RUNNING OF GARIB RATH WEEKLY SUPERFAST SPECIAL EXPRESS BETWEEN YESVANTPUR AND PURI

It is decided to run Train No. 02063/02064 Puri – Yesvantpur – Puri Garib Rath Weekly Superfast Special Express as detailed below:-

Train No. 02063 Puri – Yesvantpur Garibrath Weekly Superfast Special Express will depart from Puri at 15:15 hrs o­n every Friday and arrive Yesvantpur at 19:15 hrs o­n the respective next day with effect commencing journey from Puri from 15.01.2021 to till further advice.

All the norms of the State and Central Government regarding Covid-19 including social distancing, sanitization etc., may be followed in the trains and at the Railway stations. The above special trains will run with fully reserved accommodation.

In view of the closure of Dhanbad-Chandrapura section of South Eastern Railway, running of Train no 12832/12831 Bhubaneswar-Dhanbad-Bhubaneswar Tri-weekly Garib Rath Express was cancelled. Now, it has been decided to restore the running of the train till Bokaro Steel City withexisting composition, timings, days of run and stoppages.
12832 Bubaneswar-Dhanbad Garib Rath Express will run on every Tuesday, Friday and Sunday from23.07.2017(Sunday) till Bokaro Steel City and will reach at 0920 hrs instead of 0910 hrs. Similarly in the return direction 
12831Dhanbad-Bhubaneswar Garib Rath Express will run on every Monday, Wednesday and Saturday from Bokaro Steel City instead of Dhanbad at its original time at17 40 hrs(5.50 PM) from24.07.2017(Monday). The train services will remaincancelledbetween Bokaro Steel City and Dhanbad in both the directions.​

Suvidha Trains with Dynamic Fares with effect from July 1st 2015

Implementation of Dynamic Fare System 

The aim and objective of introducing trains with dynamic fares is to provide rail-users the facility of travelling at short notice by paying higher fares during specific periods when there is heavy rush. 

The travelers have the option of travelling in regular Mail/Express and passenger trains by paying the normal fare. Indian Railways caters to various segments of the travelling public and accordingly operate different types of services like suburban services, passenger services and Mail/Express services, which include Rajdhani, Shatabdi, Duronto, Yuva and Garib Rath services etc. Running of Suvidha Trains (earlier, premium trains) during peak seasons do not displace these regular services but complement them by providing a facility for travel at short notice by paying higher fares. 

With effect from 01.07.2015, Suvidha trains (in place of Premium trains) have been introduced for meeting demand peaks as do arise from time to time during summer, winter, festivals and on other occasions. The features of Suvidha Trains include facility to book tickets at Passenger Reservation System (PRS) counters as well as through internet, rationalized fare structure, provision for refund as permissible on cancellation of ticket etc. Minimum fare of Suvidha trains is equal to tatkal fare applicable for the class of accommodation for initial 20% of the berths and thereafter the fare increases for subsequent slabs of 20% of seats/berths booked subject to maximum of three times of Tatkal fare. Other applicable supplementary charges like reservation charge, superfast charge, service tax etc. are levied separately.

The service has been provided with a view to supplement facilities regularly available to passengers through a mechanism that caters to the requirement for that segment of passengers which is willing to travel at short notice by paying higher fare. 

This information was given by the Minister of State for Railways Shri Manoj Sinha in a written reply to a question in Rajya Sabha .

Secunderabad-Yesvantpur-Secunderabad Garibrath Express Speeded Up

The Secunderabad-Yesvantpur-Secunderabad Garibrath Express has been speeded up to facilitate the passengers. The revised timings for the Garibrath Express which are detailed below will come into effect from 22nd November, 2015:- 

Accordingly, Train No. 12735 Secunderabad-Yesvantpur Garibrath Express will depart Secunderabad at 19:50 hrs, arrive/depart Begumpet at 19.59/20.00 hrs, Lingampalli at 20:24/20:25 hrs, Chittapur at 22:49/22:50 hrs, Yadgir at 23:33/23:35 hrs, Raichur at 00:38/00:40 hrs, Guntakal at 02:20/ 02:25 hrs, Anantapur at 04:13/04:15 hrs, Dharmavaram at 05:13/05:15 hrs, Hindupur at  06:40/06:41 hrs and arrive Yesvantpur at 09:15 hrs on the next day.

2.Train No. 12763 Tirupati - Secunderabad Padmavati Express will run on Monday, Tuesday, Wednesday, Friday and Saturday instead of Monday, Tuesday, Friday, Saturday and Sunday with effect from 18th November, 2015.

3.Train No. 12732 Secunderabad-Tirupati Bi-Weekly Express will run on Wednesday & Saturday instead of Tuesday & Wednesday with effect from 21st November, 2015.

4.  Train No. 12731 Tirupati – Secunderabad Bi-Weekly Express will run on Thursday & Sunday instead of Wednesday & Thursday with effect from 22nd November, 2015.

ADDITIONAL STOPPAGE TO THE 22410/22409 ANAND VIHAR T.- GAYA- ANAND VIHAR T. GARIB RATH EXPRESS AT ANUGRAH NARAYAN

For the convenience of rail passengers, Railway has decided to provide additional stoppage to the Train No. 22410/22409 Anand Vihar T.- Gaya- Anand Vihar T. Garib Rath Express at Anugrah Narayan Railway Stationfrom 05.07.2015 o­n an experimental basis for six months as per the following programme:

The Train no: 22409 Gaya- Anand Vihar T. Garib RathExpress Train will reach Anugrah Narayan Railway Stationat 08.20 p.m. while in return direction, the Train no 22410 Anand Vihar T.- Gaya Garib RathExpress Train will reach Anugrah Narayan Railway Stationat 08.37 a.m. with two minutes stoppage in both the directions.

 Other features like composition, route, timings etc. will remain unchanged.

Nagpur: Nagpur Central Railway divisional railway manager (DRM) OP Singh on Tuesday said he will consider sending a proposal to remove side middle berths (SMBs) from Nagpur-Pune Garib Rath to the Railway Board. The berths have been roundly criticized for being extremely uncomfortable.

Despite vehement opposition from passengers, the SMBs have not been removed from this particular train. Pune Garib Rath is perhaps the only train which is still continuing with SMBs. Chennai-Nizamuddin Garib Rath is devoid of SMBs. How can there be two separate policies for same category of trains, ask passengers.

Talking to newsmen after the launch of 'Passenger and Customer Facilitation Fortnight' to be observed from May 26 to June 9, Singh said this programme is the first-of-its-kind in the history of Indian Railways. The detailed guidelines for the proposed fortnight programme were formulated and finalized at a high-level meeting convened by railways minister Suresh Prabhu.

The primary focus of the fortnight is basically towards passenger amenities and customer facilitation. Some burning issues at Nagpur station include lack of parking space on west side of the station, unauthorized vendors, safety, menace of touts etc.

Singh said, "We will try to resolve all the issues. On the east side, permission for prepaid autorickshaw booth has already been granted. Now, the RTO and traffic police department have to take the call."

On the second phase of Ram Jhula, the cable-stayed bridge over railway station, Singh reiterated that as per the agreement, MSRDC will have to pay Rs11 crore to the railways. "The money is not for any gains but for damages railways is going to suffer while dislodging the existing bridge," he said.

Singh admitted that work on 6.5km double line between Nagpur and Kalamna has been stalled in 200 metres as the railways is not getting police protection to remove encroachments. "Every time we get police protection, it is withdrawn at the last moment," Singh said. The project to streamline train traffic was announced in 2009.

Singh listed out many achievements during the last financial year some of the major one included revamping of base kitchen, increasing height of platforms at several stations, ticket booking counters, activation of passenger helpline numbers 138 (cleanliness and health) and 182 (safety of passengers) among host of other things.

Apart from Singh, South East Central Railway (SECR) DRM Alok Kansal too interacted with passengers at Gondia railway station as part of the fortnight. The DRMs have been asked to involve station managers for organizing and monitoring various activities on their respective stations.

What Is Proposed In Passenger Fortnight

* Inauguration/launching of completed projects

* Road shows & interaction of DRMs with passengers and other customers by visiting stations and travelling with public in suburban and other passenger trains

* Interaction with state government authorities

* Seeking public support for cleanliness and safety awareness campaign at unmanned level crossings

* Inspection of railway stations, drive about courtesy programme for the front-line staff, health check-up camps

* Intensive drive to check catering services, vigilance checks, intensive ticket checking drive, drive against touts etc

* Involving recognized railway unions in a big way

In defence of Indian Railway and decoding Debroy report

The Bibek Debroy committee, set up a year ago to suggest reform and restructuring of Indian Railways, began its exercise with the premise that all state-owned railway organisations are a failure! Taking a cue from the extensive privatisation carried out in the UK and across the European Railway systems, it is determined to unbundle the compact railway organisations into various components with separate profit centres.

A major part of this exercise will involve separating infrastructure from train operations to provide a level playing field for private players to enter both freight and passenger business. In short, they are to reap the benefits of the vast 65,000 km of rail network without having invested a single rupee in creating it. 

Amongst the four key reasons listed for the failure of state-owned railways in the report, perhaps, the first is most valid for Indian Railways (IR). Misguided intervention, in this case by its political masters, who according to the report ‘have often imposed unsustainable fare and service conditions, overestimating what can be accommodated through internal cross-subsidies. Moreover, passenger fares have been kept at unsustainably low levels and new trains have been introduced on economically unsustainable routes.’

However, the other causes mentioned by the committee – excessive operating costs, perverse management incentives, lack of dynamism, etc. – are perhaps not based on facts. For instance, charges of over staffing and poor operational efficiency with regard to the IR have been made without appreciating the ground realities. Forced by the need to be self-reliant to conserve precious foreign exchange, historically the IR has developed over the years its own facilities for maintenance and manufacture of the locomotives and rolling stock it needs.

No less than seven of them – Chittaranjan Locomotive Works, West Bengal; Integral Coach Factory, Tamil Nadu; Rail Coach Factory, Punjab; Wheel Axle Factory, Bengaluru; Diesel Maintenance Works, Punjab; Rail Spring Karkhana, Madhya Pradesh and another Wheel Axle plane in Bihar – save over Rs 20,000 crore of foreign exchange annually!

These facilities and the railways’ numerous staff colonies came up mostly in very small towns such as Gooty, Patratu, Katni, Rayanapadu etc, where land was relatively cheap. Hence, basic staff welfare amenities such as schools and hospitals also had to be provided at such locations and along with it came the Railway Protection Force.

These activities are not in-house for the US or European railroads and as such, the Debroy committee comparing the overall staff productivity for IR with these systems is somewhat akin to comparing apples with oranges. Moreover, as charged by the committee, these so-called non-core activities have not, in any way, distracted the management nor been the cause for worsened finances. The blame for IR’s worsening finances has to be squarely laid at the door step of its political leadership with its blatant acts of financial profligacy and populist measures, such as refusing to raise passenger tariff for over a decade!

Understandably, with a plethora of such in-house activities, the IR’s wage and pension bill is bound to be high, almost half its operating expenses. Moreover, as claimed by the committee, capital investments have certainly been poorly targeted over the last two decades for which, once again, IR’s political leadership is responsible.

The charges of ‘perverse management incentives’ involving restricted entry into the rail sector is once again not borne by facts as there are no less than 17 private operators who are now actively competing  with the IR’s own Concor (Container Corporation) and earning profits in the process.

Charge of unwillingness

The charge of unwillingness to pool resources such as terminals, unwillingness to lease have, perhaps, been based on the one-sided inputs from private operators, for Concor never got an opportunity to present its view point.

For instance, Concor, which has built a customer base assiduously over the years, is certainly not going to watch the private operator poach it away by offering under-the-table discounts. Therefore, its reluctance to share or ask for a higher lease charges for using its facilities. Similarly, a private operator reportedly wanted Concor to run its container train empty in one direction while its was unwilling to do so with its own fleet of container flats.

If anything, the charge of ‘lack of dynamism’ does not apply, at least to the IR. The PRS (Passenger Reservation System), a world class facility, provides over a million tickets a day at the click of a mouse, Wi-Fi is available on select premium trains and station premises, the exact location of the train is available 24X7 on a mobile phone, not to forget a hike in passenger and freight business of almost 100 per cent over the last three decades cannot be achieved without an element of dynamism in the 1.4 million-strong behemoth! 

The committee’s conclusion that ‘being a monopoly excludes or limits the possibility of providing innovative forms of lower cost rail transport, and as a result of a monopolistic ‘take it or leave it’ attitude the IR has failed to meet the transport demands of both poorer groups and richer groups willing to pay for more comfort,’ is once again not based on hard facts.

The IR’s passenger tariff is perhaps lowest in the world, even lower than China, with a string of ‘Garib Rath’, ‘Sampark Kranti’, and ‘Jan Shatabdi’ express trains providing affordable AC travel to the poorest segment of the 1.2 billion citizens, while Rajdhani express trains provide a level of  luxury and comfort matching the airlines, and certainly far superior to USA’s Amtrak.
