Safety and Security Precautions For Train Passengers In View of Cyclone "VAYU"

VARIOUS MEASURES BY WR IN VIEW OF CYCLONE 'VAYU'
Considering the alertness for 'VAYU' cyclone over Gujarat, various safety and security precautions for train passengers are being taken by Western Railway for the prone areas under the jurisdiction of WR i.e. Veraval, Okha, Porbandar, Bhavnagar, Bhuj and Gandhidham. The following measuresare being undertaken:-
1) All the passenger and Mail/Exp trains to these stations are being short terminated/cancelled after 18.00 hrs of 12.06.19 to morning of 14.06.19.
2) The coaching stock presently available at depots and station yards at coastal areas are being shifted to safe places.
3) Special trains with six to ten coaches each will be formed, to be kept in ready condition at nearest safe location to be moved in emergency conditions.
4) WR HQ office and Divisions have been instructed for better coordination with state authorities for passenger convenience.
5) Round the clock manning of Emergency control office at HQ and at Divisional level by Officers of concerned departments for immediate relief arrangement.
6) WR to run o­ne Special train each from Gandhidham, Bhavnagar Para, Porbandar, Veraval and Okha to evacuate all persons from respective areas.
7) All Railway authorities at concerned divisions and HQs including Dedicated Freight Corridor Corporation of India Ltd (DFCCIL) and Rail Vikas Nigam Ltd (RVNL) have been instructed to provide adequate man power, material alongwith required machinery like JCBs, tree cutters, water tanks, tractors, generators etc and to be in readiness for any assistance as and when needed. These authorities have also been instructed to maintain constant communication with respective field officials to ensure necessary immediate action.
8) Detailed notification regarding cancellation/short termination/diversion etc will be issued shortly.

Taking forward the vision of the Prime Minister of India Shri Narendra Modi to link the Chardham pilgrimage centres through rail connectivity and in keeping with its budgetary commitment, the Indian Railways is taking the significant step to commence the Final Location survey for a single BG line rail connectivity for the Chardham Pilgrimage. Reiterating his commitment to fast-track this rail project, Minister for Railways Shri Suresh Prabhakar Prabhu, to lay the foundation stone for the Final Location Survey For Single Broad Gauge Line Rail Connectivity at a ceremonial program to be held in the presence of Chief Minister of Uttarakhand Shri Trivendra Singh Rawat, as the Chief Guest on the occasion at 12.30 p.m. on 13 May 2017(Saturday) at Badrinath. Union Minister for Agriculture & Farmers Welfare Shri Radha Mohan Singh, and Members of Lok Sabha and Rajya Sabha of the region along with the Members of Legislative Assembly, Uttarakhand are also slated to grace the function with their distinguished presence.
Rail Vikas Nigam Limited (RVNL), a Public Sector Enterprise under Ministry of Railways has been entrusted to undertake the Final Location Survey for rail connectivity to Chardham and Chardham Yatra (Gangotri, Yamunotri, Badrinath & Kedarnath via Dehradun & Karanprayag) in the State of Uttarakhand. As alignment will pass through the rugged mountainous terrain of mighty Himalayas, the Railway has to meet the challenges of railway construction integrating the unique challenges of the terrain and adverse geology along with limits of load, capacity, safety and speed. The four Dhams have their varied and distinctive elevation levels along with unique spiritual significance. The Yamunotri tracing the origin of River Yamuna is situated at 3293 m above Mean Sea Level (MSL) while the Gangotri tracing the origin of River Ganga is situated at 3408 m above MSL. The Kedarnath housing the Shrine of Lord Shiva, is one of the 12 Jyotirlingas at 3583 m above MSL, while Badrinath housing the Shrine of Lord Vishnu is at 3133 m above MSL. The existing railheads or the nearest railway stations to the proposed Chardham connectivity are Doiwala, Rishikesh and Karanprayag (on the upcoming Rishikesh-Karanprayag new rail line under construction by RVNL) at mean MSL ranging from 400-825 m. The proposed Chardham rail line connecting to 2000 m MSL and above will be an engineering challenging feat.
Rail Vikas Nigam Limited has undertaken a Reconnaissance Engineering Survey (REC) in the year 2014-15 of the rail connectivity project and has submitted its report in October 2015, recommending two take-off points one from existing Doiwala station and one from Karanprayag station (under construction). For the Gangotri alignment, the proposed rail link takes off from Doiwala station to connect upto Manneri at 1270 m above MSL marking a route of 131 km via Uttarkashi. For Yamunotri, the alignment is proposed to take off midway from Gangotri link at Uttarkashi making a “Y” connection and terminating at Palar (1265 m above MSL) with a take- off route length of 22 km. For the Kedarnath alignment, the proposed line will take off from proposed Karanprayag station and terminating at Sonprayag(1650 m above MSL) via Saikot with a route length of 99 km. The Badrinath alignment will take off midway from Kedarnath link at Saikot making a “Y” connection and terminating at Joshimath (1733 m above MSL) with a route length of 75 km. As per the Reconnaissance Survey the total route length is 327 km at estimated cost of Rs. 43,292 Cr. The REC Survey recommends 21 new stations, 61 tunnels totaling to 279 km tunnel length and 59 bridges. The alignment will have ruling gradient of 1 in 80 with a maximum degree of curvature of 5 degree.

Chardham, is one of the unique cornerstones of Hindu pilgrimage which is intertwined to mystical and spiritual aspirations of every devout Hindu. Large number of pilgrims flock to Chardham while foreign and domestic tourist  are attracted to trekking & sightseeing in the state of Uttarakhand. The Railway envisages bringing in a new era of safe and comfortable travel through this Chardham Rail Connectivity Project. Alongside, Indian Railways through Rail Vikas Nigam Limited is concurrently pursuing its ambitious project of construction of new rail line between Rishikesh and Karanprayag and efforts are underway to fast-track the completion of the project. These rail projects shall add momentum to the progress of the State by connecting far-flung areas besides boosting opportunities for the tourism and economic development. When completed, these rail projects would script their own unique engineering marvels in the history world railways.

RAILWAY GM REVIEWS RVNL PROJECTS:

Works being undertaken by Rail Vikas Nigam Limited (RVNL) involving crucial infrastructural developmental works of East Coast Railway were reviewed by General Manager, East Coast Railway, Shri Umesh Singh.

During the review, the RVNL authorities were advised to speed up all pending projects as these are extremely crucial to the building of infrastructural framework of the East Coast Region.

General Manager offered all possible help from East Coast Railway to RVNL and asked them to list out any issues pending where East Coast Railway could be of any help.

General Manager expressed deep concern over delays in some projects and said that all efforts should be made to finish off projects in time.

As regards, important projects being undertaken by RVNL, the following targets have been set by RVNL for completion.

01.HARIDASPUR-PARADEEP NEW RAIL LINE:

#   Full line to be complete by June 2018

# Track linking work to start from June-2017 this year from Haridaspur side.

02.ANGUL-SUKINDA ROAD NEW LINE:

#   Full line to be complete by June-2019

#   Track linking work to start from Budhapank side by November, 2017.

03.BHUBANESWAR NEW STATION

Will be ready for commissioning by end of May-2017.

04.JAKHAPURA-NAYAGARH DOUBLING WORK

Basantpur-Naranpur by March-2018

Sitabinj-Basantpur by June-2018

Pune: Passengers’ demand for direct local trains on Lonavla-Pune-Daund route may not be realised soon as the much-awaited Pune-Daund electrification project is unlikely to get over before June.

The electrification work was expected to get over by December 2015. However, when it did not, railway minister Suresh Prabhu assured its completion by March-end.

“Though preliminary works pertaining to the power sub-stations and safety checks of a high-tension wire are in final stages, it still take at least three months to complete the ongoing works, following which the trial runs will begin,” a source from the Rail Vikas Nigam Limited (RVNL), which has taken up the electrification work, said.

Besides the electrification of tracks, the administration will also take up many infrastructural works like increasing the height of platforms at many stations and setting up of running rooms for drivers and local trains.

The electrification of Pune-Daund section stands important as it would help in expanding the rail infrastructure around Pune for running of local trains between Lonavla and Daund. At present, local trains operate only on Pune-Lonavla electrified stretch with no direct train service on Lonavla-Pune-Daund route.

Officials at RVNL said if things go as per the plan, the electrification work will get over only by June or July.

As per a senior RVNL official, works of installing electric poles, laying of high-tension wire and commencement of power-sub stations each at Daund and Yavat are already over. “The ongoing works include safety checks of a high-tension wire in the entire stretch of about 70km. It is unlikely to get over before June,” the official said.
Divisional railway manager of Pune B K Dadabhoy said, “The project is vital for passengers in Pune division and even administration wants to complete it at earliest. Funds have already been sought for infrastructural works pertaining to upgradation of platforms and commencement running rooms.”

Meanwhile, MP Supriya Sule on Monday met Dadabhoy to discuss on-going electrification work on Pune-Daund track and suggested to expedite pending works while offering possible assistance at the level of railway board.

Shri Ravindra Gupta, General Manger, South Central Railway stressed o­n the need to prioritize rail project works, setting deadlines and attaining them, so as to ensure economic viability and timely commissioning. He was addressing a meeting held to review the progress of MMTS Phase-II and other Projects being undertaken by Rail Vikas Nigam Limited (RVNL) today i.e. 20th November, 2015 at Rail Nilayam, Secunderabad.

Shri P. Srinivas, Chief Project Manager, RVNL made a power point presentation o­n the RVNL works in progress o­n SCR’s network, which include MMTS Phase-II, Wadi – Raichur – Guntakal electrification, Hospet – Guntakal electrification, Rail Bogie Karkhana, Yadgir etc. He briefed the SCR General Manager o­n the actual status of the o­ngoing works and the plans formulated by RVNL for completion. Issues needing attention and cooperation of the Railways were also brought out.

On MMTS Phase-II project, Shri Ravindra Gupta was briefed o­n the progress of the work, which is proceeding ahead in all the five stretches simultaneously. The MMTS Phase-II covers a length of 103 kms and is estimated to cost Rs. 819 crore.  The RVNL officials informed that o­n the existing double line Moula Ali-Ghatkesar (14 kms) stretch, another two rail lines are being added to facilitate handling of MMTS train movements. The Moula Ali-Sanathnagar section of 23 kms, which is presently a single line and serves Goods Traffic movement, is being doubled as part of MMTS Phase-II. This length, which covers densely populated areas passes through Defence land also. The Secunderabad-Bolarum existing double line is being electrified, while work is o­n for doubling of the Bolarum-Medchal stretch. Work is also in progress o­n the Falaknuma-Umdanagar section.

16 major bridges are coming up under MMTS Phase-II project out of which, work is in progress o­n 11 bridges. 133 minor bridges are also slated to be constructed out of which, 46 are already complete. RVNL has set targets to complete the project in a phased manner.

After the review presentation, Shri Ravindra Gupta, GM/SCR addressed the RVNL and senior railway officials present at the meeting and asked them to quickly finalise plans which are pending rail project works and evolve a coordinated approach towards completing them o­n schedule. He called for framing a strict timeline for each of the project, which shall be reviewed at regular monthly meetings so as to meet targeted completion dates. Stressing o­n the importance of MMTS Phase-II project, he stated that this project will serve to decongest Hyderabad City and will majorly contribute to the Urban Development Plan of the Twin Cities. 

The RVNL officials also appraised the General Manager o­n the issues concerning Defence land o­n Sanathnagar-Moula Ali section which needs to be acquired for the MMTS project. The issue is being pursued with the Defence Authorities at New Delhi and a positive outcome is o­n way, it was informed. The SCR General Manager, o­n his part also assured of all cooperation to sort out this matter.

The General Manager assured that the railways will be ready to clear plans furnished by RVNL concerning the projects in progress in the least possible time, towards which he wanted the Divisional Railway Managers to coordinate.

Amongst the officials present were, Shri Umesh Singh, Additional General Manager, Shri J.N. Jha, Chief Operations Manager, SCR.

Isolux Corsan Consolidates its Railway Business in India with the Award of 3 Electrification Contracts

Isolux Corsan, the global benchmark critical infrastructure contractor, has been selected by Rail Vikash Nigam Ltd (RVNL), Special Purpose Vehicle (SPV) wholly owned by Government of India under National Railway Board, for the design and construction of Over-Head Equipment, Traction Substations and associated intelligent railway operations systems in the major railway sections in State of Rajasthan, Karnataka and Telengana.

The contract includes the engineering, procurement, construction, testing and commissioning of Over-Head Equipment, Switching Stations, Traction SubStations, SCADA, signalling, Telecommunication, Buildings and other associated works. The three projects involve 563 km of railway electrification and five traction substations.

Isolux Corsan
The company will design and build a total of 563 Km of Over-Head Equipment, including five Traction SubStations and associated intelligent railway operations systems, in the States of Rajasthan, Karnataka and Telengana.

These three major rail electrification contracts awarded to Isolux Corsán, strengthens its position in India, where the Group is already a relevant player in the areas of T&D and transport infrastructure.
The Electrification work includes Traction Substations and 25 kV AC Over-Head Equipment (OHE). Signalling and Telecommunication work includes Automatic Signalling, Electronic Interlocking, Train Detection using Multi Section Digital Axle Counters (MSDAC) and OFC based communication system. The Building works include Station Buildings, Substations Control Room buildings and Staff Quarters.

One project is located in section Rani to Swarupganj, in Ajmer Division of North Western Railway in the State of Rajasthan, including one Traction Substation and a total of 198 Km of High Rise (7.2m contact wire height) Traction Over-Head Equipment.

The other two projects are located in the State of Karnata-Telengana. One project is in the Hubli Division of South Western Railway. The works will be done in sections Hospet to Kudatini and Toranagallu to Ranjitpura, with a total of 187 Km of Track Railway Electrification and two Traction Substations. The other project is in the Guntakal Division of South Central Railway. The works will be done in section Kudatini to Guntakal, with a total of 178 Km of Track Railway Electrification and two Traction Substations.

These projects are part of a massive investment plan conceived by Government of India for rail sector to eliminate capacity bottlenecks on Golden Quadrilateral and Diagonals to provide strategic rail communication links to ports, construction of mega-bridges for improving communication to the hinterland and development of multi-modal transport corridors. This initiative has been given the name of National Rail Vikas Yojana.

These three major rail electrification contracts awarded to Isolux Corsán strengthens its position in India, where the Group is already a relevant player in the areas of T&D and transport infrastructure, the latter, with projects awarded over 120 million Euros.

Isolux Corsán is firmly established as a leading specialist in High Speed railway throughout the world, with over 2,000 Km of high-speed railway electrification already in operation.

Railways minister Suresh Prabhu has initiated moves to set up a High Speed Rail Authority (HSRA) – an apex body to formulate the administrative, institutional and legal mechanism to execute the Mumbai-Ahmedabad and other high speed lines identified under the “Golden Quadrilateral” project.

 “The recently submitted Japan International Cooperation Agency (JICA) report on the proposed Mumbai-Ahmedabad high speed corridor is currently under evaluation. Appropriate action will follow”, Prabhu told HT.

Sources said the railways minister has held detailed discussions on the broad contours of the plan to set up the HSRA at a series of meetings with senior officials in past weeks. “The broad framework including the terms of reference of the proposed body are being discussed in detail”, officials added.

To function as a regulatory and monitoring body for the identified high speed projects, the HSRA will be expected to adjudicate possible disputes between different stake-holders including private players, while setting uniform technical standards for undertaking such projects, officials said.

The NDA government last year opened up to railway sector for 100% foreign direct investment (FDI) for are areas including the development of high speed networks.

The JICA report is also understood to have underscored the need for the Indian Railways to set up an apex body to regulate, monitor and set technical standards for high speed projects in India.

“In coming months or years, it is likely that other state governments will follow the Kerala government’s example, which set up a High Speed Rail Corporation last year. If technical standards are not defined or made uniform at this stage, matters might go haywire. Hence, the need to set up the HSRA”, an official explained.

While entrusting the execution task to the Rail Vikas Nigam Limited (RVNL) and its subsidiary – the High Speed Rail Corporation – the railways minister had sent out letters to the chief ministers of Gujarat and Maharashtra in December last year, seeking cooperation to build the line. The JICA report has estimated a cost of Rs 988,050 million to build the corridor.

New Delhi: The Union shipping ministry’s plan for a company to work on enhanced port-rail connectivity is to bear fruition soon. The Special Purpose Vehicle (SPV) in this regard is likely to be registered by the end of next month.

The 12 major ports and Rail Vikas Nigam Ltd (RVNL, an arm of the railways ministry) will pool resources for the formation. Details of the first tranche of projects to be undertaken by the SPV are being discussed between the major ports and the  ministry. The initial projection is of at least Rs 200 crore. RITES, the government-owned engineering consultancy company, specialising in transport infrastructure, has been brought in to work on some of the feasibility reports for the potential projects.

It will be registered under the Companies Act, with an initial authorised share capital of Rs 100 crore, divided into a million equity shares of Rs 1,000 each. The initial capital will be Rs 500 crore, with further provision to raise the cap. The 12 major ports are to contribute Rs 90 crore of the Rs 100 crore, each having equity shares. RVNL will contribute the remaining Rs 10 crore.

“The SPV will undertake modernisation of rail infrastructure at ports, raise financial resources for handling port-related railway projects and also operate and manage the internal port railway systems,” said a ministry official.

In 2013-14, about 28 per cent of the total cargo handled by major ports was transported by Indian Railways, to and from the hinterland. Non-major ports handle 60-90 per cent of their cargo volumes through the rail network.

Govt to concurrently build Rail and road tunnels in NE, J&K

New Delhi:  In a move to push integrated and comprehensive approach for developing transport network, government wants its agencies to “pool” resources for constructing rail and road tunnels concurrently wherever such alignments are col linear.

Sources said this would be the approach for three strategic railway projects in Northeast, which have been identified as “top priority” projects. Another key railway project falls in Jammu & Kashmir and Himachal Pradesh.

There is also a proposal to synchronize road and rail projects and share studies by both the departments in Uttarakhand. A detailed project report (DPR) is under preparation for nearly 180 km stretch between Rishikesh and Karnprayag in the hill state by Rail Vikas Nigam Ltd (RVNL).

The first four strategic projects would cost government around Rs 2 lakh crore and the railway ministry is likely to take a proposal to the Cabinet for fund allocation for preparing DPRs. This decision was taken recently at a meeting chaired by Cabinet secretary, sources said.
