Survey ordered for new Railway Line from Latur Road to Gulbarga

MUMBAI: Chief minister Devendra Fadnavis has thrown his weight behind the laying down of the new railway line from Latur Road to Gulbarga junction in Karnataka.
In a letter addressed to Union railway minister Piyush Goyal, the CM has pushed for the new railway line while expressing the state government’s resolve to bear 50% of the total cost of the project. In his official remark on the letter, the railway minister has ordered an immediate survey of the new railway line that has been demanded.
The new line has also received recommendation from state cabinet minister Sambhaji Patil-Nilangekar, who is the guardian minister of Latur district.
“Sambhaji Patil-Nilangekar has brought to my notice that a new railway line connecting the Gulbarga junction with Latur Road station, will help to reduce the present rail travel distance by 150km and the travel time by around three hours. This will also become an alternate route to the existing single line between Latur Road and Vikarabad junction,” said Fadnavis, adding that the new line will reduce fuel consumption to a large extent.
Requesting an order for the immediate survey for the new line, the CM has said that he may consider sharing 50% of the cost to initiate the new railway line.
Welcoming the proposal to start a new railway line from Latur Road to Gulbarga, railway activist Raj Somani said that the letter written by the CM to the Union railway minister also mentioned a new line from Rotegaon-Kopargaon and Aurangabad-Chalisgaon.
“The new railway line from Latur Road to Gulbarga is projected to be like the Rotegaon-Kopargaon and Aurangabad-Chalisgaon lines. We demand the speedy completion of these two lines as well,” he said. A new line on the 22km route between Rotegaon-Kopargaon has been one of the most sought after routes in the region. A survey of the proposed route was in progress after the necessary sanction was received in 2017-18. If it comes up, the route will considerably reduce the travel time to Shirdi via Aurangabad and will also ease congestion on the busy Manmad junction.

Amb Andaura -Chintpurni Marg -Daulatpur Chauk block section ( about 16 km) is a part of Nangal Dam –Talwara New Railway Line. The Amb Andaura to Daulatpur Chauk section was certified fit for a maximum speed of 100 Kmph by Commissioner Railway Safety. This is fourth block section from Nangal Dam , which has been completed. The section from Nangal Dam to Amb Andaura station consisting of three block sections (about 44 Km) viz. Nangal dam - Una, Una - Churaru Takrala and Churaru Takrala - Amb Andaura had already been opened in past. With this new addition of 16 km stretch, the total route km completed so far is 60 km out of 83.74 KM.
The project was sanctioned vide pink book (budget) item 3 of 1982-83 at a cost of Rs.33.49 Crores from Nangal Dam to Talwara (83.74 Km) incuding Mukerian –Talwara section (29.16 Km.) The alignment of this project traverses in the sub mountainous region at the foot hills of lower Shivalik ranges in  the state of Punjab and Himachal Pradesh for  23.5 Km and 60.3 Km respectively.  It will provide and promote social economic development, generate employment opportunities for local people of HP and Punjab State by providing rail connectivity. This link will boost tourism in the state of Himachal Pradesh by giving connectivity to religious and tourist places . Finally, when commissioned up to Mukerian, o­n the Ambala Cant - Ludhiana, Jalandhar City/Jalandhar Cant - Pathankot - Jammu Tawi section, it will be alternative route  to J&K State with  strategic importance. The project has great significance for providing connections between Pathankot and Leh by a rail link.
Major quantities involved in Amb Andaura- Daulatpur section included about 15,75,000 cum earthwork (including blanketing),   52  nos.  bridges consisting of 10 nos. PSC box girder bridges o­n well foundation (major), 21 nos minor bridges,14 nos. RUBs and 07 Nos. ROBs.  Two new station buildings Chintpurni  Marg and Daulatpur Chauk have also been constructed .
The ceremonial functions were held at Amb Andaura and Daulatpur  Chauk Railway Stations. Addressing a large gathering present at both the venues, Shri Sinha said that the Railway is committed towards enhancing the quality of rail journeys and creating new benchmarks in convenience standards through transforming passenger experience. The new facilities mark the relentless efforts of Indian Railways to bring about a perceptible improvement in the passengers interface areas in the state of  Himachal Pradesh.

The Nadikudi-Sirkalahasti new railway line project is being undertaken by South Central Railway to meet the aspirations of the people of Andhra Pradesh, particularly to those hailing from backward regions of Guntur, Prakasham and Nellore Districts, which were hitherto unconnected on the rail map. The project, is sanctioned in the year 2011-2012 at an estimated cost of Rs. 2289 Crores for a distance of 309 kilometers, is destined to herald a new dawn of economic prosperity and development in the region, on the strength of a reliable rail route, which will open up new avenues of mobility. The initiative of the railways has met the co-operation of the Government of Andhra Pradesh, with the Indian Railways and the State Govt. bearing 50% of the project cost, each. In addition, the State Govt. has given land free of cost for the new rail line.
The Nadikudi-Srikalahasti rail line project will serve as a key link between the cities Guntur and Tirupati in Andhra Pradesh, being the shortest route between these two urban hubs. The line will enormously boost the potential for transportation of freight from the industrial belt of Guntur District of Andhra Pradesh to different parts of the state and beyond, besides generating a viable passenger transportation mode. The project connects Secunderabad-Guntur Branch line at Nadikudi of Guntur district and Gudur-Renigunta main line at Srikalahasti Chittoor district, and is expected to serve over 20 lakh people in the three districts of Andhra Pradesh. The Railways foresee traffic of around 10 lakh rail passengers utilizing the rail services once the project is commissioned.
A very vital aspect of the project is that it will serve as a alternate rail route to decongest the busy Chennai-Howrah corridor rail line between Chennai-Vijayawada. This Chennai-Howrah line passing through the coastal districts of Andhra Pradesh is vulnerable to the vagaries of nature, particularly the cyclones and floods, resulting in serious traffic disruptions. Therefore, the potential of the Nadikudi - Srikalahasti new Railway Line is immense, since any such disruption can be overcome by running the trains on this alternate route, to the present coastal rail line. This line will also serve hinterlands and the backward interior areas of Guntur, Prakasam and Nellore Districts of Andhra Pradesh. Yet another gain is in terms of this new railway line providing connectivity to the interiors of the three Districts of Guntur, Prakasam and Nellore with Amaravati, the fledgling capital of the state, offering an economical and fast transport option. In terms of the freight traffic, it is expected that the rich mineral source belt of the region will gain a lot in terms of enabling transpiration of mineral resources to the market areas within the state and outside. 
This new railway line connects Piduguralla, Savalyapuram, Vinukonda, Gundlakamma, Venkatagiri existing stations and Piduguralla New, Nekarikallu, Rompicherla, , Dekanakonda, Darsi, Podili, Goutuvaripallu, Kanigiri, Ballipalle, Pamuru, Gollavaripalle, Vinjamur, Atmakur, Obulayapalli, Venkatapuram, Aduripalli, Rapur, Vallampalle, Alturpadu new stations.
Highlights of the Nadikudi-Srikalahasti new railway line project:
 The project was sanctioned in the year 2011-12 for a distance of 309 Kms with an estimated cost of Rs.2289 Cr.(cost sanctioned on 30.08.16). 50% of the project cost would be shared by the Govt. of AP with land free of cost.
 The expenditure incurred on this project till date is Rs. 404crore.
 Total allocation for the year 2018-19 is Rs. 420 crore (Railway 220 Cr+State Govt 200 Cr).
 Budget allocation by Railways from 2014-15 to 2018-19 is Rs. 414 crore and the expenditure is Rs. 375 crore.
 Expenditure during the current fiscal upto November is Rs. 137 crore.
 The project is being executed in 4 phases.
• Phase-I: Piduguralla – Savalyapuram (45.50 km)
• Phase-II: Gundlakamma – Darsi&Venkatagiri - Alturipadu (41.95 km)
• Phase-III: Darsi – Kanigiri&Alturipadu – Venkatapuram (95.55 km) 
• Phase-IV: Kanigiri – Obulayapalle – Venkatapuram (126.16 km)
 Phase-I, Section from New Piduguralla –Rompicherla (28.50 Km) and from Rompicherla -Savalyapuram (17 Km) is targeted for completion during 2018-19 financial year.
 Laying of the new line involves construction of –
• 160 bridges (1 important bridge, 84 major bridges and 248 minor bridges).
• 28 ROBs and 144 RUBs
• 37 new railway stations (26 crossing stations and 11 halts)
 Total land required from Andhra Pradesh State government is 5,189 acres. Till date 1,499 acres is handed over for the project. The districts involved are Guntur, Prakasam and Nellore.
 A stretch of 0.20 Km length (at the beginning of the section) is affected due to court case by farmers is pending in Hon’ble High court.
 Possession of land given by State Government between Rompicherla-Savalyapuram for 17 Kms. Earthwork, minor & major bridges are in progress. Papers for land acquisition in the remaining length of project were already submitted to State Govt.
 This new line project is being monitored during PRAGATI (Pro-Active Governance And Timely Implementation) meetings, a multi-purpose and multi-modal platform launched by Hon’ble Prime Minister. The platform is aimed at addressing common man’s grievances, and simultaneously monitoring and reviewing important programmes and projects of the Government of India as well as projects flagged by State Governments.

TRILOKPURI SANJAY LAKE - SHIV VIHAR METRO CORRIDOR FLAGGED OFF FOR PASSENGER OPERATIONS
The 17.8 kilometre long Trilokpuri Sanjay Lake – Shiv Vihar Metro corridor was formally flagged off today for passenger operations by Sh. Hardeep Singh Puri, Union Minister of State (Independent Charge), Housing and Urban Affairs and Sh. Manish Sisodia, Deputy Chief Minister, National Capital Territory of Delhi.
Addressing the gathering on the occasion, Sh. Puri said, “The journey that started in 2002 has passed the 300 kilometre mark today to reach 314 kilometres. The Metro project in Delhi is a global success.”
Delhi’s Deputy Chief Minister, Sh. Manish Sisodia applauded the Delhi Metro for the opening of the section and said, “We see the wonders of civil engineering in the Delhi Metro. In a city like Delhi, it’s a wonder how the Metro has expanded through areas such as Chandni Chowk.”
Sh. Kailash Gahlot, the Transport Minister of Delhi congratulated the people of Delhi for the opening of the section and said,”DMRC’s name is taken with a lot of pride all over the country”. 
Member of Parliament, Sh. Manoj Tiwari also welcomed the beginning of operations on this section and said that it was a day of happiness for the people of north east Delhi.
DMRC’s Managing Director, Dr. Mangu Singh, in his welcome address, said that the Trilokpuri Sanjay Lake – Shiv Vihar Metro corridor was going to be the first ever Metro section of Phase 3 in the eastern part of the city. He also informed that the Delhi Metro was nearing completion of work on all the other major corridors and those sections would be opened in the coming months.
This 17.8   kilometre elevated section comprises of 15 elevated stations – Trilokpuri Sanjay Lake, East Vinod Nagar- Mayur Vihar- II , Mandawali- West Vinod Nagar, I.P. Extension, Anand Vihar ISBT, Karkardooma, Karkardooma Court, Krishna Nagar, East Azad Nagar, Welcome, Jaffrabad, Maujpur- Babarpur, Gokulpuri, Johri Enclave and Shiv Vihar. 
The main highlight of this section will be the presence of three interchange stations - Anand Vihar (with Blue Line), Karkardooma (with Blue Line) and Welcome (with Red Line).  After the opening of this section the Delhi Metro network will become 314 kilometres long.

Minister of State of Railways & Communications, Shri Manoj Sinha today dedicated to the nation the Tori-Balumath rail line and Balumath-CCL Siding. Flagging off the train through Virtual Conferencing from Rail Bhavan today, Shri Manoj Sinha said “need for streamlining transportation of nearly 170 million tonnes/per day of Coal had been felt for long from Jharkhand’s Latihar region. Since 2005-06, the Tori-Shivpuri 44 km new railway line had been approved. Till 2013-14 the progress was quite slow and only Rs. 145 Crore could be spent. Subsequent to its inclusion in Hon’ble Prime Minister’s PRAGATI portal, the project work was fast-tracked and as a result, 19.3 km Tori-Balumath section has been completed with an expenditure of about Rs. 1063 Crore. The revised sanctioned cost of this project is 1589 crore rupees. Out of this stretch today the 19.3 km run from Tori to Balumuth has been commissioned  due to the sincere commitment of Ministry of Railways and Jharkhand Government”.
The Tori-Shivpur new line (44.0 Km) is being constructed primarily for coal evacuation from Amrapali and Magadh coal mines of Latehar and Chatra districts of Jharkhand. This area has huge coal deposit. Between Tori to Balumath there are 3 stations, 5 major bridges, 7 ROBs and 39 minor bridges. As per initial estimate, CIL proposed to evacuate total  80 rakes  of coal daily work from various coal blocks. Two sidings are being developed by CIL to connect Amrapali and Magadh coal mines to rail net work. 
Speaking on the occasion, the Minister congratulated the officers of the East Central Railway and particularly the engineers of the construction wing who helped complete the construction despite challengers of the difficult geographical terrain. The Tori-Shivpur rail line project is funded by Central Coalfields Limited (CCL) - a coal producing subsidiary of Coal India Limited (CIL).
Commissioning of Tori-Balumath rail line and Balumath-CCL Siding will help to evacuate 5 to 6 rakes of coal everyday in first phase which will result in annual offtake of 6-7 million tonne (MT). On completion of the complete stretch Tori-Shivpur-Kathotia rail line, around 100 MT of coal will be evacuated annually from North Karanpura Coalfield of Jharkhand.
CCL, with active support from central & state governments, has commissioned many long pending projects in the last 4 years. This includes two mega coal mining projects viz. Magadh OCP and Amrapali OCP.

To facilitate hassle free traffic management in the Gunupur-Naupada section (90.20KMs), Railway has initiated several safety related modernisation work including Electronic Interlocking System at Parlakhemundi Railway Station. The Electronic Interlocking system commissioned with effect from 10th January, 2018.
As this Station was earlier having single line, there was facility for one train only system and was giving problems to Train management resulting in inconvenience to passengers. Now this Block Station, after safety related modernisation work, will facilitate movement of two trains and lesser waiting time for passengers.
04 pairs of Trains are plying in single line Railway section between Naupada & Gunupur. These are 18117/18118 Rourkela-Gunupur-Rourkela Rajyarani Express, 58417/58418 Puri-Gunupur-Puri Passenger, 58427/58428 Palasa-Gunupur-Palasa passenger and 58506/58505 Visakhapatnam-Gunupur-Visakhapatnam passenger. As the timings of Rourkela-Puri-Rourkela Rajyaran Express and Visakhapatnam-Gunupur-Visakhapatnam having a small gap, it was difficult to pass the train in single line section. o­n commissioning of the 2nd line at Paralakhemundi, both the trains will run as per their scheduled timings.
Parlakhemundi Station has now become two line Station with advanced Electronic Interlocking system. The station is controlling o­ne Level Crossing gate. Two Diesel Generators were also provided as stand by for local power supply. Integrated power supply installed to avoid blanking of Signals. The total cost of this project was Rs 2 Crores. 
Further, Rs 65 lakhs invested for placing Permanent way Track material for modernizing the section. Rs 5 lakhs was invested for the civil works for renovation of station building and drainage management.
Notably, for the Gunupur–Naupada section, two pairs of passenger trains commenced service in 2011 & 2012. In 2017, Rajya Rani express connecting Gunupur to Bhubaneswar and Rourkela was introduced, which also provides connectivity to the main line trains for travel towards important stations o­n the Palasa–Howrah and Palasa-Chennai directions for faster travel.
BACKGROUND: In the erstwhile British regime East Coast Railway came into existence in 1893 with the construction of the Cuttack-Khurda Road-Puri line and its subsequent link up to Vijayawada by 1896. When East Coast Railway brought the rail line to Naupada in 1894, the Raja of Parlakhemundi proposed the construction of Parlakhemundi Light Railway line from Naupada to his capital Parlakhemundi which was o­nly 40 kilometres away.  With the sanction of Government in 1898, the Narrow Gauge rail line work commenced.  The cost at that time was Rs. 7 lakhs and the line was opened to traffic in 1900 A.D. Despite losses in this line initially, by 1910, it started making marginal profits and after 1924-25, the profits increased. Later due to no proper road connectivity, it was decided to extend the line from Parlakhemundi to Gunupur for running narrow gauge goods trains also.  In two phases, the stretch between Parlakhemundi–Gunupur (50 kilometres) was completed in 1929-31.  Gradually running of goods trains became financially unviable and later o­nly two pairs of passenger trains ran between Naupada–Gunupur with an average of running time of 5-hours.
Under the ‘Project Unigauge’, the Government sanctioned conversion of this line to Broad Gauge. The gauge conversion was done in 2011.

After commissioning of Bengaluru-Hassan New Railway Line, there was a persistent demand from the public to run combined train No. 16517/16518, KSR Bengaluru-Kannur- KSR Bengaluru and Train No. 16523/16524, KSR Bengaluru-Karwar – KSR Bengaluru train via the new line as it is the shorter route to reach Mangaluru compared to that via Mysuru.  To fulfil their demand and also keeping in mind the need of passengers travelling to Mangaluru from Mysuru,  Railway has decided to divert KSR Bengaluru- Kannur /Karwar –KSR Bengaluru train to run via Shravanabelagola route for 4 days in a Week duly changing Train Numbers, Days of services and timings.  For the remaining 3 days the train will run via Mysuru without any change in existing timings.
Accordingly, the diverted combined Train No. 16511/16513, KSR Bengaluru- Kannur /Karwar Express via Shravanabelagola will leave KSR Bengaluru at 19:15 hours o­n every Wednesday, Thursday, Friday and Saturday with effect from 10thFebruary, 2018 and reaches Mangalore Central at 06:20 hours next day. Enroute, the train arrives/departs Yesvanpur at 19:28/19:30hrs., Kunigal at 20:44/20:45 hrs., B.G.Nagar at 21:15/21:16 hrs., Shravanabelagola at 21:51/21:52 hrs., Channarayapatna at 22:01/22:02 hrs., Hassan at 23:05/23:10 hrs., Sakleshpur at 00:05/00:15 hrs., Subhramanya Road at 03:30/03:35 hrs., Yedamangala at 03:50/03:52 hrs., Kabakaputtur at 04:18/04:20 hrs., Bantawal at 04:58/05:00 hrs. and Mangalore Junction at 05:58/06:00 hrs. In this route, the travelling time between KSR Bengaluru and Mangalore Central will reduce by 45 minutes. In return direction, the diverted combined Train No. 16512/16514, Kannur/Karwar-KSR Bengaluru Express via Shravanabelagola will run o­n every Sunday, Monday, Tuesday and Wednesday with effect from 11thFebruary, 2018 with no change in timings from Kannur/Karwar upto Hassan.From Hassan the train departs at 02:50 hrs. to reach KSR Bengaluru at 06:55 hrs.Enroute, the train arrives/ departs Channarayapatna at 03:39/03:40 hrs., Shravanabelagola at 03:50/03:51 hrs., B.G. Nagar at 04:25/04:26hrs., Kunigal at 04:59/05:00hrs. and Yesvantpur at 06:38/06:40 hrs. The punctual running of the suburban train services on the western section has seen a jump of 10 per cent in the last three months after the commissioning of the 5th and 6th lines between the Chennai Central Moore Market complex and Basin Bridge. The punctuality level which stood at 80 per cent all these years has increased to 90.6 per cent after the commissioning of these lines last December.

Talking to newsmen on Thursday, Division Railway Manager Anupam Sharma said that the completion of these lines in a record three years and the construction of additional platforms at the Mooremarket complex had speeded up the suburban trains, thereby bringing a relief to the commuters during peak hours. Earlier, these trains used to halt at the Basin Bridge station for several minutes,

Mr. Sharma said the execution of the fourth line between Tiruvallur and Tiruvalangadu stretching for 17 kilometres had helped in removing the conflict between the express and the suburban/fast trains leading to smooth operations of freight movement and speeding up train services until Arakkonam.

Several infrastructure development works such as tracks development, construction of auto hub facility in Wallajabad, commissioning of new station at Kamarajar Port and Tamabaram Goodshed, have paved the way for improving freight operations by Chennai Division.

Southern Railway has also executed several works on the passenger amenities front. These include construction of additional platforms at Mambalam and Tambaram stations providing double discharge facility, extension of platforms for accommodating 12-car rakes from Chennai Central to Arakkonam and installing of new toilet blocks at 15 stations and constructing pay and use toilet facility in more than 100 stations.

The Southern Railway has also installed 50 new digital cameras in the entire gamut of the Central station including the Moore Market complex. New digital cameras have also been installed at Chennai Egmore, Tambaram and Basin Bridge.

Furthermore, the Commissioner of Railway Safety, Southern Circle, Bangalore will also conduct a high speed trial run in Podanur – Pollachi section o­n 24th March, 2017 between 14.00 hrs. – 19.00 hrs.
All users of railway lines between Podanur – Pollachi are hereby cautioned not to approach / trespass the railway line.

Restructuring Railway Timetable will take at least 2-3 years 

Taking note of the changing commute pattern, the Western Railway (WR) is planning several changes to make travel smoother, said Mukul Jain, Divisional Railway Manager (DRM) Mumbai Division, WR. Excerpts from an interview:

Q: Business districts have now shifted from Churchgate to Mahalaxmi-Lower Parel-Elphinstone and Bandra-Andheri-Malad belt. The north of the city has also witnessed growth in population. What can the railways do to handle the change?

A: We agree the pattern of ticket sales is changing. The timetable needs to change in accordance with passengers’ needs. It is not necessary for all trains to head to Churchgate. Some of the services can be terminated or can start at Dadar or Bandra. We need to upgrade the station by providing reversal facility on tracks, which will take at least one year, after it is sanctioned. Currently, we can terminate services at Andheri and Borivli, so we are operating more trains from there.

Q: Activists want more trains to start and end near these commercial hubs. Is this possible?

A: There is a need to develop Dadar and Bandra as termini. Besides, with a few changes, we could use the platform at Andheri meant for harbour line trains to start more Virar-bound trains. The work will cost us Rs3crore-6crore and can be completed in one year after getting the required permissions. It would also need a change in the signalling system. We can expect more trains to terminate and originate at intermediate stations, if these infrastructure works get through.

Q: Do you plan to make changes to the timetable?

A: We plan to introduce four services between Andheri and Virar during morning and evening peak hours. This is likely to come into effect from January 1, 2017. It will provide relief to 15,000-16,000 suburban passengers. Restructuring of timetable is a gradual process, which will be carried out with consultation of all stakeholders. It will take at least two-three years.

Q: What other steps are being taken to make the commute smoother?

A: We are planning to revive the fifth line between Andheri and Borivli, so we can run some additional services between Andheri and Virar. This may take one year, as we need to remove one railway structure which is coming in the way of the line. We have requested the department concerned to remove the structure on priority, so the line can be made operational.

New Delhi: The Narendra Modi sarkar is keen to attract investments in Railways by mobilising several additional and alternative resources, including private investment, FDI and public-private partnership and new initiatives (example: IRCTC’s Online eCommerce initiatives) in a bid to generate around INR 5 Lakh crore to complete all sanctioned projects before 2019.

Government, accordingly to D.V.Sadananda Gowda, the Railway Minister had only refrained from announcing any new projects in his Railway Budget speech as various projects announced by the previous government were still pending and hence there is no point in looking at new projects when the already sanctioned/announced ones are still pending, in which case, however, the overall availability of funds is limited.

Gowda said that “As such, it is not possible to allocate adequate funds to the projects on a regular basis, which is a prerequisite to fix timelines and schedules.”  However the Government is ambitious of meeting the deadline to complete all the sanctioned projects in hand by 2019.

Of the 362 new lines, gauge conversion and doubling projects, 113 have been included in the Railway Budgets during FY12, FY13 and FY14.

The progress and targets of the projects also get adversely impacted due to delays in land acquisition, forestry clearances and law and order problems, according to Sadananda Gowda.

However he reiterated the confidence in Government’s stand to complete all the projects within the possible deadline of 2019 fixed by Narendra Modi.
