Delhi Metro to introduce 10 trip travel card on the airport express line from 1st October 2016

The Delhi Metro Rail Corporation (DMRC) is introducing a new product i.e, a 10 Trip (10-T) travel card facility for its commuters of the Airport Express Line from 1st October 2016. This is aimed at facilitating those commuters who would like to avail limited travel trips. Such passengers can avail a maximum of 10 trips using this card to travel on the Airport Express Line. 

The validity of the 10 Trip Card will be for 15 days and the facility will be applicable on trial for three months. This facility will be economical and also help save time for the occasional commuters of the Airport Express Line. 

This card is in addition to the already available 30 trips and 45 trips travel card on the Express Line and used mostly by its regular commuters. Both these trip cards come with a validity of 30 days. 

The detailed fare structure for the 10 T Card from station to station on the Airport Express Line is as follows:

The Trip Cards of Airport Express Line are economical for commuters as they provide cheaper travel in the range of 10% to 55% depending on the number of stations travelled vis a vis those who use single journey token for their travel. For example, a token for a trip from New Delhi to Shivaji Stadium would cost a passenger Rs. 20/- whereas the same trip performed by a passenger having a 45 trip card would cost only (approx.) Rs. 9/-, Rs. 12/- with 30 trip card and Rs. 15 with 10 trip card. (More details on Token/Trip Cards available at www.delhimetrorail.com). 

This is one of the many measures that the Delhi Metro has taken in recent times to facilitate its passengers on the Airport Express Line. Recently, check in facility was introduced at both New Delhi and Shivaji Stadium Metro station for Air India and Jet Airways bound passengers. Ticket counters were also opened by Air India at these two stations. The frequency of the trains on this line was also increased to 10 minutes throughout the peak hours i.e. 08:00 AM to 08:00 PM.

POLICY PROVIDING SUB QUOTA OF 33 % TO WOMEN WITHIN RESERVED CATEGORIES FOR THE ALLOTMENT IN CATERING UNITS
·In compliance of Budget Announcement 2016-17, a Sub Quota of 33% for women in allotment of each of the reserved catering units is being introduced on Indian Railways in order to extend economic empowerment for women.
· Current Status of Reservation at Minor Catering Units (Stalls / Trolleys / Khomchas)
·A1, A, B, and C Category stations – 25% of the Units are reserved for various categories like SC (6%), ST (4%), BPL (3%), OBC (3%), Minorities (3%), Freedom Fighters (4%) and Physically Challenged persons (2%).
· D, E and F Category stations – 49.5% of the Units are reserved for various categories like SC (12%), ST (8%), OBC (20%) and Minorities (9.5%).
·33% sub quota reservation for women shall ensure allotment of minimum 8% stalls to women at A1, A, B & C category station and minimum 17% at D, E and F category station.
·There are approximately 8000 Minor Catering Units over Indian Railways.
· Under this provision, Railways shall ensure that women participation does not fall below a specific level.

Indian Ocean sea level on the rise according to new study

A new paper in the Journal of Geophysical Research shows that sea level rise in the northern Indian Ocean rose twice as fast as the global average since 2003. This represents a stark contrast to the previous decade when the region experienced very little sea level rise at all.

The science team led by Philip Thompson, associate director of the University of Hawaiʻi Sea Level Center in the School of Ocean and Earth Science and Technology (SOEST), analyzed two and a half decades of ocean surface height measurements taken from satellites. The satellite data showed a substantial and abrupt increase in decade-long sea level trends in the Indian Ocean region, which prompted the oceanographers to investigate the cause of the shift using computer simulations of ocean circulation.

“Wind blowing over the ocean caused changes in the movement of heat across the equator in the Indian Ocean,” said Thompson. “This lead to suppression of sea level rise during the 1990s and early 2000s, but now we are seeing the winds amplify sea level rise by increasing the amount of ocean heat brought into the region.”

Reversal of winds
When trade winds in the Indian Ocean are weaker north of the equator compared to the south, warmer water at the ocean surface is driven out of the Northern Hemisphere, and colder, deep water is moved in. This has a net cooling effect on the ocean, leading to the suppression of sea level rise. This is what occurred early in the satellite record, but recently the situation reversed, causing heat to build up in the northern Indian Ocean and enhancing the rate of sea level rise.

Many of the world’s most vulnerable populations to sea level rise can be found in these parts of the Indian Ocean, including those in Bangladesh and Jakarta.

“What we are learning is that the interaction between the ocean and atmosphere causes sea level to rise like a staircase instead of a straight line—starting and stopping for many years at a time. What we’ve done here is described one stair, which will help us better understand and plan for the future,” said Thompson.

The science team will continue their work using similar techniques to understand sea level variability in the South Indian Ocean, investigating how heat is exchanged between the Indian and Pacific Oceans.

Kapurthala: The first coach of the Railway’s premium offering – the premium Tejas brand of trains – has been built at the Rail Coach Factory at Kapurthala and is expected to be put on trial soon. According to RCF officials, the coach will be sent to the Indian Railways to decide on which section the 130 kmph coach will be tested. According to the current schedule, officials said the train is likely to be commissioned by the Railways in February next year. The Railways plan to make three such rakes, said officials.

One of the biggest challenges, officials said, would be fitting television screens on the back of the seats, a unique initiative that has not been done on Indian trains previously. However, it is yet to be ascertained how these enhanced features will perform at top speeds. Officials, however, said the first coach built do not have TV screens fitted into the seats yet. The blue and yellow seats have an ergonomic design and provide a high level of comfort as compared to the seats fitted in the higher class coaches of trains currently.

The Tejas train is positioned for the business traveller who is willing to pay more for superior travelling comforts, said railway officials. The nine sectors identified by the Railways that will attract passengers for Tejas include Delhi-Agra, Delhi-Chandigarh, Delhi-Kanpur, Nagpur-Bilaspur, Mysuru-Bengaluru-Chennai, Mumbai-Goa, Mumbai-Ahmedabad, Chennai-Hyderabad and Nagpur-Secunderabad. Officials said no specific route has been chosen for the Tejas rake.

Tejas will operate at speeds of 130 kmph and above and offer onboard services such as entertainment, local cuisine, WiFi. Tejas coaches will be equipped with 22 new features, including entertainment screens for each passenger along with phone socket and LED boards for communicating safety instructions. There will be water level indicators in bio-vacuum toilets, sensorised taps and hand driers; will have CCTVs, and fire and smoke detection and suppression system.

Tejas, Hamsafar Express services in railway’s new timetable

Tejas, Hamsafar, Antodaya and Udaya Express trains are among 30 new services which are part of the new railway timetable.

Railway Minister Suresh Prabhu today launched the new timetable “Train at a Glance”, which will become effective from October 1.
“All these new services of express trains — Tejas, Hamsafar, Antodaya and Udaya — were promised in the Rail Budget. So we are fulfilling our budget promises by incorporating all these services in the new timetable,” Prabhu said, releasing the timetable.
Destinations and schedules of 10 Hamsafar Express, seven Antodaya Express, three each of Uday Express and Tejas Express trains have found place in the new timetable.
The release of new railway timetable was delayed for a month as the routes and destinations of new proposed services announced in the Rail Budget could not be finalised due to various reasons.
“Launching date of the new services will be announced later,” he said.
Fares of Tejas and Hamsafar Express trains will be higher than the existing fare structure.
Besides the new services, travel time of 350 existing trains have been reduced, 75 of which have made it to the superfast category. 240 operational halts have been converted into commercial stoppages and the train connectivity to the northeastern states of Tripura, Manipur and Mizoram have found mention in the timetable.
According to the new timetable, Faizabad-Lucknow passenger train has been merged with Saharanpur-Lucknow and would run as a single service between Faizabad and Saharanpur.
Also, New Delhi-Bhatinda Shatabdi Express would be extended till Firozpur. According to the schedule, while Anand Vihar-Gorakhpur Hamsafar Express will be tri-weekly, rest of nine Hamsafar will be weekly service.

New Delhi: The Dedicated Freight Corridor Corporation and the railways have signed a memorandum of understanding (MoU) to fix the target for various projects during 2016-2017.

Dedicated Freight Corridor Corporation of India Limited (DFCCIL), a government enterprise under the administrative control of the Ministry of Railways, is at present carrying out construction of 3,342km eastern and western freight corridors for exclusively movement of goods trains.

The MoU envisages laying down the target for various important activities of DFCCIL. It will also help timely release of funds for execution of projects, land acquisition and continuance of full assistance by the Ministry of Railways in deputing officials on tenure basis to work in DFCCIL.

The MoU was signed on September 26 by DFCCIL Managing Director Adesh Sharma and Railway Board Secretary R K Verma.

The 1,840km Eastern Dedicated Freight Corridor from Ludhiana to Dankuni near Kolkata traverses Punjab, Haryana, Uttar Pradesh, Bihar, Jharkhand and West Bengal.

The 1,502km Western Dedicated Freight Corridor from Dadri (Uttar Pradesh) to Jawaharlal Nehru Port Trust (Mumbai) passes through Maharashtra, Gujarat, Rajasthan, and Haryana.

These freight corridors will contribute in a great manner towards the economic development of the states encompassing them as well as help ease the traffic load on existing Indian Railways network.

The core sectors like power houses, fertiliser, food grains and POL (petroleum, oil and lubricant) movement will be benefited by this infrastructure.

· Section 32 of the Railways Act, 1989 empowers railway administration to quote Station to Station Rate (STS) in respect of carriage of various commodities. 

· Railway Board used to issue guidelines to Zonal Railways for implementation of STS rates. Last guidelines on this subject were issued by Board in 2002, which were in operation till 2006. In November 2015, Zonal Railways were advised to exercise power vested with them to quote STS rates as per the Railways Act, 1989.

· On request from Zonal Railways and to enable them to garner more traffic from road and other modes,   broad guidelines are being issued to Zonal Railways for finalising STS rates.

· Salient features of the proposed policy are as under:

·Existing as well as new traffic shall be eligible.
·Concession shall be granted up to a maximum of 30% on the incremental traffic over and above the benchmark NTKM. Benchmark NTKM is defined as average NTKMs of corresponding periods of previous 24 months.
·Concession shall be in the form of percentage discount over the Normal Tariff Rate (NTR). It should be ensured that the concessional freight should not be less than the NTR of Class 100.
·Concession shall be admissible to Block rake, two/multi point rake, Mini Rake etc.
· Concession may be granted for retention of traffic also up to maximum of 15%. In case of container traffic, STS discount upto maximum of 15% shall be given to commodities charged at Container Class Rate (CCR).  
·STS scheme will be applicable for all terminals namely goods sheds, sidings, ports, CRTs, PFTOs etc. 
·To avail STS, Rail users shall be required to apply to the DRM with details, who shall forward the same for approval of GM through CCM, COM and FA&CAO.  If Railway administration approves grant of concession under STS, an agreement shall be executed between Railway and customer.
·The agreement shall be done for a maximum period of three years at a time and for not less than one year.  Any change in freight rate (excluding imposition of any surcharge) shall not be applicable on the customer during the currency of the agreement or for one year, whichever is less. 
·Commodities excluded from STS are - 
o   All commodities with classification below Class-100.
o   All commodities under Main Commodity Head “Coal & Coke”
o   Iron ore (all types)
o   Military traffic, POL and RMC
·Targeted customer:  Food grain, Cement, Clinker, Dolomite, Limestone, Steel companies, Fly ash, etc.
·  Expected additional loading: 10 million tonne per annum.

Indian Railway is introducing the facility of transfer of berths remaining vacant after second charting at the train originating station to the next and subsequent stations for clearing the waitlisted passengers at such stations.
·The PRS system will automatically allot vacant berths available at the originating stations after preparation of second chart to the subsequent stations where waitlisted passengers are available. The passenger will get SMS on his registered mobile indicating the coach and berth number allotted. This will help passengers boarding at road side stations to get confirmed berths. Presently they get their berths confirmed only if confirmed berths from the pooled quota (PQ) allotted to the station are cancelled.
·The TTEs will be able to allot vacant berths on board after departure of the train only upto the next station where quota is available for the train. In case no person boards the train at the next station he can further allot/extend the same to the next quota station.
·At present about 3 lakh berths per year go unutilised while there may be demand at intermediate stations. This system will help in better utilization of available berths at the time of departure of trains from the originating station and also reduce the discretion available with TTEs in allotting the berths.

NEW DELHI: In a move that may significantly reduce crowding in trains, the Metro has approached the government making a case for procurement of 916 coaches to tackle the 17.5% annual growth in ridership recorded over the past five years.
Says the detailed project report by the Delhi Metro Rail Corporation, "There is a persistent demand from all quarters, including the Supreme Court, that DMRC shall endeavour to run trains with best possible frequency to meet the needs of the city's public transport."
Given that Delhi Metro runs 1,396 coaches in its system, another 916 would mean a 65% increase in coaches.
In terms of trains, the proposal has sought 102 new ones to add to the existing network of 227. It cites "extreme overcrowding" for the need to add to the existing rolling stock, or coaches. According to the Delhi Metro, the augmentation is planned to be taken up from April 2017 to March 2021, after the approvals from the Delhi government and the Centre. The procurement is expected to cost Rs 13,284 crore, at 2016 prices.
At present, Delhi Metro operates on six corridors. Two more corridors will be added in phase III, for which the Delhi Metro has already placed an order of 486 coaches. However, the increasing ridership on the network has meant that the number of trains in the system is not enough to cater to the crowds.
In the past five years, 17.5% additional commuters have been added to the ridership, each year.At present, the daily average ridership of the network is around 28 lakh, though it recently touched 32 lakh on a hectic day .
The more populated corridors are line 34 (Dwarka sector 21 to NoidaVaishali) and line 2 (Sa maypur Badli to HUDA City Centre).

New Delhi: Highlighting the demand-supply “mismatch” on long distance trains, a study by RailYatri. It has stated that over 10 lakh people fail to travel daily due to non-availability of tickets.
The RailYatri.In, which has been tracking the booking pattern of train tickets since January this year across the country, said that nearly 10-12 lakh people are unable to travel on a daily basis as their tickets are not confirmed.
This would translate to nearly 13 per cent of long distance train travellers daily. In the peak travel season, the figure increases to about 19 per cent, it said.
The portal has analysed the travel plans of over 30 lakh people from over 3,100 railway stations looking for seats in nearly 2,800 trains as part of the study.
“While we were always aware of the demand-supply mismatch in train travel, the scale of surplus demand as brought out by this study has been an eye opener for us,” says Manish Rathi, CEO of RailYatri.In.
However, a Railway spokesperson said, “The study does not appear to be based on complete facts. It has not taken into account various sectoral and seasonal variations. The figures are a bit exaggerated.”
RailYatri maintains that despite an increase in several transport options, trains continue to be the most-preferred mode for long-distance travel.
“However, this would require hundreds of more trains to run every day. Considering the already overloaded network, the chances of a substantial number of more trains being added in the near future is difficult,” Rathi added.

Zero-Emission Hydrogen-powered Train unveiled in Germany

Berlin: Two years after inking the first letters of intent (LoIs) with various German states and entities, French multinational Alstom’s zero carbondioxide (CO2) emission passenger train is set to grace the European country’s rail network.

Launched on Tuesday at railway trade fair InnoTrans, in Berlin, Germany, the new Coradia iLint locomotive is being promoted as a hydrogen-fuel-cell-powered alternative to diesel-powered locomotives and a more cost-effective choice compared to the electrification of lines.

Germany would be Alstom’s launching pad on route to the delivery of lower CO2 emission products, Alstom chairperson and CEO Henri Poupart-Lafarge said at a press briefing on the sidelines of the trade show.

The move forms part of the company’s commitment to cut the energy consumption of its solutions by 20% by 2020 and is a part of the solutions Germany will adopt with its commitment to reduce its CO2 emissions by 40% from a 1990 baseline in the next four years.

“Germany is the ideal starting point for hydrogen technology, as customers increasingly demand innovative and environment-friendly products and the transport authorities push for the implementation of regional emission-free transport technologies,” Poupart-Lafarge commented.

He pointed out that a significant portion of Europe’s rail network – 50% in the case of Germany, with some 20 000 km of nonelectrified track – remains nonelectrified, with the number of diesel locomotives operating still high.

LoIs were signed in 2014 with the German states of Lower Saxony, North Rhine-Westphalia and Baden-Württemberg, as well as with the Public Transportation Authorities of Hesse, for the development of a fuel-cell train.

An LoI was also concluded with the town of Calw in 2015.

“The only exhaust is water steam and condensed water. No greenhouse gases or particles are exhausted from the train and electricity is produced without any generator or turbine, which makes the process much quicker and more efficient,” Poupart-Lafarge added.

In a fact sheet outlining the features of the new train, Alstom highlighted the use of high-performance lithium-ion batteries for the storage of energy from the fuel cell when not in use.

“The battery stores energy from the fuel cell when not needed for traction or from the kinetic energy of the train during electrical braking and allows supporting energy delivery during acceleration phases. They accumulate the energy not immediately used in order to later supply it as needed.”

Coradia iLint, which is based on the diesel train Coradia Lint 54, will be manufactured at Alstom’s Salzgitter site, in Germany, with the first of the new trains scheduled to enter commercial service in 2018.

COIMBATORE: Assuring the city a train to Bengaluru soon, the Union minister for railways Suresh Prabhakar Prabhu on Saturday hinted at announcing the train soon. While the demand is for an overnight train to the startup capital, it is hinted that an air-conditioned double decker will be introduced on the route.

Suresh Prabhu was in Coimbatore to participate in the fifth edition of TIDES leadership summit organized by the Confederation of Indian Industries (CII). Ravi Sam, chairman of the summit placed two demands with the railways minister. The first was for an overnight train from Coimbatore to Bengaluru, which Prabhu promised to deliver soon. Sam said, "An overnight train from Yeshwanthpur to Coimbatore was introduced some time ago, but, the timings are not passenger-friendly. There is a report suggesting that the train is not required any more." 
While the demand is for an overnight train to Bengaluru, it is hinted that an air-conditioned double decker train, UDAY- Utkrish will be introduced on the route.
The second demand placed by Sam was to provide some part of railways' land to the expansion of Brookebond Road, to reduce traffic congestion. Suresh Prabhu responded, "I have made a note of the demand. The general manager of southern railways is here, and he will look into the matter."
The railways minister spoke about how the online grievance redressal system introduced by the NDA government has helped the Centre identify problems and provide solutions. "The online complaint registration system has helped identify areas of development. Complaints received through SMS, Facebook, Twitter and emails are more or less addressed within the passenger's journey," said Prabhu. "This has also helped us to draw a pattern to the problems, by tracking recurring problems from particular segments like food, linens etc," he added.
The chartered accountant turned politician said the Centre has allocated 8.5 lakh crore in funds to railways for the next five years and said the reason railways has not developed in the past 50 years was because enough funds were not allocated.

Kolkata: Now, plan your trip within Kolkata on Google maps on your phone. With all data of routes under state transport utilities available on Google, one can touch and select the public transport bus or tram services he/she wants to avail to reach his/her destination. The map suggests the best route to reach one's destination, giving citizens a respite from rogue taxi or auto drivers who swindle passengers by taking winding routes to take them to their destinations.
The state transport department, a month ago, shared data on bus and tram services with Google, which later put them on its map. The Google representatives, said a source, held the meeting with state officials at Paribahan Bhawan.
But how will it help the commuters? One needs to put the origin and destination on the map. Google map will give options to reach the destination - multiple routes under different modes of transport on real-time basis. Google will also give the approximate time to be taken by each mode of transport.
"For a tourist, the system will come very handy to reach any place of interest from any point of the city. For an office-goer, it will be only a matter of few seconds to know the route he must take to reach his or her office. Eventually, one can also locate the bus he needs to catch on the map," said managing director of West Bengal State Transport Corporation Narayan Swarup Nigam.
Already, the state transport department has shared the details of route, fleet size and stoppage details of buses and trams under state transport utilities (STUs) with Google. Gradually, Metro rail, ferry services, suburban trains will also be embedded in the system, there to give a commuter a holistic picture about his best possible route to take, said a transport department officer.
This development comes at a time when several technology-driven passenger amenities are being developed by the transport department. The STUs are already working on GPS-based smart-transit system which will help a commuter locate his or her bus on the map and plan the trip accordingly.
The state transport department, with the help of World Bank, will do a study on bus-route rationalization and integration of bus services with other modes of transport like Metro and ferry services. Google Maps will eventually adopt the data of rationalized routes. Google will give real-time picture of snarls on road and thoroughfares to avoid so that a commuter finds a less-congested route to travel to his destination.
"We have a plan to make all private buses GPS-enabled so that they also come under this mapping system. The autos will also be brought under this system and that's why a number of studies are being undertaken. These studies will also make clear the modal split of the transportation," said a source.

Patna: The railways has diverted at least 16 pairs of passenger trains either originating from or passing through East Central Railway (ECR) stations due to track work on the Adhinpur-Musafikhana-Sheonagar section of Lucknow division from September 25 to 29.
  • According to ECR's chief public relations officer Arvind Rajak, Rajgir-New Delhi Shramjeevi Express (12391) will run via Sultanpur-Faizabad-Lucknow route while Kota-Patna Express (13240) will run via Lucknow-Faizabad-Varanasi route during the period. The Haridwar- Howrah Kumbh Mela Express (12370) train will run via Lucknow-Pratapgarh-Varanasi route.
  • The Delhi-Malda Town Farakka Express (13414) train will pass through Lucknow-Faizabad-Sultanpur route while Chandigarh-Pataliputra Express (13256) will run via Lucknow-Pratapgarh-Varanasi route. The Howrah-Amritsar Express (13049) train will run via Sultanpur-Faizabad-Lucknow route during the period, Rajak said, adding Jammu Tavi-Howrah Himgiri Express (12332) and Ambala-Barauni Express (14524) will run via Lucknow-Pratapgarh-Varanasi route.
  • The Indore-Rajendra Nagar Express (19313) train will pass through Lucknow-Faizabad-Varanasi route and the Dehradun-Howrah Upasana Express (12328) train via Lucknow-Pratapgarh-Varanasi route, according to Arvind Rajak.

New Delhi: Trains in India might soon sport vinyl-wrap advertisements of PayTM, if sources are to be believed. The country’s largest mobile payment platform that also has an online marketplace is betting big on the railways to grab more eyeballs and, in the process, add customers to its 135-million user base.

As an initial step, the Vijay Shekhar Sharma-run firm has submitted a technical bid for vinyl-wrap advertising slots on 23 trains in the Central and Western Zones of the railways for a period of 10 years. These slots are to likely to be auctioned next week. Apart from PayTM, others in the fray are Media on Track, JCDecaux India, and TDI International India.

According to sources, PayTM has expressed an interest for placing such ads on all 12,617 passenger trains. While PayTM could use the space at its discretion and even sub-lease to other companies, it says it has no such plans as of now. According to railways officials, they’re expecting a revenue of about Rs 300 crore per annum from vinyl-wrap advertisements.

“The railways has huge potential for advertising as it runs about 13,000 trains a day, covering about 63,000 km, with passenger traffic of 23 million. PayTM is keen as this may grab more eyeballs than sponsoring a cricket match,” said a person close to the development.

The e-commerce giant, owned by One97 Communication, bagged the title sponsorship of the Board of Control for Cricket in India (BCCI) for Rs 203 crore, or Rs 2.42 crore per match, for four years. According to sources, PayTM is also keen on participating in the upcoming auction for setting up executive lounges in railway stations. However, the firm would look at these at a later stage.

PayTM is one of the few start-ups to have made major inroads into the Indian Railways in the past year. It is the only mobile wallet that allows users to book train tickets online through the app and website courtesy its tie-up with Indian Railway Catering and Tourism Corporation (IRCTC).

The railways is planning to increase its non-fare revenue through advertisements. By March, it is likely to come up advertisement slots on a high-tech centralised network of 100,000 screens across 2,175 stations. It is also looking to tap outdoor advertisements across road-over-bridges, road-under-bridges and level crossings on a zonal basis.

In recent months, PayTM has seen exponential growth in its travel marketplace. Its bus tickets business recently broke even, while the hotel booking category is expected to start generating profits soon. “Our alliance with IRCTC is a major leap, as it completes the spectrum of air, road and rail ticket booking solutions available on Paytm. This is a significant milestone in our efforts to build India’s largest travel marketplace,” Abhishek Rajan, Vice-President, PayTM, said.

Indian Railways is also working on a plan to switch over to cash-less electronic payments for all its transactions. While around a half of all passenger tickets are currently sold through IRCTC, the new plan envisages bringing the remaining half, sold through PRS counters, under the electronic net.

The implementation of the new plan would also bring the Unreserved Ticketing System (UTS) under the electronic net. Sources said PayTM has also presented railways with solutions to capture the UTS segment.
