Suburban train services in Chennai region to remain suspended from 10:00 hrs of 25th November 2020

In view of the cyclone NIVAR, suburban train services over Chennai division of Southern Railway will remain cancelled from 10:00 hours of 25-11-2020 until further notice. No train service will depart after 10:00 hours of 25-11-2020.

Running of suburban train services from 15:30 hours of 24-11-2020 till 10:00 hours of 25-11-2020 is conditional upon prevailing weather conditions.

Lightning safety tips from administration
On the directions of the National Disaster Management Authority, the district administration today issued safety tips to be observed in case lightning strikes
In an advisory issued today, Deputy Commissioner Diprava Lakra said in case of lightning striking, mobile phones and other electronic devices should not be used. Similarly, electrical devices too should not be used when there is danger of the lightning striking.
The advisory said in case of lightning, one should not use water for washing hands, bathing, cleaning utensils or washing clothes. One should refrain from lying on a cemented floor or stand with the support of cemented walls.
The Deputy Commissioner said in case a person is outdoors, one should not stand under or near a tree. The lightning usually strikes tall buildings and structures and one should stay away from such objects.
He said if a person gets injured due to lightning, he should be given immediate treatment and can be touched physically. To deal with an emergency situation due to lightning, every household should have an emergency kit.

Country’s First Automatic Coastal Warning for Disasters to come up in Odisha
From July, Odisha will commission the ambitious Early Warning Dissemination System (EWDS) to warn the vast population residing along its 480 km-long coast in the event of the occurrence of natural disasters like a tsunami or a cyclone. Andhra Pradesh is also reportedly developing such system to alert the people in case of natural calamities. Salient Highlights The warning can be disseminated just by pressing a single button from a control room in the State capital in the event of the occurrence of natural disasters. It would trigger loud sirens simultaneously from towers at 122 locations including tourist destinations, fish landing centres and coastal habitations situated across the state. The sound emanating from the towers can be heard in localities up to a radius of 1.5 km. Thus, Odisha become the first state to have developed an automatic public address system that can be activated across the state.  The towers will be installed in 22 blocks under six coastal districts such as Balasore, Bhadrak, Jagatsinghpur, Kendrapara, Puri and Ganjam The EWDS comprises of Satellite-Based Mobile Data Voice Terminals (SBMDVT), Digital Mobile Radio (DMR), Mass Messaging System (MMS) and Universal Communication Interface (UCI) for inter-operability among different communication technologies. The project at an estimated cost of ₹ 82 crore will be implemented with assistance from the World Bank. The EWDS will help the people to move to safer places before government agencies commenced evacuation.

Climate Change Poses Urgent Threat to Poor of Coastal Bangladesh

Nearly 12 million people live in poverty in the coastal regions of Bangladesh. The climate already poses a challenge to the lives and livelihoods of these households, seen vividly in the damage caused by Cyclone Roanu a few weeks ago. New projections published by the World Bank suggest climate change will pose an even more severe challenge over the next three decades.   

“Climate change is a major issue for all of us, but particularly the poor and vulnerable”, said Research Director Asli Demirguc-Kunt, who recently hosted a Policy Research Talk on the issue. “It’s been leading to crop failures, natural disasters, and the spread of water-borne diseases, and it’s an important push factor for migration.”

Lead Environmental Economist Susmita Dasgupta, the main speaker at the event, presented the results of a seven-year body of research projecting the likely impact of climate change in coastal Bangladesh through 2050. Dasgupta’s projections highlight three current and growing risks with severe consequences for the poor: cyclonic inundation, river salinity, and soil salinity.

Perhaps the most visible of all threats, cyclones destroy lives and livelihoods with alarming regularity in coastal Bangladesh: severe cyclones strike every three years on average. Rising sea levels—a direct result of climate change—will increase the land surface exposed to high levels of cyclonic inundation by more than 50 percent.

Rising river salinity presents a less visible but equally damaging threat. River salinity increases health risks, causes a scarcity of drinking water and water for irrigation, and reduces the number of fish species—a critical source of protein for many households. Dasgupta projects a more than doubling of the number of poor exposed to saline rivers.

Increases in soil salinity will challenge a country where 48 percent of the labor force works in the agricultural sector. Dasgupta projects that soil salinity levels will exceed a critical threshold resulting in large yield losses in at least 24 sub-districts of Bangladesh by 2050, a pattern that is already evident in some sub-districts.          

The World Bank has been working closely with the Government of Bangladesh and other development partners on critical measures to enable poor households in coastal Bangladesh to adapt to the impacts of climate change. These include strengthening coastal embankments, construction of multipurpose emergency shelters, and improving early warning and evacuation systems.

But based on this new body of research, Dasgupta warned that more needs to be done. Many working-age adults have already been migrating out of threatened areas, and Dasgupta called for more efforts to provide vocational training and assistance to cope with the process of out-migration.

Another option is investment in roads outside the critical biodiverse areas of the UNESCO World Heritage Sundarbans. Those who remain in threatened areas will be able to take advantage of better connections to market centers.

“Bangladeshi households are in the forefront of climate change. Their behavior and their path to adaptation can help us understand how millions of households around the world will behave in the future,” said Dagupta. “Climate change is going to create severe poverty traps. Unless we address the climate change problem now, sustainable poverty reduction will remain a dream.”

Stéphane Hallegatte, a Senior Economist in the Climate Change Group of the World Bank, added that “if you can find a solution that works in coastal Bangladesh, it will be very useful for other coastal regions where the challenge is not as severe.”

Disaster Management Room attached to Headquarters Central Control of SWR situated in Operating Branch, II Floor, East Block, New Zonal HQ Office building, Gadag Road, Hubli was inaugurated by unveiling the Plaque today (14th Oct. 2015) by Shri Pradeep Kumar Saxena, General Manager, South Western Railway in the presence of Shri P. Ganeswara Rao, Chief Operations Manager, SWR, Shri N.K. Gupta, Chief Safety Officer, SWR and other Principal Heads ofDepartment Officials ofSWR.

While welcoming General Manager and other Principal Heads of Departments of SWR, Shri P. Ganeswara Rao,Chief Operations Manager, SWR said “Disaster Management Room” is equipped with Telephone communication, PC with internet, Wi-fi, LED TV, and copies of all Rule books and manuals.Road Maps of the States of Karnataka, Andhra Pradesh, Tamil Nadu, Telangana, Maharashtra and Goa, System Map, Disaster Management Plan, Time Tables are also displayed. Besides, he also said that Emergency Contact Numbers of concerned Civil authorities, Police, Road Transport and Revenue authorities are also displayed prominently for easy contact in case of any requirement of assistance.

By observing all the equipments and facilities provided in the Disaster Management Room, Shri P.K. Saxena, GM/SWR appreciated the good work done by Shri P. Ganeswara Rao, COM and his team of officials, Signal & Telecom. Department and Engineering department.He said at present, all the Accident Relief Trains (ARTs) over South Western Railway are provided with a Video camera and the visuals can be transmitted through the Satellite which can be viewed in Disaster Management Room through the PC/LED TV.He stated that this Room would facilitate the officers who are camped at Disaster Management Room in monitoring the relief and rescue operations in an effective way since the developments from the accident site can be viewed live for better appreciation.With the provision of these facilities, co-ordination and management of accident situations will improve, Shri Saxena opined.A General Rules for Indian Rules Book (1976) with subsidiary Rules & Appendix ofSWR-2014 was released by Shri P.K. Saxena, GM/SWR on the occasion.Shri Saxena also announced a Cash award of Rs.15,000/- for the excellent work done from the safety point of view to the Officers and Staff of Operating Department of SWR.

Nokia Networks in GSM-Railway network deal with OSE

Nokia Networks will upgrade the GSM-Railway (GSM-R) core network for OSE, Greece’s Railway Operator. The modernized Communication System will increase the operational efficiency of the Greek National Railway, which will provide safer, reliable train travel in the country.

Nokia Networks’ GSM-R solution provides reliable communications than older analogue systems for railway operators and train drivers across national and transcontinental journeys while also enabling the transmission of rail maintenance data in real-time. Global System for Mobile Communications – Railway (GSM-R) is a proven digital platform that is now the standard for railway-specific voice and data operational services on five continents including Europe, Asia, Africa, Australia and South America.

With the advanced communication network, railway operators can reduce operational costs, improve safety and ultimately offer more dependable travel services for passengers.

GSM-R core network, Subscriber Data Management products One-NDS (Network Directory Server) and NT-HLR (Home Location Register), and NetAct 8 network management solution will be part of the network deal. Nokia Networks will also be responsible for network planning, end-to-end system integration and implementation.

The spokesperson of the company further said: ‘The GSM-R core system modernization will provide future expandability to meet new European requirements, more up-to-date services to train drivers and traffic controllers as well as assure the maintainability of the system in the long term.’
