Introduction of Common Mini Line (CML) Boxes:
In addition, Loco Pilots usually carry personal equipment line box equipped with all essential tool kit, protection equipment and communication equipment which are required in day to day working. Personal Line boxes have to be loaded and unloaded from locomotive at the time of commencement and completion of duty by Loco Pilots. The process is very laborious and requires huge manpower due to involvement of huge number of line boxes.
To overcome the difficulties with Personal Line Box, South Central Railway has introduced the system of Common Mini Line (CML) Box in all the six divisions of the zone, which has eliminated requirement of loading/unloading of Line Boxes. CML boxes are loaded at first zonal crew change point of SCR and remains in the engine till next zonal crew change point. Thus, Loading and unloading of CML box within SCR zone is fully eliminated except at zonal crew change points. CML boxes occupy less space, lesser in weight and size compared to earlier line boxes. Requirement of number of tool kits, protection equipment and communication equipment is reduced due to o­ne line box for loco instead of individual staff. No dedicated space is required for storage at Loco Pilot lobbies as in the case of earlier method. No Box boys are required for loading/unloading. This has resulted in overall recurring monetary saving of approximately Rs 1 crore per annum. Introduction of Common Mini Line (CML) Boxes in place of Personal Line boxes over the zone is also recognized as o­ne of the Best Innovation at Railway Board Level.
On this occasion Shri Gajanan Mallya, General Manager opined that Loco Pilots are the core strength of Railways and expressed his happiness for the efforts being adopted by the SCR to improve the working conditions of Loco Pilots. He also said that efforts are o­n hand to provide Air Conditions in the locomotives o­n gradual manner and advised to extend these facilities to the entire Zone at the earliest.

.On 28th November, 2018, Shri K.R.Abilash Babu, Loco Pilot and Shri.Ved Prakash Meena , Asst. Loco Pilot of a Goods Train (Erode) experience jerk while the train was running between Mecheri Road – Mettur Dam in Salem – Mettur Dam section of Salem Division around 10.50 hrs. Immediately, the Loco Pilots informed the Guard of the train and section engineers.The train was stopped the train at Mettur Dam, the next station.On receipt of information, the Section Engineer and team proceeded to the spot. A rail fracture was found.Subsequently, speed restriction was imposed in the section.After renewing cut rail Speed restriction was withdrawn and train operations resumed with normal sectional speed at 17 hrs o­n 29th November, 2018.
On 3rd December, 2018 around 6.30 hrs, while a Goods Train was running in Pettaivayatalai – Kulitalai section in Tiruchchirappalli – Karur section of Salem Division, the Loco Pilots Shri Niranjan Lal Meena, Loco Pilot and Shri. Kundan Kumar, Asst. Loco Pilot (Erode) experienced a heavy jerk and stopped the train at Kulitalai, the next station.Information was swiftly passed to the Station Master of Kulitalai and Section Engineers.Upon inspection of the tracks, the Section Engineer noticed a weld failure and imposed speed restriction in the section.The weld failure was immediately attended and tracks were restored.
On 8th December, 2018, around 18.35 hrs, the Motorman of Train No. 66607 Coimbatore-Palakkad Town Passenger Shri B.Ramesh Kumar experienced jerk while the train was passing Podanur-Madukarai section and stopped the train at Madukarai, the next station.The Station Master of Madukarai who received the information from the Motorman swiftly informed the Section Engineers.A weld fracture was noticed upon inspection by Section Engineer and speed restriction was imposed in the section to ensure safe train movement.Once the weld fracture was attendednormal sectional speed was restored o­n 9th December, 2018 at 14 hrs.
In recognition of the alertness and safe working of the above staff , Shri K.R.Abilash Babu, Loco Pilot and Shri.Ved Prakash Meena , Asst. Loco Pilot of a Goods Train (Erode), Shri Niranjan Lal Meena, Loco Pilot and Shri. Kundan Kumar, Asst. Loco Pilot (Erode) and Shri B.Ramesh Kumar, Motorman received awards and merit certification from Shri R.K.Kulshrestha, General Manager, Southern Railway.The General Manager lauded the loco pilots for their swift action and exemplary devotion to duty in ensuring safe train operations.
Shri U. Subba Rao Divisional Railway manager Salem and other officers appreciates the work of Loco pilot of Salem division.

These were the words of advice from East Coast Railway General Manager Shri Umesh Singh, to the Loco Pilots and Guard of Falaknuma Express, who were awarded by the General Manager for showing experimental alertness o­n duty while driving the Secunderabad-Howrah Falaknuma Express o­n 4th October, 2018. Their alertness o­n duty helped to avoid a big accident involving many lives. They were given Cash Awards by the General Manager in presence of Shri Rajeev Sharma, Additional General Manager and Shri Sudhansu Sekhar Mishra, Chief Safety Officer of East Coast Railway.

Ministry of Railways likely to substantially increase the vacancies of Assistant Loco Pilots & Technicians from 26502 posts to about 60,000 posts 

Maximum care has been taken to allocate centres to the candidates in their own or nearby cities

Ministry of Railways had earlier announced the recruitment for Assistant Loco Pilots (ALP) & Technicians for 26502 posts in February 2018. More than 47 lakh candidates have applied for ALP & Technicians Examination against CEN 01/2018. The notified vacancies of 26,502 for the posts of ALP and Technicians are likely to be increased substantially to about 60,000 vacancies.
It is also to be noted that the notified 26,502 vacancies are spread over different Railway Zones and States and candidates from all over India have applied against these pan India vacancies. About 40 lakh candidates (83%) have been accommodated within 500 Kilometres. Priority has been given to women and Divyang (Persons with Disabilities) candidates in allocating centres within their own or nearby cities. However, in few states, the candidates have applied in very large proportions as compared to the available capacity of suitable exam centres, equipped with requisite critical security features. From Bihar about 9 lakhs, from UP about 9.5 lakhs and from Rajasthan about 4.5 lakh candidates have applied and hence interstate movement of some candidates from these states is inevitable. Here again it has been ensured that the candidates who had applied early have been accommodated in their own or nearby cities and states, whereas those candidates who had applied late, towards last date of application have been allocated to farther cities.
In conventional recruitment pattern, exams were conducted in decentralized manner by different RRBs and candidates travelled to the respective RRB zones to which they had applied. Centralized Computer Based examination provides the opportunity to reduce the travel requirements. That is how, about 40 lakh candidates have been allotted centres in their own/nearby cities and almost all women and Divyang (Persons with Disabilities) candidates have been allotted centres within short distance of 200 Kms. However, due to the constraint of availability of suitable exam centres, despite best efforts, everyone could not be accommodated in their own/nearby cities. Candidates are, therefore, requested to make necessary arrangements to appear in this examination, as scheduled. Candidates are advised to refer to the following link for the updated information:

NEW DELHI: The Indian Railways will hold the first stage of its computer-based recruitment examinations on August 9.
The examination will be for 26,502 vacancies of Assistant Loco Pilots and technicians, Rajesh Dutt Bajpai, Director, Information and Publicity, Ministry of Railways, told reporters.
Around 47.56 lakh candidates have applied for the positions.
Bajpai said the Railways will activate the mock link for the first stage of the computer-based test on July 26, and the e-call letter can be downloaded by the candidates from the recruitment board website four days prior to the exam.
The notice of the Railways read, “Candidates can log in with their credentials on the above-mentioned dates through the link to be provided on the official websites of RRBs for knowing their exam city, date and session and downloading travel authority (for SC/ST candidates only) and E-call letter.”
The duration of the Railways examination will be 60 minutes, while differently-abled candidates will be given an additional 10 minutes to complete the examination.
The exam will contain a total of 75 questions, all of which will be of multiple-choice question (MCQ) category. For each incorrect answer, there will be 1/3rd negative marking, as per the notice.
The notice also cautioned candidates to refer only to official websites of RRBs for all recruitment-related information, and not fall prey to messages circulated on social media.

Ministry of Railways extends the relaxation in Upper Age Limit for all categories

 Online Applications are invited around 90,000 posts in Group C Level I (Erstwhile Group D) like Track maintainer, Points man, Helper, Gateman, Porter and Group C Level II categories like Assistant Loco Pilots (ALP), Technicians (Fitter, Crane Driver, Blacksmith, Carpenter) through Railway Recruitment Boards websites.
Last date of submission of application would be extended suitably.
Option to take exam in regional languages like Malayalam, Kannada, Telugu, Tamil, Odiya and others will be available to the candidates.
For the o­ngoing recruitment of Group C Level I & II posts, Ministry of Railways have decided to extend the relaxation in upper age limit as under:

Formal corrigendum is being issued o­n official websites of RRBs shortly. Last date of submission of application would be extended suitably. It has also been decided that the questions in regional languages like Malayalam, Tamil, Kannada, Odiya, Telugu, Bangla and others will be available for candidates to take the exam.
Earlier, Ministry of Railways has announced o­ne of the world’s largest recruitment processes for 89409 posts in Group C Level I (Erstwhile Group D) & Level II Categories. o­nline applications have been invited for the Group C Level II posts like Assistant Loco Pilots, Technicians (Fitter, Crane Driver, Blacksmith, and Carpenter) and Group C Level I (Erstwhile Group D) posts like Track maintainer, Points man, Helper, Gateman, Porter. This recruitment drive is open for candidates who have passed Class Xth & ITI for Group C Level I posts & Class Xth & ITI or diploma in engineering or a graduation in engineering for Group C Level II posts like Assistant Loco Pilots, Technicians and aspire to join Indian Railways.
Ministry of Railways has published a notification no. CEN 01/2018 for Group CLevel II Categories posts for the candidates in the age group of 18-28 years who have passed Class X and have an industrial training certificate (ITI) or diploma in engineering or a graduation in engineering.
The notification no. CEN 02/2018 about Group C Level I (Erstwhile Group D) posts for candidates in the age group of 18-31 years and who have passed Class X and have an industrial training certificate (ITI). New Delhi: With Indian Railways venturing into the age of high-speed rail, the government has tied up with Japan to train the manpower required to drive the new age transport system.

Japanese experts will train railway personnel for operating the first bullet train in India. According to railways, there will be a requirement of nearly 10,000 skilled personnel to operate the bullet train as well as the other high speed corridors being developed in the country.

A senior railway ministry official said a training centre will be set up in India where the best of the Indian Railway staff will be trained to operate and maintain the high speed trains.

TRAINING CENTRE TO BE SET UP IN INDIA

Of these, nearly 4,000 staff will be required for the 508 km Mumbai – Ahmedabad bullet train corridor. “Indian train drivers will be trained in high-speed train driving simulator to practice how to control trains in extreme weather conditions and at speeds varying from 50 km per hour to 300 km per hour,” a railway ministry official said.

Apart from the bullet train, the Indian government is taking up work on five long distance high speed corridors and eight other semi-high speed corridors. The first semi-high speed Gatimaan Express between Delhi and Agra The game has not been launched in India yet has already started. The train runs at the speed of 160 km per hour.

ENGINEERS, TECHNICIANS TO BE TRAINED

A railway board official said that to meet the requirement, a pool of highly trained loco pilots and technicians will be created. Unlike the normal express trains, the high speed trains will be driven by two main pilots instead of one assistant pilot.

“Only the senior-most loco pilots, with over 20 years of experience, will be trained initially. Mental ability, quick decision making and medical fitness are critical for drivers on high speed trains.

Once they qualify the physical test, they will be put to training on simulators,” officials said adding the place where the training centre will be set up is yet to be decided. Similarly, the engineers and technicians of Indian Railways will also be trained to repair and maintain these trains as the high speed technology is entirely new to the country.

Suresh Prabhu said that the Railway Ministry is pushing hard to raise the comfor level of the passengers and in last two budgets, it received so much funds, which it had failed to get in the past.

Union Minister Suresh Prabhu on Saturday said his ministry is focusing on upgrading facilities for passengers and is set to launch new initiatives that will overhaul the "ailing" Indian Railways.

Prabhu was speaking at the inauguration of five new infrastructure facilities at suburban Kanjurmarg railway station-- a six-meter wide foot over bridge (FoB) with escalator, 8-meter wide home platform with shelter for 12 coach trains, 2.5-meter wide pathway with fencing, booking office of five windows on east side.

The Minister inaugurated these facilities through remote control system from Dadar.

Terming these measures as the beginning of new reforms, Prabhu said, "We will see a number of new initiatives that are set to overhaul of the ailing Indian Railways. In the past 30 to 40 years, the Railways did not attract the investment as it should have considering the rise in the country's population."

The Railway Ministry is pushing hard to raise the comfort level of the passengers and in last two budgets, it received so much funds, which it had failed to get in the past, Prabhu said.

The launch of the passenger amenities at the Kanjurmarg station was the part of trespassing control project (to curb death on tracks), in which six suburban stations have been shortlisted for the upgradation of the infrastructure facilities. Other five stations are Dadar, Kurla, Thane, Thakurli and Kalyan.

Prabhu also said he had detailed discussion with Chief Minister Devendra Fadnavis and with the co-ordination of the state government, his ministry was moving ahead with the integrated transportation system.

Fog severely reduces mobility of trains owing to reduced visibility and safety protocol (speed restriction) put in place. This reduces the capacity of already saturated rail corridors running through fog affected areas. Abnormal late running of trains result into unmanageable rake imbalances, heavy crew shortage due to increased working hours of drivers and guards and complete disorientation of time table, train berthing plans, maintenance slot at washing line complexes catering difficulties etc. due to late arrival of trains during fog. 

To handle the above situation, Railways have resorted to cancellation and reduction of frequency of trains during foggy season from 08.01.2016 to 29.02.2016. 

(d) Steps taken by Indian Railways to gear up for foggy condition during winter are as under: 

(i) To enhance the level of safety during fog in Automatic Block Signaling territories, Modified Automatic Signaling has been introduced which restricts the number of trains to two between two stations. 

(ii) Reduce the speed of trains. 

(iii) Deputing additional staff to alert the loco Pilot through placement of detonators before the First Stop signal. 

(iv) Improving the visibility of signals. 

(v) Loco Pilot to take precautions, be vigilant and alert and to observe Special Rules and instructions regarding speed limit under foggy conditions. 

Technology options are being pursued by Indian Railways for prevention of accidents during conditions of poor visibility by installing notably Fog Safe Device, which is a Global Positioning System (GPS) based device installed to assist the Loco Pilot during poor visibility condition. Currently, a total of 1381 Fog Safe Devices are under trial on Northern, North Eastern and North Western Railways in fog prone areas. In addition, Train Collision Avoidance System (TCAS), Train Protection and Warning System (TPWS) are also under various stages of trial.

Southern Railway loco pilots stage protest in Chennai demanding better working conditions

CHENNAI: Southern Railway’s loco running staff who drive long distance trains, suburban trains and goods trains staged a protest in front of Moore Market Complex suburban terminal demanding that railways introduce recommendations of a high power committee which suggested better regulation of working hours and increasing rest time.

The report was submitted to the ministry in 2013, but is yet to be implemented.

The loco running staff under the banner of the All India Loco Running Staff Association (AILRSA) have also threatened to go on a hunger strike for 36 hours from December 14 if no action is taken to implement the recommendations of the high power committee.

In its petition to divisional railway manager and to the railway ministry, the association said loco pilots and motormen were suffering from long working hours, unscheduled duty time, six consecutive night duties, meagre rest in between trips, inadequate weekly rest, poor condition of running room used for halt and unergonomic loco cabins.

“These factors cause fatigue and increase chances of human errors which can impact safety. The rules have been in vogue for several years but the number of trains have increased considerably,” said a loco pilot who took part in the protest.

AILRSA has been demanding that railway implement six hours of duty at a stretch, 16 hours plus two hours of preparation time at a station where loco pilot is posted, four periods of 46 hours rest in a month, eight hours rest plus preparation time at outstation and only two consecutive night duty.

The petition also said, “Today trains are running on close proximity in comparison with the past. Therefore, the alertness of all staff especially on high density routes has assumed greater significance. In the last five years, 270 loco running staff of the Indian Railways were dismissed or are forced to go on compulsory retirement for passing a red signal. Such instances can be avoided if better duty hours and rest time are introduced.”

The high power committee recommended 12 hours duty at a stretch, 16 hours rest at base station irrespective of the duty, four periods of 40 hours periodical rest in a month, eight hours rest at outstation irrespective of the duty performed, two consecutive night duties with a condition that duty on the third night should be a return journey, AC running rooms with three to four star facilities and subsidised meals.

Currently loco pilots put in 13 hours of duty at a stretch, 12 hours rest for eight hours duty and 16 hours rest for more than eight hours duty at the base station, four periods of 30 hours periodical rest, six consecutive night duties and eight hours rest for eight hours duty and equal hours of rest if duty time is less than eight hours.

The Railway Safety Review Committee has commended the Indian Railways for being one of the most efficiently run organisations. Railway employees have pointed out that despite the poor working conditions they have been dedicated to maintaining the standards of Indian railways.

Though the railway ministry has invested crores rupees on the implementation of modern technology, nothing has been done for human resource development.

Alert retired railway employee averts rail mishap in Tamil NaduMADURAI: The timely action of a retired railway employee averted a possible rail mishap on the Ayyalur - Vadamadurai section in Tamil Nadu on Wednesday morning. 

Siluvaimuthu of Vadamadurai, a retired railway carpenter, spotted a crack on the track at 8.30am and informed the keyman in charge of the section. 
The duo alerted the loco pilot of the approaching Tiruchchirappalli - Tirunelveli Intercity Express by waving a red flag. 

Railway officials praised Siluvaimuthu for his responsible behaviour which averted a possible mishap. 

Later, railway employees fixed the crack on the rail. Due to the incident, No 22627 Tiruchchirappalli - Tirunelveli Intercity Express and No 56707 Dindigul - Madurai passenger train were delayed.

16252 vacancies of Loco Pilots in Railways: MOS (Rlys) in Parliament

New Delhi: here are over 16,000 vacancies of loco drivers in railways, Rajya Sabha was told today.

In a written reply, Minister of State for Railway Manoj Sinha said there are vacancies of 16,252 loco drivers as on April 1, 2014,

He said requirement of train drivers for passenger and freight trains is worked out periodically by each division of railways and filling up vacancies is a continuous process.

There is no direct recruitment for the post of loco pilot and recruitments are done for assistant loco pilot who are subsequently promoted to loco pilot, he said.

Sinha said in order to improve working condition of train drivers, cab heaters and fans are provided in the locomotive cabin. Air conditioning is also provided in the cabin of new locomotives for tackling extreme weather conditions.
