Central Armed Police Forces (Assistant Commandants) Exam, 2016 

Union Public Service Commission will be conducting Personality Test/ Interview for the Central Armed Police Forces (Assistant Commandants) Examination, 2016 at Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi-110069 w.e.f. January 09, 2017. The e-Summon letter for Interview/Personality Test will be uploaded on the Commission’s website (http://www.upsc.gov.in).  The candidates are advised to download their e-Summon letter along with all its enclosures and take a printout thereof.  The candidates will have to produce the printout of their e-Summon letter at the time of Interview/ Personality Test.  In case the photograph is not visible or not available on the  
e-summon letter, candidates are advised to carry identical photographs for verification along with proof of identity such as Identity Card, Voter Identity Card, Driving License, Passport on the date of the Personality Test/Interview.  No paper Summon Letter will be issued for this Personality Test/Interview by the Commission. The PT Board/ Interview schedule is also available on the aforesaid website.

Candidates are advised to bring 2 recent identical photographs and all original documents, with a copy thereof, showing date of birth, educational qualification, caste/ community certificate etc., failing which they will not be interviewed.

In case of any discrepancy, the candidate may contact UPSC Facilitation Counter in person or on Tel. Nos. 23381125, 23098543 and 23385271.

7th Pay Commission: Modi govt's Diwali bonanza to armed forces! Indian Soldiers to get 10% arrears

New Delhi: Government is going to bring further cheers for the armed forces this Diwali, as it has decided to disburse 10 percent arrears to them, a financial daily has said.
As per a report in the Economic Times, India's soldiers will get an interim payment before October 30.
The ET access to an October 10 order by the defence ministry. It says pending issuance of the 7th pay commission notification, "the President has sanctioned payment of arrears on ad hoc basis. Arrears will be 10 percent of the current drawn pay (including dearness allowance) for all soldiers, calculated from January 2016."
The Defence Ministry had recently notified the 7th Pay Commission. However, the armed forces have been unhappy with the cabinet approval of the Seventh Pay Commission recommendations saying the anomalies that they had highlighted has not been taken care of.
The forces argue that the anomalies lower the status and pay parity of forces vis-a-vis their counterparts in the police and civilian administration.
Defence Minister Manohar Parrikar had in the last couple of months held several meetings with Service Chiefs and the members of the Armed Forces Pay Commission Cell to discuss the anomalies in the 7th Pay Commission of the Armed Forces.
Parrikar had also assured them that the "anomalies" they pointed out in the 7th Pay Commission will be taken up at the "highest level".

RESOLUTION

            It is announced for general information that during the year 2016-2017, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 8.1% (Eight point one per cent) w.e.f. 1st April, 2016 to 30th June, 2016. This rate will be in force w.e.f. 1st April, 2016. The funds concerned are:-

1. The General Provident Fund (Central Services)
2. The Contributory Provident Fund (India)
3. The All India Services Provident Fund
4. The State Railway Provident Fund
5. The General Provident Fund (Defence Services)
6. The Indian Ordnance Department Provident Fund
7. The Indian Ordnance Factories Workmen’s Provident Fund.
8. The Indian Naval Dockyard Workmen’s Provident Fund
9. The Defence Services Officers Provident Fund
10. The Armed Forces Personnel Provident Fund.

Several representations are received from Armed Forces Veterans relating to various issues such as pension fixation / One Rank One Pension, disbursal, rehabilitation, re-employment, effective implementation of Ex-Servicemen Contributory Health Scheme, financial assistance, grant of benefits to ESM / families by State Governments such as land / houses / flat, compensation, ex-gratia, etc. which are replied to / disposed off in accordance with the existing Government policies / Rules.

This information was given by Minister of State for Defence Rao Inderjit Singh in a written reply to Shri Anto Antony in Lok Sabha today.

No Proposal to introduce reservation for recruitment in the armed forces

Recruitment in Armed Forces

There is no proposal under consideration of the Government to introduce reservation for Scheduled Castes / Scheduled Tribes / Other Backward Classes for recruitment in the armed forces. Recruitment in the armed forces is based on merit and is open to all citizens irrespective of class, caste, community, region or religion. Nature of operational and administrative challenges under which the armed forces function precludes reservation for recruitment in the armed forces.

This information was given by Defence Minister Shri Manohar Parrikar in a written reply to Shri Tapas Paul in Lok Sabha today.

Subject: Revision of 43% and 45% commuted portion of pre-2006 Armed Forces absorbees who had drawn lump-sum payment on absorption in PSU/Autonomous bodies- Stepping up of notional full pension with effect from 24.09.2012.

Reference: This Office Circular No. 2 bearing file No. G-1/M//104/ICOsNOHV dated 16.10.2009.

A copy of Government of India, Ministry of Defence letter NO. 1(1)/2014/D(Pen/Policy) dated 16th October’ 2014 on the above subject is forwarded herewith for information and necessary action, which is self explanatory.

2. In terms of GoI, MoD letter dated 16th October’ 2014, the notional full pension of the commissioned Officers absorbee pensioners determined in terms of GOI, MOD letter dated 21.08.2009 shall be stepped up to fifty percent of the minimum of the fitment tables or the rank in revised pay band as indicated under fitment tables annexed with SAI 2/8/2008 as amended (for regular Commissioned Officers), SAI 4/S/2008 as amended (for Commissioned Officers belonging to AMC/ADC/RVC and who were in receipt Of NPA) and equivalent instructions for Navy & Air Force, plus the Grade pay corresponding to pre-revised scale from which the pensioner had retired/ discharged including MSP, where applicable.

3. Similarly, the notional full pension of JCOs/ ORs absorbee pensioners also be determined in terms of GOI, MOD letter dated 21.08.2009 and shall also be stepped up to fifty percent of the notional maximum of the fitment tables for the rank and group in the revised pay band as indicated under fitment tables annexed with SAI 1/S/2008 as amended and equivalent instructions for Navy & Air Force, plus the Grade pay corresponding to the pre-revised scale from which the pensioner had discharged including MSP and ‘X’ Group pay, where applicable.

4. The amount SO determined Shall be reduced proportionately where the Armed Forces absorbee had rendered less than the maximum required service to earn full pension. While determining revised full pension in terms of these orders, weightage in qualifying service Shall not be allowed, as hitherto fore.

5. Financial benefit will be effective from 24th September“ 2012.

6. ROs are requested to review all cases and a list of all affected cases indicating individual’s details may be forwarded to concerned PSA for issue of Suo-Moto Corr. PPO, where the restored pension has already been revised in terms of GOI, MOD letter dated 21.08.2009. However, in case, where no PPO has been issued by this Office on the basis of GOI, MOD letter dated 21.08.2009, then Appendix attached with the GOI, MOD letter dated 21.08.2009 (copy enclosed) may be forwarded to concerned PSA for issue of Corr. PPO in all affected cases.
