A Safety seminar was organized by Signal and Telecommunication Training School, South Central Railway as part of Sanraksha Shivir program at Moula-Ali today i.e. 25th January 2017. Shri M.S.Mahaboob Ali, Chief Signal & Telecommunications Engineer, South Central Railway participated as the Chief Guest in the concluding session of the daylong Seminar.


Speaking o­n the occasion, Shri Mahaboob Ali said that safety should be accorded first priority and the Technical Staff who underwent training at this school should implement all the safety procedures without fail. The participants who underwent training should continue to give o­n Job Training to the field staff in the cadres also to make them perfect in maintaining the systems. He advised the participants to follow the safety procedures while working. Further he advised the participants to follow the prescribed rules and regulations without exceptions while attending Signal failures. Shri M.S.Mahaboob Ali said that equipment maintenance should be taken care to avoid signal failures.

Meritorious awards were distributed to the trainees of refresher course candidates by the Chief Guest.

Railway stations in India get world-class Japanese signalling system

To ensure safety and better coordination of Indian Railways train movements, the stations are being upgraded with world class signalling technology.

India has one of the world’s largest railway networks with over seven thousand stations. To ensure safety and better coordination of train movements, the stations are being upgraded with world class signalling technology.

On May 18, the TVM Signalling and Transportation Systems Private Limited (TSTS), a subsidiary company of Kyosan, Japan inaugurated K5BMC (Kyosan) Electronic interlocking System at Nagasamudram railway station in Andhra Pradesh.

Senior railway officials and company representatives of TSTS and Kyosan India were present on the occasion. Kyosan is excited about providing world-class technology to Indian railways.
“Next year is Kyosan Japan’s 100th anniversary. We are very keen to contribute to Indian railways for its rapid progress,” said Managing Director Kyosan India Pvt. Ltd., Heita Takeyama.
“The Kyosan technology, I found very compact, easily maintainable and the fault diagnosis is very systematic from system level to card level, card level to component level and compact level to various instructions which are very easily understandable and our ESMs are very easy to maintain the system,” said Chief Signal and Telecom Engineer South West Railway, India, Elavarasan M.
TSTS provides indoor and outdoor interlocking systems for small and major stations. Since it began operations some five years ago, the company has completed more than 265 stations commissioning.
The company’s interlocking system is based on proven EI system K5BMC from Kyosan Electric Manufacturing Company, Japan. Its I/O controller can be used as object controller and hence, thus minimizing use of copper cables.
The electronic interlocking system has reduced complexity of the system and brought in cost effectiveness and components’ reuse.

A jumbo block will be taken from 23.30 hrs to 02.30 hrs on Up Through line and from 01.20 hrs to 04.20 hrs on Dn Through line (i.e. fast line) between Virar and Vasai Road stations during the mid-night of Saturday, 19th December, 2015 and Sunday, 20th December, 2015 for maintenance of track, signaling and overhead equipments. During the block, some Mail/Express trains may be delayed by 10 to 15 minutes.

Therefore, there will not be any day block o­n this Sunday i.e. 20th December, 2015 on Western Railway’s suburban section.

Detailed information to this effect is available with concerned Station Masters. Passengers are requested to take note of the above arrangements.

Hitachi signs Two Contracts with DFCCIL for Signal & Telecommunication Works in India

New Delhi: A four-company consortium formed by Hitachi, Ltd. (“Hitachi”, Head Office: Tokyo, Japan, President and COO: Toshiaki Higashihara), Mitsui & Co., Ltd. (“Mitsui”, Head Office: Tokyo, Japan, President and CEO: Tatsuo Yasunaga), Hitachi India Pvt. Ltd. (“Hitachi India”, Head Office: Delhi, India, Managing Director: Kojin Nakakita), a Hitachi subsidiary functioning as the headquarters for Hitachi group companies in India, and a leading company in the rolling stock manufacturing and heavy engineering business in India, has won a contract from the Dedicated Freight Corridor Corporation of India Ltd. (DFCCIL) for the supply and installation of signalling and telecommunications systems along part of a dedicated freight corridor traversing India’s biggest industrial cluster between Delhi and Mumbai. The sector covered by the contract (“Package 5”), which is worth a total of approximately ¥28.0 billion (approximately INR 1,800 crore), will cover the 915 km distance between Rewari in the State of Haryana and Vadodara in the State of Gujarat.
In addition, a three-company consortium consisting of Hitachi, Mitsui and Hitachi India has won a contract worth approximately ¥11.0 billion (approximately INR 610 crore) to supply and install an automatic train control system along a 1,337 km section from Rewari in Haryana State to JNPT (Mumbai) in Maharashtra State (“Package 5A”).
These two orders are the biggest ever placed in India for Japanese signalling and telecommunications works.
The projects cover the Western Corridor (Delhi-Mumbai), which is part of the Dedicated Freight Corridor (“DFC”) project, and will link the four major cities—Delhi, Mumbai, Chennai, and Kolkata—of India’s “Golden Quadrilateral”. The purpose of the projects is to meet demand for domestic freight transportation resulting from India’s rapid economic growth over the past few years. The Indian government has been forming the projects with cooperation from Japan. For example, the Japan International Cooperation Agency (JICA) has been providing assistance for preparatory surveys and verification trials. The Japanese government is also providing yen loans under the Special Terms for Economic Partnership (STEP) on condition that Japanese technology is used.
As consortium leader for Package 5, Hitachi will manufacture key equipment for the signalling system. Mitsui will provide overall coordination with DFCCIL and related agencies in Japan and India. Hitachi India will procure and supply locally made products.
Signalling and telecommunications equipment supplied to DFCCIL under Package 5 will include a train monitoring and diagnostic system that will provide centralized monitoring of each train’s position on the track, electronic interlocking equipment to ensure the safe operation of trains by controlling signal lights and points, level crossing warning systems designed to activate automatically when a train is approaching, and a telecommunications system to link all of these systems. Designed to conform to the technical standards of Indian Railways, all of this equipment has been used extensively in Japan. Package 5 will contribute to the creation of a safe and modern logistics infrastructure system in India.
As consortium leader for Package 5A, Hitachi will manufacture key equipment for the automatic train control system. Mitsui will provide overall coordination with DFCCIL and related agencies in Japan and India. Hitachi India will procure and supply locally made products and carry out installation work.
Automatic train control system (also called train protection and warning system in India) to be supplied to DFCCIL under Package 5A will be based on the European Train Control System (ETCS) standard. To avoid collisions, rail vehicle brakes are automatically applied based on signals transmitted from the ground device to the trains. The ETCS standard was developed as an inter-city train control system and supports interoperability across national borders in Europe. Installation of the ETCS is mandatory in Europe under an EU Directive, and is also used in other countries outside the EU.
These two projects will result in the creation of train operating systems with the same levels of safety and efficiency as systems in Japan.
A key advantage for Hitachi is its ability to offer one-stop railway solutions covering all aspects from rolling stock systems to signal systems. It was the first Japanese manufacturer to meet the ETCS standard and to acquire TSI*1, which indicates conformance to the ETCS standard, and has developed ETCS-compliant signalling products. In addition to the main-line signalling systems covered by these orders, Hitachi has also supplied signalling systems for urban transportation networks in China and Singapore. It has also been selected to supply signalling equipment, including centralized train monitoring systems and electronic interlocking systems, for use on main rail lines in Vietnam and Myanmar.
In August 2015 Mitsui, Ircon International Limited, a company affiliated with the Indian Ministry of Railways, and Tata Projects Limited, a construction contractor in the Tata Group, jointly won a contract for track-laying and civil engineering work on two continuous sectors totalling 320 km between Vaitarana, in the State of Maharashtra, and Vadodara, in the State of Gujarat. The contracts for Package 5 and Package 5A follow on from this success.
Hitachi India, in collaboration with Rail Systems Company of Hitachi, provides solutions for subways, monorails and other urban transportation systems in India and other south Asian countries, as well as solutions for systems mainly related to rolling stock and signalling for Indian Railways.
Hitachi and Mitsui will continue to work on these projects, which symbolize government-level cooperation between Japan and India. The two companies will also continue to contribute to further economic development of India by helping to meet anticipated growth in the demand for core infrastructure by playing an active role in urban transportation and inter-city high-speed rail projects, and through the introduction of advanced Japanese railway technology.
*1 TSI (Technical Specification for Interoperability): This is a set of technical requirements for train interoperability on inter-city lines. Signalling equipment must conform to European safety standards and the ETCS standard.

Chinese telecoms giant ZTE is planning to bring smart rail solutions to the South African market.

The plans, which were first announced in July, were confirmed by Yang Jun, ZTE Enterprise Business VP for international sales and marketing, last week in an interview with ITWeb.

According to Jun, ZTE, together with a number of its Chinese partners, will invest billions of rands to modernise SA’s rail infrastructure.

un was in SA attending the Forum on China-Africa Co-Operation (FOCAC) Summit. Established in 2000, FOCAC aims to promote bilateral ties and co-operation between China and Africa through dialogue.

“ZTE and its partners are set to invest in the South African rail system. The bulk of the finance will be provided by different Chinese companies and ZTE will mostly be making its investment in the ICT part of the project,” said Jun.

According to Jun, ZTE has not engaged the South African government on the deal, but it is reaching out through its local partners.

He revealed the company last week signed a contract with EOH to bring smart rail solutions to SA. “We co-operate with many local companies to deliver solutions. We have no intention to engage directly with the government, but we work behind our local partners to get the relationships with the South African government.”

ZTE’s iRail solution features include broadband communication, providing rail systems with broadband communication networks based on LTE for rail, and 100G optic network technologies. It also uses cloud computation architectures as rail transportation information platforms, integrating the existing applications, deploying virtual desktops, unified communication, and new applications.

In October, EOH announced the acquisition of Mehleketo, a local provider of rail automation and technology solutions, for an undisclosed amount. It is one of the top rail signalling and communications engineering and systems integration solutions providers in SA, and has a number of long-term projects as well as maintenance and support contracts with the major operators in the country.

SA has an expansive railway network, but the technology being used in the country is old, dating back maybe 25 years, Jun said.

“The speed of the trains is also very slow, the efficiency is low, and the system experiences a lot of problems. ZTE wants to deliver digital technology in SA’s railways so that they become smart,” he pointed out.

In China, Jun said, most railways have been developed into high-speed railways with speeds of more than 200 kilometres per hour. “We do not want to reach the same speeds in SA, but I think we can reach between 150km to 180km per hour.”

There are a lot of Chinese telecoms companies entering the South African market and Jun said these companies, through the Chinese government’s intervention, are working together in SA as in all the other foreign companies in which they operate. He pointed to China’s Silk Road Initiative as the biggest factor binding these companies in foreign territories.

The Silk Road Initiative is the major project for Chinese president Xi Jinping. On every state visit and within every diplomatic forum, he has promoted his idea of: “One Belt, One Road”. Beijing wants to create China-centred infrastructure networks in order to expand its own economic and political influence in Eurasia and Africa.

“That means we will co-operate with all the Chinese companies that are operating here, even if they are our competitors,” Jun concluded.

Allahabad: Indian Railways will switch over to Modified Automatic Signalling System to ensure safety of passengers and prevent accidents during foggy conditions of winter. Under the system, train speed is moderated according to the visibility. The signaling system too is being changed for optimum movement of trains in foggy conditions.

Loco pilots and assistant loco pilots driving the trains are being trained and counselled regularly about the various aspects of this signaling mode. Moreover, retro-reflective stickers are being placed on OHE (Over Head Equipments ) poles ahead of railway signals so that drivers get prior information about the approaching signal.

Indian Railways use two types of signaling – absolute and automatic. The modified automatic signalling system is midway between the two. The principle of the absolute block system is to ensure safe operation by preventing more than one train from occupying a defined section of route at the same time. This system is used on double or multiple lines where use of each line is assigned to a direction of travel.

The automatic signalling system takes care of the movement of about three to four trains one after another between two stations. As a result, number of trains between the stations is increased and punctuality is maintained.

However, in the modified automatic signalling system, operational during foggy conditions, movement of about two trains is undertaken between two stations. Though the measure results in delayed movement of trains it reduces likelihood of a mishap due to poor visibility.

To change the signalling system, a fog switch is available on station master’s panel. The station master can change the signalling system in accordance with the foggy weather conditions and interact with the receiving station. The fog switches for the up and down line are separate.

In addition to this, in automatic signalling territories, all modified semi-automatic signal posts have been provided with white and blue bands of retro reflective tapes as specified for modified semi-automatic signals.

Chief public relations officer of North Central Railway Bijay Kumar said “To meet foggy conditions in the winter season, senior divisional operating manager has been given the authority to ply trains under the Modified Signalling System. Safety of passengers is paramount and therefore trains are being plied under Modified Signalling system in the automatic sections during the foggy weather.”

The Signal and Telecommunication Training Centre (STTC), Moula-Ali, Hyderabad celebrated its 11th Annual Day o­n 25th November, 2015. Shri K.S.Krishna Kumar, Additional Member (Telecom), Railway Board, New Delhi was the Chief Guest at the function, while Shri M. S. Mahboob Ali, Chief Signal and Telecommunications Engineer was the Guest of Honour, and Shri D. Venkatachalam, Chief Signal Engineer presided over the function. Senior Railway Officials, SCR, Faculty and Trainees, STTC were also present.
         
Shri K.S.Krishna Kumar after lighting the ceremonial lamp to mark the inauguration, addressing the gathering, he highlighted the fact that the process of train operations depends o­n signalling system. “Safety is foremost while working o­n Signalling & Telecommunication system in Railways”.  He laid emphasises on acquiring knowledge o­n technical assets extensively at all the levels. He called upon the trainees to acquire command over technical expertise and make use of training gained. He lauded the STTC for imparting hands o­n training to the trainees undergoing different courses. He congratulated all the trainees for completing their courses successfully.
         
Earlier speaking o­n the occasion, Shri M.S.Mahboob Ali, stressed trainees to acquire quality knowledge while undergoing training and the appreciated the methods adopted by STTC in providing training through E-Learning, Labs etc. 

Shri D.Venkatachalam presented the annual report of the institute. He stated that the training centre is developing steadily in imparting training. He called upon trainees to improve the culture of good working and to avoid short cuts. He stressed to be more practical oriented than only depending o­n theoretical knowledge.

Shri U. Sampath Kumar, Principal, STTC in his welcome address detailed various methods adopted during imparting training in the centre.

Indian Railways is developing a backup for signalling system to prevent disruption train services as happened at Itarsi railway station in Madhya Pradesh a few month ago.

A fire at the signal cabin of the Itarsi railway station on June 17 disrupted train services for a month, and around 1,000 trains were affected.

Speaking at a seminar on “Capacity and Safety Enhancement with Modern Signalling” SR general manager Vashishta Johri said on the sidelines of a seminar organised by the Institute of Railway Signal and Telecommunication Engineers (IRSTE) here on Friday that such incidents will have huge impact on smooth operations of Railways.

Director General of Research Design and Standards Organisation (RDSO) P K Srivastava said: “We are working on a system that will offer a backup for the entire train movement operation at a railway station. The system will be designed in such a way that it may be easy to transfer data to a laptop or a similar equipment and allow trains to pass through.”

Srivastava said, “The aim is to ensure that at least 90% of the trains are operated when a signal cabin is disabled. The backup will be ready in a month and will be implemented at all stations.”

TVM Signalling and Transportation Systems Pvt Ltd managing director Gopalakrishnan P said, “There are backups system for each functions like signals, electrical interlocking, panels, power supply and others at stations. But there is no backup for the entire train operations at a railway station. We are trying to develop and install one such system.”

Srivastava said that there was immense pressure on railways to enhance line capacity using the existing infrastructure. “It is not easy to add a third line. So we have to improve and modernise signal systems to ensure that more trains can be operated in a safe manner within the existing infrastructure.”

He also said the automatic safety systems like train protection and warning system were important for railways. “We are striving to add capacity to the existing line by modernising the signals. So we need better and modern safety system. We are developing Train Collision Avoidance System (TCAS) which has features of train protection and warning system also to ensure that technology would have a supervisory role on the loco pilots who drive trains,” he added.

Southern Railway general manager Vashishta Johri said the zone had a modernised signalling system. “The zone has ensured that there was a substantial reduction in failures. The staff need to be guided and coached to improve maintenance,” he added.

Safety Audit begins in Dindigul-Tiruchi section

Railway officials say it’s a route inspection to ensure passenger safety

Dindigul (DG): A special safety audit team from Southern Railway, Chennai, led by Chief Safety Officer John Thomas, checked safety aspects in major stations and level crossings in Dindigul-Tiruchi section on Wednesday.

Talking to press persons before commencing the work at Dindigul railway station, Mr. Thomas said that the main purpose of the inspection was to ensure safety of passengers.

Safety audits were being conducted regularly by a multi-disciplinary team of railway officers to ensure implementation of all rules and guidelines for safe operation of trains.

“We will inspect stations, bridges, level crossings, signal cabins, accident relief trains, pit lines, running rooms, loco sheds, points and crossings and derailment-prone sections. Such periodical inspections served as an important tool to evaluate safety performance and to identify system failures and general shortcomings,” he added.

The railway officials said that the safety audit team would submit its report to the zonal railways which, in turn, would forward it to the Railway Board.

These reports would help the Board issue necessary safety instructions when required.

Later, the team inspected the signal cabin and asked the officials what their requirements were and whether they used advanced electronic tracking system provided to Dindigul railway station.

They also inquired about additional signal system on formation of additional tracks on platform 1 which is under construction.Railway Station Manager K. Mariappan accompanied the team. The team completed its inspection up to Manaparai in the evening.

Earlier, the team had a meeting with Divisional Railway Manager Sunil Kumar Garg, and other officers at Madurai divisional office. Senior officers from Safety, Engineering, Traffic and Signal and Telecommunications wings were the other members of the audit team.

On Tuesday evening, the team had inspected Madurai-Dindigul section, including Kodai Road and Ambathurai stations.

New Delhi: One of the flagship projects of Indian Railways namely Dedicated Freight Corridor continues to maintain implementation tempo. The Nodal PSU of Indian Railways entrusted with the implementation of this project namely Dedicated Freight Corridor Corporation of India Limited (DFCCIL) achieved yet another milestone by successfully awarding the System Contract for Bhaupur (Kanpur) – Khurja Section of Eastern Dedicated Freight Corridor (EDFC) Phase- I to AIL-ATSA JV.

This section has a 343 kms. (Double Track) length. This contract has been awarded on Design Build lump sum basis at a cost of about Rs.1497 crore. The work involves Design and Construction of Electrification, Signalling, Telecommunication, Buildings and other associated works. The contract has been awarded through International Competitive Bidding Process. The work is funded by World Bank.

For Electrification, Signalling, Telecommunications & related works for a railways project ALSTOM India announced that the proposed Joint venture (JV) of ALSTOM India (AIL) and Alstom Transport S.A. (ATSA) has been issued a Letter of Acceptance (LoA) by Dedicated Freight Corridor Corporation of India (DFCCIL) for Design, Construction, Supply, Testing and Commissioning of 2X25kv AC 50 Hz Electrification, Signalling, and Telecommunication and Associated Works of Double Track Railways Lines Under Construction on a Design Build Lump Sum Basis for Bhaupur-Khurja Section of Eastern Dedicated Freight Corridor (System Works Contract Package -104) for an accepted contract amount of approximately Rs. 1,497 (One thousand four hundred ninety seven) crore (INR 14.97 Billion).

The Electrification work includes Traction Power Supply, Over Head Equipment (OHE) and state of art SCADA for 2X25 kV System. The Signalling and Telecommunication work includes Automatic Signalling, Electronic Interlocking, Train Detection using Multi Section Digital Axle Counters (MSDAC), Train Management System, OFC based communication system, GSM-R based Mobile Train Radio Communication etc. The Building work includes Station Buildings, Operation Control Centre (OCC), Maintenance Depots and Residential Quarters. The Bhaupur-Khurja Section will have 10 stations at a spacing of 35-40 Kms of which 4 are Junction Stations connecting to Indian Railways for exchange of freight traffic. The system shall be designed to carry long Haul (1500 M.) Freight trains of 13000 tons at a maximum speed of 100 kmph and will improve the present average speed of 25 kmph on Indian Railway to 65 kmph. The contract for Civil Work is already awarded and the construction work is progressing at a fast pace. The complete Bhaupur–Khurja section is planned for opening during 2018.

Further the Company has informed that, AIL had completed the sale and transfer of its transportation systems undertaking (Transport Undertaking) to ALSTOM Transport India (ATIL), as a going concern on a ‘slump sale’ basis on 31 March 2014. Before the sale and transfer of the Transport Undertaking, AIL and ATSA had participated in the bidding process in February 2013 against which the aforesaid LoA has been issued by DFCCIL. Pursuant to the said LoA, AIL and ATSA shall incorporate a Special Purpose Company (SPC) for the purpose of executing the aforesaid project. The role of AIL in such SPC shall be limited only to equity participation not exceeding 5% (not exceeding Rs 8 crore).

DFCCIL, a Special Purpose Vehicle (SPV) is engaged in planning, construction, operation and maintenance of the dedicated freight corridors and in the first phase, the two corridors, namely, Eastern Corridor from Ludhiana to Dankuni (1840 kms) and the Western Corridor from Dadri to Jawaharlal Nehru Port (JNPT) (1502 kms) are being constructed. The entire Western Corridor is being funded by Japan International Cooperation Agency (JICA), while the Eastern Corridor from Mughalsarai to Ludhiana is being funded by the World Bank.

New Delhi: A major fire that destroyed the route relay interlocking (RRI) cabin at Itarsi railway station on could have been avoided if a smoke detector been installed, railway officials said.

The railways is likely to incur a loss of more than Rs 1,000 crore until the signalling system is restored by July 22, an official, who spoke on condition of anonymity because he was not authorised to discuss the matter with the media, told.

“This is an estimated loss. It could either go up or come down.” The movement of trains was badly affected in Bhopal division of West Central Railway after signalling system collapsed following a fire in RRI cabin of the station – one of the biggest railway junctions in the country.

The movement more than 180 trains to major cities of the country via Itarsi, about 90km from Bhopal have been hit hard since the June 17 fire that completely destroyed the signalling system, The signalling system since the fire was being handled manually, officials said.

On Thursday, a near mishap was averted when a train was diverted to platform number 6 which had an open-end line instead of platform number 4, they said.

RRI cabin officials and several other employees and officials of Signalling and Telecommunication (S&T) manning the system confirmed that there was no smoke detector in the cabin. “Had a smoke detector been installed in the room, it would have sounded an alert and the fire could have been doused before it damaged the entire system,” said a senior officer from SNT department of Bhopal rail division, requesting anonymity.

The damage could have been avoided if the Railways authorities had installed a smoke detector at the RRI. The authorities never bothered to install it in the last 34 years since the RRI was set up in 1981, some of them said.

Commissioner of Railway safety Chetan Bakshi said it was an incident which could have taken place anywhere. “Such incidents could be avoided with certain measures. If a smoke detector was not installed at the time of construction of the RRI it can be installed any time,” he said.

DRM/Bhopal Alok Kumar, who has been camping in Itarsi and monitoring the restoration work denied that there was any negligence on the railways part, saying the signalling system was being replaced with a new one and more than 95% of the wiring work had been completed.

“We will restore the entire system by July 22. For the new RRI, we have to develop 30 new turnouts (points). Officials are working on a war footing to restore the signalling system,” he said.

Hyderabad: L&T Hyderabad Metro Rail Limited has begun test runs on a small stretch from its Uppal depot to Secunderabad section.  Hyderabad Metro Rail carried out its first alignment, track, signalling and communication tests on the bridge outside the Nagole depot, all the way up to the Survey of India station on Thursday.

Incidentally, people were not aware that the authorities had planned the tests on Thursday. When residents of neighbouring buildings realised that the Metro officials were conducting the track tests, they ran for their terraces and balconies to have a look.

The three coaches, branded with advertisements, however, operated on a half-a-km stretch. A senior engineer said, “We need to test all the components in the train, including air-conditioning, signalling, track and alignment issues. These need to be checked and also verified whether they are synchronising with each other. These are routine tests and many more such tests will be conducted.”

The concessionaire L&T expects to commission first stretch of 8 km of the 72-km elevated metro project by March 2015. Once the trial runs are completed, it will take up detailed tests of the rail network.

The Rs. 16,000-crore project seeks to decongest three dense corridors in the twin cities of Hyderabad and Secunderabad. The work on various stretches is now underway, including construction of depots and metro stations in the phase one of the project.

The metro bridge from Nagole depot to Uppal now has electric current and hence is a high-security zone. The tests require extreme caution as any variation needs to be reported and verified.
