Lucknow Metro gets Maximum Speed Certificate of 90 Kmph

LUCKNOW: Lucknow Metro Rail Corporation (LMRC) achieved significant milestone by getting the speed certificate from RDSO after going through the detailed design of Lucknow Metro train on February 14. With this speed certificate metro can conduct the trial of trains at maximum designed speed of 90 kmph on the priority section on Kanpur Road.

LMRC managing director, Kumar Keshav has assured earlier that he would try to get speed certificate from RDSO in early February to be able to run commercial operation of train by March 26, 2017. His team followed the orders and achieved certificate from RDSO within deadline.

In continuation with the ongoing trials, metro train on February 14 ran in the morning at 11:30 am at a higher speed of 60 kmph from Transport Nagar to Mawaiya metro station. The train had run all the day with all safety parameters being successfully evaluated and achieved during this high speed trial, said LMRC officials.

LMRC said that few of prerequisite tests of train have already been completed at test-track and ramp within depot. “All efforts are being made by LMRC to complete the testing and commissioning of trains within the time-frame”, said officials. The state government has instructed LMRC to begin commercial operation of metro from March 26, 2017.

A metro train goes through different types of testing before beginning its actual passengers’ operations. It would also have to go through load tests where artificial loads equivalent to crush loading of 8 passengers per square meters would be put on train. To achieve this, huge number of sand bags would be used in the train.

LMRC said that European experts are continuously monitoring the systems and trains and ensuring best technical support to the metro’s technical team. “LMRC is taking all initiative to ensure that the metro train is ready for public operation by the end of the March, 2017”, it added.

Indian Railways have increased average speeds of nearly 90 trains, including three Rajdhanis and two Shatabdis. 

It’s the world’s fourth-largest rail network that ferries about 23 million passengers a day, but most of India’s colonial-era trains have still been rattling along at an unhurried pace for decades.

Until now. Since the start of this month, nearly 90 trains, including three Rajdhanis and two Shatabdis, have cut running times by up to two hours thanks largely to faster speeds and measures such as reducing the number of halts.

Passengers on the Mumbai Rajdhani, for example, now spend 25 minutes less on a journey that normally took 15 hours and 50 minutes. The Puri-Gandhidhan Express, which took 37 hours and 55 minutes on the journey, now takes just 36 hours to complete the trip. Similarly, travel time on the Yeshwantpur-Ahmedabad Express has also been reduced by 75 minutes from 35 hours and 10 minutes.

It’s a pleasant surprise for passengers on the 64,500-km network. Average speeds on Mail and Express trains on the list have increased from 55 km per hour to 58 km per hour, while those of the three Rajdhanis are up from 74 km per hour to 76 km per hour.

“It is a small but momentous beginning towards the task of scaling up rail operations and taking them to the next level. Travel time reduction -- achieved through faster acceleration and related factors such as reduction in technical train halts – has been attained at a minimal cost of less than Rs 5 crore,” said a senior Railways official said.

“All norms on passenger safety have been complied with. Tracks on the Indian Railways are capable of running trains at speeds of 200 km per hour.”

The ministry’s speed team used a multi-pronged approach to accomplish the task, including the removal of slow speed barriers at certain locations and changes in the course of trains at crossings.

It’s a big change for the Indian Railways where speeds have remained the same for decades and in some cases have come down because of continuous clogging of networks.

“Technical inputs received from the Japan Railways came in handy,” an official said, adding that the speeding up plan would be extended to other trains on the mainline route in the coming months.

Changing Processes to speed up Project Execution becomes Imminent for Railways

New Delhi: Facing flak for the lack of capital expenditure and delays in implementation of major projects, the rail ministry has swung into action. It is tweaking the established process for project approvals to cut down delays. It is also drawing up mega spending plans to free up over-burdened lines.

The earlier time-consuming model involved inclusion of projects in the rail budget, seeking in-principle approval of NITI Aayog, clearance from the extended railway board, approval of the Union Cabinet, preparation followed by sanction of final location surveys and detailed estimates by the zonal railways and finally invitation of tenders.

“The entire process from conceiving a project to floating tenders used to take two-and-a-half years. But now, a Committee of Executive Directors is selecting projects that are sent to the NITI Aayog for in-principle approval,” said a senior rail ministry official.

Another official explained the new approach has not dropped any stage of clearance, but has merely changed the traditional sequential process of seeking approvals, under which project files used to move from one table to another, into a parallel one. “Zonal railways are being asked to carry out final location survey immediately after inclusion of the work in the budget. After that, zonal railways will send the detailed project report (DPR) to the railway board with a reasonably firm cost.”

After examination of the DPRs in the railway board, the ministry sends request to NITI Aayog for in-principle approval. The ministry has advised zonal railways to call tenders immediately after the Aayog’s approval. “This has effectively reduced tender calling period from two years after inclusion of a project in the Pink Book to six to nine months,” the second official said.

Rail minister Suresh Prabhu had included 77 doubling projects, four new lines and one gauge conversion project in this year’s budget to create additional carrying capacity and de-congest existing lines. The 77 doubling projects would require Rs 90,000 crore of investments and provide relief of 9,000 km. Of these 77 projects, DPRs of 69 have been prepared and received in the Railway Board.

Officials said the in-principle approval for 15 of these projects have been received from NITI Aayog. Of these, four projects costing around Rs 1,000 crore each are currently being sent to the Cabinet Committee on Economic Affairs for approval. In addition, through a notification issued last month, the ministry has given zonal railways more powers to sanction detailed estimates in order to reduce delays. Also, the zonal arms of railways have been granted the power for accepting all tenders.

“In many of the 28 projects on saturated corridors, we have given the directive to the zonal railways to invite tenders as a special case in anticipation of sanction. This is a departure from the normal process because business-as-usual approach would not have worked. We hope that in another months’ time, we will be able to break the ground at the project sites,” the first official quoted above said.

The railways ministry has a target for capital expenditure of Rs 1 lakh crore for the current financial year. Civil works (doubling, gauge conversion and new lines) alone would account for 43 per cent of this investment. Officials said the ministry had already spent around Rs 35,000 crore in the first half of FY16, a marginal growth over the capex undertaken in the corresponding period in FY15.

Riding on the back of the reformed project execution process, the rail ministry is targeting to commission projects at an average rate of 6.85 km a day in the current financial year, a 26 per cent jump over the last year’s rate of 5.4 km a day.

Between April and September this year, railways commissioned projects of 673 km against 600 km in the same period last year.

Ambala: After the rail traffic remained closed for eight hours on Ambala-Chandigarh track, the Northern Railway on Monday commissioned double laning of the Ambala-Dappar track. Chief Commissioner of Railway Safety (CCRS) R K Kardam conducted the commissioning and permitted opening the track. Officials said that CCRS Kardam had carried out the statutory inspection of doubling work of Ambala cantt-Dappar (22.71 km) track for the last two days and permitted the track opening on Monday evening. “Speed trial run over the entire section between Ambala-Dappar was conducted and the CCRS after satisfying himself permitted opening of the line to both passenger and goods trains,” said an official statement.

According to the Northern Railway, the present speed of the trains on the track would be 70 kmph and would be increased up to 110 kmph later. The work on the double laning of the Ambala-Chandigarh railway track is to be completed in two phases, Ambala- Dappar (22.71 km) and Dappar-Chandigarh phase (22.45 km). While the first phase has now been thrown open, the work for double laning of Dappar-Chandigarh track is under way. According to officials, the target for commissioning the second phase is December next year.

The Ambala-Chandigarh track witnessed an eight-hour blockade on Monday, affecting 99 trains. Officials said that the rail services returned to normal soon after the commissioning. “The traffic has resumed on the track. From tomorrow, trains would run normally as per schedule,” Karan Singh, Senior Divisional Manager (operations), Ambala Division, told. The railway officials said that the doubling of the track would now facilitate faster movement of trains.

Dappar-Chandigarh Rail Track

The double-laning of Dappar-Chandigarh railway track is expected to be completed by end of next year, said S K Agarwal, additional general manager, Northern Railways, here on Wednesday. The work has been pending for a long time. In January 2013, when the then Union Minister for Railways Pawan Kumar Bansal had said the particular railway line would be made a double track by December 2013, Rs 199 crore was sanctioned. However, the work did not take off.

Once the double track is complete, the frequency of trains between Chandigarh and New Delhi can be increased and travel time will also be significantly reduced.

The facelift of Chandigarh railway station towards ‘world-class’ status will at least take another two years. The station was one of the five chosen from across the country for improving facilities to meet international standards.

“The project will face a minimum of two years’ delay as the Public-Private Partnership mode has been facing major hurdles. A Special Purpose Vehicle is yet to be assigned which will be responsible for development of stations across the country. Hence, the process is taking time,” the AGM said.

Last month, UT Administration, in accordance with the railways and the ministry, had approved a concept plan for the “redevelopment” of 500 acres of railway land. As per the plan, the railway station was to be self-financed project for the commercial development which will house hotels, malls and commercial establishments. Indian Railway Station Development Corporation Limited (IRSDC), in consultation with a German consultant, prepared the concept plan for its redevelopment.

The plan has been prepared on the pattern of an international airport. For instance, there will be a bank, a food court, cloak rooms and a VIP waiting lounge. Sources said emphasis would be laid on providing all facilities to passengers at the station.

New Delhi: Indian Railway Catering and Tourism Corporation (IRCTC), a subsidiary of the Indian Railways announced that it has extended the time for e-ticket booking on its portal by 15 minutes – till 11:45pm.
IRCTC said that it had recently imported five new HP Itanium servers from Singapore to speed up e-ticketing operations on its digital platform.

Earlier this year, IRCTC had provisioned two Linux servers, substantially raising the booking capacity of e-tickets.

irctc serversWith the introduction of the new system on September 20, IRCTC’s main server will be closed for 45 minutes only, IRCTC said in an emailed statement.

Before the introduction of the new timing, passengers were allowed to book tickets through e-ticketing till 11:30pm, following which IRCTC would shut down its main server for an hour every day – from 11:30pm to 12:30am – for maintenance.

“The introduction of these new high-speed servers has substantially enhanced the website performance, including log-in time and payment gateway, which is why passengers are getting 15 more minutes for e-ticketing service,” said Dr. A K Manocha, Chairman and Managing Director, IRCTC.

The extended time period will also be available to passengers on the ‘current counters’ at railway stations, where tickets can be booked and cancelled.

IRCTC claims that it has 30 million registered users on the website, and is the world’s second busiest, with around 550,000 to 600,000 bookings everyday.

Station development project to attract 20 billion USD: Suresh Prabhu

New Delhi:  Days after a report that the Prime Minister’s Office had expressed concern over a slow pace of spending by the railways, minister Suresh Prabhu said they’d “far exceed” the capital expenditure target of Rs 8.5 lakh crore set for the five years till 2019, including this financial year’s budget target of a little over Rs 1 lakh crore. Maintaining that funds will not be a problem for completing infrastructural projects for the Railways, the Minister said the capital expenditure for this year will surpass the budget estimates.

The Minister was talking to reporters here on Monday on the 11th edition of International Railway Equipment Exhibition (IREE), scheduled from October 14 to 16 at Pragati Maidan. The IREE is organised by the Railway Ministry and the Confederation of Indian Industry. Prabhu said almost 89 per cent of the budget announcements made by him have been fulfilled.

“We will easily surpass the target. The budget did not talk about the Dedicated Freight Corridor project, the funding for which, Rs 82,000 crore, was recently approved by the cabinet. We have already issued contracts worth Rs 15,000 crore in the six months of the current financial year. The rest will come soon,” he told reporters.

Additional spending would, he said, materialise from two other initiatives by the ministry. One is “using the money from customers like Coal India and Steel Authority of India for rail evacuation projects, for which memorandums of understanding are being signed with state governments and port connectivity projects.”

Prabhu also said he had, in a meeting last week with World Bank chief Mulyani Indrawati, discussed the possibility of creating a $30 billion fund to finance key rail projects. “We will make an announcement at the right time,” he said, refusing to share details but disclosing the Bank would act as anchor investor for creation of the proposed fund.
The minister said additional funding of $15-20 bn would soon materialise from implementation of the government’s plan to award contracts for redevelopment of 400 stations on the Swiss Challenge method, a model of project development under public-private partnership which was recently approved by the cabinet.

He also announced a plan to seek Rs 1.5 lakh crore from Life Insurance Corporation for investments in railway projects with a high rate of return has been approved by the board of the state-owned insurer. “Also, 17 states have given their approval for investments through creation of joint ventures for new line capacity creation projects. Putting all this together, we will exceed the Rs 8.5 lakh crore plan,” he said.

Prabhu also said at least Rs 70,000 crore will come “within the next few months” from award of two contracts — for setting up diesel and electric locomotive factories in Bihar, and supply of 15 electric multiple unit train sets or 315 railcars for improving the speed of Rajdhani and Shatabdi trains. Bids for the loco factories were opened by the ministry earlier this month; it is yet to announce the winners.

The Minister announced that the Railways has taken an ambitious programme of electrifying about 10,000 km of railway lines in the next five years. When asked for details of the funding, he said the government will announce it at the appropriate time. “Discussions are still taking place,” he added.

Prabhu said discussions with Japan and South Korea have progressed to build water-less odour-less toilets in trains. He said Google has offered cooperation to set up WiFi connectivity in stations and platforms.

Bagaha (BUG): A tiger was found dead near Bagaha-Chitauni railway tracks of East Central Railway on Thursday morning. Forest officials claimed that the tiger was killed after being hit by a train under Madanpur range of division-II of Valmiki Tiger Reserve (VTR), around 290km northwest of Patna.

“We were informed about the death of the adult tiger in Madanpur range this morning. The cause behind the death of the tiger is being investigated. We would hold talks with the railway officials based on the findings of the investigation,” said S.S.Chaudhary, the additional principal chief conservator of forests (wildlife).

The last case of animal death after being hit by a train in VTR was reported on March 19, 2013, when a female rhino was killed after being hit by a goods train between Valmikinagar Road and Paniahwa railway stations of Bagaha-Chitauni section.

As far as controlling the speed of trains passing through the stretch is concerned, officials said several letters had been written to the railways requesting to put the speed limit at 50kmph during daytime and 30kmph during the night. But nothing has been done so far.

Reacting to the incident, Samir Kumar Sinha, the manager of Wildlife Trust of India, who has been working in VTR for over a decade, said: “This is a major incident of animal death by a running train. Death of other animals like deer or rhinos has been reported from VTR after every few years but this is the first time in the recent past that a tiger has been killed by a train. One of the reasons behind such incidents is the speed of the trains. Though the speed limit for trains inside VTR was imposed after the incident of death of female rhinos in 2013, it seems that the drivers are not strictly following the rules. Besides, the drivers are also required to honk frequently when the train is running inside the tiger reserve in the night.”?

Officials in East Central Railway denied any information about the incident.

Bangalore: Railways plan to increase the speed of trains operating on the Mysuru-Bengaluru section due to the near completion of the track doubling work between the two cities.

Sources said almost 90 per cent of the track laying work on the section was completed, and this had augmented the line capacity for operating more services besides speeding up the existing trains. “Some of the trains could be speeded up to reduce the running time by 20 to 25 minutes”, said an official of the South Western Railway.

In view of the ongoing doubling works, there are too many speed restrictions along certain stretches and there are plans to lift them so that the running time of the trains are reduced.

The locomotive pilots are issued Caution Drive (CD) slips before each departure mentioning the stretches along which speed restrictions are to be observed. “There are as many as 15 CD stretches along the Mysuru-Bengaluru section and some of them are as long as 500 meters where the train speed is limited to 15 kmph or 20 kmph and all these will be lifted before the end of the year. This alone will help gain about 20 minutes while increasing the speed will help further reduce the commuting time”, said the official.

At present, some of the trains take up to three hours to cover the distance while a few express trains take around 2 hours and 30 minutes to cover the 139-km stretch between the two cities.

If speed were to be increased, then commuting between Mysuru and Bengaluru in express trains could be covered in two hours by most trains on a conservative estimate, the official added.

There are also plans to introduce additional train services on the section and a proposal had already been submitted for running a new train departing from Bengaluru at around 7.15 p.m. for which there is a high demand from the public. From Mysuru, there are demands for operating additional services between 11 a.m. and 2 p.m during which period there are not many outbound trains to Bengaluru.

At present, 25 pairs of trains operate between Mysuru and Bengaluru, including 4 weekly, 3 bi-weekly and one train 6 days a week. Of these, 18 trains are express trains and 7 are passenger services.

New Delhi: Indian Railway Catering and Tourism Corporation (IRCTC) will deploy five new HP Itanium servers to speed up e-ticketing operations.

IRCTC has already imported five new servers from Singapore that will change the way passengers book rail tickets on its digital platform.

On June 1, IRCTC installed two Linux-enabled servers, substantially increasing the booking capacity of e-tickets. Indian rail passengers benefited during tatkal reservation thanks to the installation of Linux-enabled servers that have doubled peak-time efficiency for booking tatkal tickets in the morning hours.

IRCTC Chairman and Managing Director AK Manocha in a statement said that the five new HP Itanium servers being installed shortly in the middle layer of the Passenger Reservation System (PRS) would speed up the booking of e-tickets and streamline the Next Generation E-Ticketing System (NGET).

“There are already five servers in the PRS at its middle layer. With the addition of five new servers from Singapore, their number would go up to ten,” Manocha said.

M.Srinivas M.S., Additional General Manager (Software) at IRCTC said the introduction of five new high-speed servers would substantially enhance the website performance. With the adding of five new servers, the number of concurrent users will go up from the existing 180,000 to 300,000 while the existing capacity to book around 15,000 tickets per minute will go up considerably, he said.

IRCTC is also planning to increase its network bandwidth from the existing 1.4 GB to 1.7 GB in order to enhance the performance of e-ticketing operations.

At present, 54 percent train tickets in the country are booked through the IRCTC website. The daily sale of train tickets through the portal, which is the world’s second busiest with 3 crore registered users, is around 5.5 to 6 lakhs. It has registered a record 14,800 tickets per minute.

IRCTC upgraded the website in end-April last year, facilitating 150,000 users at a time and the ability to entertain 1,000 enquiries per second.

On April 1 this year, when advance reservation period was made 120 days, IRCTC improved its record by enabling booking of 13,45,000 tickets.

Chennai Suburban Rail Stations to get more Facilities

Chennai (MAS): A slew of small additions and changes to suburban stations in Chennai and on its outskirts, was announced by the Divisional Railway Manager (DRM), Anupam Sharma recently. The projects have been targetted for completion in the current financial year to bring relief to lakhs of daily commuters.

Two major issues that have been highlighted by passenger associations are provision of platform shelters and lengthening of platforms to accomodate 12 car EMUs as opposed to the current nine car. Railway officials said that shelters would be provided at Tambaram, Pallavaram, St Thomas Mount, Guduvancherry and Vandalur stations in the coming year.  Platforms on five stations between Korattur, Pattabiram and seven stations between Egattur and Puliyamangalam on Chennai-Arakkonam section will be extended. “We have been demanding 12 car EMUs instead of nine car as the number of commuters has increased. For that, the platforms need to be extended, the ADRM told us,” said S Mohanram, a rail passenger association member. Apart from this, the sectional speed on this route will be increased from 70 kmph toto 100kmph, Sharma said.

Annanur railway station near Avadi, will get a new Foot-Over-Bridge (FOB), and elevated booking offices are planned at Mambalam, Kodambakkam and Guindy stations.  As for North Chennai, a vehicular pedestrian subway in lieu of a level crossing between Korukkpet and Washermanpet will be completed in this year.

Sharma listed a few amenities that were provided in other stations in the North Chennai suburbs in the previous year, like retiring and first class waiting halls at Sullurpeta, and a new booking office in Kathivakkam and Wimco Nagar.

Indian Railways Identifies Nine Corridors for Semi High Speed Trains 

Nine corridors i.e. Delhi-Agra, Delhi-Chandigarh, Delhi-Kanpur, Nagpur-Bilaspur, Mysore-Bengaluru-Chennai, Mumbai-Goa, Mumbai-Ahmedabad, Chennai-Hyderabad & Nagpur-Secunderabad have been identified for raising the speeds of passenger trains to 160/200 kmph.  The first passenger train at 160 kmph will be run from New Delhi to Agra.
          
The limit of speed of trains is regulated in accordance with the classification of routes having particular type of track structure.  The broad gauge (BG) lines on Indian Railways have been classified into six groups ‘A’ to ‘E’ on the basis of the future maximum permissible speed.

          Group ‘A’- Speeds upto 160 kmph.

          Group ‘B’-Speeds upto 130 kmph

          Group ‘C’- Suburban section of Mumbai, Chennai, Delhi & Calcutta

          Group ‘D’ special & ‘D’- Speeds upto 110 kmph

          Group ‘E’- Speeds upto 100 kmph.

The total expenditure on upgradation works for Delhi-Agra section including fencing at vulnerable locations is estimated to be Rs. 16.35 crore.
