282 SUSPCIOUS E - TICKETS OF TRAIN NO. 22956 BHUJ – BANDRA (T) KUTCH EXP. AMOUNTING TO RS. 7.19 LAKHS BLOCKED BY VIGILANCE TEAM
W. Rly’s Vigilance team o­n scrutiny of certain suspicious booking transactions in PRS system detected that the E – Tickets booked in train No. 22956 Bhuj – Bandra Terminus Kutch Express were booked using the same name of passengers o­n different days of Diwali holidays. It is also suspected that the tickets were booked by unauthorized tickets agents using dubious software.
According to a press release issued by Shri Ravinder Bhakar – Chief Public Relations Officer of Western Railway, the Vigilance team of W. Rly consisting of Shri Himanshu Kapadiya – Chief Vigilance Inspector, Shri Shaikh Mohd. Zuber – Vigilance Inspector alongwith with Shri Niraj Mehta – Dy. CTI/ADI and Shri Saji Phillip - Dy. CTI/CCM Squad detected that E-Tickets were booked in train no. 22956 – BHUJ – BDTS Kutch express o­n same name group and in same train o­n different days of Diwali holidays for the dates ranging from 1st to 13th November, 2019. Accordingly, 282 suspicious PNRs consisting of 1692 passengers and tickets amounting to Rs. 7,19,100/- were blocked by the vigilance team in PRS system.
Passengers holding E-Tickets in Train No. 22956 BHUJ-BDTS Kutch Express for the above mentioned dates are requested to check the status of their tickets and if found blocked, then they are requested to contact the Chief Reservation Supervisors of Gandhidham, Ahmedabad and Mumbai Central station during office hours and submit their proof of identity. Tickets of genuine passengers will be released and unblocked after verification with original ID and submitting photocopy at PRS office Gandhidham, Ahmedabad and Mumbai Central.

Vigilance Awareness Commences Across Indian Railways 


 The observance of Vigilance Awareness Week, 2016 commenced across Indian Railways with a Pledge taking ceremony by Officers and staff. The Central Vigilance Commission has given the theme of “Public participation in promoting integrity and eradicating Corruption” for the Vigilance Awareness Week this year. A special function was organized in the Railway Board where Shri A.K.Mital, Chairman/Railway Board administered the Pledge to a gathering of Railway staff and officers on 31st October, 2016.   Similar functions have taken place at various Zonal Railway Headquarters and other important offices of Indian Railways where the Pledge was administered by the Heads of office. The Pledge is aimed to reinforce commitment of officials towards bringing about integrity and transparency in all spheres of their activities and to fight corruption with vigour.

During this Vigilance Awareness Week, various events will be organized around the theme of anti-corruption by the field units of the Railways. There is a special focus on sensitizing the youth and to achieve this objective,af4 lectures, panel discussions, debates, discussions, plays, essay writing competitions etc. are being organized in a large number of schools and colleges by the Indian Railways.  Two “Integrity Pledges” will also be taken on-line by citizens and organisations/corporates to reinforce their commitment for incorruptible governance.

DFCCIL PUBLISHES FIRST EDITION OF VIGILANCE BULLETIN

DFCCIL has published its first edition of Vigilance Bulletin during 55th Board of Directors meeting held on 13.06.2016 at its Corporate Office in New Delhi. Sh A.K. Mital, Chairman/Railway Board and Chairman/DFCCIL unveiled the Vigilance Bulletin-2015 in the presence of Sh. Adesh Sharma, MD/DFCCIL, Sh. Anshuman Sharma, Director/PP, Sh. H. D. Gujrati, Director/OP & BD, Sh. M. K. Mittal, Director/Finance, Sh. D. S. Rana, Director/Infra and Sh. U. K. Lal, Chief Vigilance Officer. On this occasion, Sh. Ravi Mathur, Independent Director, Sh Sh akti Munshi, Independent Director and Sh Girish Pillai, Nominee Director were also present.

DFCCIL, a special purpose vehicle (SPV) is engaged in planning, Construction, operation and maintenance of the Dedicated Freight Corridors and in the first phase, the two corridors, namely Eastern Corridor from Ludhiana to Dankuni (1840 Kms) and the Western Corridor from Dadri to Jawahar Lal Nehru Port (JNPT) (1502 Kms) are being constructed. The Western Corridors is being funded by Japan International Corporation Agency (JICA), while the Eastern Corridor from Mughalsarai to Ludhiana is being funded by the World Bank.

Indian Railways is observing the Vigilance Awareness Week from 26th to 31stOctober 2015 all over its network.

Coinciding with the same, Doordarshan will be telecasting a short educational film on Railways focussing on “Vigilance o­n Indian Railways” at 04:30 pm o­n Thursday, 29th October 2015 in the show ‘Good Evening India’ on Doordarshan channel.

The film carries a message from Shri Suresh Prabhakar Prabhu, Hon’ble Minister of Railways; Shri A.K. Mital, Chairman Railway Board and the Vigilance Commission.

Railways Minister calls for Stringent Fight against Corruption, flags off ‘Vigithon’

New Delhi: Railways Minister Suresh Prabhu called for a fight against corruption at the grass-root level while flagging-off a marathon in the city to sensitise people on the issue.

‘Vigithon: A run for corruption free India’ was organised by public sector lender, Union Bank of India. “A unique way in which financial institutions like the Union Bank of India can contribute to fighting corruption, could be through the deployment of people’s savings in development sectors which in turn can lead to increased wealth-earning opportunities and generate employment for the people,” a statement quoting Prabhu said.

“Initiatives like the Vigithon can go a long way in educating the people about several instances of corruption and empowering them with the means to fight the problem,” he added.

According to Prabhu, banks should also hold initiatives to fight against corruption “which should start at the grass-root levels”.

The event by Union Bank is an attempt at bringing in all stakeholders together on a common platform to create sensitisation against corruption. Union Bank of India CMD Arun Tiwari said that “the need for increased vigilance for detecting instances of corruption and fighting against them should start from the self”.

“We also plan to organise additional editions of this event across nine Union Bank of India Field General Manager’s offices and invite officials from law enforcement agencies like the Central Bureau of Investigation and the Anti-Corruption Bureau to enlighten the staff on several issues of corruption,” he added.

The run was organised as a precursor to the ‘Vigilance Awareness Week’, which is going to be observed from tomorrow till October 31.

Vigilance awareness week is observed every year since 2000 as per the guidelines of the Central Vigilance Commission. The objective of observing it is to reaffirm one’s commitment to fight corruption and as a result enabling good governance in the country.

Several school children, common people, customers and employees of the bank participated in Vigithon.

SCR to Observe Vigilance Awareness Week – 2015
The South Central Railway will observe Vigilance Awareness Week from October 26thto October 30th, 2015, as directed by the Central Vigilance Commission, New Delhi. This week is observed to coincide with the week in which the birthday (31st October) of Sardar Vallabhai Patel falls. Sardar Patel is credited with the setting up of administrative structure of Government of India post independence. The objective of the Vigilance Awareness Week is to bring about alertness amongst the public and government employees through participative and pro-active vigilance management, to bring down the menace of corruption to zero.

The theme for the current year’s Vigilance Awareness Week observance is “Preventive Vigilance as a Tool of Good Governance”.

The Vigilance wing of SCR will organize programmes during the week to cover Zonal Headquarters, six Divisions, three major Workshops and field units to create awareness against corruption /malpractices and to bring about system improvement through use of technology.

The Week will commence o­n Monday, i.e. 26th October, 2015 with employees of all units taking a Pledge in the forenoon o­n eradication of corruption in all spheres of public life. The Pledge will be administered by Sri Ravindra Gupta, General Manager/SCR at the Zonal headquarters and by the respective heads at other offices.

A special programme has been organized o­n 26th October, 2015 afternoon in Rail Nilayam premises which shall be attended by the General Manager, Principal Heads of departments, Senior Officers, and Supervisors. Prof. (Dr.) Faizan Mustafa, Vice-Chancellor, Nalsar University of Law, Hyderabad would be the Chief Guest. Apart from delivering the keynote address, Prof. (Dr.) Mustafa would interact with the audience.

Programmes such as Quiz Contests, Skits, Presentation of case studies and Panel discussions are being organized throughout the week at Headquarters and Divisional offices. A special drive will be undertaken to generate public and staff awareness against corruption by launching campaign through posters and personal counseling by Vigilance Officials at important public and staff contact areas in the field.

With Central Vigilance Commission’s advice to the Indian Railways to additionally contribute towards ensuring a wider outreach for creating awareness o­n corruption and its effects amongst youth and students, programmes at Schools/Colleges in Secunderabad and Vijayawada are also being planned by organizing Guest lectures, Elocution and Panel discussions.

Centre to ensure Rotation in respect of all Sensitive Posts in Railways

New Delhi: Based on a complaint by a Member of Parliament Mr.Patole, to the Railway Minister Suresh Prabhakar Prabhu, demanding shifting of railway officials occupying sensitive posts in the Railway Board, Zones, Divisions and importantly in the Workshop areas for years together, the Ministry of Personnel and Training (MoPT) has passed on instructions to all the government departments to ensure rotation in respect of all sensitive posts as immediately as possible.

Patole said that in a meeting held by Cabinet Secretary last month with senior officers of all ministries on mechanisms to adopt to ensure probity among government servants, it was emphasized that rotation needed to be carried out in respect of sensitive and non-sensitive posts and screening of officers. “All ministries have been directed to look into the matter and send inputs to vigilance section at the earliest. These details are also to be made part of the monthly DO letter to be sent to secretaries concerned,” said Patole.

Patole in his complaint had said that though Prabhu was making all out efforts to bring railways back on track, officials and their secretaries sitting on the same posts in commercial and vigilance departments for more than 15-20 years were creating hurdles in the process. There is already a Railway Board circular issued on February 18, 2009, about rotation of officials working in sensitive posts. The circular clearly states that based on Central Vigilance Commission (CVC) directives, officials manning sensitive posts should be rotated every two-three years to avoid developing vested interests.

Patole said as per the communication received from Prabhu’s office, any violation in this regard was required to be intimated to the Adviser (Vigilance) and CVO of the ministry of railways for remedial action. The matter was discussed by the full board and it was decided that tenure of officials on sensitive posts should continue to be four years. Despite that, Patole received a list of over 150 officials, secretaries, directors and personal secretaries posted in the Railway Board itself for more than 20 years in the same office.

In Nagpur division of South East Central Railway (SECR) and Central Railway, there were many officials and subordinates in sensitive posts for years together. Patole said rotational transfers were not being implemented and had urged Prabhu to do the needful.

It was also brought out that in locations like Kharagpur Workshop (Wagon Shop) etc., where iron scrap material is abundantly dumped by Railways, it was an established fact that a RPF Inspector is in continuous loot of the iron material rendered scrap who is also in connivance with the local goons. Surprisingly it is also learnt that his monthly illegal earnings are reportedly to be more than Rs.15-20 Lakhs on an average from the illegal theft of scrap material from the Kharagpur Workshop (Wagon Shop). However the concerned officials are not even bothered atleast to save the revenues of Railways, particularly when the Railway Minister himself is struggling hard to raise enough funds for modernisation of Indian Railways.  Can such loopholes/incidents be considered as the acts of responsible Railway servants sufficiently involved in derailing/thwarting the process of Railway Minister’s efforts by rendering the IR bankrupt in their respective jurisdictions?

The MP is highly particular on such culprits who are actually derailing the Railways and pushing the system bankrupt further.

MoUD to chalk-out Guidelines for deciding Metro fare

The Union Ministry of Urban Development (MoUD) has decided to come up with clear guidelines for the Fare Fixation Committee (FFC). It has set up a committee to decide the functioning and what factors would be considered while recommending fares.

Also, MoUD has sent a fresh list containing names of five retired judges for selection of chairman of Delhi Metro Fare Fixation Committee, after five earlier proposals were rejected by the Appointments Committee of Cabinet (ACC).

A fresh list has been sent to the Department of Personnel & Training (DoPT) for obtaining the approval of ACC, sources in the Urban Development Ministry said.

The list consists of names of Justice (retd) M L Mehta of Delhi High Court, and four retired judges of Allahabad HC – Justice Satish Chandra, Justice Virendra Vikram Singh, Justice Ashok Srivastava, and Justice Rajes Kumar.

After the rejection of earlier five panels, this time the Urban Development Ministry has sent the maximum names of five retired judges after procuring the list from the LawMinistry, the sources said.

The Appointments Committee of Cabinet, headed by Prime Minister Narendra Modi, had declined the last proposal with names of three retired judges in February 24 this year, with direction to bring a fresh list for selection of chairperson and two members of Fare Fixation Committee.

Names of an Additional Secretary of the Urban Development Ministry and the Principal Secretary (Finance/Vigilance) of Delhi Government have been suggested as the committee members.

The Ministry had sent the first panel with the name of one retired judge in December 18, 2012, which was declined in February 7, 2013. Another proposal was sent in March 21, 2013, and was rejected in April 26 that year. The third proposal was sent to DoPT in October 31, 2013 and rejected on December 11. The ACC rejected the fourth proposal on March 26, 2014.

Fares of Delhi Metro were last revised in 2009 when the minimum fare was raised from Rs 6 to Rs 8 and the maximum from Rs 22 to Rs 30.

Since then there has been a significant increase in input cost including 94 per cent rise in power tariff. In the past three years, Delhi Metro Rail Corporation has made several requests to the Urban Development Ministry for constitution of FFC for raising fares.

Delhi Metro can revise its fares only on recommendation of the three-member Fare Fixation Committee constituted by the central government from time to time.
