NFR TO ATTACH ADDITIONAL COACHES IN POPULAR TRAINS TO CLEAR PASSENGERS STRANDED DUE TO FLOODS
Flood has affected nearly 30 districts of Assam. As a result of flood, the Road connectivity between upper and lower Assam is also affected resulting into problems of travelling public. Heavy rush has resulted in trains due to disruption of road communication. To mitigate the problem of stranded passengers, N.F. Railway has decided to add additional coaches in some popular trains connecting important cities of upper and lower Assam. The details are as under:-
1. o­ne Second class coach will be added in 
i) 12068/12067- Guwahati - Jorhat Town Jan Shatabdi Express, 
ii) 55725/55726- New Jalpaiguri-Alipurduar Jn passenger, 
iii) 55753/55754- Alipurduar – Guwahati passenger, 
iv) 15717/15718- Guwahati-Mariani passenger, 
v) 55820/55819- Guwahati-Mendipathar passenger from 17 to 24 July, 2019.
2. Two Second class coaches will be added in 
i) 15928/15927- New Tinsukia- Rangiya Express o­n 17,20,21,23, & 24 July, 2019 from New Tinsukia and o­n 19,20,22 & 23 July, 2019 from Rangiya,
 ii) 15968/15967- Dibrugarh- Rangiya Express o­n 18,19 & 22 July, 2019 from Dibrugarh andon 17, 18, 21 & 24 July, 2019 from Rangiya.

Overwhelming Response in terms of relief aid to the flood affected state, 
on the call of Rail Ministry.
Over 630 Tonnes of relief material transported free of cost to Kerala
South Central Railway, which stands first o­n Indian Railways in terms of overall performance efficiency and is a front runner in the aspects of rail operations, passenger facilities etc., has made its mark in yet another sphere. In a overwhelming response to the flood furry caused in Kerala,SCR’s workforce have reached out to the affected people of the State by means of voluntarily rendering sizeable financial assistance, while the Zone has stayed in the forefront to transport huge quantity of relief aid material o­n trains to the State.
Acting o­n the directives of Shri Piyush Goyal, Hon’ble Minister of Railways to provide all assistance to enable Kerala come out of the havoc caused by the unprecedented floods, SCR initiated Mission “Join Hands for Kerala”, conceptualized by Shri Vinod Kumar Yadav, General Manager, SCR. The two pronged plan of action covered the entire network o­n the Zone, with the Divisional Railway Managers of all the six divisions– Secunderabad, Hyderabad, Vijayawada, Guntur, Guntakal and Nanded Divisions being assigned the responsibility to continuously monitor the relief measures.
The workforce of the Zone showed the way in terms of rendering monitory assistance to mitigate the plight of millions of Keralites who faced unprecedented devastation caused due to floods. In a exemplary deed, Officers and Staff of SCR joined hands to voluntarily contribute an amount of Rs.7.5 Crore from their wages to the Prime Ministers National Relief Fund – Kerala State. A copy of the communiqué o­n the contribution from SCR addressed to the Rail Ministry was handed over by Smt. Padmini Radhakrishnan, Principal Financial Advisor and Shri N.V.Ramana Reddy, Principal Chief Personnel Officer to Shri Vinod Kumar Yadav, General Manager, SCR today i.e., 11th September, 2018 at SCR’s Headquarters, Rail Nilayam, Secunderabad.
Shri John Thomas, Additional General Manager, SCR, who was specially tasked to head and co-ordinate the entire relief activity o­n the Zone, continuously interacted with all the officials involved so as to smoothly execute the relief plan each day. SCR has transported a record 630 Tonnes of relief aid material free of cost o­n rail from various locations o­n the since 15th August, 2018 to destinations catering to the flood affected Districts of Kerala. Here too, SCR’s personnel played a significant role in collecting over 185 Tonnes of relief material, which formed part of the entire consignment sent. The relief material comprised of various basic food items, baby foods, back to home kits besides medicines, disinfectants, cleaning liquids etc., to serve the immediate and the post impact needs of the people.
Shri M. Umashankar Kumar, Chief Public Relations Officer, SCR handled the task to liaison with the District and State administration of Kerala, which enabled the Zone to assess specific requirements of relief material at various places in Kerala and transport the same accordingly.

TDR period extended to assist passengers affected during Kerala floods
Due to torrential rains and floods in Kerala and Kanniyakumari District of Tamilnadu, several trains originating/arriving/passing through flood/landslide affected areas had to be cancelled by the Railways from 15.08.18 o­nwards. It is seen that many passengers who had to move out from home to safer places due to the floods have been able to go back to their homes o­nly after many days and still many passengers are not able to retrieve the details of their tickets for getting Ticket Deposit Receipts (TDRs) from stations after surrendering the tickets or for filing TDRs o­nline for E-tickets booked through the IRCTC website. Railways have therefore decided as a very special case to permit issue of TDRs at any station up to 20.09.2018 (as against the normal rule of up to three days from the booked date of journey). The public can apply to the Railways for refund  after obtaining TDR from stations as above. Similarly, passengers who have booked E-tickets are also permitted, as a special case, to submit claims for refunds addressed to The Chief Claims Officer, Southern Railway, Moore Market Complex, Chennai- 600 003 up to 20.09.2018. All members of the public may take note of this special facility extended by the Southern Railway for Kerala customers.

In order to get Kerala connected, trains are run to various destinations through the available diverted route of Erode, Dindigul, Karur, Tirunelveli and Nagercoil. Many specials are run between Ernakulam to Trivandrum via Alleppey as the route between kayankulam via Kottayam to Ernakulam is suspended in view of floods and landslides. Ernakulam – Shoranur section via Aluva continue to remained suspended in view of damages of track at various places. Trains are also run between Palakkad to various destinations to enable passengers to move daily. Kozhikkode and Tirur is cleared o­n war foot basis and efforts are o­n to restore Tirur – Kuttipuram section.
Higher level meeting of Principle Chief Operations Manager, Chief Engineers, Mechanical Engineers, Principle Chief Signal and Telecom Engineer is held at frequent intervals by GM and AGM to review the situation and provide all direction and support to Palakkad and Trivandrum Divisions. Railway employees and staff are deployed at all stations.
Flood Relief Measures & Assistance to State Government andStranded Passengers by Railways
1)To evacuate the stranded passengers 15 passenger special trains (10 in Palghat Division and 5 in Trivandrum Division) were operated o­n 17-8-18and 21 passenger special trains (14 in Palghat Division and 7 in Trivandrum Division) o­n 18-8-18 were operated.
2)2,580 cartons containing 30,960 o­ne litre Rail Neer water bottles handed over to District Collector, Palakkad o­n 18-8-18 by Divisional Railway Manager, Palakkad.
3)All catering stalls are being kept opened round-the-clock to cater the needs of stranded passengers at major Railway stations. Catering units are also having adequate quantity of stocks with them.
4)Co-ordinating with local NGO’s for distribution of food packets at Shoranur and Kozhikode Railway stations for the stranded passengers.
5)Emergency help desk are being operated at Palakkad, Kozhikode, Shoranur, Kannur, Mangalore Central, Trivandrum, Erankulam, Kochuveli, Kollam, Thrissur and Alleppey Railway Stations for assisting passengers. Emergency help line numbers are shared with District Authorities.
6)Emergency medical care Centres at various stations including Shoranur, Nagercoil, Trivandrum, Kollam and Ernakulam Railway Stations are functioning for stranded passengers.
7)Nearby schools and temple halls have been arranged for accommodating stranded passengers at Shoranur and Kozhikode.
8)Accommodations have been arranged to the transit passengers at Pattambi and Pallipuram Panchayat community halls with the help of District authorities.
9)Liaisoned with Kerala State Road Transport Corporation (KSRTC) for road bridging of passengers stranded at various stations including Palakkad, Kozhikode & Tirur Railway stations.
10)Regular and continuous announcements are being ensured at all Railway Stations o­n availability of trains to facilitate passengers for further o­nward movement.

Due to water flowing above danger level in Rayagada-Titlagarh Section of Sambalpur Division of East Coast Railway  the following trains are diverted as detailed below:-

ECoR GEARS UP SAFETY PRECAUTIONS FOR MONSOON AND TO DEAL WITH FLOOD SITUATIONS

In order to minimize the effects of heavy rain fall and to improve safety of running trains including disruption free services, East Coast Railway has planned precautionary steps before the o­nset of the monsoon.

General Manager, East Coast Railway, Shri Rajiv Vishnoi has directed the concerned officials to be o­n full alert towards any incident caused by monsoon rain and flood situation near Railway Track for the safety of passengers and smooth train operations. Accordingly, all precautionary measures have been taken prior to o­nset of monsoon. The catch water drains and side drains have been cleared of silt, vegetation and other obstructions to ensure free flow of rain water. The water ways of bridges have been cleared of vegetation and other obstructions.

Meetings have been conducted with State Irrigation Dept Officials for proper maintenance of Railway-affecting Tanks & works. Protective and river training works have been maintained in good condition and repairs carried out wherever necessary. Full Supply Level (FSL) in the case of canals and Danger Level (DL) in case of bridges have been painted with bright red band across each pier adjacent to the abutment so as to be clearly visible to the Patrolman, Stationery Watchman and Drivers.

Arrangements have been made not to allow water to stagnate o­n the track. In station yards, the cross drains and longitudinal drains have been cleared/provided to proper grades.

Patrolling of Railway tracks by Patrolmen has been planned during monsoon. They observe danger or interruption if any and protect the trains and travelling passengers from any unusual occurrence. Stationery Patrolmen and Watchmen have been deployed at vulnerable locations. Mobile Patrolmen have been deployed in vulnerable sections.

Instructions have been issued that whenever there is heavy rain, the sectional Gangmen will organize patrolling of track o­n their own in their beat to make sure that the track is safe for passage of trains and ensure protection at all locations where washouts/slips are likely to occur.

Arrangements have been made to stock sufficient quantities of monsoon reserve materials viz boulders, sand, cinder, quarry dust, ballast at identified locations. The Engineering relief vans and their equipments are kept ready. The CC cribs and relieving girders are kept in readiness so that they can be moved as per requirement.

ECoR is in constant touch with India Meteorological Department and o­n getting weather alerts, proper mobilization is being done to meet the situations. Officers, Supervisors and staff are kept o­n alert for attending to the monsoon emergencies.

East Coast Railway Control Office, which works round the clock, is keeping close liaison with Meteorological Department, Disaster Management Cell and staff deputed at flood prone areas for continuous monitoring and constant updates.

GRANT OF FULL REFUND ON TICKET FARE DUE TO FLOODS -SOUTHERN RAILWAY

GRANT OF FULL REFUND o­n TICKET FARE  DUE TO FLOODS.

Due to torrential rain and flooding in Chennai city  since 1st December 2015,Southern Railway has decided to cancel all the trains originating / arriving and passing through Chennai, until 5th December 2015.  This may be extended depending upon the restoration.

Grant of full refund of fare, after deducting o­nly the clerkage charge, to all the passengers o­n submission of the TDR.

The TDR may be issued for period of 10 days reckoned from 04.12.2015 applicable to cancellations from 1st December 2015  onwards and application for refund will be honoured for a period of 30 days from the scheduled departure of the train .

Applications are to be sent to CHIEF COMMERCIAL MANAGER /Refunds/Southern Railway,Park Town, Chennai-600 003.

Heavy rains lash Mumbai; Central and Western Railway services affected

Heavy rains since Thursday night has left parts of Mumbai submerged affecting road and rail traffic bringing the city to a grinding halt.

Normal life in Mumbai was on Friday thrown out of gear as torrential rains battered the city and its suburbs resulting in cancellation of local train services leaving thousands of commuters stranded.

The Brihanmumbai Mumbai Municipal Corporation issued a flood alert on Friday and have advised people to stay indoors unless absolutely necessary.

A high tide of around 4.60 metres is expected around 2 pm and citizens have been instructed to avoid using roads facing the sea.

There seems to be no let up in the situation with the Meteorological Department predicting heavy to very heavy monsoon rains in some areas.

In the early hours, thousands of commuters leaving for offices were caught unaware on reaching the suburban railway stations as trains were being cancelled due to water-logging of tracks following heavy downpour since last night.

As services on all three railway lines–Central, Western and Harbour–were cancelled, harried commuters rushed to catch buses, taxis or any other mode of transport available to reach their destinations, which resulted in massive traffic jams at many places, exacerbated by inundation in low-lying areas.

With Central Railway cancelling its services on CST-Thane section on the main line and Harbour line as well, commuters got stuck at suburban platforms.

The Western Railway services which were initially running late by 10 to 15 minutes, were later cancelled.

The rains resulted in water-logging in almost all low-lying areas of Mumbai and its suburbs.

“Thane-Karjat/Kasara and Vasvhi-Panvel Shuttle services and trans-harbour services are running,” said Central Railway PRO A K Singh.

“Our supervising staff are alert and as soon water level recedes, services would be resumed,” he said.

According to information given by the control room of Brihanmumbai Municipal Corporation (BMC), water-logging is reported in areas like Kurla, Chembur, Tilak Nagar, Andheri, Parel, Lower Parel, Thane, Navi Mumbai and Dombivili.

An IMD forecast at 0800 hours on Friday said, “Intermittent rains/shower would occur in the city and suburbs. Heavy to very heavy rains would occur in some areas.”

The average rainfall recorded in 24 hours ending 8 am on Friday is — City 188 mm, Eastern Suburbs 155 mm, Western Suburbs 172 mm while the high tide (4.47 metres) is expected at 2:29 pm.

According to a statement issued by BMC, as many as 120 suction pumps have been pressed into service to drain out water in low-lying areas.
