Lost something in transit? Use e-GD machines to file plaints
The proposed online General Diary (GD) registering system of the Kolkata Police has been introduction at Metro stations. Now, people can lodge General Diaries for missing valuables using the e-GD service at Central, Rabindra Sadan and Esplanade Metro stations. People no more have to visit any police station to lodge the complaints. A small machine has been set up at each of the three Metro stations that record more footfall every day compared to that of the other Metro stations.
Using the machine, one can easily lodge the complaint if they all of a sudden find anything valuables missing. Though the task is quite easier, a policeman has been posted near each of the kiosk where the machine has been placed inside the Metro stations to help people to lodge e-GDs. The policemen were found directing people on how to use the newly-installed machine. A person if suddenly finds that he has missed his mobile phone while travelling in a Metro, then he or she doesn't have to rush to a police station to lodge a complaint. The person shall reach to any of the three Metro stations and lodged the complaint.
Complaints related to missing of 31 different articles including mobile phones, voter identity cards, ration cards, education certificates, passports, birth certificates, death certificates, SIM cards, laptops, PAN cards, ATM cards, keys of bank lockers, Aadhaar cards, bank pass books, driving licenses, LIC policies, share certificates, parchas, office identity cards, rent bills and number plates of vehicles can be done through the e-GD machines. It was on June 22, when the Additional Commissioner of Police (I), Vineet Goyal, had announced that e-GD system will be made available at important intersections, Metro stations, shopping malls and railway stations so that the common people do not have to visit any police station to lodge their complaints. On the same day, the police had introduced its "Bondhu" cell phone app. The usual process of lodging general dairy in police stations will continue as well. But with the introduction of the e-GD system, the load on the police stations will be reduced. Thus, the police can utilise the time for better policing.

250-member squad to be deployed across suburban railway to check thefts

The Railway Protection Force (RPF) has identified at least 40 spots next to poles on the Central and the Harbour  lines where miscreants reportedly hide and snatch belongings of commuters who stand on the footboard of local  trains. Now, at least 250 policemen will be stationed across the Central and Harbour lines to ensure safety and security  of passengers.  “We have formed a special squad. It has at least 250 RPF officials in it. The squad will work in two shifts, travelling across the suburban railway —  the Central and Harbour Lines.  

We have identified some poles at  Masjid and Thane, to name a few, wherein miscreants hide and use hooks to take off belongings from commuters,  including purses, backpacks etc. In fact, mobile phones have also been on the radar of these miscreants,” said  Sachin Bhalode, senior divisional security commissioner of the Central Railway (CR). 

“There are such poles at Byculla, Dadar Kurla, Thane and Dombivali on the CR and at the up line from Wadala to Vashi  on the Harbour line. These are the main spots where miscreants hide and several cases have been reported previously.  The miscreants snatch the belongings of those commuters who stand on the footboard, especially those who are  talking on their mobile phones,” added Bhalode. 

A senior officer claimed that there was a time pattern and the miscreants were most active at certain times. The RPF  squad of 250 offIcials will be deployed accordingly. “They are active from 4 pm till midnight. So, the rotation of duties will be carefully decided as more policemen  have to be deputed during this time. Also, these RPF officials, including men and women, would be in civil  clothes and would be active on the foot boards of the local trains. They would work under the guidance of one  senior,” added Bhalode. In one incident, a commuter and a Dombivali resident, Arati Gholpkar, was left braindead and later died after she  lost her balance and fell from the train, following a theft attempt. 

A man armed with a fishing line and a hook,  perched on a pole opposite her compartment, had flung out the line, aiming for her handbag. The idea of a special squad to stop such incidents arose after head constable Anuradha Pagode, a member of the Shakti squad, nabbed two suspects in local trains while on duty. One incident took place in a first-class  compartment, when a miscreant snatched a chain of a woman commuter after the train left Thane station. In the other  incident, Pagode caught a miscreant trying to flee with a mobile phone of a commuter in Tilak Nagar railway station.

Indian Railways have achieved 78% punctuality for Mail/Express trains on terminating basis

On Indian Railways, punctuality figure for Mail/Express trains are calculated on terminating basis after a train has completed its journey. During the last one year (01.07.2014 to 30.06.2015), Indian Railways have achieved 78% punctuality for Mail/Express trains on terminating basis. 

Whenever an incoming train reaches abnormally late at its destination on some unavoidable account and the lie over period does not permit the start of the outgoing link train, after maintenance at its scheduled time, the outgoing  link train has to be rescheduled. During the last one year (01.07.2014 to 30.06.2015 ) 5893 trains were rescheduled  due to late arrival of trains owing to various reasons.

Broadly, trains lose punctuality on Indian Railways due to factors related to its internal working as well as external factors of which Railways are not in control of.  Other than asset failures, various constraints /difficulties which adversely affect punctuality are numerous such as – line capacity constraints on account of increasing passenger and freight traffic, adverse weather conditions (fog, rains, breaches); intermittent natural calamities such as floods, cyclones, heavy rains; heavy road traffic at  level crossing gates across the Indian Railways network; multi faceted law and order problems, including public agitations and bandh calls in left wing extremism affected areas, miscreant activities such as theft of Railway assets; mid-section run over cases involving cattle and humans, etc. 

Punctuality performance of Mail/Express trains, particularly those traversing through quadrilateral routes such as Delhi-Howrah, Delhi-Mumbai, Delhi-Chennai and Howrah-Mumbai corridors have been adversely impacted as these sectors are facing severe capacity constraint due to saturated line capacity.  These routes are also intensely being used for carrying freight traffic including raw materials, coal for power generation needs, petroleum products, food grains, fertilizer, steel, export oriented container traffic, etc.

Indian Railways has initiated various measures to improve punctuality such as prioritization of preventive maintenance of assets to minimize asset failures, capacity enhancement projects by construction of additional loop lines at stations, doubling, construction of third line corridors, automatic signaling, construction of low height subways  replacing level crossings, Rail Under Bridges and Rail Over Bridges, etc.  In addition, Zonal Railways have also been adviced to have better co-ordination with Civil and Police authorities of States to deal with situations arising out of law and order problems.

To ease off decongestion of traffic on the Indian Railways network, Eastern and Western dedicated freight corridors have already been sanctioned and their execution is in progress.  Once these corridors become operational, punctuality performance of passenger carrying trains is likely to improve. 

This information was given Minister of State in Ministry of Railways Shri Manoj Sinha in a reply to a question in Rajya Sabha Yesterday.

CASH Rs 2.4 LAKHS MISSING IN AC COACH

MUMBAI: The CST railway police on Friday arrested a 22-year-old train attendant for stealing Rs2.4 lakhs cash from a passenger's bag after offering his seat while travelling from Jabalpur junction to Dadar Central. The incident occurred on June 24 night till the next day morning. 

The matter was observed when the victim Nagendra Tiwari checked his bag after entering the local train. 

Tiwari found the cash missing after taking local train from Dadar to go to Masjid Bunder. CST railway police senior inspector Shivaji Shinde said they have arrested Sunil Pandey, attendant of the AC coach of Mahanagari Express for theft. "Pandey committed the offence after giving the seat in the AC coach to the victim. We have recovered Rs2.3lakhs from the accused," said Shinde. 

Pandey has been booked under the Indian Penal Code section 379 (theft). The money was found in Pandey's bag after the railway police questioned all the attendants of Mahanagari express based on Tiwari's complaint. In the FIR, Tiwari said, "I took the train from Jabalpur Junction. As there was no seat available he got in touch with Pandey the AC coach's attendant. He agreed to give his seat at night." 

Tiwari slept on attendant's seat after keeping his bag (in which money was kept) below. "The victim frequently travels to Mumbai to buy gold ornaments and sell it at Jabalpur. The accused said he stole cash from Tiwari's bag seeking opportunity at night," said the investigators.

GRP to create five inter-state teams to probe crimes in Railway areas

Indore (INDB): Government Railway Police (GRP) of Madhya Pradesh plans to constitute five inter-state inquiry groups to probe crimes committed by miscreants on trains after which they take shelter in neighbouring states.

“We have drawn up a plan to constitute five inter-state inquiry groups to probe crimes committed by miscreants in trains going from Madhya Pradesh to Maharashtra, Rajasthan, Gujarat, Uttar Pradesh and Delhi,” Special Director General of Police (DGP) Rail Maithilisharan Gupt said here.

He said that two of these teams would be given the task of probing crimes on the Nagpur-Bhusaval Maharashtra route while two other teams would take care of the Delhi-Allahabad route and the last group would look into the Gujarat-Rajasthan route.

The DGP said a total of 200 police personnel would be deployed in all these groups and they would co-ordinate with their counterparts in neighbouring states to solve crimes.

He also informed that with the help of the mobile phone application called ‘GRP Helpline’ so far, 5,000 railway passengers filed complaints and gave suggestions for further improvement in the system.

The application is being upgraded on the basis of inputs provided by railway travellers, he said.
