WESTERN RAILWAY TO RUN 1000 SPECIAL SUBURBAN SERVICES INCLUDING 10 LADIES SPECIALS & 12 AC SUBURBAN SERVICES W.E.F. 1st NOVEMBER, 2020

Currently 704 special suburban services are being operated by Western Railway for Essential Services Staff as notified by Govt. of Maharashtra. In order to maintain social distancing and to avoid overcrowding, Western Railway has taken the decision to increase the number of daily Special Suburban services from 704 to 1000 with effect from Sunday, 1st November, 2020 by adding 296 additional services including 4 more Ladies Specials and 2 more AC Special Suburban services. With the additional services the total no. of Ladies Special will be 10 services and that of AC Special Suburban services will be 12.

According to a press release issued by Shri Sumit Thakur – Chief Public Relations Officer of Western Railway, out of the increased 296 services, 76 services during morning peak hours & 51 services during evening peak hours have been increased for the convenience of commuters.Shri Thakur stated that the increased 296 services also includes 4 more Ladies Special services [4 Slow services - 1 in UP direction between Borivali- Churchgate (07.40 hrs - 08.47 hrs), 1 in UP direction between Bhayandar- Churchgate (09.06 hrs - 10.30 hrs), 1 in UP direction between Vasai Road- Churchgate (10.04 hrs - 11.30 hrs) and 1 in DOWN direction between Churchgate -Borivali (17.39 hrs - 18.48 hrs)].

Out of the total 296 increased services, 65 services increased in Andheri - Virar sector, 43 services increased in Virar - Borivali sector, 42 services increased in Churchgate - Goregaon sector, 42 services increased in Borivali - Churchgate sector, 38 services increased in Dadar - Virar sector, 38 services increased in Churchgate - Bhayandar sector, 20 services increased in Churchgate - Andheri sector, 17 services increased in Vasai Road - Churchgate sector, 15 services increased in Bandra - Virar sector, 11 services increased in Andheri - Bhayandar sector, 8 services each increased in Andheri - Vasai Road & Churchgate - Bandra sectors, 6 services each increased in Andheri - Nalasopara & Vasai Road - Borivali sectors, 5 services each increased in Borivali - Bhayandar, Churchgate - Malad, Churchgate - Mumbai Central & Dahanu Road - Churchgate sectors, 4 services increased in Bandra - Nalasopara sector, 3 services each increased in Borivali - Nalasopara, Dadar - Bhayandar, Dadar - Borivali & Dahanu Road - Dadar sectors, 2 services each increased in Bandra - Bhayandar & Dahanu Road - Andheri sector and 1 service each have been increased in Mahalaxmi - Virar, Palghar - Virar, Bandra - Vasai Road & Andheri - Borivali sectors.

It's worth mentioning that after complete closure due to COVID-19 lockdown since 23rd March, 2020, Western Railway o­n the request of Govt. of Maharashtra, had commenced the selected services ofspecial suburban trains from 15th June, 2020 o­n the Mumbai Suburban section. The services were gradually increased for the convenience of passengers and to avoid crowding and to maintain social distancing. The latest increase was implemented from 21st October, 2020, when the total services were increased from 700 to 704 by adding 4 Ladies Special services over WR's suburban section. Considering the present scenario of pandemic, the special suburban trains and stations over WR, are regularly sanitized & cleaned to upkeep proper hygiene. All commuters as permitted by Govt. of Maharashtra,are requested by Western Railway to follow social distancing norms and wear mask, while travelling in special suburban trains.Categories as identified by the State Government, all ladies (between 11 am and 3 pm and after 7 pm), practicing lawyers and registered clerks of lawyers during timings as specified should travel in these special trains, as permitted by Govt of Maharashtra. WESTERN RAILWAY launches CCTV Cameras in a Ladies Coach from 29th May, 2015

In a move towards ensuring safety of women commuters who travel by its local trains, Western Railway has installed Electronic Surveillance System (CCTV)   inside a ladies compartment on trial basis.  The system will be launched from 29th May, 2015 during the Upbhokta Pakwada being observed on Western Railway from 26th May to 9th June 2015.

The electronic surveillance system in ladies coaches is being installed in three EMU rakes initially. 4 to 8 surveillance cameras are planned in each ladies coach to provide maximum coverage of entire area. The system records the data in a digital video recorder which has sufficient capacity to store the data for 30 days. This data can be used by investigating agency, in case of any incidence involving security of lady commuters.

The cameras have a resolution of three mega pixels with wide angles to cover all corners of the compartment. It is installed in such a way so that the entry & exit of the compartment is covered completely to capture images of all who enter & exit the compartment. These cameras are customized for requirement of the Railway and are based on traction technology that can withstand shock and vibrations as trains often clock 80-100 kmph on suburban section.

Shri S K Sood, General Manager, Western Railway will be present on the occasion of launching of the surveillance system along with senior officers. Subsequent to introduction of this rake in service, feedback will be obtained from all concerned before extending it to other EMU rakes.

The introduction of electronic surveillance system in ladies compartments of the suburban trains, the first of its kind, will go a long way in instilling the sense of security among the women commuters while acting as a strong deterrent to the anti social elements.

In a move towards ensuring safety of women commuters who travel by its local trains, Western Railway is installing Closed Circuit Televisions (CCTV) cameras inside the ladies compartments o­n trial basis.

The video surveillance system in ladies coaches is being installed in three EMU rakes initially. 4 to 8 surveillance cameras are planned in each ladies coach to provide maximum coverage of entire area. The video surveillance system will record all the data in a digital video recorder which will have sufficient capacity to store the data for 30 days. This data can be used by investigating agency, in case of any incidence involving security of lady commuters.

The tenders have already been awarded for this work. The cameras will have a resolution of three mega pixels with wide angles to cover all corners of the compartment. It will be installed in such a way so that the entry & exit of the compartment is covered completely to capture images of all who enter & exit the compartment. These cameras are customized for requirement of the Railway and are based o­n traction technology that can withstand shock and vibrations as trains often clock 80-100 kmph on suburban section.

These CCTV cameras will play an important role in the security of the women commuters by helping the police to nab and book the offenders or illegal entrants. Subsequent to introduction of these rakes in service, feedback will be obtained from all concerned before extending it to other EMU rakes.

The introduction of CCTV cameras in ladies compartments of the suburban trains will be the first of its kind which will go a long way in instilling the sense of security among the women commuters while acting as a strong deterrent to the anti social elements.

Parliamentary Panel for Women Empowerment suggest Railways to shift Ladies’ Coaches in trains to middle

Panel also mentions ‘Present RPF strength not enough for ensuring women’s safety’

New Delhi: The position of ladies’ compartments in local and passenger trains should be shifted to the middle, a 30 member Parliamentary Panel has mooted, noting that placing them at the rear of a train posed a security threat to women.

The Parliamentary Committee on Empowerment of Women also said that the present strength of Railway Protection Force (RPF) is not adequate for providing security on railway premises and on trains, especially for women, and wanted it to be increased at the earliest to check crimes. The present strength of RPF is not adequate for providing security on railway premises and on board trains while also calling for the strength of the rail guardian force to be increased at the earliest.

Placing of the ladies compartment at the rear end of the train posed real security threat to women as it is easy for a miscreant to enter or escape from the coach after committing a crime, it said.

“In the wake of several cases of crimes against women aboard trains, the Committee has desired that the Railways should reconsider their policy of placement of ladies’ compartments and should explore the ways and means to position it in the middle of trains. In passenger and local trains where pantry cars or vestibules do not pose a technical hitch, the position of ladies’ compartments should inevitably be at the middle of the train,” the report submitted in the Lok Sabha today said.

The committee said that “it is of the strong view that the present strength of RPF is not adequate enough to provide required security to women passengers and to check crimes in stations and on board trains”.  The panel noted that its sanctioned strength is about 76,000 but the current strength is around 55,850.  “The Railways have informed that around 17,000 RPF recruits are undergoing initial training at various training institutes and will shortly be available for field duties,” it said.

Also, the committee said that to address new challenges to security, RPF personnel should be provided with the necessary hi-tech gadgets and state-of-the-art training.

There are at present 1,400 women personnel functioning in RPF while another 1,000 are undergoing initial training. A proposal for creation of 4,192 posts to be exclusively filled by women is pending approval from the Finance Ministry.

Also, the committee said that to address new challenges to security, RPF personnel should be provided with the necessary hi-tech gadgets and state-of-the-art training.
