Passengers are to be Alert While Travelling In Train 

Don’t pull Alarm Chains in Train Coaches for trivial reasons, Southern Railway tells Passengers

CHENNAI: The Southern Railway has asked passengers to avoid pulling the alarm chain unless it’s an emergency.

“Pulling the alarm chain without valid and sufficient reason is a punishable offence under Section 141 of the Railways Act, 1989. The penalty will include imprisonment up to one year or a fine of Rs 1,000 or both,” said chief public relations officer S Dhananjeyan.
The instances of alarm chain pulling is on the rise. As many as 744 cases were registered for unauthorised alarm chain pulling in the zone in the first six month of this year. As many as 737 people were apprehended in this connection and a fine of Rs 2.8 lakh has been collected from them.
“It is noticed that on most of the occasions, the alarm chain was pulled by the passengers for trivial reasons like co-passenger could not board/alight, mobile phone/belongings fallen down or missing, passenger who got down to purchase water/eatables could not board the train, passenger overslept and missed destination, to mention a few. The train in which alarm chain was pulled has to be detained for a considerable time for resolving the system. Moreover, the delay in train operations in which alarm chain was pulled affects the running of the subsequent train services too . The passengers on-board these trains are hassled,” Dhananjeyan said.
Passengers should refrain from pulling the alarm chain. On-board railway staff like train captain, TTEs, RPF train escorts, coach attendants and others can be approached by passengers for addressing issues that arise on the course of journey, Dhananjeyan said.
The services of All India RPF Security Helpline 182 which is functional round the clock can be resorted to. The 182 Helpline crew will alert the field RPF personnel and assistance will be arranged at the subsequent station.
GRP Helpline 1512 can also be accessed for security related assistance. Rail passenger helpline 138 will also render assistance to passengers for redressal of grievances pertaining to on-board amenities.
The Railway Protection Force is keeping close watch on violators and will take stringent action against people pulling the alarm chain without justifiable reason.

No plans to remove chain pulling system: Railways

The railways today dismissed any proposal to do away with chain pulling system in train coaches, but said that adequate awareness will be created among passengers to stop its misuse.

Earlier, a few officials had claimed that the railways had planned to do away with the facility as it was prone to regular misuse and led to loss of revenues to the public transporter.

Railway spokesperson said tonight that while there are growing instances of the misuse of the system it would not replace it from the coaches.

Chain pulling has been a big menace across the railway network, especially in states such as Uttar Pradesh and Bihar, leading to delays and a drain on the railway exchequer. Of particular concern was its misuse for nefarious activities.

Given its misuse, the railways had been toying with the idea of putting in place a mechanism including strict checks to ensure that this facility is not misused.

MUMBAI: Chain-pulling incidents on long-distance trains are behind Central Railway (CR) trains running late during rush hour, said officials.

CR officials concede that since the onset of summer peak season, at least 20 to 25 suburban services run behind schedule daily, said CR officials. "There has been a huge rush on platforms at CST, LTT and Kalyan to board trains, especially those heading towards North Indian, Kokan and Goa. It has been observed that a passenger fails to board a train due to overcrowding in compartments and on platforms," said a senior CR official.

There have been instances when passengers indulge in Alarm Chain Pulling. The official said, "Most of the incident occurs at CST, LTT or Kalyan. AS a result, the trains gets held up, because of which the train scheduled to leave behind the affected mail/express train also gets held up."

So far, number of ACP case registered in March and April stood at 134 and 135.

"Fifty-four cases of chain-pulling were registered till May 12. Of these, passengers had a genuine reason to halt the train in only 20-25% instances," he added. The official said, "In more than 50 per cent of cases, the actual reason for chain pulling in not known as the offender cannot be identified. In suburban train, most of the ACP cases are originate from compartments reserved for handicap commuters. In Long distance trains, the cases are in general as well as reserved classes as many failed to board the train due to late arrival at stations."

The Railway Protection Force wants the administration to reduce people crowing on platforms due to ensure quicker entry and exit of passengers. "One measure that needs to implemented is stopping the sale of platform tickets," said an RPF officer.

A total of 11.65 lakh people bought ticket in 2012-13 compared to 9.55 lakh in the preceeding year.

CR runs total of 1,600 services daily, including long-distance trains, from Mumbai. "A chain-pulling incident will delay a train by five to 10 minutes. The loss of time is significant at Suburban trains in Mumbai run at frequency of 4 minutes. A delay of 10 minutes can have cascading effect on other services too."

The alarm chains will no longer be installed in new coaches

BAREILLY: "To stop train pull chain" notice inside railway coaches is soon set to become history. The railway ministry has decided to do away with these chains. An official said railways had incurred a loss of Rs 3,000 crore because trains ran late with the indiscriminate chain-pulling for no good reason.

At Izzatnagar in Bareilly, the work of removing the chains from trains has already begun. Officials say that as an alternative arrangement, the mobile phone number of the driver and assistant driver could be displayed in coaches, so passengers can call in case of an emergency.

Rajendra Singh, public relations officer of the North Eastern Railways, Izzatnagar division, said, "The alarm chains will no longer be installed in new coaches being manufactured at rail coach factories across the country. The Railway Board has already issued a notification requiring that the chains not be installed. Maintenance workshops have already started removing the alarm chains from existing coaches. At Izzatnagar railway workshop, technicians have already started removing the alarm chain from coaches coming in for maintenance."

He said that in addition to displaying the mobile phone numbers of the driver and assistant driver, one employee carrying a walkie-talkie would be present for every three coaches in each train.

Singh said it was no secret that the chain was rampantly misused by travellers who pulled it in self-interest rather that in case of emergency. The alarm chain is meant to be pulled only in case of emergency, and only when contact cannot be established with the travelling ticket examiner (TTE) on board. As things are now, people pull the chain when relatives or friends might miss the train, the officer said.

During a recent visit to the city, Union minister of state for railways Manoj Sinha had said that chain-pulling to stop the train was a big menace in UP and Bihar, and train schedules were thrown out of whack by miscreants who pulled the chain for no good reason, causing huge losses to the railways.

Divisional railway manager, (DRM) Izzatnagar division, Chandra Mohan Jindal, said, "It is undeniable that chain-pulling is among the major factors delaying trains. This has come up for discussion before the Railway Board. The problem is acute in states like Bihar UP, Rajasthan, Punjab and Haryana."
