Rail Passengers are requested to furnish IMEI number of Mobile Handsets while lodging complaints for loss/theft of mobile phones

In connection with complaints lodged for loss/theft of mobile phones by rail passengers over Southern Railway,Railway Protection Force (RPF) or Government Railway Police (GRP) could not take any immediate steps to trace the lost mobiles as the complainants are not furnishing the 15 Digit IMEI number of the Mobile Handset at the time of lodging complaints.

The 15 digit IMEI number is easily accessible through dialling *#06* from each Mobile Handset. It is felt that furnishing of IMEI number of the mobile handset at the time of lodging complaint will help police in many angles to track and trace the mobile handsets and also to arrest the culprits.

Therefore, Rail users are requested to record and furnish IMEI number of the lost mobile handset at the time of lodging complaints in connection with loss/theft of mobile phones.

Safety and Security of Railway Passenger

Policing on Railways being a State subject, prevention of crime, registration of cases, their investigation and maintenance of law and order in Railway premises as well as on running trains are the statutory responsibility of the State Governments, which they discharge through Government Railway Police (GRP). However, Railway Protection Force (RPF) supplements the efforts of the GRP to provide security to passengers including women.

The following measures are being taken by Railways for safety and security of passengers including women passengers in trains:

1.On vulnerable and identified routes/ sections, 2500 trains (on an average) are escorted by Railway Protection Force daily, in addition to 2200 trains escorted by Government Railway Police of different States daily.

2.The ladies special trains running in Metropolitan cities are being escorted by lady RPF constables.

3.The ladies compartments in sub-urban trains running in metropolitan cities are being escorted by RPF and GRP. Staff deployment is made during late night and early morning in such trains to ensure proper security to the lady passengers.

4.Security Help Line number 182 is made operational over Indian Railways for security related assistance to passengers in distress.

5.Regular drives are conducted to prevent entry of male passengers in compartments reserved for ladies, and if found, they are prosecuted under the provisions of Railways Act.

6.Surveillance is kept through CCTV cameras, provided at about 344 stations over Indian Railways, to ensure safety and security of passengers.

7.RPF holds regular coordination meetings with State Police at all levels to ensure proper registration and investigation of crime by GRP.

(b): Regular analysis of passenger crime is done to identify the affected trains, stations and sections and accordingly security arrangements are made for the safety and security of passengers in close co-ordination with GRP.

The Security Help Line 182 has been very effective in meeting security related complaints of passengers. During the year 2015 and 2016 (upto June), 7897 and 6092 number of complaints were received respectively over Help Line number 182. The routes on Central Railway followed by North Central Railway and Northern Railway are found to be receiving maximum number of complaints.

Presently, provision of CCTV on 500 coaches including for ladies compartments has been sanctioned. Provision of CCTV for ladies compartment shall be done progressively as induction of coaches and earmarking of ladies compartment in coaches is a continual process.

Railway Protection Force Personnel Nabs a Thief; Hands over Luggage Travelling Passengers

Railway Protection Force (RPF) Personnel, Secunderabad Division, nabbed a thief in one instance. Recovered and handed over Luggage of travelling passengers in another instance. Going into the details of cases:-

1) on 01stApril, 2016 at about 22.10 hrs Crime Prevention Detection Squad (CPDS) team, Railway Protection Force (RPF) personnel while on confidential watch at the time of departure of Train no.17256 Narsapur Express from Platform No.1 at Secunderabad Railway Station noticed one person getting down from S-3 coach from running train with one bag at the end of Platform. Immediately, RPF Personnel detained him and on enquiry he revealed his name as Shivratri Nagesh S/o S. Mallaiah, aged 34 years R/o. Alwal, Ranga Reddy District. on checking the bag found a Laptop, one reliance net connect Dongle, a motor cycle keys, one diary having name Prasanna with a Mobile no written on it. The said person confessed that he had committed theft of the Laptop bag. RPF Personnel contacted Miss. Prasanna who revealed that she is travelling by S-3 Coach of Narsapur Express having reservation in berth No.30 from Secunderabad to Palakollu and further stated that her Laptop bag was stolen by one person who was without left arm. The offender with Laptop bag was handed to Government Railway Police (GRP), Secunderabad for further action.

2) on 01stApril, 2016 one passenger by name G K Behara who was travelling from Mumbai CSTM to Bhubaneswar by Train No.11019 Mumbai CSTM - Bhubaneswar Konark Express. During the journey on arrival of train at Secunderabad Railway Station he had got down and went outside of station for breakfast, when he returned to Platform, he noticed that the train has left. Immediately he boarded Train No.17035 Sirpurkazagnar Express and reached Kazipet and informed the matter to RPF, Kazipet Post. In turn they informed to RPF, Warangal post and Security Control by that time the train had already left Warangal. Then Sub Inspector, Warangal informed the matter to on duty picket RPF staff at Mahbubabad who attended the train on arrival at Mahbubabad station and recovered from S9 Coach passengers four luggage bags containing passport, documents and clothes and the same was handed over to the passengers under clear acknowledgement. Passengers appreciated the immediate action taken by Railway Protection Team in securing their luggage.

Security has been identified as one of the priority areas for strengthening and upgradation. Measures initiated to strengthen security of women commuters include operationalization of 182 All India Security Helpline, development of security App over some of the zonal Railways, prosecution of offenders under relevant sections of Indian Railways, surveillance in station premises through CCTV etc.

This information was given by the Minister of State for Railways Shri Manoj Sinha in a written reply to a question in Rajya Sabha on 11.03.2016 (Friday).

Restructuring of RPF and Policing in Railways

Policing on Railways is a State subject and prevention of crime, registration of cases and their investigation in Railway premises as well as on running trains is, therefore, the statutory responsibility of the State Governments, which they discharge through Government Railway Police (GRP). Therefore, the responsibility of detection and disposal of bomb, IEDs etc. lies with the State Government. However, some bomb detection equipments like Explosive Vapour Detector, Deep Search Metal Detectors and bomb disposal equipments like bomb suppression blanket and bomb basket etc., have been acquired by Railway Protection Force (RPF) at few of the Zonal Railways, which may be used in case of any exigency, by trained RPF personnel. This is in addition to Dog Squads of RPF, which are functioning over different Zonal Railways as part of Bomb detection squads.

RPF supplements the efforts of GRP by deploying its staff for escorting of important trains in affected areas and access control duties at important and sensitive stations. Besides, the following steps are being taken by the Railways to provide maximum security to passengers:-

1. An Integrated Security System consisting of surveillance of vulnerable stations through Close Circuit Television Camera Network, Access Control etc. have been sanctioned to improve surveillance mechanism over 202 sensitive railway stations.

2. On vulnerable and identified routes/ sections, 2300 trains (on an average) are escorted by RPF daily, in addition to 2200 trains escorted by GRP of different States daily.

3. All the ladies special trains running in Metropolitan cities are being escorted by lady RPF constables.

4. The ladies compartments in suburban trains are being escorted by RPF and GRP during peak/non peak hours. Staff deployment is made during late night and early morning in suburban trains to ensure better security to the lady passengers.

5. Joint drives by RPF/GRP and Commercial Department are conducted from time to time against the unauthorized entry of passengers in trains and railway premises.

6. RPF holds regular coordination meetings with State Police and GRP besides sharing of intelligent inputs with Intelligence Bureau and other intelligence agencies of State.

7. Security Helpline No.182 is operational over Indian Railway for the security related assistance to passengers in distress.

Kolkata, October 13, 2015:

In a high level meeting held at Eastern Railway Headquarters at Fairlie Place this morning, it has been decided to run all the Puja Specials like regular Mail/Express trains.

Shri R. K. Gupta, General Manager, Eastern Railway while addressing the Principal Heads of the Departments and Divisional Railway Managers of all four divisions through video conferencing, has instructed to run all the 45 pairs of Puja Specials at par with the services of regular Mail/Express trains.

Special medical emergency arrangements should be ensured at all important stations enroute. “May I Help You” booths should be set up at the starting stations and other important stations enroute.

Security arrangements exclusively for escorting the trains should be made by the Divisions and necessary security should be ensured within the jurisdiction of Eastern Railway. General Manager said that RPF, GRP and other security personnel should be visible to the passengers with proper uniform and move around the area, particularly at the passenger crowd area to create confidence in the minds of the passengers. Security staff should come forward to help passengers in case of any need.

GM also instructed for proper arrangement of additional lighting, drinking water and sanitation. Cleaning staff should be seen with proper dress for easy identification in case of need by the passengers. Special cleanliness drives should be undertaken from 15th October onwards to ensure cleanliness in trains, platforms and station premises. He instructed Divisions for proper planning in utilization of man power during the puja holidays as a number of staff go on leave during the period. He advised for meticulous planning/arrangements keeping in view the absence of staff. If necessary, roaster duty may be introduced during holidays period.

All Puja special trains should be given platforms on priority basis instead of keeping the Mail/Express and puja specials waiting at the outer for a long time. All avoidable failures should analyze and necessary remedial measures be taken to reduce any failure during the rush period. However, in case of unavoidable circumstances disaster management team with all assistance, medical team should be kept in readiness to face any such situations. Platform use should be done meticulously and with proper care should be taken to avoid any harassment to passengers in case of change of platforms. The Public Address System should be checked properly and passengers should be informed repeatedly in regular intervals.

General Manager also stressed for thorough checking and maintenance of coaches etc. by the Divisions as well as Carriage & Wagon Department to ensure smooth operations of train services during the rush period. All the head of the departments were advised to conduct inspection during the period. Shri Gupta also instructed for conducting massive ticket checking drives to check not only ticketless travelling but also anti-socials entering to railway premises.

Berth availability position should be informed through social media like Facebook, Twitter and also by issuing advertisements in the print media. Vigilance & RPF special team will have strict vigil over touts & other anti-socials movements in Railway premises.

Passengers are requested to co-operate with the Railway administration by allowing to check their luggage when asked by RPF, GRP and other security officials.

Shri Gupta also advised the passengers for maximum use of CoTVM and coin vending machines installed at Howrah and Sealdah stations and other places for easy travelling in the trains.

Chennai: Following a series of robbery by gangs on the western suburban railway line and an assault on a woman on the Mass Rapid Transit System (MRTS) route, the issue of passenger safety has come into sharp focus.

Government Railway Police (GRP) and Southern Railway are seeking to neutralise this threat to security.

A senior official of GRP said 26 suburban railway stations have been identified for fixing CCTVs as part of the Integrated-Security System (ISS), which is already in place in Chennai Central and Egmore railway stations.

The official pointed out that a survey was carried out jointly by the GRP, RPF and the Signal and Telecommunication wing of the Southern Railway, a few months ago. The security project, which is being handled by the Southern Railway, is in an advanced stage with even the strategic points marked out for fixing the CCTVs.

On the MRTS stretch, nine stations including Park Town, Chintadripet, Triplicane, Light House, Mylapore, Thiruvanmiyur and Velachery, have been identified.

Similarly railway stations in Mambalam, Perambur, Korukkupet, Villivakkam, Thiruninravur and Thiruvottiyur are among the 26 railway stations identified for executing the security project.

The official highlighted that a minimum of 10 cameras would be fitted in each of these 26 railway stations.

On the MRTS stretch, nine stations have been identified

The report said the head constable on duty was waiting for his train but it had been cancelled owing to the fault.

THE inquiry report sought by the commissioner of the state’s railway police regarding the absence of any police personnel in the train in which a 22-year-old MBA student was allegedly molested earlier this month has blamed the lapse on a technical fault on the Western Railway line that day. The report, submitted to the commissioner, has said services on the line had remained affected for more than an hour on August 6, the night the incident occurred between Grant Road and Charni Road stations. The police constable who should have been on that train had missed it owing to the fault, the report said.

The report, submitted last week to Government Railway Police (GRP) Commissioner Madhukar Pandey, was based on an inquiry ordered to find out why no police personnel was present inside the women’s compartment on that night.

“The victim boarded the slow local from Malad for Churchgate. The Western Railway has given a report to inquiry officer Dipak Devraj, Deputy Commissioner of Police (Western Zone), stating that there was a technical fault between Borivali and Kandivali,” said a senior officer from the GRP commissionerate.

“The GRP personnel are on duty from 8.30 pm to 6 am in the ladies’ coaches. On that day, the head constable on duty missed the local due to the technical fault,” he added.

The report said the head constable on duty was waiting for his train but it had been cancelled owing to the fault. A special train was later arranged for the commuters. “We are unable to punish any one as this was a technical fault,” said Pandey.

Helpline to Report Incidents of Crime in Trains

A Helpline has been made functional through Security Control Rooms of Railway Protection force (RPF) to provide round the clock security related assistance to passenger during their journey over Railways. This Helpline is functioning through a three digit No. 182 (toll free) allotted by the Department of Telecommunications.

Operationalisation of the Helpline has helped in reducing the reaction and response time in facilitating passenger security. It is pertinent to mention that prevention of crime, registration of cases, their investigation in Railway premises as well as on running trains are the statutory responsibility of the States, which they discharge through the Government Railway Police (GRP). As such, complaints received through Security Helpline are forwarded to the GRP concerned for registration and investigation.

At present, about 1300 trains are escorted by the RPF in addition to 2200 trains escorted by the GRPs of different States on an average daily. Some of the local trains which have been identified as prone to crime are escorted by GRP/RPF. Special women squads of RPF like ‘Sakthi Padai’, ‘Bhairvi’. ‘Shakti Mahila Teams’ have also been formed by zonal Railways for safety and security of women passengers in suburban sections.

RAILWAY PROTECTION FORCE AT LUCKNOW RECOVERS A CACHE OF THEFT PROPERTY FROM LOOTERS ON TRAINS ON KANPUR-LUCKNOW & KANPUR-FAIZABAD RAIL SECTION

The Railway Protection Force at Lucknow & Govt. Railway Police, Kanpur arrested six criminals with a huge cache of stolen articles including gold items (mangal sutra, rings), laptops, tablets, mobiles worth aprrox. Rs. 200000/-and interrogated them with the incriminating material. Confessing to their crime, the criminals also accepted their role in six other crimes committed in trains and revealed their modus operandi.

The cohorts travel on reserved tickets in long distance trains on Kanpur-Lucknow and Kanpur-Faizabad sections on night journeys. Working in tandem, they keep a stealthy vigil on sleeping passengers in the coach, cut pockets of sleeping passengers, steal handy items with valuables like purses, bags and de-board surreptitiously at enroute stoppages during the dark hours.

All these crimes have been registered with the GRP on Lucknow Division on Northern Railway.

Srinagar: The Government Railway Police (GRP) officers in Jammu region were told to remain extra alert in areas close to the International Border by a senior police officer.

A statement issued by GRP said Inspector General of Police Railway J&K M Sulaiman Salaria reviewed security related meetings in Samba and Kathua districts of Jammu today and asked the officials to remain extra alert.

“The participants (officers) were instructed to remain extra alert in their area of responsibility and to keep an eagle eye at railway tracks, railway stations and in running trains located parallel and in close proximity to the International Border” the statement read.

“In view of previous infiltrations on the International Border, acts of sabotage and cross border terrorism at railway tracks, railway stations and running trains cannot be ruled out,” the statement said.

The statement further said that Salaria instructed the officials to deal politely with public especially with the Amarnath pilgrims and provide them necessary assistance and be firm with regard to their duties.

Agra: With more than one lakh people expected arrive at Farah in Mathura district to attend PM Narendra Modi’s rally on May 25, Government Railway Police (GRP) have deployed more than 300 cops on seven stations and railway routes identified as ‘highly critical’.

Two special squads comprising 24 men and women cops and two quick reactions teams with anti-riot equipment and video cameras along with one Provincial Armed Constabulary (PAC) company is going to guard the railways to avoid any kind of mishap during Modi’s visit.

Speaking to TOI, SSP, GRP, Agra division, said, “Since nearly one lakh BJP supporters are expected to attend PM Modi’s rally at Deendayal dham of Nagla chandrabhan area of Farah, we have formed special squads of men and women, who will keep a hawk eye on the moment at Farah station and have installed CCTV cameras at Mathura station to keep tab on any suspicious movement.

“Considering the enormity of crowd, we have deployed two quick reaction teams who will respond in case of a stampede or any kind of terror attack,” he said.

“Though most of the supporters are expected to arrive in hired private buses at the venue, we expect the trains will be jam packed when BJP supporters start returning home, therefore members of one PAC company has been deployed at Mathura, Farah, Kosi Kalan, Raja Ki Mandi, Agra Cantt, Agra Fort, Idagh and Tundla stations,” he added.

Though the SSP, railway, would be in constant touch with his men from Agra, a circle officer-level cop has been made in-charge at Mathura Junction to coordinate and instruct GRP, RPF (Railway Protection Force) and PAC men, to maintain law and order at stations and nearby railway tracks.

Massive security arrangements are being put in place by district administration and special protection guard at the ancestral village of Pt Deendayal Upadhyay. The air space of 10km has been declared as ‘no fly’ zone for three hours when Modi arrives.

For the last two days, members of SPG and RPF have been inspecting stations with sniffing dogs and metal detectors have been installed at railway stations.

Indore (INDB): Government Railway Police (GRP) of Madhya Pradesh plans to constitute five inter-state inquiry groups to probe crimes committed by miscreants on trains after which they take shelter in neighbouring states.

“We have drawn up a plan to constitute five inter-state inquiry groups to probe crimes committed by miscreants in trains going from Madhya Pradesh to Maharashtra, Rajasthan, Gujarat, Uttar Pradesh and Delhi,” Special Director General of Police (DGP) Rail Maithilisharan Gupt said here.

He said that two of these teams would be given the task of probing crimes on the Nagpur-Bhusaval Maharashtra route while two other teams would take care of the Delhi-Allahabad route and the last group would look into the Gujarat-Rajasthan route.

The DGP said a total of 200 police personnel would be deployed in all these groups and they would co-ordinate with their counterparts in neighbouring states to solve crimes.

He also informed that with the help of the mobile phone application called ‘GRP Helpline’ so far, 5,000 railway passengers filed complaints and gave suggestions for further improvement in the system.

The application is being upgraded on the basis of inputs provided by railway travellers, he said.

Ahmedabad (ADI): Imagine a situation where a government railway police officer with the help of a smart phone can monitor movements at the various platforms of Kalupur railway station. Well this is not science fiction, but actually happening at Kalupur station which is now armed with IP-based CCTV cameras which have become operational.

Now, an officer on duty need not visit the control room for monitoring, they can excess the closed circuit television camera on their mobile phones or even laptops.

The officials said that apart from monitoring suspicious activities, they also monitor the passenger movement and keep an eye on the general coaches of the important trains.

CCTV cameras are very helpful in arresting illegal seat encroachment by the coolies.

Cops and officials are able to see live footage from CCTV cameras installed at various platforms.

“To ensure safety of people, we have decided to personally monitor live footage from closed circuit television cameras installed at various platforms,” said a senior officer from the railways. The railway officials said apart from the railways officials and even the officials of the signals are accessing the CCTV footages.

Mumbai: Offering a solution to prevent the large number of deaths due to trespassing along the railway stretch between any two stations on suburban railways, the Mumbai Rail Vikas Corporation (MRVC) has proposed to make at least 20 foot overbridges (FOBs) on the mid-sections of Central, Western, Harbour and Trans-Harbour lines.

A detailed report pointing out at least 130 such locations, which have been identified in a study done by Sir J.J.School of Architecture, has been submitted to the Central Railway (CR) and Western Railway (WR) for consideration. While preparing the report, which details the trespassing pattern at 20 critical locations, the consultants have looked at stretches at least 500 metres to a km away from the railway stations. The locations have been identified based on the death rate in the last three years.

At least 50 per cent of the total number of deaths in railway accidents are due to trespassing, as per Government Railway Police (GRP) records. Since January this year, 2,510 people have died in accidents involving suburban railways. Last year, the figure was 3,513 while in 2012, 3,543 people died. “Presence of slums as well as frequent movement of people from east to west or vice versa for schools, work or daily chores have been cited as reasons for trespassing along mid-section of two stations,” said an MRVC officer.

The report has based its findings on the number of people trespassing during peak and non-peak hours of the day. As per the report, a large part of trespassing has been reported on mainline of Central Railway, Habour and Trans-Harbour lines.

According to a senior railway official, the MRVC plans FOBs at each of the 20 locations that were studied in detail. These will go over the tracks and land on the city side to enable people to cross tracks safely.

“Once the landings have been provided on both sides, concrete walls will be made to barricade railway tracks to prevent people from trespassing,” said a senior railway officer.
