Railways mulling to introduce Progressive Fare Increase
New Delhi: Soon, you may have to shell out extra if you book train tickets close to date of journey. To increase revenue, Indian Railways is mulling to introduce progressively increasing fare and refund charges where one would have to shell out the least on booking or cancelling train tickets near the existing period of 120 days.
Ticket price and cancellation charges would be increased every 10 days thereafter like flight tickets that have dynamic pricing as well based on date of journey, said sources.
This proposal was discussed on the first day of the Indian Railways Chief Commercial Managers’ (CCMs’) conference held here on Tuesday. CCMs of all 16 railway zones and senior officials of Railway Board like member (traffic) Kundan Sinha, additional member (commercial) S C Jethi, officials from Konkan Rail Corporation, Metro Rail, Kolkata, IRCTC and Container Corporation of India (CONCOR), among others were present.
Sources indicated railways may soon give a nod to the proposal that would then be introduced in rail budget next year for approval. Member (traffic) Sinha also discussed running of Suvidha trains, running trains on time, increase in revenue, extension of passenger amenities and running new trains.
Extension of mobile services: Public transporter is also trying to extend passenger amenities on mobile phones like mobile application based paperless ticket system as a part of ‘Digital India’ programme of the Centre. Apart from existing e-ticket SMS on mobiles; passengers would get destination “SMS alerts” in all trains. Besides, current reservation through e-ticketing, general or unreserved ticket booking and refund on mobile app akin to Mumbai suburban local train tickets that was launched in December last year were also discussed.
E-catering services where passengers can book preferred meal through e-catering website of IRCTC as well as through phone and SMS, would also be extended. Currently, services are available in 1,516 trains of which 56 are in west central railway (WCR). There are more than 12,600 trains that run daily in India.
Catering to be improved: Senior railway officials took cognizance of the numerous complaints and public grievance related to food served on-board in trains and catering, especially in Shatabdi Express. It was discussed that only the lowest bidder shouldn’t be awarded catering contract, instead someone with a proven track record should be considered. “Catering has to be detached from earning potential for passengers to get warm food at a reasonable price,” said an official. However, no discussions on shifting of base kitchens to Bhopal or Itarsi was held.
Shortage of staff: Several zonal railways represented by respective CCMs pointed out they were facing severe shortage of staff, as much as by 30%. Besides, railway protection force (RPF) personnel were also understaffed poising threat to railway property. It was informed at the conference that railways was planning to recruit around 16,000 RPF personnel soon to address this issue.

Chennai (MAS): Chennai Metro Rail is all set to commence operations in the next few days. Officials are hopeful this will increase usage of public transportation ‘substantially’ and will reduce the commuters time.
Last week Parliamentary Affairs and Union Minister of Urban Development Venkaiah Naidu told reporters in Chennai that first phase of project is ready and that once the electoral code of conduct is over, it will be inaugurated. He was referring to R K Puram by-election, in which Tamil Nadu J Jayalalithaa is contesting, which is scheduled for June 27.
According to earlier reports, initial plans were that the first stretch of 10 kilometres will be opened by December, 2013, which was delayed due to various reasons.
On Monday, authorities have showcased the Operations Control Centre, installed by Siemens. This nerve centre will be controlling the entire rail movement, including speed of the trains, while the driver’s role would be to start the train and to open and close the doors of the coaches.
Human intervention will be very less, unless there is an emergency, said Chennai Metro officials.
While the total length of the Phase I of the project is 45 kms, Washermenpet to Airport 23.1 kms and Chennai Central to St.Thomas Mount 22 kms, initially nine trains will be deployed for operations from Koyambedu to Alandur covering a distance of 10 kms. Each train can carry 1,276 passengers, including 176 sitting and 1,100 standing. Minimum fare will be in the range of Rs 10 to around Rs 30-40.
The project is expected to reduce commuting time by 75 per cent from one end of the city to another. Currently the average bus speed in the city is around 17-18 kms per hour and this is expected to come down further to 12 kms per hour, on the other side average speed of the Metro train will be around 35 kmph.
Take for instance, from Koyambedu it will take 17 minutes to reach St Thomas Mount, a distance of 10.1 km, with the train stopping at each station for 30 seconds, while by road it would take around 30-45 minutes depending upon the traffic conditions. There will be six stations in the Metro line between Koyambedu and St Thomas Mount.
Work in the 27-hectare Koyambedu depot is completed and it is controlled by a separate centre — Depot Control Centre. For the first time in India, the depot has ballast-less (small gravels) track.
The depot has a total track length of 14,314 metres. There are 12 stabling lines or storage lines. Each line is 300 metre long, and can accommodate 36 trains of four cars and 24 trains of six cars. In future, space is available to construct one more stabling shed to accommodate 45 trains of four cars or 30 trains of six cars with 15 additional lines, he said.
The first few coaches manufactured by Alstom were imported from the company’s plant in Brazil. Subsequently, the coaches were manufactured at Sri City Andhra Pradesh. In the first lot, a total of 42 trains will be supplied to the Chennai Metro Rail Ltd (CMRL). Of this, 25 train sets have so far arrived at the CMRL depot.
Phase II of the project
It was estimated, the phase II of Chennai Metro Rail Project would cost around Rs 36,000 crore. The Chennai Metro Rail Ltd (CMRL) has zeroed in three corridors for the phase II development, according to senior official from CMRL.
Already a presentation was made to the Government for the phase II, which will run for around 60 kms with three co-corridors. The entire stretch in the Phase II would be underground.

Details of the services were finalised at a meeting held in Thiruvananthapuram on Thursday, chaired by Minister for Power and Railways Aryadan Mohammed. “A diesel-powered rake (train) is on its way to Ernakulam for Sunday’s inauguration. An eight-coach mainline electrical multiple unit (MEMU) train will take over from Monday and operate on all days except Sundays,” Divisional Railway Manager Sunil Bajpai told.
The rake will be taken to the Kollam MEMU shed for maintenance on Sundays. The fare will be affordable, as in existing inter-district MEMU services. There would be no AC coaches for now, he said. The main railway stations in the present corridor are Angamaly, Aluva, Ernakulam Town, Ernakulam Junction, Tripunithura and Piravom.
The train will operate from 6 a.m. to 8.30 p.m. It will operate eight daily trips, with Ernakulam Junction as the terminal station. . The decision of the railways to introduce DEMU follows the high patronage for the DEMU rakes introduced by Southern Railway in the Salem-Vridhachalam-Salem sector from last month.
The “push-pull’’ type rake to be deployed will consist of eight coaches-two Driving Power Coaches on both ends and six passenger coaches and can carry up to 1,300 passengers. The coaches are inter-connected with vestibules and the commuters can move from one end to another end of the rake.
The passenger cars will have a capacity of 312-96 sitting and 216 standing-as against 90 in the conventional day coaches. In the two driving power cars, the capacity will be 138. Another passenger-friendly feature of these DEMU rakes are the presence of toilet at one end of each passenger car.
Mr. Bajpai said the train service could be operated using existing infrastructure in the Angamaly-Piravom corridor.
“The MEMU will be substituted by a diesel electrical multiple unit (DEMU) once Harbour Terminus railway station in Wellington Island and Old Railway Station located behind Kerala High Court, to where rail route has not been electrified, are renovated. Extending the intra-district service to the two stations is awaiting Southern Railway’s approval,” he said.
Thursday’s meeting also discussed renovation of the two stations, repairing rails, signals and allied equipment and the need for rehabilitating people living on Railway premises. The others who participated include Additional DRM P. Mahesh; Senior Divisional Operations Manager P. L. Asok Kumar; Minister for Excise and Ports K. Babu; K.V. Thomas, MP; MLAs from the district; Mayor Tony Chammany, Chairman of Kochi Corporation’s Town Planning Standing Committee K.J. Sohan, an avid votary of suburban-rail corridor with Ernakulam as the base; GCDA Chairman N. Venugopal and senior officials of Cochin Port Trust and the Navy.
Railway officials also said tenders had been awarded for Thirunettur railway overbridge for which the State would give Rs. 9 crore and Rs. 3 crore would be made available from MP’s fund. The plan for Vathuruthy railway overbridge has been approved and Navy and Port Trust clearances received.
The State government also sanctioned Rs.2 crore for augmenting waiting room amenities at Ernakulam Junction and Town railway stations.

MADURAI: Passengers have demanded that railways reschedule the Chennai Central -Madurai Duronto Express trains as it runs with a considerable number of vacant seats and berths.
During the recently concluded Passenger and Customer Facilitation Fortnight events, popular talk show orator and TV personality S Raja pointed out the need to reschedule the train.
The non-stop train leaves Chennai Central at 10.30pm on Mondays and Wednesdays and reaches Madurai at 7.10am on Tuesdays and Thursdays.
In the return direction, it leaves Madurai at 10.45pm on Tuesdays and Thursdays and reaches Chennai Central at 7.15am on Wednesdays and Fridays.
The train fare is Rs 1,030 for 3A, Rs 1,440 2A and Rs 2425 1A class travel.
"It is one of the best trains to travel without any disturbance and quite affordable but the vacant berths is the real concern. Last time when I travelled in 1A coach, I was the lonely passenger in the coach. The TTE asked me if I was scared of being alone in the coach. He was ready to shift me to another coach," said the orator known for his lighter anecdotes.
Raja said if railway authorities operated the train on weekends, it would benefit several passengers.
Inaugurated in 2012, Duronto hasn't got good patronage from passengers.
Former divisional rail user consultative committee member and president of the Tamil Nadu Foodgrains Merchants Ltd S P Jeyapragasam said many rail users were not even aware about the train.
"There is general fear among rail users' fora that Madurai division may lose a good train due to the lack of patronage. In fact, we suggest operating it all days especially on weekends," he said.
Sources in the commercial department said that the train would attract more passengers if it ran on the Madura-Chennai Egmore route. At present, it takes the circuitous Karur - Namakkal - Erode route since it has to be operated non-stop and single track in chord line is greater impediment.
"Unfortunately, our region people feel more comfortable when trains are operated to Chennai Egmore," a commercial staff member quipped.
Railway officials said suggestions collected from passengers during the fortnight drive would be sent to the railway ministry for further perusal.

Mumbai: First-class season ticket fares may increase along with a marginal hike in higher classes of train travel due to a proposal in the Union budget 2015-16 for an upward revision in service tax to 14%. The new fares with service tax will become applicable from April 1.
As of now the service tax is 12.36% but the railways are entitled to 70% rebate on passenger fare. The service tax applicable now for higher class of travel, except general and sleeper class, is 3.71%. A railway official said, “At 14% service tax, railways after deducting the 70% exemption, will charge 4.2% only, which includes education and higher education cess.”
A total of 7 lakh commuters travel by the suburban system on both CR and WR. A senior official said, “As the general budget has proposed a higher service tax, the fare for season ticket will increase by minimum of Rs 5 and maximum of Rs 10 for 60 km travel by first class.”
The service tax will be applicable to AC first class, executive class, AC-2 tier, AC-3 tier, AC chair-car, AC economy class apart from first class. A WR official said, “The fares of Mumbai Central-New Delhi Rajdhani would increase by Rs 10 for three-tier AC and Rs 15 for two-tier AC.”
Another official said there is no such intimation and the budgetary proposals are yet to be debated and approved by the Lok Sabha. “It is too early to speculate as the railways may also get an exemption from this hike.”
The revised fares will not be applicable to passes bought before April 1.
