The Railway Protection Force (RPF) personnel attached to Mangaluru Central Railway Station on Saturday arrested three persons on the charge of selling train tickets to passengers for a premium.
An RPF official gave the names of the arrested as Kiran J. Bhat (35) of Chilimbi, Umesh (41) of Kankanady and Ravi Rajendra Shetty (30) of Kenjar.
Kiran was in possession of a second AC tatkal ticket from Mangaluru Central and Vadodara; Umesh possessed a three AC tatkal ticket between Mangaluru Central and Mumbai LTT and Ravi had a three AC tatkal ticket from Mangaluru Central and Mumbai CSTM, all for travel on Sunday.
The tickets were worth over Rs. 20,000 as each ticket had at least four passengers.
Police claimed that the accused used to buy tatkal tickets in advance and sell them for premium to genuine passengers.
The accused were produced before the jurisdictional magistrate and were remanded to three-day judicial custody.
According to RPF Police Sub-Inspector Bharat Raj, the accused either used to occupy the queue on their own or deploy their men as soon as the tatkal window opened.

A security firm announced that it had persuaded a fraudster to give the database of email addresses along with passwords consumers use to log in to websites
The internet on Wednesday gave you another reminder that everyone has been hacked.
Hold Security, a Wisconsin-based security firm famous for obtaining troves of stolen data from the hacking underworld, announced that it had persuaded a fraudster to give them a database of 272m unique email addresses along with the passwords consumers use to log in to websites. The escapade was detailed in a Reuters article.
It might sound bad, but it is also easily mitigated.
The passwords and email addresses, which include some from Gmail, Yahoo and Russia’s mail.ru service, aren’t necessarily the keys to millions of email accounts. Rather, they had been taken from various smaller, less secure websites where people use their email addresses along with a password to log in.
People who use a different password for both their email account and, say, Target.com, won’t be affected. But those who tend to use the same password for multiple sites as well as their email should change their email password.
“Some people use one key for everything in their house,” Hold Security founder Alex Holden says. “Some people have a huge set of keys that they use for each door individually.”
Holden said there is no way for consumers to check if their emails were included in his firm’s latest find. In 2014, when his firm tried to set up such a service after obtaining a billion hacked login credentials, his site crashed.
The hacker appears to have been largely targeting Russian users. Some 57m of the email addresses were for the country’s largest email provider mail.ru, which claims 100 million monthly users. Around 40m of the addresses were Yahoo Mail, 33m Hotmail and 24m for Google’s Gmail service.
In this case, the hacker had been bragging on internet chat forums that he had a trove of login credentials that he was trying to sell. Holden, who is fluent in Russian, said he wouldn’t pay for the data but would give him “likes” on various social media posts in exchange.
The hacker, who apparently is quite young, agreed. “We kind of call him the collector,” Holden says in a heavy Russian accent. “Eventually, almost everyone gets breached.”

A man who used to hack train ticket booking website IRCTC to generate fake tickets was arrested from Dakshan Darwaza area in eastern Uttar Pradesh's Basti town on Thursday by a joint team of the Central Bureau of Investigation and railway's vigilance department, police said.
Hamid was arrested by a team of officials from CBI's Bengaluru branch and the Central Railway, which camped in Basti for three days, following an information that he had created a software to sell tickets by hacking the IRCTC website, police officer Rohit Mishra said.
Hamid had tied up with a number of people engaged in the fake ticket racket all over the country and used to book railway tickets using the software, Mishra said, adding that 10 laptops, 16 ATM cards, two PAN cards and Rs 50 lakh in cash were recovered from him.
He was taken on transit remand by the CBI and the Central Railway vigilance team for further questioning, the police officer added.

WhatsApp could have accidentally entered into troubled waters here in India by enabling its end-to-end encryption for all. The new security feature by WhatsApp is not what is required by the Indian telecom rules and WhatsApp could face a ban, if the rules are not adhered to. But not yet.
According to the reports of leading web portal, the Indian rules state online services are only permitted to use up to 40-bit encryption and If they need to use higher encryption standards, they need to seek permission from the government. WhatsApp on the other hand offers 256-bit key for encryption of all chat messages.
After Apple’s problems with the FBI over unlocking an iPhone for retrieving encrypted data splat all over the internet, tech giants such as Apple and Google backed Apple’s decision on refraining to help the FBI to unlock the device. The major reason for Apple not helping the FBI was user’s data privacy and security norms. But the FBI managed to crack open the phone without any help from Apple, which is not a big question if the user’s data is even secure and private anymore.
In India, companies need to follow the country’s rules and adhere to specific types of encryption, which WhatsApp does not currently use. WhatsApp’s end-to-end encryption on its chat service means that WhatsApp or anyone else won’t be able to crack open its contents. Only the sender and the recipient are able to read the encrypted data.
Why is it not possible for WhatsApp to help decrypt users’ messages? “No one can see inside that message. Not cybercriminals. Not hackers. Not oppressive regimes. Not even us,” WhatsApp founders Jan Koum and Brian Acton wrote on their blog.
On Tuesday April 05, WhatsApp, which has more than a billion users, said it has introduced encryption to all its services.”Encryption is one of the most important tools, governments, companies and individuals have to promote safety and security in the new digital age. Recently there has been a lot of discussion about encrypted services and the work of law enforcement,” WhatsApp said in the blog post.
However, as for the Indian rules, online services are only permitted to use up to 40-bit encryption. If they need to use higher encryption standards, they need to seek permission from the government, and the way WhatsApp is setup, it seems a bit too difficult to obtain the same. In order to get the required permissions and green flags from the Indian Government, WhatsApp needs to submit the encrypted message keys, which sadly, they too actually don’t have.
Hence, indirectly, all those who are currently using the updated WhatsApp app in India are actually using it illegally, says the report.
WhatsApp’s use of encryption has already caused friction in Brazil, where authorities recently arrested and then released a Facebook Inc. executive after the company said it was unable to unscramble a user’s encrypted messages. That’s because end-to-end encryption automatically encodes each message with an algorithm that can only be unlocked by the sender and recipient.
Countries like India are currently looking to pass new policies on the new encryption standards. But it is presently unclear whether these new policies will bring new requirements on WhatsApp.
The big question now is that, will India allow WhatsApp to continue in India or will it enforce a new OTT regulation which will put encrypted services like WhatsApp, Skype, Viber and others into the grey zone?

The Railway Protection Force at Lucknow & Govt. Railway Police, Kanpur arrested six criminals with a huge cache of stolen articles including gold items (mangal sutra, rings), laptops, tablets, mobiles worth aprrox. Rs. 200000/-and interrogated them with the incriminating material. Confessing to their crime, the criminals also accepted their role in six other crimes committed in trains and revealed their modus operandi.
The cohorts travel on reserved tickets in long distance trains on Kanpur-Lucknow and Kanpur-Faizabad sections on night journeys. Working in tandem, they keep a stealthy vigil on sleeping passengers in the coach, cut pockets of sleeping passengers, steal handy items with valuables like purses, bags and de-board surreptitiously at enroute stoppages during the dark hours.
All these crimes have been registered with the GRP on Lucknow Division on Northern Railway.

Mumbai: The Western Railways unit of the Railway Protection Force (RPF) has hired a consultant who can give specific tip-offs on e-ticketing fraud.
“The aim of hiring a consultant is to monitor the activities of ticketing agents without arousing suspicion. The consultant coordinates with our teams and keeps looking for areas where the activity is high and helps us zero in on malpractices,” said a senior official of the security agency.
The latest arrest made by the RPF in this regard is of 38-year-old Vishnukant Mishra from a cyber cafe in Kandivali East. Mishra had a history of booking 14 e-tickets worth Rs 35283. Mishra used to charge Rs 50 as his commission for booking each e-ticket. A raid was conducted on Mishra’s house in the same neighbourhood and several visiting cards of a travel agency were found.
The RPF has also recently cracked the whip on authorised agents who breach regulations and create personal log-ins for booking e-tickets. Investigators have been writing to the IRCTC to cancel the registration of such agents and blacklist them.
“There are regulations in place for authorised agents to function. For instance, they can only start booking tickets online after a gap of two hours from the opening time accorded to the public. This means, where reservation starts at 8am for regular buyers, agents can only book 10am onwards. Similarly for tatkal tickets, agents can start booking only after 12 noon. Some agents, however, create personal log-ins and start booking at the same time as the public,” said the official. “Everytime an authorised agent is arrested, we mail the IRCTC to cancel his registration, penalise him more than is prescribed in the Railway Act (over Rs.20000) and blacklist him so that he loses business. We want to warn passengers against approaching such agents and are appealing that a warning be printed on tickets which could make conniving passengers liable for prosecution,” he added.

Prem Singh Meena (45), a travel ticket examiner (TTE) on board of the Dehradun- Bandra Express train was pushed off the running train near Old Faridabad here last night, allegedly by pickpockets. He has been admitted to a private hospital with multiple fracture and injuries. His condition is stated to be stable.
The TTE was checking the tickets as the train bound to Mumbai crossed the Tuglakabad station and was approaching Old Faridabad when six youths approached him. He said he was standing near the gate of S-8 sleeper coach when one of accused called him by name and asked for tickets as he claimed that they could not procure the tickets before boarding the train.
Meena said while he started preparing the tickets and asked for money, one of the them took him close to the door and pushed him out of the train. Meena, who is under treatment at Fortis- Escorts Hospital, told the police that the youths who had thrown him out of the train could be part of a gang of pickpockets and thieves active on trains on section of the railway network.

Railways Crime Helpline Number :1512 for passengers travelling anywhere in India.
The All India Railway Helpline number 1512, which will help train passengers to register their complaints with police while travelling anywhere in the country, was today launched here by Union Minister Haribhai Parthibhai Chaudhary.
The helpline number will prove beneficial for the passengers and it needs to be widely publicised, the Minister of State for Home said.
The helpline presently covers 27 states and all Union Territories.
Lauding the Delhi Police for its initiative in launching the railway helpline number, Chaudhary also commended them for less than one per cent crime rate in the national capital.Delhi Police Commissioner B S Bassi said that the helpline initiative was a brainchild of Delhi Police. It was started first at Delhi Police’s railway control room.
The helpline number 1512 was allotted across the country by the efforts of Delhi Police which took help of Department of Telecom in this regard, he said.
“Several inter-state coordination meetings were held to formalise the All India helpline number whereby control rooms were set up in the states. The helpline is also provided with geo-fencing feature so that a call by a railway passenger on it is received by the concerned control room in a state,” he said.
Passengers can call the helpline number while travelling in train or at railway stations to report about incidents of crime.
Such calls will be received by the concerned control room which will relay it to the nearest railway police station or police teams on board the trains for action on complaints, he said.
The helpline will also enable the railway passengers to lodge complaints without breaking their journeys in case of any crime, he added.
On the occasion of launch of the helpline, the Minister also made a test call to the control room.Detailing various initiatives of Delhi Police for helping people, including Himmat App for women, Bassi said that efforts were being made to work on the “smart” police station concept given by Prime Minister Narendra Modi.
“Working on the dream of the PM Narendra Modi we will not just convert one police station in each district into a ‘smart’ police station but make the whole of Delhi Police into a ‘smart’ force,” he said.

Chennai (MAS): Soon, passengers need not worry about providing their identity proof while booking tatkal train tickets, be it in the online or offline mode.
Instead, they can carry any one of the 10 prescribed proofs of identity, which include the passbook with photograph of a nationalised bank or a bank credit card with photograph, during the travel, a Railway Board circular dated July 14, says.
The new rule would bring a huge relief to a large number of passengers who are desperate to buy tickets a day ahead of travel. Currently, those making their way to the Passenger Reservation System (PRS) counters at 10 am to procure paper tatkal tickets have to submit photocopies of their identity card. Those who are booking the tickets online need to key in the ID card details. All these details will be printed on the reservation chart pasted on the train coach. In addition, the passengers need to furnish the same ID card to the Travelling Ticket Examiner (TTE). In case a different ID is shown, the TTE can slap fine on them for travelling without a valid ticket.
“There have been many instances when I’ve entered my driving licence details while booking the e-ticket, but during the journey I was carrying my PAN card and I was fined by the TTE. When I argued that the traveller’s details were same and only the ID card was different, he didn’t relent,” said S Karthik, a 27-year-old IT professional from Bangalore, who travels to Chennai regularly.
Others were relieved that their PAN card and passport details would not be printed on the reservation charts pasted on coaches. “In the time of internet and telephone frauds, it’s not safe for such details to be publicly available on the railway coaches where anyone can access them,” says 40-year-old home-maker G Pavithra.
The Railway Board circular has directed the Indian Railways IT wing, Centre for Railway Information Systems (CRIS), to make the requisite changes in the software by September 1, after which the new rule is likely to come into effect.

New Delhi: Now, passengers don’t have to break their journey in case of theft of luggage, robbery or dacoity in running trains to lodge an FIR with the police.
As per a directive issued by railways, travelers can approach rail staff available in the train—the conductor, coach attendant, train guards or police constable of GRP or RPF for registering the FIR. The concerned staff will then forward it to the nearest GRP police post which will keep the victim apprised of the action taken in her or his case through the aggrieved person’s mobile phone.
A senior railways official said that earlier a passenger had to break journey to lodge an FIR at the nearest GRP station in case of any untoward incident in the moving train, but now an FIR can be filed in the train itself by authorized train staff.
The national transporter has directed its onboard staff to make available FIR forms in English and Hindi in the trains for the aggrieved traveler.
In trains where RPF or GRP police personnel are not present, the coach conductor, train guard and coach attendant will help the victim fill the form and will submit it at the next GRP station. The forms will also be available with the station in-charge and GRP police in case of any incident on the platform.
It was noticed that despite several efforts to curb crimes in trains and rail premises, the number of cases of thefts of passengers’ belongings is constantly on the rise. As per railway data, there were 5,174 theft cases of passengers luggage in 2012, which rose to 6,258 in 2013 and the number increased further to 7,606 in 2014.
Maximum theft incidents occurred in West Central Railway zone with 1,754 cases followed by 1,281 cases in the Central Railway zone and 1,008 such cases in the South Central railway zone in 2014. Railways witnessed 235 cases of loot and robbery in 2014 as against 261 in 2013.
The drugging menace, however, is on the decline as 496 such cases were reported in 2012, which decreased to 352 in 2013 and 324 in 2014. Maximum 66 drugging cases were reported in the Eastern Railway zone in 2014.
At present, around 1,300 trains are escorted by RPF in addition to about 2,200 trains escorted by the GRP on a daily basis.

Acting upon a secret information, the Vigilance Department of Eastern Railway intercepted two persons viz. Shri Somitra Das and Shri Santosh Tiwari - the instructor and his assistant of a Training Centre for fake appointment racket in the Railways at Ashoknagar Road Railway station area. Various forged documents viz. Joining Letters, Appointment Letters, Training & Posting Letters, Identity Card, Salary Slip etc. were recovered from them.
It is known at the time of interrogation with the help of RPF/Eastern Railway that the miscreants had collected money from nine victimized candidates at the rate of Rs. 10 lakhs to 12 lakhs per candidate.
FIR was lodged and both the miscreants were handed over to GRP/Bongaon for further legal action.

Bangalore (SBC): The CBI, Bengaluru on Wednesday raided 11 locations across different States and busted a racket in cornering railway tickets.
The Anti Corruption Branch (ACB) of the CBI registered a case against Shahid, Assistant Manager, IRCTC, New Delhi and others.
The CBI officials said, “The accused had allegedly conspired and interfered with the IRCTC booking system by installing a software programme in the computers at various travel agents’ offices by which the agent can book six separate tickets, each for six passengers per ticket, i.e. 36 passengers in one go, where as in normal course an agent can book tickets only for six passengers at a time.”
The travel agents cornered tickets, which were then sold at higher prices. CBI claims to have recovered incriminating documents, hard disks, tatkal tickets and material used for creation of multiple IRCTC windows. Sleuths also raided vendors of New Trained Software, which was used by the racketeers.
On Wednesday, the police conducted simultaneous, coordinated searches at 11 locations spread over different states and unearthed the ticketing fraud. They seized incriminating documents, laptops, hard disks, and tatkal tickets that were used for creation of multiple IRCTC windows for generating multiple tickets at a time. They also raided the ‘offices’ of the agents supplying this software in Mumbai to Kolkata and seized their computers.
“All the electronic data will be sent to forensic labs and examined to unearth the mechanism,” a CBI source said.

Kolkata (KOAA): The detective department made one more arrest in the fake railway and extortion racket with the arrest of one Jitendra Chowdhury from Rishra. What the cops learnt from him has left them wondering on some insider role in running the gang. Sources said the gang used to operate at different levels and had several persons acting as their field agents across four cities in south Kolkata.
According to police sources, the accused used to charge anywhere between Rs 30,000-40,000 for filling up railway interview forms. Once they were convinced by the gang to come to Kolkata, they were lodged at Naihati and Kanchrapara where they were asked to undergo some “basic General Knowledge and Mathematics training.” They would then be asked to sit for a fake exam and some of them “passed.” The gang members were handed over fake TT badges and even a month’s “salary” (from the money paid to the gang as salaami) after they passed “medical exams” from railway hospitals. They would be “assigned work” at non-descript stations and carsheds with hardly any senior railway officer even having any inkling about the gang’s activities. All this same for a price – they had to shell thousands to get the offer letter. Anyone who refused to pay them were immediately kidnapped and around Rs 4 lakh demanded from family members to free him.
“This arrested Jitendra acted as the man who arranged for the medical tests at the government hospitals,” said joint CP (crime) Pallab Kanti Ghosh. But it was one Vinod, a top college BSc Honours graduate and a fluent speaker of English who trapped the victims in Hyderabad. Cops said his arrest was important to nab the gang leader. “We have identified the gang leader and know he was arrested earlier for committing the same crime,” said Ghosh.
Detective department said that they are in touch with CBI which had busted a similar racket three years ago. “While some of us were asked to attend training in a dingy shed in Calcutta, others told us that they had appeared for an examination at a centre outside Calcutta,” said P. Viswanathan of Salem, one of the victims of 2012. He added that 18 of them were put up at a Calcutta lodge for four months from January 2012 for training though classes were held only for two weeks. CBI sources said more than 200 people from Tamil Nadu had been cheated by the racket, operating since 2009-10. There were around 60 odd candidates from Kerala too.
Two persons identified as Rajendran and Omprakash were rescued from their clutches by the detective department in this regard last week after cops traced the mobile call to a place in Kasba. On Sunday, additional raids were carried out in this regard in south suburban Kolkata. “One Manikant Reddy, residing in Hyderabad, said he received a call on June 23 from his friend who said he was in Kolkata and that he has been kidnapped. Unless Rs 4 lakh was paid to his captors, he would not be released. Reddy came down to Kolkata and lodged a complaint this Wednesday in this regard. He said the call was made from his friend’s own number.

Kozhikode (CLT): The lax screening measures on the part of Railways for parcel service orders from private parties have opened the doors for illegal carriers of various banned products, especially pan masala and tranquiliser drugs. No effective mechanism is adopted to check the contents of parcels and details of the addressee. The goods are booked and transported under fake addresses and agents camp at certain railway stations to pick it up. On Wednesday last, the Excise Department seized a huge cache of banned pan masala products. But, no one was arrested.
In Kozhikode district, major railway stations, including Koyilandy and Vadakara, have seen no fewer than 10 such cases mainly related to the illegal transport of banned pan masala products in huge bundles recently. Instances of transporting ganja, liquor and various consumer goods by evading tax too have been traced from these spots by the Railway Police and the Excise wing.
Officials attached to the Railway Protection Force said there have been instances where unsuspecting passengers have been held by the enforcement on finding such goods in their compartment.
“Those responsible for transporting such ‘abandoned’ goods in ordinary compartments normally clear the spot during police checking,” they said.
With the closure of bars and reduction in the number of Beverages Corporation outlets, transport of liquor from various other States and Mahe by train has witnessed an increase. Though parcel service is rarely used to smuggle liquor, the carriers mostly make use of the ordinary compartments to keep their packets in an abandoned state till it reaches the original destination. Meantime, officials attached to the Railway say the issue would be settled completely with the ongoing process of installing baggage screeners.

Ahmedabad (ADI): Criminal Investigation Department (CID)-Crime, Gujarat Police today didn’t demand further remand of Ahmedabad Metro rail scam accused former IAS officer Sanjay Gupta and Radhesh Bhatt. Gupta who was earlier sent on four days remand told the court that he was pressurized during remand. Gupta also sought protection from court against news coverage of ongoing investigation while the case is sub judice. Gupta’s lawyer told court that accused wants to give statement under CRPC 281 before court. Further hearing in this case is scheduled on 21st May. Court has sent both accused to Judicial custody.
