4 Railways Officials Suspended After UP Train Accident: 10 Points

The Puri-Haridwar Utkal Express derailed in Khatauli in Uttar Pradesh's Muzaffarnagar district on Saturday, killing 20 and injuring over 90 people.
KHATAULI, UTTAR PRADESH:  Four railway officials have been suspended over the train accident on Saturday that left over 22 dead and injured over 200 in Uttar Pradesh's Muzaffarnagar district. Three others have been transferred and one has been sent on leave. Thirteen coaches of the Puri-Haridwar Utkal Express ran off the tracks around 5:45 pm in Khatauli, about 100 km from New Delhi. The move came on a day that Railways Minister Suresh Prabhu assured prompt action over the accident that appeared to have been caused due to negligence.

1.Railways has taken action against eight officials over the accident. While a Senior Divisional Engineer, Assistant Engineer, Senior Section Engineer and a Junior Engineer have been suspended, the Chief Track Engineer of the Northern Railway has been transferred. Member (Engineering) in the Railway Board, Northern Railway General Manager and Divisional Regional Manager (Delhi) have been sent on leave, the Railways said.
2.Over 22 people have been killed so far, Anand Kumar, a senior police officer in UP told news agency ANI. The officer also ruled out any terror angle in the accident. "Prima facie and on the basis of inquiry done so far by ATS (anti-terror squad), there is no evidence of any terror outfit involved in the accident," he said. 
3.An audio clip of an unverified telephonic conversation, apparently between two railway employees, that hints at "negligence" as cause of the accident will also be probed, he added.
4.Sources in the engineering division of the Railways claim that they had warned the Khatauli station authorities of repair work being carried out on the tracks. They also claim that they had asked for movement of trains to not be allowed on the stretch for 20 minutes till the tracks were restored.
5."We had no knowledge of technical problems," Rajinder Singh, Station Superintendent, Khatauli told NDTV yesterday, saying they were unaware of maintenance work being carried out on the tracks.
6.Locals claim human error may have led to the tragedy. Jagat Ram, one of the residents of the house that was damaged when the train crashed into it, had earlier told NDTV that parts of the rail track in the area were being repaired for two days before the day when the accident happened. Locals suspect that the driver of the Utkal Express was not informed about the repair work.
7.A first information report (FIR) has been filed for causing death by negligence, mischief, and destruction of railway property.
8.The train had left Puri in Odisha on Friday evening and was scheduled to arrive in Haridwar in Uttarakhand on Sunday. "It was running at a speed of about 100 kmph when the accident took place," a top Railways official RN Singh said. Six of the derailed coaches were damaged severely.
9.Rescuers from the National Disaster Response Force or NDRF and various divisions of the police worked with gas cutters and cranes to find survivors from the badly-mangled coaches. Rescue operations ended in the early hours on Sunday.
10.The Railways has announced a compensation of Rs. 3.5 lakh for the family of those killed, Rs. 50,000 for those seriously injured and Rs. 25,000 for people with minor injuries. State governments of Odisha and Uttar Pradesh have also announced compensation for the victims.

Sub: Retention of Railway accommodation by Railway officers/staff on their deputation to Railway PSUs.
The instructions issued vide Board’s letter No.E(G)2008 QR 1-15 dated 18.12.2014 in regard to retention of Railway accommodation at their previous place of posting by officials on deputation to Railway PSUs have been reviewed.
Now in exercise of the powers to make reasonable relaxations in public interest for a class/group of employees, in all or any of the existing provisions regarding house allotment/retention, considering the shortage of houses/ accommodation in Delhi/NCR area, the Board have decided in the first phase Railway officers/staff in occupation of Railway accommodation in areas other than Delhi/NCR on their deputation to Railwa PSUs may be permitted to retain their Railway accomodation at the place of previous posting further beyond 30.06.2016 for a period up to 30.06.2019.
This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Preparedness of Indian Railway for Monsoon Season

Ministry of Railways has geared up its machinery to ensure safe railway operation during the current monsoon season. Railway Board has already sent instructions to all Zonal railways to do necessary preparedness and undertake appropriate precaution to ensure safe railway operation during the monsoon season. Zonal Railways at their own level have also prepared booklets of detailed guidelines for the concerned railway staff for the rainy season. In brief, following measures have been taken to ensure safe railway operations: -

(i) Joint inspection of Railway affecting works (Canals, Tanks, Reservoirs etc.) with State Govt. officials and attention to deficiencies by State Governments.

(ii) Identification of Vulnerable locations on the basis of past history and pre monsoon inspections. Stationary watchman are deputed at vulnerable bridges/locations. Patrolman deputed in vulnerable sections.

(iii) Detailed Guidelines have been issued by the Zonal Railways for Monsoon Patrolling and protection of vulnerable bridges/locations.

(iv) Adequate monsoon reserves such as Boulders, sand/quarry dust, relieving girders, wire net trungers etc. have been stacked at identified locations and also loaded in wagons for early restoration of the site in case of breaches/washouts etc.

(v) In the event of abnormal rainfall or storm during day or night, the Railway officials (Mate) organise patrolling over the length affected.

(vi) Arrangement made by Railway with the concerned Meteorological Centre for receipt of bad weather warnings covering heavy rainfall, high velocity winds, cyclone etc.

(vii) Liaison has been maintained with local authorities for monitoring of excess release of water from reservoirs/Dams so that adequate protection of Railway structure could be taken without loss of time.

(viii) Regular cleaning of catch water drains and side drains to ensure free flow and quick drainage of storm water.

(ix) In hilly areas, where there is incidence of falling boulders, a survey is carried out to locate loose boulders. Such loose boulders are being dropped in a systematic manner.

(x) Railway Officials inspect sections during monsoon by footplate/motor trolley etc. specially during period of Heavy rains/weather forecast.

7th Pay commission to recommend pay  parity of Railway officers with IAS officers

New Delhi/Hyderabad: Apprehending that the seventh central pay commission may restore parity between different government services in terms of compensation and career progression, Indian Administrative Service (IAS) officers have shot off many letters to the department of personnel and training opposing any such move.

More than 100 letters from IAS officers of different cadres and batches have been sent to the secretary of department of personnel and training in the last few days, just a few weeks before the seventh pay commission submits its report to the government, according to two people familiar with the development.

Mint has seen a few of these letters, which highlight the deep rivalries between the cadre of various All India services.

The seventh pay commission, headed by retired Supreme Court judge Ashok Kumar Mathur, is expected to submit its report in the third week of November.

The common thread across these letters is a demand to maintain the edge that IAS officers get when it comes to pay and empanelment compared with other serviecs such as the Indian Revenue Service and Indian Police Service.

Dismissing the argument by the other services that they too qualify for recruitment after taking the same exam, IAS officers point out that they were empanelled in IAS as they performed better in the Civil Service Exams than their counterparts in the other services.

“Equality of opportunity to perform is the backbone of healthy competition but equality of rewards irrespective of one’s performance is an antithesis to the whole idea of competition,” said one of the letters.

Another letter drew parallel to the recent world championships where Jamaican Usain Bolt won the 100 metres race by 0.01 second. “Can the silver medallist now claim that he should also be given a gold medal because he lost out so narrowly?” the letter questioned.

There are around 4,500 IAS officers and a majority of the country’s top policymaking positions currently are held by officers of this cadre. Most of the posts of joint secretary and above are dominated by IAS officers.

IAS officers also pointed out that they did not bargain for pay and rank parity when they chose the service that requires them to work long hours, and often in remote locations. They added that it will be unfair if the latest pay commission and the Union government decide to apply parity among different services “retrospectively” because they did not bargain for it when they opted for IAS.

One of the two persons cited in the first instance pointed out that 99% of civil services aspirants target the prestigious IAS cadre. “But if the seventh pay commission recommends bringing all central services on par with IAS, its charm would be lost and administrative service will no longer attract the brightest talent,” he said.

To be sure, officers who belong to other services such as Indian Police Service (IPS), Indian Forest Service (IFoS), Indian Revenue Service (IRS), Indian Railway Accounts Service (IRAS) and others do not agree with this claim of their IAS counterparts having an “edge”. The officers from these services have been actively demanding pay parity with IAS and Indian Foreign Service Officers and have made representations to the seventh pay commission.

As per their arguments, an IAS or an IFS officer gets Rs.4,000-5,000 a month more than officers belonging to other services after four years of service, which goes up toRs.15,000–16,000 per month by the 14th year and Rs.18,000-20,000 per month by the 17th year of service.

That’s because IAS and IFS officers are accorded additional increments at 3% each over their basic pay.

In its representation to the seventh pay commission, the Indian Civil & Administrative Service (Central) Association, the representative body of IAS officers, demanded that the salary structure of the officers should be comparable to private sector packages. The letter proposed benchmarking the salaries of the officers with the private sector’s salaries but with a discount to factor in the “public service” component.

“It is a matter of opinion as different services will have different opinions (about pay parity and opportunities for higher posts). But there is a sound case for reforming the colonial system (of services), which we continued with after independence. Even today, some people who are eligible for IAS in civil services examinations prefer customs and revenue for more money,” said constitutional expert Subhash Kashyap, referring to the corruption that’s associated with those services.

Nagpur: Nagpur Central Railway divisional railway manager (DRM) OP Singh on Tuesday said he will consider sending a proposal to remove side middle berths (SMBs) from Nagpur-Pune Garib Rath to the Railway Board. The berths have been roundly criticized for being extremely uncomfortable.

Despite vehement opposition from passengers, the SMBs have not been removed from this particular train. Pune Garib Rath is perhaps the only train which is still continuing with SMBs. Chennai-Nizamuddin Garib Rath is devoid of SMBs. How can there be two separate policies for same category of trains, ask passengers.

Talking to newsmen after the launch of 'Passenger and Customer Facilitation Fortnight' to be observed from May 26 to June 9, Singh said this programme is the first-of-its-kind in the history of Indian Railways. The detailed guidelines for the proposed fortnight programme were formulated and finalized at a high-level meeting convened by railways minister Suresh Prabhu.

The primary focus of the fortnight is basically towards passenger amenities and customer facilitation. Some burning issues at Nagpur station include lack of parking space on west side of the station, unauthorized vendors, safety, menace of touts etc.

Singh said, "We will try to resolve all the issues. On the east side, permission for prepaid autorickshaw booth has already been granted. Now, the RTO and traffic police department have to take the call."

On the second phase of Ram Jhula, the cable-stayed bridge over railway station, Singh reiterated that as per the agreement, MSRDC will have to pay Rs11 crore to the railways. "The money is not for any gains but for damages railways is going to suffer while dislodging the existing bridge," he said.

Singh admitted that work on 6.5km double line between Nagpur and Kalamna has been stalled in 200 metres as the railways is not getting police protection to remove encroachments. "Every time we get police protection, it is withdrawn at the last moment," Singh said. The project to streamline train traffic was announced in 2009.

Singh listed out many achievements during the last financial year some of the major one included revamping of base kitchen, increasing height of platforms at several stations, ticket booking counters, activation of passenger helpline numbers 138 (cleanliness and health) and 182 (safety of passengers) among host of other things.

Apart from Singh, South East Central Railway (SECR) DRM Alok Kansal too interacted with passengers at Gondia railway station as part of the fortnight. The DRMs have been asked to involve station managers for organizing and monitoring various activities on their respective stations.

What Is Proposed In Passenger Fortnight

* Inauguration/launching of completed projects

* Road shows & interaction of DRMs with passengers and other customers by visiting stations and travelling with public in suburban and other passenger trains

* Interaction with state government authorities

* Seeking public support for cleanliness and safety awareness campaign at unmanned level crossings

* Inspection of railway stations, drive about courtesy programme for the front-line staff, health check-up camps

* Intensive drive to check catering services, vigilance checks, intensive ticket checking drive, drive against touts etc

* Involving recognized railway unions in a big way

Established in 2002, the Hajipur-headquartered East Central Railway (ECR) has achieved many a milestone. Railway projects worth about Rs 45,000 crore have been allocated to it. Kumod Verma caught up with ECR GM A K Mittal to know about the measures being initiated to better passenger amenities in the zone. Excerpts: 

ECR is observing passenger and customer facilitation fortnight from May 26 to June 9. What's the purpose? 

The idea is to know the needs of passengers. The railways will get an opportunity during the facilitation drive to understand the issues facing the passengers. 

Will you also travel by trains to interact with passengers and get a first-hand feel of the issues? 

Yes. The DRMs of all the ECR's five divisions and other senior officials would also meet passengers. Efforts will be made to solve their problems the same day. We are setting up booths at major stations to address their grievances on the spot. 

Punctuality, cleanliness, safety and supply of quality meals are the major concerns. What's the mechanism to maintain them? 

The zone has taken measures to improve punctuality of trains. Sectional speed of trains has been upped to 130 kmph. Our centralized control room is keeping a tab on the movement of each passenger train in the zone. We have outsourced contracts for maintaining cleanliness round the clock at all A1 and A class stations in the zone. All A1 and A stations having an annual earning of Rs 60 crore and Rs 8 crore respectively have been covered under this cleanliness drive. Safety measures have been beefed up at all unmanned level crossings. We are making surprise checks on running trains. 

Cost escalation has hit hard a few railway projects in Bihar. Is anything being done to expedite the completion of pending railway projects in the state? 

Constrains notwithstanding, the railways has decided to complete the pending railway projects in a phased manner. True, delay in land acquisitions has halted the pace of development work but that's a temporary phenomenon. The state government is extending cooperation to railways in completing the pending projects. The railways is hopeful of throwing open its portion of work on the Digha and Munger bridges by June. Projects related to new lines, doubling of tracks, gauge conversion and railway electrification work will also be completed soon. 

The issue of transfer of R Block-Digha Ghat railway line to the Bihar government for building an expressway has been hanging fire... 

The railways has agreed in principle to hand over the stretch to the state government as per railways norms. The ECR has already sent a proposal to this effect to the Railway Board for its approval. State transport minster Rajiv Ranjan Singh has also held a discussion with railway minster Suresh Prabhu in this connection. The railways has asked for land of equivalent worth in return. 

Traffic movement has reached a saturation point on the Mokama-Patna-Mughalsarai section, causing frequent detention of trains at outer signals near Patna Junction. Is there any proposal to build a third line on this busy section? 

A third line has been sanctioned between Dhanbad-Sonegarh, a distance of about 277km, in the current rail budget. However, a proposal for a third line between Mokama and Patna Junction is being prepared. 

What, according to you, is the ECR's biggest achievement since its inception in 2002? 

The answer is, spectacular increase in revenue from both passenger and goods segments. It has crossed Rs 10,000 crore-mark per annum, thereby securing a berth for the ECR in the elite club of few railway zones which earn Rs 10,000 crore and more per annum.

Suresh Prabhu asked the Railway Board Members to make weekly visits to various Railway Zones and see the conditions in which the Railway Officers are working in the field. They have been specifically asked to shun their Luxury Saloons that they generally use to travel and go in the second/general class compartments

New Delhi: Railway Minister Suresh Prabhu has planned to observe the Narendra Modi-led government’s first anniversary by sending his officers out in the field.

Sensing a strong disconnect between the Railway Officers – especially the ones making Policies at Rail Bhavan – and the users of the state-run enterprise, Prabhu has asked them to move out of their airconditioned offices to see the ground situation.

The Ministry is preparing a schedule for the officers to travel all over the country like ordinary passengers – in Second Class, and sometimes have to also travel in Unreserved/General Compartments to understand the plight of the passengers as well. “They have been asked to shun their luxury saloons that they generally use to travel and go in the second class. It is only when they experience the hardships faced by common passengers that they will probably come up with better policies,” revealed a senior government official.

Prabhu’s plan is not limited to exposing officials to the plight of passengers. He has also asked the Railway Board members to make weekly visits to various zones and see the conditions in which the railway officers are working in the field.

“There are several problems that the railway officials and other staff face during operations. The running rooms for the drivers are in a very bad state. The junior staff – like trackmen, trolley men, gatemen and watchmen; all responsible for safe operations – work in extremely poor conditions,” said the official, requesting not to be named. “So the entire railway board including the Chairman will visit the Railway Zones together for inspection,” he added.
