Train No. 07391 Hubballi – Yesvantpur UPSC Examination Special Express will depart from Hubballi at 17:00 hrs on 03.10.2020 (Saturday) and arrive Yesvantpur at 06:45 hrs on the next day (01- Trip).

On the request of Secy, UPSC vide D.O. No. EIA( I ) DATED 9.9.20, permission has been granted by Ministry of Railways, Government of India, to UPSC Candidates & their escorts for travel by special suburban services over Mumbai Suburban railway network on 3rd & 4th October, 2020 .
Exam call letter & identity card of the candidate will be considered as authority for entry at the stations. Additional booking counters will be opened at important railway stations for the passengers.
APPEAL
Except for essential category staff & specified categories, as per the directives of state government, others are requested not to rush to the stations.
It is also requested that travellers should follow medical and social protocols as mandated for COVID19.
The public is requested not to believe any rumour.

For the convenience of passengers, it has been decided to run 6 pairs of special trains. Western Railway will also run two pairs of exam special trains for the benefit of those appearing for the UPSC Civil service exam.
According to a press release issued by Shri Sumit Thakur - Chief Public Relations Officer of Western Railway, 6 pairs of special trains will run till further notice and 2 pairs of special trains for UPSC exams. The 6 pairs ofspecial trains will run between Bandra Terminus – Jhansi, Bandra Terminus - Kanpur Central, Ratlam – Gwalior, Ratlam – Bhind, Ahmedabad – Agra Cantt and Ahmedabad – Gwalior. The 2 exam special trains to be run for aspirants of UPSC civil service exams are between Somnath – Ahmedabad and Bhavnagar – Ahmedabad. Details of the trains are as under :-
Train No 01104/03 Bandra Terminus – Jhansi Bi-weekly Special Express
Train No. 01104 Bandra (T) – Jhansi Special will depart from Bandra (T) at 05.10 hrs every Tuesday & Wednesday and will reach Jhansi at 06.45 hrs the next day. This train will run from 6th October, 2020. Similarly, Train No. 01103 Jhansi - Bandra (T) Superfast Specialwill depart from Jhansi at 16.50 hrs every Sunday & Monday and will arrive Bandra (T) at 16.45 hrs the next day. This train will run from 4th October, 2020. The train will halt at Borivali, Vapi, Surat, Bharuch, Vadodara, Godhra, Dahod, Ratlam, Nagda, Ujjain, Maksi, Biyavra Rajgarh, Chachaura Binaganj, Ruthiyai, Guna, Shivpuri, Gwalior, Dabra and Datia stations in both directions. The Union Public Service Commission held a special meeting today to review the prevailing situation due to COVID-19. Taking notice of the opening of lockdown and progressive relaxations being announced by the Central Government and various States, the Commission decided to issue a revised schedule of Examinations/ Recruitment Tests (RTs). Details of the revised calendar of Examinations/ RTs have been published on the UPSC website.
The Commission also decided to resume personality tests for the remaining candidates of Civil Services Examination 2019 from 20th July, 2020. Candidates will be informed individually.
Recruitment Test for the posts of EO/AO in the Employees’ Provident Fund Organization earlier scheduled to be held on the October 04, 2020 has been deferred. New date for conduct of this RT will be published on the website of the Commission at the time of issue of calendar of Examinations/ Recruitment Tests for 2021.

The results of the Civil Services (Main) Examination, 2018 were declared vide Press Note dated 05.04.2019 recommending 759 candidates in order of merit for appointment to IAS, IFS, IPS and Central Services Group ‘A’ and Group ‘B’ against 812 vacancies.
The Commission, in accordance with the Rule 16 (4) & (5) of the Civil Services Examination Rules, was also maintaining a Consolidated Reserve List in order of merit below the last recommended candidate under the respective categories.
As sought by the Department of Personnel & Training, the Commission has now recommended 53 candidates which include 38 General, 14 OBC and 01 SC, to fill up the remaining posts based on the Civil Services Examination, 2018. Particulars of these candidates are included herewith. The candidates so recommended will be intimated directly by the DOP&T.
The candidature of following candidates bearing Roll No. 1107694 and 0882880 are provisional.
The list of these 53 candidates is also available on the UPSC website i.e. https://www.upsc.gov.in.

Union Public Service Commission will be conducting Personality Test/ Interview for the Central Armed Police Forces (Assistant Commandants) Examination, 2016 at Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi-110069 w.e.f. January 09, 2017. The e-Summon letter for Interview/Personality Test will be uploaded on the Commission’s website (http://www.upsc.gov.in). The candidates are advised to download their e-Summon letter along with all its enclosures and take a printout thereof. The candidates will have to produce the printout of their e-Summon letter at the time of Interview/ Personality Test. In case the photograph is not visible or not available on the
e-summon letter, candidates are advised to carry identical photographs for verification along with proof of identity such as Identity Card, Voter Identity Card, Driving License, Passport on the date of the Personality Test/Interview. No paper Summon Letter will be issued for this Personality Test/Interview by the Commission. The PT Board/ Interview schedule is also available on the aforesaid website.
Candidates are advised to bring 2 recent identical photographs and all original documents, with a copy thereof, showing date of birth, educational qualification, caste/ community certificate etc., failing which they will not be interviewed.

Union Public Service Commission will be conducting Civil Services (Main) Examination, 2016 at 23 Centres from 03.12.2016 to 09.12.2016. The Commission has uploaded the e-Admit Cards on its website at http://www.upsc.gov.in. The candidates are advised to download their e-Admit Cards and take a printout thereof. The candidates will have to produce the printout of their e-Admit Cards at the allotted venue(s) for appearing in the examination. In case the photograph is not visible or available on the e-Admit Cards, candidates are advised to carry identical photograph for each session along with proof of identity such as Aadhar Card, Voter Identity Card, Driving License, Passport etc. to the venue of the examination. No paper Admit Card will be issued for this examination by the Commission.

On the basis of result of the written part of the Combined Medical Services Examination, 2015 held by the Union Public Service Commission in June, 2015, the candidates with the under mentioned Roll Numbers have qualified for Interview/Personality Test:--
The candidature of these candidates is PROVISIONAL subject to their being found eligible in all respects. The candidates would be required to produce the original certificates in support of their claims relating to age, educational qualifications, community, physical disability etc. at the time of the Personality Test. They are, therefore, advised to keep the said certificates ready.
In accordance with the Rules of examination all these candidates are required to fill up the Detailed Application Forms (DAF) which is available on the Commission`s Website http://www.upsc.gov.in. All the qualified candidates are required to fill up the Detailed Application Form (DAF) and submit the same ON LINE. The Detailed Application Form (DAF) will be available on the website of the Commission from 18.08.2015 to 27.08.2015 till 23.59 hrs Important instructions regarding filling up of the Detailed Application Form (DAF) and submitting the same ONLINE to the Commission are also available on the website. The candidates who have been declared successful have to first get themselves registered on the relevant page of the website before filling up the ONLINE Detailed Application Form. The qualified candidates are further advised to refer to the Rules of the Combined Medical Services Examination, 2015 published in the Gazette of India, dated 14.03.2015, which is also available on the Website of the Commission.
After submitting the Detailed Application Form (DAF) duly filled in ONLINE, the candidates are required to take out a print out of the finally submitted Detailed Application Form (DAF) separately and will have to send the printed copy of the Detailed Application Form (DAF) duly signed by the candidate along with all relevant documents to the Under Secretary (CMS), Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi-110069, so as to reach the Commission`s Office latest by 31.08.2015. The envelope containing the print out of the Detailed Application Form (DAF) submitted ONLINE should be superscribed “Detailed Application Form (DAF) for Combined Medical Services Examination, 2015”. It can also be delivered at UPSC by hand till 31.08.2015. (5.00 PM).
Interview of candidates who have qualified for the Personality Test are tentatively scheduled to commence from 21.09.2015. The exact date of interview will, however, be intimated to the candidates through Interview Letter/e-mail. Roll Number wise Interview Schedule will also be made available on Commission`s Website in due course. The candidates are advised to check their e-mail also for further information.
No request for change in the date and time of the Personality Test intimated to the candidates will be entertained under any circumstances.
“The marks-sheets of candidates, who have not qualified, will be put on the Commission`s Website within 15 days from the date of publication of the final result (after conducting Personality Test) and will remain available on the Website for a period of 60 days”.
The candidates can access the marks-sheet after keying in their Roll Numbers and Date of birth. The printed/hard copies of the marks-sheet would, however, be issued by UPSC to candidates based on specific request accompanied by a self addressed stamped envelope. Candidates desirous of obtaining printed/hard copies of the marks-sheet should make the request within thirty days of the display of the marks on the Commission`s Website, beyond which such requests would not be entertained.
The result will also be available on the U.P.S.C. Website http://www.upsc.gov.in.

Adding a fresh chapter to the perennial struggle of other Group A civil service personnel to achieve parity with the highly privileged Indian Administrative Service (IAS) cadre in terms of status and rank, if not pay and allowances, railway minister Suresh Prabhu has written to the 7th Pay Commission recommending that the top layer of the Indian Railways bureaucracy be elevated. While the demand is not new, getting a minister to make the recommendation is unique.
If Prabhu’s proposal is accepted by the commission headed by justice Ashok Kumar Mathur, the chairman of the Railway Board (CRB) will get the rank of the chief of army the staff and counterparts in the navy and air force, who enjoy near-parity with the Cabinet secretary, the country’s senior-most civil servant and invariably from the IAS.
The CRB and members the Railway Board, who belong to various cadres like the Railway Traffic/Engineering Services, the Indian Audits and Accounts Service, etc, are currently ranked equivalent to a secretary to the government of India.
Besides the CRB, the Railway Board as the apex body of the national transporter currently includes eight members including the Finance Commission, the director general, Railway Health Services, and DG, Railway Protection Force.
Sources said Prabhu also proposed that railway zonal general managers — some 25 of them — could be elevated to the rank of chief secretaries of the states, who have the same rank as secretaries to the Union government.
Prabhu’s move, unprecedented by a railway minister, would give fresh ammunition to other cadres — principally the Indian Police Service and Indian Revenue Service — in their pitch for rewards commensurate with the members of the IAS. It could potentially lead to an increase in the Centre’s salary bill, in addition to what the commission’s recommendations would have caused otherwise.
The IPS and IRS associations have approached successive Pay Commissions with similar demands in the past, but with limited or no success, partly because these demands have never got endorsed by the political executive. The differential Grade Pays for IAS and non-IAS officers brought in by the 6th Pay Commission only widened the disparity.
Although sources said that the status change proposed for scores of top railway officials won’t result in a significant increase in their salary packages, the fact remains that pay and allowances are closely linked to rank.
Analysts said the Pay Commission would find it hard to give secretary-to-GoI status to some 35 officers with the railways without accepting similar demands from IPS and IRS associations. Either the commission would be liberal to the pleas from all Group A services or deny them all, they said.
The IPS cadre, manned by people immediately following those selected for IAS and IFS in the UPSC rank list, has less than 10 posts equivalent to secretaries to the central government, while an IRS official can never be a secretary, with the topmost positions reserved for the cadre — that of chairpersons of the Central Board of Direct Taxes and Central Board of Excise & Customs — are of the special secretary level, a notch below the secretary’s.
In comparison, there are over 150 posts of secretaries/equivalent rank meant for IAS officials.

UPSC seeks Scrapping of Special Class Railway Apprentice (SCRA) Examination
New Delhi: The Union Public Service Commission (UPSC) has told the Railway Ministry that it is not inclined to hold the Special Class Railway Apprentice Examination (SCRA) and told it to justify holding the exam.
“The Commission may not be inclined to continue with the examination unless full and proper justification is forthcoming from the Railway Ministry for such continuance,” UPSC Secretary Ashim Khurana said in a letter to Railway Board Member (Staff) Pradeep Kumar.
“Yes, UPSC has raised the SCRA issue and written to us seeking our response. We are examining the issue and will communicate our views to the Commission shortly,” Kumar told.
Started in 1927, the SCRA, one of the oldest programme in India involves selection of about 30 candidates by the UPSC to the undergraduate programme in Mechanical Engineering at the Indian Railways Institute of Mechanical and Electrical Engineering, Jamalpur.
However, UPSC is now finding the process of separate examination for a handful of candidates as “disproportionate effort” as the Commission is also conducting annual engineering services examination for selection to Indian Railway Services in Mechanical Engineering (IRSME).
Earlier, Additional secretary in the UPSA had also written to Kumar drawing his attention to the need for abolishing the SCRA examination in May.
“I would like to draw your attention once again to the disproportionate effort involved in the conduct of the SCRA Examination by the UPSC, given the small number of vacancies identified and filled up. It is also a fact that the Commission conducts the annual engineering services examination (ESE) for selection to five services belonging to Railway Ministry including the IRSME,” Khurana had written last month.
Besides IRSME, UPSC conducts selection of engineers for Indian Railway Services in Electrical Engineering, Indian Railways Services in Engineers, Indian Railways Services in Signal Engineering and Indian Railways Services in Stores.
Seeking a review of the matter, Khurana wrote “There appears to be little justification for continuing this practice only for one engineering stream, especially when recruitment is also being done through the ESE for IRSME. The Commission would urge that the entire matter may be reviewed by the Ministry with a view to doing away with the requirement of conducting the SCRA Examination annually.
