With a view to keep medical staff fully prepared to tackle any emergency, if arises, due to the outbreak of COVID -19 , a training-cum-interactive session was organised at Tapan Sinha Memorial Hospital, Metro Railway o­n  04.04.2020.
This training programme was conducted to train the medical staff of Metro Railway o­n Donning and Doffing of Personal Protective Equipment (PPE).  
In this interactive session, Medical staff, especially grass root level workers were apprised of the action plan being undertaken and the expected role of different categories of staff was also explained.Grass root level workers raised different types of queries  o­n  this matter  which were answered  by the doctors and medical experts present in this Training Programme. All the Medical staff and doctors of Metro Railway participated in this training-cum-interactive session.

Delhi Metro | DMRC plans to start clock room and porter facility at some metro stations
New Delhi: In a bid to provide better service to the commuters at Delhi Metro network, the Delhi Metro Rail Corporation (DMRC) is likely to introduce the service of cloak room and porter services rights inside some select metro stations.
The Delhi Metro Rail Corporation has floated a tender in this regard recently. With this step, the corporation will generate not only extra revenue, but also provide employment to others.
“Cloak room services” is where the metro passengers can keep their luggage for a specific period of time, while the “porter services” means a person employed to carry the luggage of passengers from one place to another within metro station premises.
This service is likely to be introduced at selected metro stations situated near at the Indira Gandhi International Airport and railway stations in the Delhi-NCR.
“There are numbers of commuters who travel from other states to the capital via railway or by flights on a short notice and they don’t wish to carry their luggage with them. In such cases, the passengers can keep their goods for safe keeping at the metro station cloak rooms and lockers.
“As part of turning the Delhi Metro network into a travelers’ hub and to add more customer-centric services, a cloakroom facility will be introduced soon.
There are many passengers who come from others states such as Haryana, Rajasthan, Punjab, Uttar Pradesh and Uttrakhand and have flights or trains at late hours.
“These commuters coming various places outside Delhi can avail this facility at respective Metro stations and get rid of their luggage,” said a metro official on the condition of anonymity.
The corporation has since completed the construction of phase-1, phase-2 network comprising of 158 stations and a network of around 213 km and has already put them under operation and the phase 3 of the Delhi Metro system is fast nearing completion. As of today, DMRC network comprises of seven operational lines.

Twenty Two (22) Teams of different Zonal Railways & Production Units of Indian Railways participated in the Drama Competition. Metro Railway has been awarded two trophies for performance of best supporting actor to Shri Avik Das and best child actor, Miss Tista Paik for the Hindi- Drama “ PARASH PATTHAR” being directed by Shri Janardan Paik.
Shri Vishwesh Chaubey, General Manager, Metro Railway appreciated the team members of the drama for their excellent performance in the competition.

Government to develop alternate modes of public transport for tier II cities.

The Centre has formed an integrated traffic and transportation plan for tier II cities to get rid of increasing air pollution and traffic congestion. As per the plan, the government will develop alternate modes of public transport like pod taxi, caterpillar trains and other non-motorised vehicles in cities with population between 10 to 20 lakh. As per the government norms, metro rail can be developed only in cities with population over 20 lakh and hence, the government has planned alternate modes of transport. Well-placed sources said the urban development ministry has prepared the plan that will be executed in partnership with the respective state governments. A proposal has been sent to the Finance Ministry for creating special fund for the project.
The Finance Ministry is in the process of finalising the budget for the year 2017-18 and sources said a separate fund of `85,000 crore could be announced in the budget speech. Finance Minister Arun Jaitley will present the General Budget on February 1.
The move comes in wake of rising air pollution and traffic mess on roads for which the Supreme Court and the National Green Tribunal have pulled up the government on several occasions. Recently, the Supreme Court had asked the Centre to come up with an action plan on checking air pollution. The court also asked the Center to introduce pollution coding mechanism in Delhi. However, in tier-II cities, the government wants to promote the use of public transport and electronic vehicles, so as to check the menace.

Officials said the Urban Development ministry wants pod taxis in tier-II cities, most of which have been included in the list of smart cities. Apart from this, use of battery-operated vehicles, electric cars and small buses would also be encouraged so that the situation can be eased out in crowded areas. As buses cannot operate in congested markets, battery-operated vehicles would not only cater to the transportation needs but also reduce air pollution. Union minister for road transport and highways, Nitin Gadkari has already announced India's first pod taxi in Gurugram while the Haryana government is also exploring the feasibility of caterpillar train in the city.

Experts said these modes of transport are cheaper than construction of metro rail network. While metro construction involves a cost of `100-150 crore per km, pod taxi and caterpillar trains can be constructed at 1/10th the cost of metro.
A senior official said the project will be implemented in partnership with the state government. The project cost will also have to be shared by the two governments. For this purpose, the states will have to give a presentation on ways to control traffic congestion and pollution in the cities. The government is also eyeing grants from the World Bank to execute the project.
Ensuring pedestrian safety and construction of cycle tracks will be another focus of the project. Nonmotorised vehicle zones will be demarcated in these cities and an effective traffic regulation plan will be put in place.
Strengthening of footpath and constructing cycle tracks will be ensured, keeping in view their safety as the two categories are the most vulnerable to road accidents. Intelligent traffic system will be introduced surrounding major markets and congested areas in order to get rid of vehicular pile-up on intersections.

Hyderabad: The Hyderabad Metro Rail Limited is going to set up Seventeen police stations with the latest gadgets and equipment at Hyderabad Metro Rail stations and 48 outposts along the Metro corridor to ensure the security of passengers and the project

Five A category police stations will be set up at the Mahatma Gandhi Bus Station, Jubilee Bus Station, Secunderabad, Raidurgam and Panjagutta. Twelve B category police stations are going to be set up at the metro stations to ensure the security of the project and passengers.

Outlining the plan to the managing director of Hyderabad Metro Rail N.V.S. Reddy and L&T Metro Rail managing director Shivanand Nimbarg, DGP Anurag Sharma stated that state of the art equipment will be used to ensure the safety and security of people along the metro route.

Mr Krishna Prasad of Railway and Road Safety Board explained in detail the security implications of the metro rail project. All the police stations would also have a woman constable. Scanning of travellers baggage would be carried out by the team along with checking of security at the entrance and exit points.

While L&T Metro Rail has also deployed its own security personnel at the railway station they would have to work in coordination with the police. Sniffer dog squads are also going to be set up for checking metro rail stations. CCTV surveillance would also be carried out in coordination with the L&T technical team at all stations.

Australia has imported six metro train coaches from Mumbai Port, India.

The Government of India confirmed, sending a consignment of “Made in India” metro train coaches to Australia on Friday. The consignment of six coaches has been built in Baroda along with a promise to export around 450 similar coaches to Australia over the next two and a half years.

“The maiden consignment of six metro coaches built in Baroda for export to the Australian government were shipped from Mumbai Port,” a statement from Ministry of Shipping confirmed. It added that Mumbai Port “holds supremacy” in managing export of oversized cargo.

The size of each coach is 75 feet long and 46 tonnes in weight which demanded for a more superior and specialised loading process. “The entire stevedoring operation (loading into ship) of these prestigious oversized metro coaches has been done in-house by Mumbai Port Trust unlike any other port in India where private operators carry out such operations,” the statement claimed.

According to The Better India, the export is the first of its kind since Indian Prime Minister Narendra Modi launched the “Make in India” campaign. Modi government’s initiative to engage foreign investments in Indian railway infrastructure projects compelled Canada’s transportation ace Bombardier Transportation to help manufacture the best metro coaches in India, according to June 2015 reports.

According to the Economic Times, the Queensland authorities gave the Canadian transport company an order in 2015 to manufacture rail coaches in India for Australia. The order was worth US$4.1 billion (AU$5.8 billion) and Bombardier’s share at approximately US$2.7 billion (AU$3.9 billion) with a promise of manufacturing and supplying 75 new six-car trains to be manufactured in Gujarat.

Bombardier decided the coach model based on the Adelaide Electrical Multiple Units (EMU) train design. According to the transportation giant, the new trains to be manufactured for Australia will have improved accommodation capacity and better security and passenger flow.

The Mumbai Port from where the consignment was exported has also taken up the assignment of constructing a passenger jetty at Kanhoji Angre Island in India with an aim to develop it as one of the tourist attractions with a lighthouse

CHENNAI: Could the second phase of Chennai Metro Rail be extended to 123km? Sources in Chennai Metro Rail told City Express that there were suggestions to extend the three corridors under the Second Phase identified by Chennai Metro Rail by 35km.

The initial plan was to cover 88 km on the three corridors. This came after officials discussed extending the stretch by 12km linking Madhavaram with the Old Mahabalipuram Road stretch.

Officials are now looking at the possibility of extending the three corridors by a total of 123 km. The first phase (corridors one and two) are likely to be completed by 2017.

If the recommendations are implemented, the city is likely to have a total Chennai Metro Rail network of 168 km. Sources said the plan was to extend the third corridor by nine kilometres and extend it till Red Hills. This means that the entire third corridor in the second phase would be 50 km long.

Sources say it is too early to decide whether this could be an elevated or underground stretch, but this would reach the Puzhal and Red Hills residential areas. A clearer plan will emerge once the feasibility report is out. The fourth corridor, between Koyambedu and Light House will be extended till Poonamallee, adding 11km to the 14km corridor which will cross the Maduravoyal and Vanagaram residential areas. Sources say the stretch may be partially elevated. The fifth corridor, linking Madhavaram to Perumbakam, wili be extended till Wimco Nagar. This could mean that 14.7 km stretch will be added to the proposed 33 km stretch.

Sources also say the plan to extend the corridor to Wimco Nagar was suggested from an operational point of view as the depot is in Wimco Nagar. This would benefit residents of Manali New Town and Masilamani Nagar.

Mumbai: With the Anil Ambani group firm, Reliance Infrastructure seeking a Rs 1,000 crore government bailout for operating Mumbai Metro services to recover its costs, the experience of private sector companies in providing Metro services is fast turning out to be a nightmare and brings to the sharp focus the differences between the government and private sector players over capital costs and cost overrun.

This is the second time Reliance Infrastructure is taking on the government over a metro project. Earlier, Reliance Infrastructure had withdrawn from Delhi Airport Express metro line citing financial unviability.

The other private player is also facing the heat in setting up a metro. Construction and engineering giant, L&T — which is constructing Hyderabad metro project — is facing huge cost overrun over land acquisition.

The work of metro project in Hyderabad has halted in 35 places due to court cases filed by land owners who are opposing the project. Though the construction is on in rest of the project, the entire project will be delayed till these land owners give up their properties.

No wonder, most of the metro projects under construction are now being set up by the Indian government along with state governments. An analysis of Delhi Metro’s financial metrics shows that metro companies require additional funding from its promoters from time to time.

The finances of Delhi Metro Rail Corporation (DMRC), one of the best running metro system in the country, suggests that Anil Ambani’s venture would require additional funding. A metro rail can never be financially viable in the traditional sense as revenues from ticket sales would never cover the capital cost— interest, depreciation and shareholders’ profit.

In FY14, the latest year for which DMRC finances are available, the company produced a meagre Rs 9 in revenue for every Rs 100 worth of investment in fixed assets. Specifically, the utility generated revenues of Rs 2,952 crore on a gross block of Rs 34,385 crore in FY14. A commercial enterprise funded with a debt to equity ratio of 70:30 — as most infrastructure companies do — won’t be able to service such a balance sheet.

Given the current interest rate of 10 per cent, a similar depreciation charge and 15 per cent expected return on equity, the capital cost for DMRC works out to be around Rs 7,500 crore per annum. Throw-in the running and maintenance costs, the DMRC system would need at least Rs 10,000 crore worth of revenues to be financially viable in the conventional sense.

DMRC operating expenses were Rs 2,136 crore or 72 per cent of its revenues from operations.The above calculation doesn’t show in DMRC numbers because it has been liberally capitalised by the government. At the end of financial year 14, DMRC paid-capital (or seed capital) was Rs 14,187 crore twice that of NTPC and three-times that of Power Grid Corp, two of the most capital intensive government owned companies.

Besides, government tops-up DMRC equity base every year with Rs 2,100 crore pumped as equity in fiscal 2014 itself. The debt part of the DMRC has been taken care of by concessional loan from Japan’s Overseas Development Agency (ODA) at the rate of 2 per cent with 10 year moratorium on interest and principal repayment. A private sector enterprise will never get this comfort.

There is limit to how much additional revenue an operator can raise by hiking ticket prices. After a point, ridership will fall and so would be the revenues. High ticket prices also go against the very logic of building a mass-rapid transit system which is to encourage its mass adoption and cut congestion on road and the pollution, energy usage and delays associated with it.

Mumbai: Talks are on to introduce an advanced signalling system, prevalent in metro rail networks, in the Harbour line to improve service frequency and prevent failures.

The Harbour line only has a slow corridor, and in cases of signal failure the entire system comes to a halt as there is no option of diverting trains to the fast or slow corridors as is done in the Western Railway and Central Railway main line networks.

“We have held discussions with Mumbai Railway Vikas Corporation (MRVC) to have cab signalling technology to improve services,” said CR General Manager S K Sood.

The cab signalling or communication-based train control system works on digital technology. A motorman receives the signal in his cab about the speed and location of the train, braking distance, etc. It allows trains to move closer behind each other taking into account the safety buffer.

“If it is introduced, the frequency of trains will come down from four minutes to two minutes. This will improve punctuality and ease overcrowding on the Harbour line which is witnessing a huge rush due to increase in population in Navi Mumbai,” said an MRVC official.

The entire project would cost Rs 1,700 crore. “Around Rs 700 crore will be spent on cab signalling and another Rs 1,000 crore on procuring rakes to run additional services,” added the official.

As of now, the Harbour line is serviced by 37 rakes. Officials estimate around 20 more rakes would be needed as services are expected to jump by 70-80%. CR now runs 583 services in Harbour and it could go up to around 1,000.

MRVC officials feel the project can be executed in three years with the existing rakes retro-fitted to adapt to the cab signalling technology.

New Delhi: The government has finalised a plan to augment and launch mass rapid transportation systems across 50 cities to minimise commuter woes and ease pollution concerns.

Prime minister Narendra Modi has already cleared a proposal put up by the ministry of urban development, estimated to cost Rs 500,000 crore over the next four to six years. The Union government plans to share the cost of implementing the project with the respective state governments through special purpose vehicles.

And official in the prime minister’s office, who is not permitted to identify himself, said that prospective partners from South Korea, China, Japan, Germany, France, Russia and Canada have evinced interest in participating in the project.

“Every metro rail system would be very important, given our plan to build 100 smart cities and ensure environmentally sustainable transportation facilities,” the official said.

Modi is learnt to have specially discussed the metro rail projects with CEOs of top Chinese companies in Shanghai and Korean firms in Seoul during his recent visit to both the countries.

Most of the metro rail projects would be implemented through special purpose vehicles (SPVs) in which both state governments and the centre would have equity stakes. While most JVs are being planned as 50:50 ventures, certain innovations are also expected in some of the new projects where municipal corporations have expressed their desire to join the proposed SPVs as equity partners.

Already, some 13 metro projects have either been completed or are in various stages of completion. These include networks in Delhi, Bangalore, Hyderabad, Che­n­nai, Jaipur, Mumbai (both metro, monorail), Kolkata and Kochi.

Tier-II cities like Lucknow, Kanpur, Gurgaon, Patna, Ahmedabad, Surat, Indore, Nagpur and Coimbatore have also been identified for setting up dedicated metro networks, while proposals are being evaluated for Chandigarh, Bhopal, Ludhiana and Kozikode.

A joint venture between Russia’s Mosmetrostroy and Gammon India has been implementing the Chennai corridor that is expected to be operational in the next few months and is likely to be inaugurated by chief minister J Jayalalithaa who returned to office on Saturday.

The Hyderabad metro, where Larsen & Turbo is the main concessionaire, is reportedly on schedule and is likely to roll out by October.

The latest to join the proposed list is Vijayawada with a link to Amaravathi, the new state capital of Andhra Pradesh, with an investment of Rs 6,823 crore. Delhi Metro’s founding honcho E Sreedharan is overseeing the project.

“Cities wanting to set up metro rail projects may have to compete and come up with innovative and compelling proposals,” the PMO official quoted earlier said.

Several innovations are being planned for implementing mass rapid corridors in different cities. For example, project authorities in Nagpur have been evaluating the possibility of running the network on solar power. Nagpur metro, where both French and German agencies have been in the reckoning, is looking at cost-effective project financing, both through equity and debt.

According to preliminary projections, at least 40 per cent of the required power for operating the system would be sourced from dedicated solar power plants. Land acquisition for the project has commenced earlier this month.

Ahmedabad (ADI): Criminal Investigation Department (CID)-Crime, Gujarat Police today didn’t demand further remand of Ahmedabad Metro rail scam accused former IAS officer Sanjay Gupta and Radhesh Bhatt. Gupta who was earlier sent on four days remand told the court that he was pressurized during remand. Gupta also sought protection from court against news coverage of ongoing investigation while the case is sub judice. Gupta’s lawyer told court that accused wants to give statement under CRPC 281 before court. Further hearing in this case is scheduled on 21st May. Court has sent both accused to Judicial custody.

New Delhi: Most of the entities running Metro rail projects in the country including in Delhi, Chennai, Bangalore, Jaipur, Kochi and Hyderabad would need to appoint at least one woman as director in their board of directors. At present, only Chennai and Mumbai Metro have women members in their board of directors.

Sources said that all the managing directors of the Metro projects have been told to create the provision of appointing an independent director. “These have to be done to comply with the norms of the Companies Act. Since these are companies, there is a consensus that they must follow the company rules,” said a government official.

These issues were discussed at a review meeting of Metro projects chaired by urban development secretary Madhusudan Prasad on Friday. Officials said while having at least one woman in the board of directors goes well with the government’s focus on gender sensitization and representation to women, the appointment of independent directors is expected to usher in a new era in corporate governance in all such entities.

Sources also said there was also unanimity among all the MDs of Metro rail companies/ corporations that they should get more powers like that of their Delhi Metro Rail Corporation (DMRC) counterpart so that they can take quick decisions without unnecessary paper work. Delhi Metro chief has all powers in contract matters irrespective of contract value.

“They wanted this so that project execution can be expedited and can be completed within the scheduled deadlines,” said an official.

New Delhi: A group of Delhi University students has discovered an innovative way of harnessing wind energy churned out by Metro trains to generate electricity.

The project, undertaken by Kalindi College, has also got the backing of Delhi Metro Rail Corporation (DMRC), which allowed the students to install a turbine on trial basis at one of the underground metro stations.

“While standing at a metro station one day, the students realised that the wind energy produced in the tunnel by these fast moving trains gets wasted, and they decided to find out how it can be harnessed,” says Dr Punita Verma, Principal Investigator of the project.

The team, involving ten students of Physics and Computer Science departments, proposed setting up a turbine at an underground metro station to check if it can be successful in harnessing the wind.

DMRC officials found the project interesting and gave the nod to install a turbine at Chandni Chowk metro station.

“Without obstructing the operation, safety and security of Metro services, it was decided to put up turbine along the underground tracks at the mouth of tunnel where the maximum wind velocity available is 6.5 m/s.

“In the first phase, we installed a three-blade turbine and later a five-blade light rotor turbine with a cut-in speed of less than 1.5m/s. We connected it to a battery and measured the power it generates. We also discovered that different stations have different construction and the same turbines cannot be used at all the metro stations,” Verma said.

The project, which has was started by a different group of students in 2013, has received a grant of Rs 15 lakh from the university.

While the first phase involved the research work, the DMRC engineers were later roped in to test the feasibility, who have asked the team to develop the concept further.

“We are now working on different designs of the turbines whose size, shape and orientation will be customised according to the wind velocity and frequency of trains at different stations. Once the design is approved by DMRC, turbine firms will be approached to make these turbines,” Verma says.

Metro Rail Service awaiting for commissioning - Chennai

Chennai: The second-last safety test required to be done before the commercial launch of the city’s maiden metro rail service will commence in roughly a week. M/s Arthur and D Little, a UK based firm which won the independent safety assessment (IAS) contract of CMRL (Chennai Metro Rail Limited), will pay one last visit to study the completed Koyambed-Alandur section awaiting commissioning.

Senior CMRL officials who confirmed the visit of the safety assessors told Deccan Chronicle that Arthur and D Little Ltd had already visited the coach manufacturing units at Sao Paolo in Brazil and Sri City in Tada (Andhra), besides inspecting the signals, tracks and civil infrastructure on the 10-km elevated corridor.  

“Next week's will be the last visit before certifying the corridor fit and safe to commence commercial run,” a senior CMRL officer requesting anonymity said, explaining that independent safety assessment is done by certified safety consultants who are authorised to inspect and attest the networks worldwide.

As per the contractual conditions, M/s Arthur D Little, which was awarded the IAS contract for Rs 3.5 crore in August 2012, has to complete its work before March 23, 2015. IAS certification is the last step ahead of the CMRS (Commissioner of Metro Rrail Safety) inspection. “We have already written to the CMRS. Once we receive the independent safety assessment certificate from M/s Arthur…we will invite the CMRS for final audit and approval of commercial run.

Thereafter, it is just a question of fixing the date of launch of the commercial run,” the CMRL officer added. The trains and network are designed to clock a maximum speed of 80kmph. However, the average speed would only be around 35kmph.

Speed is one of the vital aspects that would be factored in during the IAS and CMRS audit. The 10-km Koyambedu-Alandur corridor was originally scheduled to be commissioned in October, 2014.

Metro rail station work at Chennai airport completed

Chennai (MAS): The structural work on the metro rail station at the Chennai airport, the second in the country after New Delhi to have such connectivity, has been completed, and now the interior work is on, according to officials of the Chennai Metro Rail Limited (CMRL).

“We are now focussing on the installation of false ceiling and plastering, electrical and plumbing work. The sheeting work for the roof is in progress. The installation of lifts and escalators will begin soon,” said an official of the CMRL.

In the Chennai Metro Rail, built at a cost of Rs.14600 crore, the airport is the last station of corridor-II, which links the 23-km stretch from Washermanpet to the airport. Corridor-I is a 22-km stretch between the Chennai Central and St. Thomas Mount.

The station at the airport comprises a five-level terminal sprawling over 17,300 sq. m, and is built in such a way that it provides a link for commuters to new terminals of the airport. Similar to the one in New Delhi, there will be a check-in facility at the Chennai Central metro rail station for passengers to complete the procedures and board a train to the airport.
