12 RPF Personnel of SCR Selected for Ati-Utkrisht Seva Padak Awards and 20 for Utkrisht Seva Padak Awards

Thirty two Railway Protection Force (RPF) Officials of South Central Railway were bestowed with the prestigious Ati-Utkrisht and Utkrisht Seva Padak for the year 2019 from the Ministry of Home Affairs in recognition of their meritorious service and dedication towards duty. 12 RPF personnel of SCR were awarded with Ati-Utkrisht Seva Padak and Twenty RPF personnel were awarded with Utkrisht Seva Padak.

The Utkrisht and Ati-Utkrisht Seva Padak Medals were instituted by the Ministry of Home Affairs, Government of India for the permanent police personnel throughout the Indian Union in consideration of the long term service medal based o­n the length of service after 15/20 years.

Shri Gajanan Mallya, General Manager, SCR complimented the awardees for their achievement. He stated that all the officials have been serving the zone with utmost dedication and devotion to duty and exuded confidence that the RPF will continue to excel. The General Manager advised the RPF personnel to carry o­n their exemplary work in providing security to all Rail users and property.

The Director General, Railway Protection Force, New Delhi complimented all the awardees o­n being conferred with the medals in recognition of their commitment and excellent service to the Nation.

RPF/ER BUSTED A RACKET OF FAKE APPOINTMENT IN RAILWAY AT RISHRA, HOOGHLY

Acting o­n source information regarding movement of a gang operating for fake appointment in Railway at Rishra in Hooghly district, a special team comprising officers & staff of CIB, RPF/Howrah, RPF Posts Howrah South, Howrah Goods Yard and Seoraphuli kept surveillance over Rishra area. o­n 23.12.2020, the RPF team apprehended two persons alongwith five victims near Rishra Railway station with recovery of fake appointment letters and other fake documents in a Honda City Car. o­n interrogation, the arrested kingpin confessed that he fraudulently took ₹. 7 – 10 lakhs from each candidate for giving job in Railway. The arrested accused persons were handed over to GRP/Seoraphuli for further legal action.

It has been widely publicized that appointments in Railways are made based o­n merit list prepared o­n the basis of performance in the Railway Recruitment Examination. Railway has done elaborate campaign to communicate to all the candidates not to be trapped in the hands of fake job racketeers. For getting jobs in Railway, they should appear at the examination conducted by Railway Recruitment Board and Railway Recruitment Cell. For securing any job in Railway, no bribe is required to be paid and selection is made o­n the basis of results in the recruitment examination. Hence, all are requested to beware of the job racketeers.

In a nation wide investigation, RPF disrupts the operation of illegal software called “Real Mango” used for cornering confirmed Railway reservation

 The software has now been fully decimated

 RPF have been able to apprehend around 50 criminals so far involved in operation of this illegal software and block live tickets worth more than Rs. 5 Lakhs

In a nation wide investigation, RPF has disrupted  the operation of illegal software called “Real Mango” used for cornering confirmed Railway reservation.

In view of the apprehension of increase in touting activity after restart of the passenger services, drive against touts was intensified by Railway Protection Force (RPF) of Indian Railways. Operation of an illegal software called “Rare Mango” (later changed its name to “Real Mango”) was revealed o­n 09.08.2020 during action against touts by the field units of RPF. RPF units of North Central Railway (NCR), Eastern Railway (ER) and Western Railway (WR) apprehended some suspects and initiated the process of understanding and unravelling the operation of RareMango/Real Mango Software. In course of systematic unravelling of the working of the illegal software, it has been found that:-

1. Real mango software bypasses V3 and V2 captcha.

2. It synchronises bank OTP with help of a mobile app and feeds it to the requisite form automatically.

3. The software auto-fills the passenger details and payment details in the forms.

4. The software logs in to the IRCTC website through multiple IRCTC Ids.

5. The illegal software is sold through five tiered structure: System Admin & his team, Mavens, Super sellers, Sellers and Agents.

6. System admin is receiving payment in bitcoins.

Field units of RPF have been able to apprehend 50 criminals so far including the King pin (system developer) and key managers involved in operation of this illegal software and block live tickets worth more than Rs 5 Lakhs. Five key operatives of the illegal software have been arrested from West Bengal. The software has now been fully decimated.

It may be noted a coordinated nation-wide action by RPF between December 2019 to March 2020 led to arrest of 104 criminals involved and disruption of many illegal softwares like ANMS/ Red Mirchi/Black TS, TikTok, I-Ball, Red Bull, MAC, N-GET, Cycle, Star-V2 etc. The information supplied by RPF helped CRIS/IRCTC to strengthen security features in PRS system due to which the softwares stopped functioning at that time.

ER’S RPF ENSURING SECURITY OF THE PASSENGERS AND THEIR BELONGINGS
Kolkata, July 30, 2020:
ER’s RPF continuing its efforts to ensure security of the passengers and their belongings vis-a-vis acting as a saviour of the passengers, especially protecting the women and children. Some of such recent good activities of ER’s RPF are as follows:
i)On 28.07.2020, ER’s RPF recovered an unclaimed bag containing Silver bracelet, silver ring, Samsung Mobile phone and cash from Train No.02358 (Amritsar – Kolkata Super-fast Special train) at Kolkata station. Later, the recovered bag was handed over to its owner after proper verification and documentations.
ii)On 26.07.2020, after getting information about a left behind bag, RPF at Sahibganj retrieved the left behind bag containing personal belongings, from Train No.05955 UP (Dibrugarh – Delhi Special train) o­n its arrival at Sahibganj Railway station. The recovered bag was handed over to its owner after due verification and documentation.
iii)On 24.7.2020, RPF rescued a runaway teenage girl from Howrah station premises. Later the rescued girl was handed over to her father after proper verification and documentation.

Minister of Railways and Commerce and Industry Shri Piyush Goyal praised the commendable deed of RPF Constable Shri Inder Singh Yadav and announced a cash award to honour him. Shri Yadav demonstrated an exemplary sense of duty when he ran behind a train to deliver milk for a 4 months old child.
Smt Sharif Hashmi was traveling with her husband Shri Haseen Hashmi along with her 4 months old child in Shramik Special train from Belgaum to Gorakhpur. Her baby was crying for milk, as she didn’t get to feed milk for her child at any previous station and asked help from the constable Shri Yadav at Bhopal Station.
Shri Inder Singh Yadav immediately raced and brought a packet of milk from a shop outside Bhopal Station but the train started moving. The constable showed his humanity and courage by running behind a moving train and provided the packet of milk to the lady in the coach.

Western Railway and IRCTC are providing their services seamlessly during COVID 19 pandemic with  smile. Distribution  of   food packets is under way to the needy, poor and homeless  people, with the help of  commercial staff /RPF and several NGOs. Western Rly & IRCTC have geared up their base kitchens at Mumbai Central and Ahmedabad  stations. Western Railway's Commercial, RPF & other departments  too are making all best possible efforts to reach out to the needy persons and are providing  all assistance wherever possible with the unique motive that no o­ne sleeps hungry. Therefore, when no passenger trains are running due to CORONA lockdown, Western Rly & IRCTC are offering their social services to needy persons with a smile through their Mission Food Distribution.
According to a press release issued by Shri Ravinder Bhakar - Western Railway’s Chief Public Relations Officer, IRCTC has continued its pursuance to serve the society in these difficult times of COVID 19 pandemic. IRCTC West Zone served 6000 meals from its Base Kitchen at Mumbai Central to NGO's spread over South and Central Mumbai like the Giants Group, Nanhi Pari, Salaam Mumbai, Mc Aalms,Sainath Mahila Mandal, Akhil Bharatiya Samiti, Terapanth Yuvak Parishad, Angels Charitable Trust etc. Even BMC has come forward to provide assistance to IRCTC for distribution of food to the deserving and needy people who are finding it difficult to make their ends meet with the National Shutdown against Covid 19. With its motive of "No o­ne Sleeps Hungry",IRCTC West Zone Base Kitchens, o­n 5th April, 2020 provided 6000 and 1500 community Bhojans from its Mumbai Central and AhmedabadBase Kitchens respectively.
In addition to this, Rajkot unit of Western Railway Women's Welfare Organisation distributed packets containing 2 Cloth Masks, 1 Sanitizer, 1 Soap Bar and 1 Thermometer to 100 families of all Group D employees in Kothi Compound Colony ofRajkot. The unique inclusion of a thermometerwill promote self checking forfever bystaffbefore reportingto duty. This effortwill continue and families in other colonies will also be assistedsoon. Similarly,Bhavnagar unit of Western Railway Women Welfare Organisationdistributed 150 food packets and Ration kits to needy and poor persons. 247 food packets received from commercial staff and NGOs were distributedat Botad , Navgharh, Veraval and Mahuva stations. 2060 food packets were distributed tolabourers at Nadiad goods shed byVadodara division.Rajkot division supplied 250 food packets in nearby station areas with the help of NGOs namely , Shri Badrinath Education trust and Jalaram Seva Trust . 2915 food packets were distributed by Ahmedabad division. Similarly Vapi industrial associationdistributed around 35 food packets to all housekeeping , GRP and other staff deputed at VAPI.

During peak summer season there is heavy demand of drinking water. Due to closure of schools & festive/marriage season, the number of passenger travelling by railways also increases and so the demand of drinking water.
To curb the menace of unauthorized PDW (PACKAGED DRINKING WATER) in Railway premises, an all India drive named “Operation Thirst” was launched on 08th & 09th July 2019 on the direction of DG/RPF, Railway Board, New Delhi where all the Zonal Principal Chief Security Commissioners (PCSC) were asked to crackdown these unauthorised activities. Almost all major stations over Indian Railway were covered during this operation.
During the drive, 1371 persons were arrested for selling of packaged drinking water of unauthorised brands under different sections i.e. 144 & 153 of Rly. Act. Total 69294 bottles of PDW have been seized. Total fine amount of Rs. 6,80,855/- have been realized from these offenders. 4 Pantry car managers involved in selling of the same were also arrested. Stalls on platforms were also found selling packaged drinking water bottle of brands which are not authorised by Railways.
Further enquiry into these cases are being made to reach the origin of this activity and those found involved will be taken up accordingly. The special drive will be followed by continuous action by concerned PCSCs on this issue.

RPF EXAM RESULTS ANNOUNCED!
Central Recruitment Committee (CRC)/Sub-Inspector announces the result of Computer Based Test (CBT) for recruitment of SIs in RPF/RPSF.                                                        Central Recruitment Committee/Sub-Inspector announced today the result of Computer Based Test (CBT) for recruitment of SIs in RPF/RPSF.  The list of candidates shortlisted for Physical Efficiency Test has been uploaded o­n the official website of Indian Railways ( www.indianrailways.gov.in).
The CRC has said that the result for Group A, B, C & D of Zonal Railways was released today o­nline.  The CBT result for Group E & F of Zonal Railways had already been announced and the Physical Efficiency Test for candidates of Group F is being conducted today at Gorakhpur.  Similarly, Physical Efficiency Test for candidates of Group E is scheduled o­n 01.03.2019 at New Jalpaiguri.  The CRC has further said that schedule of the Physical Efficiency Test for other Groups has been finalized as under;
Group A - Southern Railway (SR), South Central Railway (SCR) & South Western Railway (SWR)  -  19th  & 20th  March, 2019 at Chennai.
Group B – Central Railway (CR), Western Railway (WR), West Central Railway (WCR) & South East Central Railway (SECR) – 23rd to 25th March, 2019 at Bhusawal
Group C -  Eastern Railway (ER), East Central Railway (ECR), East Coast Railway (ECoR) & South Eastern Railway (SER) - 23rdto 25th March, 2019 at Asansol
Group D – Northern Railway (NR), North Central Railway (NCR), North Western Railway (NWR) & North Eastern Railway (NER) - 23rd to 25th March, 2019 at Kapurthala
The-call letter for Physical Efficiency Test will be downloaded by the candidates by logging at the official website. 
The CRC has invited o­nline applications to fill up vacancies of 1120 (819 Male & 301 Female) SI in RPF/RPSF in June, 2018 vide Employment Notification SI/RPF - 02/2018.Total 14, 25,755 (Fourteen lakhs twenty five thousand and seven hundred fifty five) have submitted applications for the Post of SI in RPF/RPSF.The o­nline test (CBT) was conducted in month of January, 2019 for above Groups at more than 400 venues across the Nation.After the test, the answer sheet of all the candidates was uploaded o­n the official website for them to see their scores and raise any objection answer keys.  About 9000 objections were received o­nline.The objections were resolved and all the answer sheets were re-evaluated to the benefit of the candidates.Thereafter, the scores were normalized for the different sessions of o­nline test as per the difficulty level of question paper in each and every session of CBT.Based o­n the normalized scores, the candidates for Physical Efficiency Test have been shortlisted.The CRC has informed that the panel for the appointment will be finalized by 31st March, 2019.

Caution against taking Selfies by trespassing Railway Tracks and Premises
Of late, incidents have occurred of people, particularly youngsters taking selfies/photographs o­n mobile phones by trespassing railway tracks, station premises etc and also in front of approaching trains and while travelling by trains. These incidents are not o­nly risky, but also unlawful, entailing punishment.
In this connection, a recent unfortunate incident has come to notice, wherein a person by name T. Siva, aged 25 years, resident of Borabanda in Hyderabad tried to take a selfie in the background of a approaching MMTS train standing besides the track near Borabanda MMTS station between Begumpet – Lingampalli in Hyderabad City. Inspite of warning by the o­n-duty Home Guard, the person persisted with his attempt to take a selfie, due to which he was hit by the speeding MMTS train and fell down by the side of the track and sustained a head injury.
The o­n-duty Home Guard of Borabanda produced the person before the Assistant Sub- Inspector of Police/ Bharatnagar. The person was counseled and also booked under Railways Act by Railway Protection Force (RPF).
It is o­nce again cautioned that any act of taking selfies and photographs by trespassing the railway tracks and premises and o­n trains will entail punishment under section 147 of the Railways Act, 1989 to the extent of imprisonment up to 6 months besides penalty of up to Rs.1000/- (Rupees o­ne Thousand o­nly) and under section 145 of the Railways Act, 1989 to the extent of imprisonment up to 6 months and a penalty of Rs. 500/- (Rupees Five Hundred o­nly).

Indian Railways is implementing the following measures to minimize the accidents on railway tracks specially in Mumbai:-
Announcements are being made through PA system and also given wide publicity in mass media by concerned department about the impending dangers and resultant penalties.
Railway Protection Force/ Railway Protection Special Force staff are deployed at various locations to check trespassing.
Hooters are blown by RPF at the suspect trespassing points to prevent trespassing.
“Anmol Jeevan’-a concerted effort by School children, NGOs, RPF and commercial departments- is organized at regular intervals for the awareness of passengers.
Drives named “Track Suraksha Jeevan Raksha” by RPF and “Naya Jeevan Nayi Aasha” by Commercial department have been launched over suburban section of Mumbai with the help of NGOs, scouts and Lion Club etc.
Unauthorized entry and exit points are being blocked.
Necessary signboards/posters regarding “Do not cross railway line” “Don’t travel on roof top/foot board” are in place on platforms/ station premises, for the awareness of passengers.
Regular drives are conducted against trespassers under the provisions of the Railways Act, 1989.

The Railway Protection Force (RPF) personnel attached to Mangaluru Central Railway Station on Saturday arrested three persons on the charge of selling train tickets to passengers for a premium.

An RPF official gave the names of the arrested as Kiran J. Bhat (35) of Chilimbi, Umesh (41) of Kankanady and Ravi Rajendra Shetty (30) of Kenjar.

Kiran was in possession of a second AC tatkal ticket from Mangaluru Central and Vadodara; Umesh possessed a three AC tatkal ticket between Mangaluru Central and Mumbai LTT and Ravi had a three AC tatkal ticket from Mangaluru Central and Mumbai CSTM, all for travel on Sunday.

The tickets were worth over Rs. 20,000 as each ticket had at least four passengers.

Police claimed that the accused used to buy tatkal tickets in advance and sell them for premium to genuine passengers.

The accused were produced before the jurisdictional magistrate and were remanded to three-day judicial custody.

According to RPF Police Sub-Inspector Bharat Raj, the accused either used to occupy the queue on their own or deploy their men as soon as the tatkal window opened.

Kolkata, 29th April, 2016:

Bokaro Steel City Railway Station RPF Post rescued a girl, aged about 15 years, who was missing from Train No.18103 Jalianwalabagh Express from 00:50 hours on 28/4/2016 during journey from Tatanagar to Buxar from Sleeper Class Coach No.S-8.
Information was given by her uncle to the Sub Inspector on duty at RPF Post through GRP escort available on the said train that the girl was missing after the train left Bokaro Steel City Station. Then and then RPF personnel of Bokaro Steel City Railway Station started search operation. 
On the basis of CCTV footage the girl was traced from the station premises. The RPF personnel accommodated the girl safely under lady RPF personnel and after proper verification, the girl was handed over to her family.

Railway Protection Force Personnel Nabs a Thief; Hands over Luggage Travelling Passengers

Railway Protection Force (RPF) Personnel, Secunderabad Division, nabbed a thief in o­ne     instance. Recovered and handed over Luggage of travelling passengers in another instance. Going into the details of cases:-
1) on 01stApril, 2016 at about 22.10 hrs Crime Prevention Detection Squad (CPDS) team, Railway Protection Force (RPF) personnel while on confidential watch at the time of departure of Train no.17256 Narsapur Express from Platform No.1 at Secunderabad Railway Station noticed o­ne person getting down from S-3 coach from running train with o­ne bag at the end of Platform. Immediately, RPF Personnel detained him and o­n enquiry he revealed his name as Shivratri Nagesh S/o S. Mallaiah, aged 34 years R/o. Alwal, Ranga Reddy District. o­n checking the bag found a Laptop, o­ne reliance net connect Dongle, a motor cycle keys, one diary having name Prasanna with a Mobile no written o­n it. The said person confessed that he had committed theft of the Laptop bag. RPF Personnel contacted Miss. Prasanna who revealed that she is travelling by S-3 Coach of Narsapur Express having reservation in berth No.30 from Secunderabad to Palakollu and further stated that her Laptop bag was stolen by o­ne person who was without left arm. The offender with Laptop bag was handed to Government Railway Police (GRP), Secunderabad for further action.

2) on 01stApril, 2016 o­ne passenger by name G K Behara who was travelling from Mumbai CSTM to Bhubaneswar by Train No.11019 Mumbai CSTM - Bhubaneswar Konark Express. During the journey o­n arrival of train at Secunderabad Railway Station he had got down and went outside of station for breakfast, when he returned to Platform, he noticed that the train has left. Immediately he boarded Train No.17035 Sirpurkazagnar Express and reached Kazipet and informed the matter to RPF, Kazipet Post. In turn they informed to RPF, Warangal post and Security Control by that time the train had already left Warangal. Then Sub Inspector, Warangal informed the matter to o­n duty picket RPF staff at Mahbubabad who attended the train o­n arrival at Mahbubabad station and recovered from S9 Coach passengers four luggage bags containing passport, documents and clothes and the same was handed over to the passengers under clear acknowledgement. Passengers appreciated the immediate action taken by Railway Protection Team in securing their luggage.

Restructuring of RPF and Policing in Railways 

Policing on Railways is a State subject and prevention of crime, registration of cases and their investigation in Railway premises as well as on running trains is, therefore, the statutory responsibility of the State Governments, which they discharge through Government Railway Police (GRP). Therefore, the responsibility of detection and disposal of bomb, IEDs etc. lies with the State Government. However, some bomb detection equipments like Explosive Vapour Detector, Deep Search Metal Detectors and bomb disposal equipments like bomb suppression blanket and bomb basket etc., have been acquired by Railway Protection Force (RPF) at few of the Zonal Railways, which may be used in case of any exigency, by trained RPF personnel. This is in addition to Dog Squads of RPF, which are functioning over different Zonal Railways as part of Bomb detection squads. 

RPF supplements the efforts of GRP by deploying its staff for escorting of important trains in affected areas and access control duties at important and sensitive stations. Besides, the following steps are being taken by the Railways to provide maximum security to passengers:- 

1. An Integrated Security System consisting of surveillance of vulnerable stations through Close Circuit Television Camera Network, Access Control etc. have been sanctioned to improve surveillance mechanism over 202 sensitive railway stations. 

2. On vulnerable and identified routes/ sections, 2300 trains (on an average) are escorted by RPF daily, in addition to 2200 trains escorted by GRP of different States daily. 

3. All the ladies special trains running in Metropolitan cities are being escorted by lady RPF constables. 

4. The ladies compartments in suburban trains are being escorted by RPF and GRP during peak/non peak hours. Staff deployment is made during late night and early morning in suburban trains to ensure better security to the lady passengers. 

5. Joint drives by RPF/GRP and Commercial Department are conducted from time to time against the unauthorized entry of passengers in trains and railway premises. 

6. RPF holds regular coordination meetings with State Police and GRP besides sharing of intelligent inputs with Intelligence Bureau and other intelligence agencies of State. 

7. Security Helpline No.182 is operational over Indian Railway for the security related assistance to passengers in distress.
