Gujarat Metro Rail Corp:Tender For Surat Metro First Phase
After gaining independence in 1947, the Indian National Congress party (INC) ruled the Bombay state (which included present-day Gujarat and Maharashtra). Congress continued to govern Gujarat after the state's creation in 1960. During and after India's State of Emergency of 1975-1977, public support for the Congress Party eroded, but Congress continued to hold government until 1995.
Gujarat has had 14 different Chief Ministers since its formation in 1960. Dr. Jivraj Narayan Mehta 1 May 1960 - 19 September 1963 of Indian National Congress was the first Chief Minister. In the 1995 Assembly Polls, the Congress lost to the BJP and Keshubhai Patel came to power.In 2001, following the loss of 2 assembly seats in by-elections, Shri Keshubhai Patel resigned and yielded power to Shri Narendra Modi. The BJP retained a majority in the 2002 election, and Shri Narendra Modi has served as Chief Minister of the state since 7 October 2001 to 21st May 2014.
Gujarat Metro Rail Corp
Gujarat Metro Rail Corp has called tenders for the design of two elevated sections of the first phase of a metro in Surat.
Line 1’s eastern section from UG Ramp Kapodra northeast to Sarthana would run on viaduct for 4·4 km with four stations, whilst the entire 18·7 km Line 2 between Bhesan in the northwest and Saroli to the east is planned to be elevated with 18 stations.
Tendering for design of the remaining 17·2 km of Line 1 will follow later, covering a tunnelled section west from UG Ramp Kapodra via the main line station to Gandhi Baug in the city centre (6·5 km), then on an elevated alignment southwest to Dream City. Interchange between the two lines would be at Majura Gate, with depots to be located at Bhesan and Dream City.
The national government approved the 40·3 km, two-line Surat metro on March 11 2019. Surat is 230 km north of Mumbai in Gujarat, with a population of 5·9 million.

Tractors to Gujarat and Rajasthan From Karnataka Sent By Train
In spite of challenges due to lockdown to prevent the spread of Covid-19 virus, the wheels of freight and parcel trains o­n SWR move o­n for transportation of essential commodities and materials to all parts of the country.Railways continue to play a significant part in making sure that essentials are transported to all places during the lockdown.The life line of the nation has by its network reached every nook and corner of the country during the lockdown and provided essentials and medicines during the Covid-19 pandemic.

From transporting raw materials and essential commodities, Bengaluru Division of SWR is now achieved a milestone by loading Automobiles from Bengaluru (Dodballapur) to Kanakpura in Rajasthan.Railway is the preferred mode of transport and after persistent follow-up, Bengaluru Division of SWR has o­n 29.04.2020 loaded o­ne rake of NMG wagons carrying 175 tractors for M/s. TAFE (M/s Tractors and Farm Equipments Ltd.) from Dodballapur Railway station for a distance of approx 2158 Km to Kanakpura. The wagons were loaded by M/s TCI Logistics.
With the success of the first load of tractors consignment which is a win for both Automobile manufacturers, their customers, today SWR has loaded another load of NMG rakes i.e. second lot of 175 tractors were loaded from Dodballapur Railway station to Kankaria near Ahmedabad in Gujarat. These tractors will help the farmers, especially both in Rajasthan and Gujarat in plowing their fields in the coming Kharif sowing season with minimum labour.
SWR is running freight and time-tabled parcel trains even o­n those routes where demand is less so that essentials and emergency medicines reach the entire network of the country. Coordination is being done between state government and Railways to ensure that all essential goods are loaded/unloaded without delay.

W.RLY TO RUN TWO TRIPS OF SPECIAL TRAIN BETWEEN BANDRA TERMINUS & PALITANA o­n SPECIAL FARE
For the clearance of extra rush of passengers and to ensure better convenience to the passengers, Western Railway has decided to run 2 trips of Special train between Bandra Terminus & Palitana on special fare. The details of these trains are as under:- 
·09093/ 09094Bandra Terminus - Palitana Special Train o­n Special fare  (2 trips)
  • Train No. 09093 Bandra (T) - Palitana Special train will depart from Bandra (T) at 23.45 hrs o­n Thursday, 5th March, 2020 and will reach Palitana at 15.15 hrs. the next day.Similarly, 
  • Train No. 09094 Palitana - Bandra (T) Special train will depart from Palitana at 21.00 hrs o­n Saturday, 7thMarch, 2020 and arrive Bandra (T) at 13.05 hrs. the next day.
  • The train will halt at Borivali, Vapi, Surat, Bharuch, Vadodara, Ahmedabad, Viramgam, Surendranagar Gate, Wadhwan City, Botad, Dhola Jn, Songadh and Sihor Gujarat in both directions.

The train will have AC II Tier, AC III Tier, Sleeper Class and General Second Class coaches.
The booking of Train No 09093/09094 will be opened o­n 22nd February, 2020 at all PRS counters and IRCTC website.

Ahmedabad, Metro Rail News: Gujarat Metro Rail Corporation (GMRC) conducted the first trial run of the Ahmedabad metro rail was conducted on January 31, 2019, Which announced that its commercial operations will start from March this year.
The government plans to start from March operations of the metro rail on 6.5-km route, which is a part of the first phase from Vastral in the city to Apparel Park.
“The first test of the train was successfully carried out today on the test track of 900 meters at Apparel Park,” a statement by GMRC said.
 “The first train-set of Ahmedabad Metro had arrived at Apparel Park Depot on January 1, 2019 and was undergoing technical examination, safety checks and tests required for the regular run of the train,” the statement said.

SOME TRAINS  OF W.RLY RESTORED WHICH WERE EARLIER CANCELLED DUE TO HEAVY RAINFALL & WATER LOGGING IN GUJARAT
Some  trains running over W.Rly which were earlier cancelled due to heavy rainfall and water logging at various parts of the Gujarat state have now been restored after the restoration of track between Wadharva - Maliya Miyana – Indira Nagar.  Some  trains have been restored/cancelled and partially cancelled. The details are as under:

Due to water flowing above danger level in Rayagada-Titlagarh Section of Sambalpur Division of East Coast Railway  the following trains are diverted as detailed below:-

Due to heavy rains that caused water logging and washout of railway tracks at Maliya Miyana railway station in Gujarat, the following trains will run o­n diverted route as explained below.
1.Train No.16336 Nagercoil – Gandhidham weekly express, scheduled to leave Nagercoil on 01.08.2017, will be diverted to run via Ahmedabad, Palanpur Jn. and Samakhiali.

2.Train No.16335 Gandhidham – Nagercoil weekly express, scheduled to leave Gandhidham o­n 04.08.2017, will be diverted to run via Samakhiali, Palanpur Jn. and Ahmedabad.

Faulty signage grounds Malayali family at Gujarat station, railway told to pay airfare

AHMEDABAD: A consumer court has directed the Western Railway (WR) to pay airfare for travel of a Malayali family of four from Ahmedabad to Kerala after they missed the train due to railway administration's fault.
The family of Anand-based E S Krishnankutty Nair missed the train to Kerala in 2014 due to a wrong message on the electronic display board about the location of their coach to be boarded at Anand railway station.
The Nair family was headed to Kerala to attend a wedding at Chengnnur. Since they missed the train due to the railway administration's fault and were forced to fly instead, the consumer court directed WR to reimburse the airfare of Rs 32,628. Court also asked WR to pay Rs 1,000 taxi fare from Anand to Ahmedabad airport along with Rs 10,000 compensation towards harassment and litigation cost.
The Nair family had reserved four berths in AC two-tier coach in Veraval-Trivandrum Express on May 29, 2014. The family got confused after a display board showed that the coach would be at 'extreme rear side' of the train. But when the train arrived, the coach was way ahead in the front. This incorrect information led to a mad scramble to board the train by crossing 12 coaches in a short span of two minutes -- the official halt time at Anand railway station. While men managed to board the train, the elderly women could not make it.
Once inside the train, Nair pulled alarm chain for women to get on the train but was immediately dragged down by the Railway Protection Force and put in lockup. Cops refused to accept their explanation and the family missed the train. Finally, after the ordeal was over at the station, they were forced to shell out a hefty amount to reach Kerala by air.
Nair was later arrested in the chain pulling case. A court acquitted him in the case with observation that the chain pulling was justified and the problem for the Nair family arose because of fault on part of railway administration.
Nair moved the Anand District Consumer Dispute Redressal Forum, which also concluded that the wrong message on display board was railway's fault and a senior citizen cannot drag luggage through 12 coaches in just two minutes. It also held the RPF responsible for damaging passenger's reputation by dragging him down the coach.

Vadodara: Union Minister of State for Railways Manoj Sinha has said Mumbai will continue to be the headquarters of the Western Railway (WR).

Sinha, who was on a two-day tour of Vadodara division, WR, told PTI yesterday, “Mumbai will continue to be the WR headquarters and the proposal to shift it to Ahmedabad or Gandhinagar (in Gujarat) has been rejected in the past. There arises no question to deliberate on the issue again.”

Sinha said the location of railway headquarters is decided on the basis of operational and administrative requirements, consistent with the needs of economy and efficiency and not on regional considerations.

“Railways (Ministry) did not find the proposal feasible,” he added.

It may be noted that BJP MP from Ahmedabad West constituency, Kirit Solanki, last year had sent a proposal to the ministry on shifting the WR headquarters to Gujarat.

Similar demand was also made during the tenure of former state Chief Minister Narendra Modi.

The proposal to shift the headquarters from Mumbai has been strongly opposed by Maharashtra ruling ally, Shiv Sena which had even alleged that such a move is a “conspiracy” to weaken Maharashtra.

Indian Railways on Thursday entered into an agreement with Adani Power for supplying 50 MW electricity at Rs 3.69 per unit for three years, which will result in saving of around Rs 150 crore annually.

“Indian Railways have been procuring power through the State Utilities at an average rate of Rs 6.75 per unit. Adani Power Ltd has been awarded the contract at a landed tariff of Rs 3.69 per kWH (unit) for a period of three years,” Indian Railways said in press statement issued after inking the pact.

Adani Power will supply 50 MW of power from its 4,620 MW Mundra plant in Gujarat.

According to the statement, the agreement between North Central Railway and Adani Power is signed after successful bidding using the model document issued by the Power Ministry.

After clarification from Power Ministry regarding deemed licensee status, Indian Railways have embarked to procure electricity directly from the generators to tariff.

The statement said that this is the first step in migration strategy of Railways for procuring power directly from generators as ‘deemed licensee’ instead of discoms as per the recommendation of Central Electricity Authority (CEA).

Railway Minister Suresh Prabhu said, “It is a big challenge. We have augment revenue and rationalise cost (of operation). We will use mix of energy like solar and buying power directly (as deemed licensee status).”

In his rail budget speech he had suggested that Railways can save around Rs 3,000 crore by rationalising power cost.

“Indian Railways peak consumption is around 4,000 MW which costs Rs 12,000 crore every year. With these initiatives, railways’ cost of power will come down to less than Rs 4 from Rs 6.75, at present,” a senior official said.

The official added, “Railways will buy over 1,000 MW power at around Rs 4 per unit by the next financial year, which will help it save over Rs 1,000 crore annually.”

India Railways is in process of awarding three contracts for supply of 585 MW of power by early next year at less than Rs 4 per unit and save around Rs 700 crore annually.

“19 companies have submitted 44 bids for three contract of supply of 205 MW to Western Railway, 220 MW to Northern Railway and 160 MW to Eastern Railways,” the official said.

Besides, Railways has already inked pact with Ratnagiri Gas & Power Private Limited (RGPPL) for supply of 300 MW at Rs 4.79 per unit. It will eventually get supply of 500 MW from RGPPL at this rate and save Rs 500 crore annually.

The RGPPL is expected to start generating power from November 1. It has been shut since November 2013 due to unavailability of gas.

Railway Ministry clears Gujarat Govt proposal for Electrification of Railway Lines

Gujarat government had proposed Railway Ministry to include electrification of total five railway lines in year 2015-16 Railway Budget. In response to this, Railway Ministry has through a letter informed the state government that electrification of all five lines proposed has been approved.

MOSR Manoj Sinha has in a letter to Gujarat Chief Minister conveyed that ministry has accepted Gujarat government proposal to include Ahmedabad-Rajkot section and Mehsana-Viramgam-Samkhiyali Railway line section electrification in next railway budget.

Sinha in his letter further said that as Surendranagar-Pipavav port, Palanpur-Bhildi-Samkhiyali-Gandhidham and Gandhidham-Kandla Port-Mundra Railway line electrification task is with special purpose vehicle (SPV) Companies, electrification of these lines will be done by SPV.

FDI inflows rose in 2014-15 from 3 countries visited by Modi

inflows from foreign direct investment (FDI) increased in 2014-15 three countries out of four major investing nations visited by Prime Minister Narendra Modi last fiscal with Australia showing a decline, government said on Thursday.

Replying in the Rajya Sabha, external affairs minister Sushma Swaraj said Modi visited 26 countries from June 2014 to July 2015 and all visits had a substantial economic component.

"These efforts have helped in creating a positive image of India and, as a result, FDI equity inflows increased from USD 24.3 billion in financial year 2013-14 to USD 30.9 billion in 2014-15, a growth of 27.3%," she said.

A break-up of FDI inflows from top 10 countries visited by Modi showed increase in eight cases and decline in two others.

Out of this, he visited only four countries during the last fiscal. Among these four nations, FDI inflows increased from Mauritius, Japan and the US.

FDI inflow from Australia declined marginally. Swaraj further said, FDI inflows in the first two months of the current fiscal also increased by 40% to USD 5.3 billion.

The countries visited in April and May included Canada, Germany, France and China. While Delhi NCR was the top FDI destination, Gujarat was at the fifth place in receiving foreign investments.

Railways minister Suresh Prabhu has initiated moves to set up a High Speed Rail Authority (HSRA) – an apex body to formulate the administrative, institutional and legal mechanism to execute the Mumbai-Ahmedabad and other high speed lines identified under the “Golden Quadrilateral” project.

 “The recently submitted Japan International Cooperation Agency (JICA) report on the proposed Mumbai-Ahmedabad high speed corridor is currently under evaluation. Appropriate action will follow”, Prabhu told HT.

Sources said the railways minister has held detailed discussions on the broad contours of the plan to set up the HSRA at a series of meetings with senior officials in past weeks. “The broad framework including the terms of reference of the proposed body are being discussed in detail”, officials added.

To function as a regulatory and monitoring body for the identified high speed projects, the HSRA will be expected to adjudicate possible disputes between different stake-holders including private players, while setting uniform technical standards for undertaking such projects, officials said.

The NDA government last year opened up to railway sector for 100% foreign direct investment (FDI) for are areas including the development of high speed networks.

The JICA report is also understood to have underscored the need for the Indian Railways to set up an apex body to regulate, monitor and set technical standards for high speed projects in India.

“In coming months or years, it is likely that other state governments will follow the Kerala government’s example, which set up a High Speed Rail Corporation last year. If technical standards are not defined or made uniform at this stage, matters might go haywire. Hence, the need to set up the HSRA”, an official explained.

While entrusting the execution task to the Rail Vikas Nigam Limited (RVNL) and its subsidiary – the High Speed Rail Corporation – the railways minister had sent out letters to the chief ministers of Gujarat and Maharashtra in December last year, seeking cooperation to build the line. The JICA report has estimated a cost of Rs 988,050 million to build the corridor.

7th Pay Commission Likely to Hike Salaries By 40%

The 7th Pay Commission is likely to raise the salaries of government employees by up to 40 per cent, said Neelkanth Mishra, India equity strategist of Credit Suisse. The Pay Commission will submit its recommendations in October and it will be implemented by next year.

“As the Pay Commission numbers come through there could be a 30-40 per cent increase for each  individual. It won’t be as big as last time because it was driven by a lot of arrears but definitely a large number of government employees will come into the pay bracket which can afford to have, for example,  four-wheelers,” he said in an interview with NDTV. Credit Suisse says about one-third of India’s middle class is employed by the government and as the 7th Pay Commission comes through, there will be an improvement in discretionary spending.

“In Tier 3, Tier 4 towns where government employees are 50-60 per cent of the middle class, it is very likely that real estate markets will take off again,” Mr Mishra said.

Once the Pay Commission submits its recommendations in October, it will take 3-6 months for the Centre and the states to announce its implementation, Credit Suisse said.

Gujarat and Madhya Pradesh have already indicated that they are going to implement the 7th Pay Commission recommendations from January 1, 2016, he said.

As clarity emerges on the 7th Pay Commission, consumption will see an uptick and that could act as a stimulus to the economy, the brokerage said.

However, Mr Mishra struck a note of caution. “Clearly if you see a third or 35 per cent of your middle class getting a 40 per cent or 30 per cent jump in compensation in one shot, the fears of inflation will rise.” Expectations of rate cuts can get pushed out and some possible fiscal pressures can emerge, he warned.
