Lost something in transit? Use e-GD machines to file plaints
The proposed online General Diary (GD) registering system of the Kolkata Police has been introduction at Metro stations. Now, people can lodge General Diaries for missing valuables using the e-GD service at Central, Rabindra Sadan and Esplanade Metro stations. People no more have to visit any police station to lodge the complaints. A small machine has been set up at each of the three Metro stations that record more footfall every day compared to that of the other Metro stations.
Using the machine, one can easily lodge the complaint if they all of a sudden find anything valuables missing. Though the task is quite easier, a policeman has been posted near each of the kiosk where the machine has been placed inside the Metro stations to help people to lodge e-GDs. The policemen were found directing people on how to use the newly-installed machine. A person if suddenly finds that he has missed his mobile phone while travelling in a Metro, then he or she doesn't have to rush to a police station to lodge a complaint. The person shall reach to any of the three Metro stations and lodged the complaint.
Complaints related to missing of 31 different articles including mobile phones, voter identity cards, ration cards, education certificates, passports, birth certificates, death certificates, SIM cards, laptops, PAN cards, ATM cards, keys of bank lockers, Aadhaar cards, bank pass books, driving licenses, LIC policies, share certificates, parchas, office identity cards, rent bills and number plates of vehicles can be done through the e-GD machines. It was on June 22, when the Additional Commissioner of Police (I), Vineet Goyal, had announced that e-GD system will be made available at important intersections, Metro stations, shopping malls and railway stations so that the common people do not have to visit any police station to lodge their complaints. On the same day, the police had introduced its "Bondhu" cell phone app. The usual process of lodging general dairy in police stations will continue as well. But with the introduction of the e-GD system, the load on the police stations will be reduced. Thus, the police can utilise the time for better policing.

WCD Ministry to set up Inter-Ministerial Committee and an e-platform for effective redressal of complaints of sexual harassment at workplace 

The Minister of Women and Child Development, Smt. Maneka Sanjay Gandhi held a review meeting on implementation of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 in New Delhi today. Officials from the WCD Ministry, DoPT, Ministry of Youth Affairs & Sports, Ministry of Home Affairs, Ministry of Railways and Department of Financial Services were present. Smt. Maneka Sanjay Gandhi expressed her concern that the complaints of sexual harassment are not being handled in a timely as well as sensitive manner. She also expressed her concern that harassment often continues over a period of time and it is only after it becomes unbearable that a woman comes out to complain. In such situations, it is the duty of Internal Complaints Committee to decide on the complaint in the shortest possible time. The Minister also pointed out that the transfer of the aggressor can never be a solution to such a complaint and there should be harsher punishments when the complaint is found to be true.

2.After extensive deliberations, the following decisions were taken:

(i)The Ministry of WCD will set up an inter-ministerial committee headed by a senior official of the WCD Ministry. This committee will review the progress of disposal of complaints of sexual harassment, get a standardized training module prepared in collaboration with ISTM, ensure that heads of Internal Complaints Committee of all ministries/departments are given training on how to handle the complaints.

(ii)The ministry will be establishing a secure electronic platform for any woman employee of the government to file a complaint under the Act directly to the Ministry of WCD. These complaints will be then taken up with the respective ministries/ departments. This will enable a monitorable and transparent system of grievance redressal under the Act.

(iii)All ministries/ departments will furnish a monthly report to WCD ministry on the number of complaints received, disposed, pending and action taken etc.

(iv)All ministries/ departments and attached offices will furnish the annual statistics of complaints received and disposed under the Act in their Annual Reports. It was also decided that the inter ministerial committee will create a panel of resource persons from which ICCs can take the external members. In another important decision taken at the meeting today, all the training programmes of all services will have a module on the Act and DoPT will issue necessary instructions for this.

(v)It was also decided that the respective cadre controlling authority will keep every complainant under observation for a period of five years so that she is not subjected to any further administrative harassment as a result of her having complained against a male superior.

(vi)It was agreed that the Act, the rights of a woman official and the responsibility of the ICC must be given adequate publicity through different methods including the websites of the ministries/ departments/ attached offices.

An All women Passenger Facilitation Centre has started functioning at Chennai Egmore o­n and from 13th October 2016 to assist passengers. This centre is manned by women personnel drawn from Commercial Department and RPF (Railway Protection Force). The working of the centre is under the control of the Station Manager, Chennai Egmore and under overall control of the Chief Commercial Manager/Passenger Marketing who is the guardian HOD for this facility.

The All Women Passenger Facilitation Centre will provide assistance to WOMEN PASSENGERS in :-

Guidance in accessing Medical Help, Retiring Room and Rest Room Facility
Will assist women passengers in getting prepaid Auto/Taxi services

Monitor prepaid autos and taxis which are already registered with the prepaid auto booth and which are taken by the women during night hours

Facilitate in registering complaints relating to Railways

Facilitate in filing complaints with the Govt Railway Police

Assist in getting Wheel Chairs and Luggage porters

Help with enquiries relating to Train/Platform/PNR and other Railway related enquiries

Apart from this, the All Women Passenger Facilitation Centre will house a Baby Feeding Centre where women passengers can, with privacy, feed their infants in the comfort of an exclusive room within the centre.

The centre is functioning at Platform no.4 of Chennai Egmore railway station.

The SMS about complaint will be acknowledged and attended.  Give the Train No., Bogie No., precise nature of complaint like no water in toilets, no lights, fans not working, security problem or whatever through SMS.  The Railway number to which one can SMS is 8121281212.  This will help someone in emergency.

To get complaints/suggestions from customers through SMS for aligning railway resources and priorities to customers’ aspirations and expectations.

New Delhi: The next time your Metro train stops suddenly and the air-conditioning goes off, don’t panic. Delhi Metro will not only inform you about the technical snag but will also tell you how long it will take to resolve the problem.

Wednesday’s incident, in which 1,600 passengers got off a train stuck near Laxmi Nagar and walked down the tracks unmonitored, has prompted Delhi Metro to redraw its lines of communication with commuters.

Delhi Metro Rail Corporation (DMRC) chief, Mangu Singh, said, “We are going to improve the channels of communication with passengers so that in emergency they know what is being and don’t panic.”

Usually , announcements are made to inform that a technical snag has occurred. But now DMRC is planning to announce the nature of the problem and the expected timeline for resolving it inside the train, informed Singh.

This will be done for snags caused due to a power problem, like snapping of the overhead electrification (OHE) line. On Wednesday , the overhead electrical line snapped and all trains on that route came to a halt.

The DMRC chief has also asked the operations department to explore the possibility of a system whereby passengers can be de-boarded with a monitored evacuation procedure if the problem takes longer than 15-20 minutes to resolve.

“It can get difficult inside the train if the air conditioning is not working. We’re looking at a solution where, if the problem takes longer than a specified time to resolve, a monitored evacuation of passengers is started through the emergency doors,” said an official.

On Wednesday , passengers had opened the emergency doors on their own and deboarded. “It was a dangerous situation, especially as the track was open and another train could have come at any time. We had to close down the track due to this, which further escalated the problem,” added the official.

Snags occurring from power-related problems are common on the elevated sections of Delhi Metro network. Snapping of the OHE or short-circuiting occurs frequently as the line is out in the open.

NEW DELHI, JULY 10:  
Concerned over people not getting One Time Passwords (OTP) from several banks while booking train tickets on its portal, Indian Railway Catering and Tourism Corporation (IRCTC) has proposed that banks should take corrective action by August 15 to ensure smooth e-ticket transactions.

IRCTC has tied up with 50 banks for payments for e-ticket transactions, but only 24 of these banks have an OTP system, while the remaining 26 are yet to introduce it.

“We recently held a meeting with the officials of these banks to discuss the issue. We have now set August 15 as the deadline for the banks to issue OTPs to passengers who book tickets on our portal,” said IRCTC Chairman and Managing Director AK Manocha.

IRCTC, a ‘mini Ratna’ PSU of the Indian Railways, has been receiving complaints not only from customers but also from the Crime Branch regarding fraudulent transactions carried out on its digital portal.

All such banks which are yet to provide a hassle-free OTP system, have been intimated by e-mails and letters to take corrective measures before the expiry of the deadline, he added.

M. Srinivas MS, Addl GM (Software), IRCTC, said the e-ticketing portal has arrangements for transactions with 50 banks — 28 for Net banking, six for Payment Gateways (PGs), 10 for Debit Card and for for Cash Card, while one each is EMI-based and an IRCTC Prepaid Card. All the banks collect service charges for e-ticket transactions.

“Most of the banks/PGs/Cash Cards/EMI-based cards have the OTP facility for online transactions. Hence, it is imperative for them to implement it for all IRCTC transactions, including e-ticketing and online shopping,” he said, adding: “To avoid fraudulent transactions, we need to implement OTP for all transactions on our website. There should be a uniform policy.”

“This also makes a strong case for banks to introduce the OTP system at the earliest,” he said, adding: “This is also in consonance with the RBI guidelines.”

“The universal application of OTP is unlikely to have an adverse effect on the IRCTC’s Passenger Reservation System (PRS). On the other hand, touting activities such as cornering of e-tickets and use of automated tools for booking e-tickets will be restricted,” he said.

NEW DELHI: Saddled with declining punctuality and revenue from cargo, Indian Railway has decided to seek the expertise of IITs to improve train operations and put in place a better marketing strategy to woo back freight traffic it has yielded to the road sector. 

Facing flak over punctuality of passenger trains, the public transporter has initiated talks with IIT Bombay to undertake an operations audit on the high-density Delhi- Mughalsarai route and examine issues plaguing efficiency on this stretch. 

"Seventy percent of the problem with regard to train punctuality is from the Delhi-Mughalsarai section, one of the busiest in the country," said an official.


The latest initiative is in addition to the railway conducting its own study about how to improve punctuality on the section, positioning its officials at important stations along the stretch, such as Allahabad, to review rolling stock, signalling, track health and engine failures, he said. 

The PMO had earlier sought an explanation from the Railway Minister over trains running late after it received complaints from passengers. 

The prime concern is that Railways has been able to meet only 74 per cent punctuality on an average per day with worst coming from the North Central Railway (NCR) and East Central Railway (ECR), which have recorded merely 34 per cent on the punctuality index.

As per an estimate, declining punctuality, agitations and sundry such causes lead to an accumulated loss of over Rs one lakh crore to the Railway annually. Lack of punctuality is also one of the causes for gradual shifting of freight to the road sector. 

To woo back the customers and improve its share of freight traffic, IIT Delhi has been roped in to suggest a better marketing strategy that also encompasses recommendations on freight charges. 

Observing that freight traffic is more sensitive to price changes than passenger traffic, the Economic Survey for 2014- 15 had projected that the share of the Railway in freight traffic will come down to 25 per cent by 2020 from 33 per cent in 2011-2012.

Senior officials of the Railway Ministry have had an initial round of discussion with the IITs on these issues, officials said. 

A couple of years back, Indian Railway had involved IIT Kanpur in piloting project SIMRAN, an online application providing live information about train movement and status.

An MoU is also slated to be signed with IIT-BHU for technology advancement for better management of Railway's operational needs.

Now, Mobile App to get your railway coach cleaned

New Delhi: Soon you would be able to get your railway coach cleaned in a matter of miniutes by lodging a complaint online. In line with Modi government’s ‘Swachh Bharat’ mission, the railways is to launch ‘Clean My Coach’ mobile app for all long-distance trains.

Once operational, a passenger can file an online complaint which will be attended within 15 minutes. After successful testing of the scheme in Central Railways, the transporter plans to extend it to long routes across the country. It will ensure speedy cleaning of coaches or toilets in long-distance trains which have housekeeping facilities on-board.

“Central Railway has developed a good mobile app ‘Clean My Coach’. All zonal railways should adopt and adapt it,” said a senior railway official.

Most of the long distance trains have housekeeping staff on board, but passengers are often not able to trace them in a moving train.

An official said rail travelers can file complaints either on the website or the app which can be downloaded on mobile phones.

According to the system developed by Central Railways, passengers have to just feed in their PNR number on the mobile app to register complaints related to their coach. Soon after a passenger lodges complaint, an SMS with details of the coach and berth number will be forwarded to an attendant on the train instantly. Once the complaint is attended to, the attendant will have to seek an acknowledgement from the complainant.

After the BJP government took charge, railways under Suresh Prabhu has set up a new house-keeping department in the Railway Board which is responsible not only for cleaning of trains but also ‘A’, ‘B’ & ‘C’ class stations.

Central Railway has added SMS facility for receiving and attending to the complaints regarding cleaning of passenger coaches in trains having " on Board Housekeeping Services" in addition to to the facility which can be accessed through www.cleanmycoach.com website o­n smart phones or laptop which have internet connectivity..

Passengers will just have to type "Clean<10 digit pnr number> and sms it to 58888 to summon the designated cleaning staff to attend to complaints related to cleanliness in coaches, including toilets.

This facility is a part of an o­nline complaint system developed by Mumbai Division of Central Railway .

Passengers can log on to , www.cleanmycoach.com and download the  application " Observe" . They have to enter their PNR numbers on their mobile phones to register their complaints on the website. 

The system will forward the passenger's complaint as an sms to the mobile number of the on duty OBHS staff o­n the train who will attend to the complaint and seek the complainant's feedback. An intimation of the passenger's request will also be simultaneously sent to the railway monitoring team.

This new sms facility is more passenger friendly as it can be used by even those people who may not  have an internet connectivity o­n their mobile phone. 
This system will ensure better hygiene in coaches thereby providing a clean and comfortable journey to passengers.

Passengers can also Lodge their Complaints Through ‘SMS’

The Minister of Railways Shri Suresh Prabhakar Prabhu launched a ‘Customer Complaint Web Portal and Mobile Application’ (android/windows based mobile App), at a function here today. Speaking on the occasion the Railway Minister said that this ‘Customer Complaint-cum-Suggestion’ portal and mobile App which can be freely downloaded, will be very useful as one can track the status of the complaints which he or she registered on this portal with the help of mobile App. He said that Railways welcome suggestions from the people to further improve the passenger services and valuable suggestions on this newly launched portal can be incorporated in all possible ways, if found suitable. He appreciated the efforts made by Railway officials and thanked them for implementing this new customer friendly initiative in a very short time, just three days after the announcement of the same in the Railway Budget 2015-16.

The passengers who want to complain or make any suggestions may download the mobile App from the URL www.coms.indianrailways.gov.in. The passengers can also file their complaints and suggestions on the web page www.coms.indianrailways.gov.in .   The passengers can also SMS their complaints on mobile number +91-9717630982.

Also present on the occasion were, Chairman, Railway Board, Shri A.K.Mital, Board Members and other senior officials of the Indian Railways.

The Complaint Management System (COMS) portal consists of the following applications:-

A mobile app based complaints and suggestions application (currently on the android platform).
A web based complaints and suggestions application on URL www.coms.indianrailways.gov.in.
A SMS based complaints and suggestions application on the number +91-9717630982.
A link to Centralised Public Grievance Redress and Monitoring System (CPGRAMS) will also be provided.


Mobile Apps

Indian Railways are launching  the first  mobile phone App  for registering passenger complaints
The first  Mobile App is on the Android platform
The Mobile application has been implemented using Android 2.3.3 (and above) platform and would be made available for  Windows Phone 8.1 (and above).
The Mobile App uses the latest technology namely  HTML5,  JavaScript, CSS3.1
The Mobile App can be downloaded from Google Play Store.
A fast and user friendly structured interface has been provided to register complaints on mobile phones.
Complaints will be provided with a unique complaint ID number.
Complainants can use the unique ID number to track progress of complaints.
The complaint will be auto assigned to the concerned railway functionary for redressal.
Validations for station name, train number and PNR number have been built into the application for user convenience.
The complaints will be stored in the database.
Detailed MIS reports with various zone wise, division wise, type wise, filters will enable effective monitoring at the administrative end.
The Mobile App is linked to the Complaint Management portal of Indian Railways, where complaints can be registered through Web (www.coms.indianrailways.gov.in)  and SMS (+91-9717630982).


Web based Complaint Management Application:

Passengers can also register complaints through the Web. The complainants will be assigned unique ID number with which they can track the progress of   complaints.
The complaint will be auto assigned to the concerned railway functionary for redressal.
Detailed MIS reports with various zone wise, division wise, type wise, filters will enable effective monitoring at the administrative end.
This Customer Complaint Portal will also be available in Hindi and other regional languages.

Forms to lodge First Information Report/Complaint to Police are now available with the Coach attendants, Conductors, Guards, RPF train escorts in Running Trains and with RPF Assistance Posts, RPF Post / Outpost at important Railway stations. The affected passengers are requested to fill in the forms with relevant information and hand it over to the above mentioned Railway Officials/RPF Personnel.  The same shall be promptly forwarded to the GRP concerned for further necessary action.  

Passengers are not required to break their journey for lodging their complaints with the police.

Railways now on WhatsApp, filing complaints gets easier

Bhopal (BPL): Bhopal Railway division now has a WhatsApp account where passengers can lodge complaints or give their suggestions regarding facilities provided by the railways. The WhatsApp account number is 9752416996.

Divisional Railway Manager Mr.Rajeev Choudhary started the WhatsApp account on Tuesday. According to railway officials, the WhatsApp account will be connected with a computer and all complaints and suggestions given by passengers will be uploaded on a central system.

The railway officials will redress the complaints and will also provide feedback to the complainants about the action taken.

Bhopal rail division PRO KK Dubey said, “This initivate will help us connect easily with passengers and look into their grievances.”

This is the first such initiative taken by Indian Railways in the country.
