Mumbai Division of Central Railway gears up with Monsoon Preparations
The advent of Covid-19 pandemic in India and subsequent lockdown to arrest the spread of the coronavirus resulted in cancellation of all passenger train services. This has made possible to carry out monsoon precautionary measures in Mumbai, especially o­n suburban network smoothly and thoroughly. To ensure smooth and disruption frees services during ensuing monsoon Mumbai Division of Central Railway has geared up with following measures. 
Desilting of Drains and Culverts
More than 16 JCB’s / Poclains deployed for cleaning and desilting drain and culverts with maintaining social distancing over Mumbai suburban. Till now, 90 kms drain cleaning and first round of culverts cleaning has been completed. Muck/debris are being disposed off by 3 BRN muck specials and 2 EMU muck specials with adequate block during this lockdown period.  
Widening /Augmentation of Culverts
To ensure free flow of the storm water and to avoid water logging several culvert augmentations works completed at Kurla car-shed, Wadala & Tilak Nagar which are identified as flood prone areas.
Provision of Pumps
Central Railway also planned to provide heavy-duty diesel and electric pumps for fast drainage as to ensure free flow of the storm water so that the water is drained out quickly from the tracks and train operations are not disrupted during the monsoon period.
Traction Distribution Wing
The TRD wing of Mumbai Division, Central Railway also ensuring the maintenance of Crossovers, Turnouts, Masts, Cantilevers etc for smooth operations of trains by operating power blocks. The Live Line Checking by Tower Wagon and Foot Patrolling of sections is being carried out to ensure healthiness of OHE gears for smooth running of trains.
The work being carried out are badly rusty portal booms removal, 47 nos. Tunnel OHE overhauling in Ghat sections, Checking and maintaining critical clearance under ROB/ FOB in entire BB division, Insulators cleaning by in-house technology of high-pressure jet. In Asangaon -Kasara section 17 nos badly rusty portal booms and 34 nos Upright masts cut and removed. In this section together line block margin is very less, Traction Distribution Department utilised lockdown period for removal of these masts. While executing the work proper physical distancing has been maintained and all staff at site used masks and sanitizers.
Electrical General
22KV, 3MVA Transformer cleaning and tightening of outgoing connections at TMS substation CSMT, Power Panel & lighting panel at Parcel building, CSMT cleaned and tightening of outgoing connections, All the rectifiers at CSMT platforms cleaned and tightening the loose connections and measure the temperature of outgoing connections, Overhauling and Breakdown attention of Pumps at various locations o­n Mumbai Division.
Ghat Sections
Running of boulder material train to scan + drop boulders
Operation of Hill gangs (expert, skilled gang) to identify loose boulders
Scanning/Sounding of Tunnels
Erection of steel structures approaching tunnels to protect boulder fallen o­n tracks, etc
Signal & Telecom
Completed meggering of cables in entire Mumbai division (which was o­nly possible in such short time due to less/no traffic), 96 nos. of point motors sealed as part of monsoon preparedness. Panel Testing done at 2 stations, Point Machines & Signal unit replacement was also carried out.
Monsoon Precautions Booklet
Monsoon booklet for railway staff is also under preparation. The booklet will contain details related to monsoon (the dates of high tides during the monsoon, staff/officer duties etc)
Coordination meetings
Further coordination meetings are being done with MCGM authorities. Several new initiatives have been put in place by the Central Railway as part of the preparedness for monsoon this year.

MONSOON PRECAUTIONS on CENTRAL RAILWAY
To ensure smooth and disruption free services during ensuing monsoon Central Railway has geared up with monsoon preparations such has removal of muck, cleaning culverts and drains, trimming trees, scanning boulders, provision of pumps at locations vulnerable for water logging, provision of Multi section Digital Counters etc. The details of measures for ensuring uninterrupted services are as under.
PROVISION OF PUMPS
Central Railway has identified 19 locations vulnerable for water logging during heavy rains where 27 pumps of 12.5 HP & 32 HP will be provided before o­nset of monsoon i.e 31.05.2017. The locations identified o­n Main line are masjid, Mazgaon yard, Byculla, Curry Road, Sion, Kurla, Vikhroli, Ghatkopar, Nanipada, Thane, Dombivili, o­n Harbour are Sewri, Vadala, Chunabhatti, Koparkhairane, and o­n main line towards southeast are Subway at Kms 65/7-8, Subway at Kms 75/1-2.
In  addition, the Municipal Corporation of Greater Mumbai will provide 16 pumps at 15 locations i.e S.V.P Low level, Mazgaon yard, Masjid Bunder (east side) Berkley House Bycully, Rly FOB near Saibaba Mandir Byculla, Chinchpokli station, Parel station Mukhgapak nalla sion, LBS marg near Sion station, Gaurishankar Wadi, Vidhyavihar station (west side), Bet Ghatkopar-Vikhroli at Km 21/3, Bhandup PF no. 1 at Km 26/6-7, Nahur station east side at Km 28/6 and Sewri station Gate no. 7.
DESILTING OF DRAINS
Central Railway has de-silted and cleaned 90,000 meters of drains o­n its suburban sections.
CLEANING OF CULVERTS
CR has taken up to clean 76 culverts o­n its suburban sections and First round of cleaning is completed and second round of cleaning will be completed by 31.05.2017.
CUTTING/TRIMMING OF TREES
Branches of trees trimmed at 700 places adjacent to railway lines as well as in Railway premises o­n Main line and Harbour line.
PROVISION OF MULTI SECTION DIGITAL AXLE COUNTERS.
In order to give uninterrupted signalling, 950 Multi section Digital Axle Counters have been provided at station o­n mail line and harbour line sections.
BOULDER SCANNING AND DROPPING
604 Nos. of locations scanned to prevent boulder fallings during monsoon for smooth running of services.
PROVISION OF INDICATORS
Flood level Indicators (Tri-colour “Tiranga”) have been installed at locations prone to water logging.
MONSOON PRECATIONS BOOKLET
Booklet containing the dates of high Tides during the monsoon period and actions to be taken by each department during disaster will be given to all the concerned staff for guidance.
24X7 CONTROL ROOM
CR Control office, which is working round the clock, will keep close liaison with Meteorological Department, Disaster Management cell and staff deputed at flood prone areas for continuous monitoring and constant update

Preparedness of Indian Railway for Monsoon Season

Ministry of Railways has geared up its machinery to ensure safe railway operation during the current monsoon season. Railway Board has already sent instructions to all Zonal railways to do necessary preparedness and undertake appropriate precaution to ensure safe railway operation during the monsoon season. Zonal Railways at their own level have also prepared booklets of detailed guidelines for the concerned railway staff for the rainy season. In brief, following measures have been taken to ensure safe railway operations: -

(i) Joint inspection of Railway affecting works (Canals, Tanks, Reservoirs etc.) with State Govt. officials and attention to deficiencies by State Governments.

(ii) Identification of Vulnerable locations on the basis of past history and pre monsoon inspections. Stationary watchman are deputed at vulnerable bridges/locations. Patrolman deputed in vulnerable sections.

(iii) Detailed Guidelines have been issued by the Zonal Railways for Monsoon Patrolling and protection of vulnerable bridges/locations.

(iv) Adequate monsoon reserves such as Boulders, sand/quarry dust, relieving girders, wire net trungers etc. have been stacked at identified locations and also loaded in wagons for early restoration of the site in case of breaches/washouts etc.

(v) In the event of abnormal rainfall or storm during day or night, the Railway officials (Mate) organise patrolling over the length affected.

(vi) Arrangement made by Railway with the concerned Meteorological Centre for receipt of bad weather warnings covering heavy rainfall, high velocity winds, cyclone etc.

(vii) Liaison has been maintained with local authorities for monitoring of excess release of water from reservoirs/Dams so that adequate protection of Railway structure could be taken without loss of time.

(viii) Regular cleaning of catch water drains and side drains to ensure free flow and quick drainage of storm water.

(ix) In hilly areas, where there is incidence of falling boulders, a survey is carried out to locate loose boulders. Such loose boulders are being dropped in a systematic manner.

(x) Railway Officials inspect sections during monsoon by footplate/motor trolley etc. specially during period of Heavy rains/weather forecast.

WESTERN RAILWAY GEARS UP FOR MONSOON

In order to keep the wheels of local trains running, monsoon preparations are undergoing o­n Western Railway in full swing. These preparations are being done to ensure uninterrupted services during the ensuing monsoon. These preparations include cleaning of culverts, desilting of side drains, installations of pumps, special maintenance of infrastructure etc.  These works will be completed by 30th May, 2016 in the first phase.

Analysis of Rainfall and Flood prone areas:

 Western Railway has identified the flood prone areas o­n its section. o­n the basis of this analysis, more attention will be paid to certain sections which could be flood prone such as near Marine Lines and in some places in Charni Road-Grant Road, Mumbai Central, Elphinstone Road, Dadar, Matunga Rd-Mahim, Bandra-Khar, Andheri-Jogeshwari and Nalasopara-Virar sections. 

Western Railway has also come up with the time table showing the dates of high tides of more than 4.5 meters during monsoon 2016. This will help in taking necessary precautions when required most. The dates of major high tides are mentioned in the Annexure.    

Special Pre-monsoon Action:

ØLifting of tracks in low line areas such as Elphinstone Rd Dn & Up, Matunga Rd Dn and Bandra Up & Dn where water logging had been observed in 2015.

ØDe silting and cleaning of all 43 culvertsis being done.  Funds have been provided by the MCGM. This work will be completed in three phases. The first phase will

be completed before the o­nset of monsoon up to 30th May, 2016 followed by second and third round after necessary inspections and based o­n the requirement. Some major culverts will be cleaned by the BMC which include Mithi River, Dharavi Nallah, Poisar Nallah, etc. Joint inspections are also being carried out by Railway and MCGM officers/Engineers.

ØWR will installabout 80 diesel pumpsat vulnerable low lying locations such as Marine Lines, Mumbai Central, Dadar, Matunga Road, Mahim, Bandra, Andheri, Borivali, Nalasopara, Virar etc.

ØWR has also undertaken the work of de silting of side drains. This work will be completed before the o­nset of monsoon. After reviewing the position, this work may again be undertaken in June-July and August, 2016 as per requirement.

ØIn order to ensure smooth running of trains during monsoon, special attention is being given to the maintenance of OHE. It includes cleaning of insulators, checking of protective screens o­n FOB/ROB, protection of catenary wires and earthing.

 Ø WR has also taken up the monsoon related maintenance work of its EMU suburban rakes which include detection & plugging of possible leakages in EMU coaches and its electrical equipments, smooth movements of windows & doors etc. Work of cleaning of roof of coaches and insulators has also been taken up in hand.

Other Actions:

ØWR has come up with a monsoon bookletfor its officers and supervisors. This booklet not o­nly mentions the flood prone areas and important dates of high tides but also the course of action to be taken during such situations. It  also has the telephone numbers of official dealing with disaster management and important telephone numbers of railway and civil officials such as BMC, Weather Bureau etc.

ØRunning of muck specials during nights to clear the muck and garbage, as and when required.

ØRound the clock monitoring during heavy rains by deputing officers/ supervisors at vulnerable locations.

Coordination with BMC:

Joint inspections of Railway and BMC officials have already been started and the first round will be completed by 1.06.2016. It also includes provision of pumps by BMC at locations where the blockage in the drainage is likely. A hotline has been set up between MCGM Disaster control and Western Railway Traffic control for faster communications during emergency.

Rescheduling of long distance trains due to heavy rain- Update 15.30 hrs

Due to heavy rain during the preceding night in Mumbai, following trains departing from Mumbai are rescheduled :-

·12951 Mumbai Central – New Delhi Rajdhani Express will depart from Mumbai Central at 18.10 hrs instead of 16.40 Hrs.

·12953 Mumbai Central – Nizamuddin August Kranti  Rajdhani Express will depart from Mumbai Central at 18.55 hrsinstead of 17.40 Hrs.

·22913 Mumbai Central – New Delhi AC Premium Special will depart from Mumbai Central at 17.40 hrs instead of 16.00 Hrs.
