Jawahar Lal Nehru Port Trust (JNPT) Approves Rebate For Containers Moved by Rail TO ICD Mulund 

JNPT Board has approved waiver of Rs. 728/- per container towards handling charges for all containers moved by rail to and from Inland Container Depot, Mulund on CONCOR rakes to be placed at JNPCT. ICD Mulund is strategically located & accessible by road & rail to the catchment area around Mumbai. 

Similar waiver has been granted to 3 Container Freight Staions- Navkar, CWC and DRT on Exim containers which have either arrived through dedicated rakes or moved out through dedicated rakes placed on JNPCT lines. This initiative has been taken to encourage trade to shift to rail mode. This will be a win-win situation for all stakeholders and the local people, as this will decongest the roads & reduce pollution around the Port’s vicinity.

Mega System Contract Awarded on Eastern Corridor of Indian Railways

One of the flagship projects of Indian Railways namely Dedicated Freight Corridor continues to maintain implementation tempo. The Nodal PSU of Indian Railways entrusted with the implementation of this project namely Dedicated Freight Corridor Corporation of India Limited (DFCCIL) achieved yet another milestone by successfully awarding the System Contract for Bhaupur (Kanpur) - Khurja Section of Eastern Dedicated Freight Corridor (EDFC) Phase- I to AIL-ATSA JV. This section has a 343 kms. (Double Track) length. This contract has been awarded on Design Build lump sum basis at a cost of about Rs.1497 crore. The work involves Design and Construction of Electrification, Signalling, Telecommunication, Buildings and other associated works. The contract has been awarded through International Competitive Bidding Process. The work is funded by World Bank. 

The Electrification work includes Traction Power Supply, Over Head Equipment (OHE) and state of art SCADA for 2X25 kV System. The Signalling and Telecommunication work includes Automatic Signalling, Electronic Interlocking, Train Detection using Multi Section Digital Axle Counters (MSDAC), Train Management System, OFC based communication system, GSM-R based Mobile Train Radio Communication etc. The Building work includes Station Buildings, Operation Control Centre (OCC), Maintenance Depots and Residential Quarters. The Bhaupur-Khurja Section will have 10 stations at a spacing of 35-40 Kms of which 4 are Junction Stations connecting to Indian Railways for exchange of freight traffic. The system shall be designed to carry long Haul (1500 M.) Freight trains of 13000 tons at a maximum speed of 100 kmph and will improve the present average speed of 25 kmph on Indian Railway to 65 kmph. The contract for Civil Work is already awarded and the construction work is progressing at a fast pace. The complete Bhaupur – Khurja section is planned for opening during 2018. 

DFCCIL, a Special Purpose Vehicle (SPV) is engaged in planning, construction, operation and maintenance of the dedicated freight corridors and in the first phase, the two corridors, namely, Eastern Corridor from Ludhiana to Dankuni (1840 kms) and the Western Corridor from Dadri to Jawaharlal Nehru Port (JNPT) (1502 kms) are being constructed. The entire Western Corridor is being funded by Japan International Cooperation Agency (JICA), while the Eastern Corridor from Mughalsarai to Ludhiana is being funded by the World Bank.

Tata Projects Ltd receives formal Letter to start Works on 300 Km Western DFC project

Mumbai: Tata Projects-led consortium has bagged the contract for two phases of Dedicated Freight Corridor (Western Region) for a stretch of 300 km beating others in a competitive bidding. The company has received the final letter from the government to start the work on the project.

The project would help India to have an infrastructure to run rail freight at more than 100 km per hour with 32.5 tonne axle load capacity of the tracks. This is on par with the best in the US, Russia and China. At present, the freight runs on passenger tracks with axle load bearing capacity of 22.5 tonnes.

The western dedicated freight corridor is a 1,600 km stretch that the government has planned to allocate through competitive bidding. In the first phase, L&T had won another around 400 km stretch in 2013. The entire DFCCIL (Western) runs from Dadri in Haryana to JNPT in Maharashtra.

“We defeated another consortium partners including Soritz and L&T. The target completion and start work date would be decided in due course,” said a senior company official.

Japan International Cooperation Agency would fund the Rs 3,000 crore project, the official added. Prior to winning the stretch in the western corridor, Tata Projects had won a 350 km, Rs 5,500 crore stretch in the Eastern Freight Corridor, which the company is building jointly with Spanish construction giant Aldesa.

The entire eastern project is around 1,839 km long and runs from Dhankuni in West Bengal to Ludhiana in Punjab. The company has started work and expects to complete it by 2016 for trial runs. The commissioning would take place by end 2017.

The official said the project would help to take over the heavy burden of freight from the passenger rail tracks and roads. At present, around 60 per cent of the freight traffic moves on golden quadrilateral, which would definitely get de-clogged.

The existing trunk routes of Howrah-Delhi on the Eastern Corridor and Mumbai-Delhi on the Western Corridor are highly saturated. The line capacity utilisation varies between 115 per cent and 150 per cent.

Dedicated Freight Corridor Corporation of India was incorporated under Companies Act in October 2006 to take on projects approved for a cost of Rs 28,181 crore.

Construction of High Speed Dedicated Freight Corridors on Railways 

The Ministry of Railways has sanctioned implementation of Eastern Dedicated Freight Corridor (EDFC) and Western Dedicated Freight Corridor (WDFC) with freight train speeds of maximum 100 Kmph. 

Alignment for both WDFC & EDFC has been finalized. WDFC starts from Jawaharlal Nehru Port Trust (JNPT), Mumbai and passes through the States of Maharashtra, Gujarat, Rajasthan, Haryana, and terminate at Dadri in Uttar Pradesh. The total length of the Western DFC is about 1500 Kms. 

The Eastern Freight Corridor, starts from Sahnewal near Ludhiana in Punjab and passes through the States of Haryana, Uttar Pradesh, Bihar, Jharkhand and terminate at Dankuni in West Bengal, total length being 1856 Kms. 

As regards land acquisition, award of 20 F (Compensation Award) under Railway Amendment Act 2008, for 80% of land has been completed. Civil Contracts of about 1100 km and System Contract of 945 km have been finalized. Civil works are progressing in Khurja-Kanpur, Mughalsarai-Sonnagar Section of EDFC and in Rewari-Palanpur Section of WDFC. 

Excluding Sonnagar –Dankuni Section of EDFC, WDFC and EDFC is targeted to be completed in December 2019. Project implementation schedule, timelines have been drawn up and are being monitored on regular basis.

Apart from EDFC & WDFC, Preliminary Engineering Cum Traffic Surveys (PETS) have been taken up for the following DFCs:- 

• East-West Corridor (Kolkata-Mumbai) - It will traverse through the States of West Bengal, Jharkhand, Odisha, Chhattisgarh and Maharashtra. 

• North-South Corridor (Delhi-Chennai): - It will traverse through the States of Haryana, Uttar Pradesh, Rajasthan, Madhya Pradesh, Maharashtra, Andhra Pradesh and Tamil Nadu. 

• East Coast Corridor (Kharagpur-Vijaywada): - It will traverse through the States of West Bengal, Odisha and Andhra Pradesh. 

• Southern Corridor (Chennai-Goa): - It will traverse through the States of Tamil Nadu, Andhra Pradesh, Karnataka and Goa. 

This information was given by the Minister of State for Railways Shri Manoj Sinha in written reply to a question in Lok Sabha today.
