track staff. According to railway officials, defacement and corrosion of railway tracks by night soil lead to loss of crores of rupees. Bio-toilets have the advantage of preventing corrosion of railway tracks, as it prevents discharge of human waste.

RCF, in association with Defence Research and Development Establishment, developed this cost-effective indigenous technology, to treat faecal waste in coaches.

The technology provides an almost maintenance free and a low cost solution to the problem of open defecation on the railway tracks.

On being asked the production of coaches in current fiscal year, he added,” We are targeting to produce 1523 coaches this year against the installed capacity of 1,500 coaches per annum. Till date we have produced 1300 coaches of different variants like Rajdhani, Shatabdi, and other mail/express trains

Indian Railways propose to install environment–friendly toilets in all its passenger coaches. Proliferation of bio-toilets in coaches has already been started. Approximately, 11700 bio-toilets have been installed in passenger coaches on Indian Railways till June 2014. It is planned to induct all newly- manufactured coaches fitted with bio-toilets from 2016-17 onwards and to fit bio-toilets in the entire fleet of coaches by 2021-22. 

This information was given by the Minister of State for Railways Shri Manoj Sinha in written reply to a question in Rajya Sabha today.
