4 Railways Officials Suspended After UP Train Accident: 10 Points

The Puri-Haridwar Utkal Express derailed in Khatauli in Uttar Pradesh's Muzaffarnagar district on Saturday, killing 20 and injuring over 90 people.
KHATAULI, UTTAR PRADESH:  Four railway officials have been suspended over the train accident on Saturday that left over 22 dead and injured over 200 in Uttar Pradesh's Muzaffarnagar district. Three others have been transferred and one has been sent on leave. Thirteen coaches of the Puri-Haridwar Utkal Express ran off the tracks around 5:45 pm in Khatauli, about 100 km from New Delhi. The move came on a day that Railways Minister Suresh Prabhu assured prompt action over the accident that appeared to have been caused due to negligence.

1.Railways has taken action against eight officials over the accident. While a Senior Divisional Engineer, Assistant Engineer, Senior Section Engineer and a Junior Engineer have been suspended, the Chief Track Engineer of the Northern Railway has been transferred. Member (Engineering) in the Railway Board, Northern Railway General Manager and Divisional Regional Manager (Delhi) have been sent on leave, the Railways said.
2.Over 22 people have been killed so far, Anand Kumar, a senior police officer in UP told news agency ANI. The officer also ruled out any terror angle in the accident. "Prima facie and on the basis of inquiry done so far by ATS (anti-terror squad), there is no evidence of any terror outfit involved in the accident," he said. 
3.An audio clip of an unverified telephonic conversation, apparently between two railway employees, that hints at "negligence" as cause of the accident will also be probed, he added.
4.Sources in the engineering division of the Railways claim that they had warned the Khatauli station authorities of repair work being carried out on the tracks. They also claim that they had asked for movement of trains to not be allowed on the stretch for 20 minutes till the tracks were restored.
5."We had no knowledge of technical problems," Rajinder Singh, Station Superintendent, Khatauli told NDTV yesterday, saying they were unaware of maintenance work being carried out on the tracks.
6.Locals claim human error may have led to the tragedy. Jagat Ram, one of the residents of the house that was damaged when the train crashed into it, had earlier told NDTV that parts of the rail track in the area were being repaired for two days before the day when the accident happened. Locals suspect that the driver of the Utkal Express was not informed about the repair work.
7.A first information report (FIR) has been filed for causing death by negligence, mischief, and destruction of railway property.
8.The train had left Puri in Odisha on Friday evening and was scheduled to arrive in Haridwar in Uttarakhand on Sunday. "It was running at a speed of about 100 kmph when the accident took place," a top Railways official RN Singh said. Six of the derailed coaches were damaged severely.
9.Rescuers from the National Disaster Response Force or NDRF and various divisions of the police worked with gas cutters and cranes to find survivors from the badly-mangled coaches. Rescue operations ended in the early hours on Sunday.
10.The Railways has announced a compensation of Rs. 3.5 lakh for the family of those killed, Rs. 50,000 for those seriously injured and Rs. 25,000 for people with minor injuries. State governments of Odisha and Uttar Pradesh have also announced compensation for the victims.

Rail Neer contractor made Rs.500 Crore worth business empire in 10 years

New Delhi: A day after the Central Bureau of Investigation exposed a major scam in the supply of packaged drinking water within the Railways, it has now emerged that the ‘Rail Neer’ contractor had  made a business empire worth Rs 500 crore in just over a decade.

As per a report, Shyam Bihari Agrawal, booked by CBI following its raid in connection with the ‘Rail Neer’ scandal, virtually controlled the railway catering services. Agarwal is the owner of the chain of Comesum restaurants at railway stations across India. He reportedly holds about 70% of pantry car business in Indian Railways through his parent company RK Associates & Hoteliers and several other front companies.

Agrawal, who hails from Chhattisgarh, gets almost all the contracts in the premium trains, including Rajdhani and Shatabdi express besides other important trains, the report said qouting the CBI sources.

Agrawal made the fortune after getting small catering contracts in railways with the help of some senior politicians and bureaucrats. He is said to be close to two former railway ministers and managed to get big contracts for catering.

Four of Agarwal’s several companies have been named by CBI in its FIR.

“Whenever there is a tender in railways for catering, he opens a new company with different set of Directors. Through his contacts, he gets the contract,” said an official was quoted as saying.

The agency had on Friday raided 13 places in Delhi and Noida, and registered a case against two senior officials of Northern Railway and seven private companies in connection with the alleged scam. The case has been lodged against former chief commercial managers (PS and Catering) of Northern Railway MS Chalia and Sandeep Silas.

The companies booked by CBI are RK Associates Pvt Ltd, Satyam Caterers Pvt Ltd, Ambuj Hotel and Real Estate, PK Associates Pvt Ltd, Sunsine Pvt Ltd, Brandavan Food Product and Food World under Prevention of Corruption Act.

CBI also recovered Rs 27 crore from the residence of Shyam Bihari Agrawal, his sons Abhishek Agrawal and Rahul Agarwal, who own RK Associates and Brandavan Food Product World.

As per CBI, the railway officials had favored these private firms by allowing other packaged drinking water other than the mandatory Rail Neer in premium trains, including Rajdhani and Shatabdi Express, and were making big gains.

New Delhi: Now, passengers don’t have to break their journey in case of theft of luggage, robbery or dacoity in running trains to lodge an FIR with the police.

As per a directive issued by railways, travelers can approach rail staff available in the train—the conductor, coach attendant, train guards or police constable of GRP or RPF for registering the FIR. The concerned staff will then forward it to the nearest GRP police post which will keep the victim apprised of the action taken in her or his case through the aggrieved person’s mobile phone.

A senior railways official said that earlier a passenger had to break journey to lodge an FIR at the nearest GRP station in case of any untoward incident in the moving train, but now an FIR can be filed in the train itself by authorized train staff.

The national transporter has directed its onboard staff to make available FIR forms in English and Hindi in the trains for the aggrieved traveler.

In trains where RPF or GRP police personnel are not present, the coach conductor, train guard and coach attendant will help the victim fill the form and will submit it at the next GRP station. The forms will also be available with the station in-charge and GRP police in case of any incident on the platform.

It was noticed that despite several efforts to curb crimes in trains and rail premises, the number of cases of thefts of passengers’ belongings is constantly on the rise. As per railway data, there were 5,174 theft cases of passengers luggage in 2012, which rose to 6,258 in 2013 and the number increased further to 7,606 in 2014.

Maximum theft incidents occurred in West Central Railway zone with 1,754 cases followed by 1,281 cases in the Central Railway zone and 1,008 such cases in the South Central railway zone in 2014. Railways witnessed 235 cases of loot and robbery in 2014 as against 261 in 2013.

The drugging menace, however, is on the decline as 496 such cases were reported in 2012, which decreased to 352 in 2013 and 324 in 2014. Maximum 66 drugging cases were reported in the Eastern Railway zone in 2014.

At present, around 1,300 trains are escorted by RPF in addition to about 2,200 trains escorted by the GRP on a daily basis.

FAKE APPOINTMENT RACKET IN THE RAILWAYS NABBED

Kolkata, July 9, 2015

Acting upon a secret information, the Vigilance Department of Eastern Railway intercepted two persons viz. Shri Somitra Das and Shri Santosh Tiwari -  the instructor and his assistant of a Training Centre for fake appointment racket in the Railways at Ashoknagar Road Railway station area. Various forged documents viz. Joining Letters, Appointment Letters, Training & Posting Letters, Identity Card, Salary Slip etc. were recovered from them.

It is known at the time of interrogation with the help of RPF/Eastern Railway that the miscreants had collected money from nine victimized candidates at the rate of Rs. 10 lakhs to 12 lakhs per candidate.

FIR was lodged and both the miscreants were handed over to GRP/Bongaon for further legal action.

The CBI is set to file its first FIR in connection with the multi-crore Railways freight weighment scam it had unearthed last month.
According to sources, the FIR would be filed against some private vendors involved in the weighment process, Railway officials, as well as two cement firms that are suspected to be beneficiaries due to the scam.


The CBI, along with the Railways Vigilance department, had unearthed a “highly sophisticated” railway freight scam in which the software that automatically weighs goods on wagons passing over weigh-bridges was manipulated, causing “huge financial loss” to the government.

The scam is alleged to have been perpetrated through collusion of Railway officials, private vendors and freight operators.

The CBI had received inputs that the weighing system at several places had been manipulated in such a way that over-loading of a wagon was concealed and the weight shown to be within the permissible limit. The CBI then conducted checks at 65 Electronic In-Motion Weigh Bridges (EIMWBs) across the country in which systematic under-weighment at many locations, leading to the EIMWB recording a lower than actual weight, was found. At some of locations, the quantum of under-weighment increased with an increase in speed of the rake.

Lodge a complaint in running train

Forms to lodge First Information Report/Complaint to Police are now available with the Coach attendants, Conductors, Guards, RPF train escorts in Running Trains and with RPF Assistance Posts, RPF Post / Outpost at important Railway stations. The affected passengers are requested to fill in the forms with relevant information and hand it over to the above mentioned Railway Officials/RPF Personnel.  The same shall be promptly forwarded to the GRP concerned for further necessary action.  

Passengers are not required to break their journey for lodging their complaints with the police.
