Railways to carry relief material free of cost to cyclone “Fani” affected states of Odisha, West Bengal and Andhra Pradesh
Central Railway will transport relief material to cyclone “Fani” affected states of Odisha, West Bengal and Andhra Pradesh by coaching trains (parcel van/VP/SLR, etc.) and goods trains including in less than standard composition rakes free of cost.
All Government organization across the jurisdiction of Central Railway can book relief material free of cost to aforementioned affected states. Other organizations, as deemed fit by Divisional Railway Managers of Mumbai, Bhusaval, Nagpur, Pune and Solapur divisions may also avail of this provision. However, the consignor/consignee shall have to be District Magistrate/Deputy Commissioner in whose jurisdiction the dispatching/receiving station is situated.
No ancillary charges like demurrage/wharfage, etc. or other are to be charged for transportation of relief material. Notwithstanding anything above, Railways shall reserve the right to take appropriate decisions as per extant policy on subject of transportation of relief material.
This will be in effect till 2.6.2019 or till further orders whichever is earlier.

Limit of Free Luggage in Trains
Passengers travelling over all Indian Railways are permitted to
carry luggage free of charge with them in the compartment up to 70 Kgs. in
First AC, 50 Kgs. in First Class/AC-2 tier, 40 Kgs. in AC 3-tier/AC Chair
Car/Sleeper Class and 35 Kgs. in Second Class.
Passengers are allowed to book and carry excess luggage beyond
free allowance, with them in the compartment up to the maximum prescribed
class-wise limit on payment of charges at 1.5 times of luggage rate. The
classwise maximum limit is as under:

When a passenger is detected either enroute or at the destination
with unbooked or partially booked luggage weighing more than the free
allowance/maximum prescribed class-wise limits, penalty as per rule is levied.
This information was given by the Minister of State of Railways,
Shri Rajen Gohain in a written reply to a question in Lok Sabha today.
