CHENNAI : In order to curb the footboard travel in trains, the Southern Railway has decided to cancel the railway passes and season tickets of passengers who travel on footboard in trains in Tamil Nadu.
The decision was taken on Monday in the aftermath of the accident that took place on June 25, in which five rail passengers travelling on footboard of a fully crowded EMU train were killed after hitting a concrete fence at St Thomas Mount station.
“All types of passes including college student concession passes issued by the Railways, passes carried by wards of railway employees and regular season tickets will be cancelled if a person found travelling on footboard,” Louis Amuthan, Senior Divisional Security Commissioner, RPF, Chennai told.
According to official records, between January 1, 2016 and June 30 this year, footboard travel claimed the lives of 191 persons across the Southern Railway. During this period, the RPF has apprehended about 18,414 footboard travellers and collected a fine of Rs.49.51 lakh.
“Majority of footboard travellers are college students and office-going youngsters. Railway passes of college students who are travelling on footboard will be confiscated and information will be given to the colleges concerned, which will be asked not to recommend such students for student passes. This means that once a student is caught for footboard travel, he or she will not be eligible to student railway passes,” said Amuthan, adding that the regular season tickets would also be confiscated from those who are hanging on the foot-board.
The Chennai suburban railway system caters for about 11.5 lakh passengers a day in four sections. Naina Masilamani, a member of the Divisional Rail Users Consultative Committee (DRUCC), Chennai, said that before implementing such a move, the Railways should increase the frequency of trains during rush hour.
On Monday, Southern Circle Railway Safety Commissioner K A Manoharan conducted a public hearing in connection with the St Thomas Mount accident, at the Chennai divisional office. A railway official told that a decision on increasing the frequency of regular EMU trains and other operational changes would be taken based on the recommendations from the Railway Safety Commissioner.
Between January 1, 2016 and June 30 this year, footboard travel claimed the lives of 191 persons across the Southern Railway. The RPF apprehended about 18,414 footboard travellers and collected fine of Rs.49.51 lakh.

 Business Rule of Metro Railway
1.      RULES FOR SMART TOKEN
1.1    Token is meant for single journey. There is no provision for return journey token.
1.2    Token is captured at the exit gate on completion of journey.
1.3    Token is valid for the day of purchase for a particular zone of travel depending on origin and destination. Once purchased across a booking counter, passenger must enter the paid area within 45 minutes from the time of purchase. Token becomes invalid if the passenger does not enter within 45 minutes.
1.4     A token holder is allowed to detrain short of his booked zone of travel without any penalty. He is also permitted a proper exit at the destination station without having entry punched on the token.
1.5     Lost token is not replaced under any circumstances.
 2.     RULES FOR  SMART CARD
2.1Smart Cards are sold at all Kolkata Metro stations.
2.2  The first time user will have to purchase the smart card by paying Rs.100/200/300/500 & 1000 (inclusive of Security Deposit of Rs. 60/-) and later on get the pass value recharged for any amount of Rs.100/200/300/500 & 1000, up to maximum card balance of Rs.5000/-. A 10% bonus on flat rate is given on issuing new smart card (minus SD) and further on recharging of smart card.
2.3     Validity of such card is one year from the date of purchase or date of “add value”. In case the smart card is topped up within validity period, the balance amount remaining on the card is carried forward. In case the validity of card has expired at the time of “topping up”, recharging can be done on the smart card; however, the previous balance is not carried forward but forfeited.
2.4    A passenger is allowed to enter through the entry gate only with a minimum balance of Rs.25/-(the maximum chargeable fare).
2.5     In case a patron does not flash his smart card at the exit and makes an improper exit, the card is locked. The booking counter deducts the maximum chargeable fare Rs.25/- from the smart card when the same is presented in the next visit and the card is unlocked.
2.6     When a passenger tries to exit with a card without proper recorded entry in it, the passenger is not deemed to be travelling without ticket. Such a mismatch is penalized by deducting Rs.25/- from the smart card.
2.7     Lost card is not replaced under any circumstances.
3.      RULES FOR STUDENT SMART CARD
3.1     Student smart card is sold only at the booking counters of selected stations of Kolkata Metro. This card is issued in favour of 2 fixed stations.
3.2     Concession of 60% of the chargeable fare is granted to students attending School / Madrasas / Vocational Institutions up to classes academically equivalent to Class – XII. Any other discount on the basis of add value is not applicable.
3.3     The first time user is to pay one time security deposit of Rs.60/- for purchasing the student smart card and get the pass value loaded for 40 or 80 Rides.
3.4     Validity of student smart card is 30 days and 90 days according to value loaded for 40 rides and 80 rides respectively. When this card is recharged before the validity period the balance rides, if any, are carried forwarded. After the validity is over, the same card again can be recharged as per requirement but balance rides, if any, are not carried forward.
3.5     The rule of replacement of the student smart card is similar to 2.7.
3.6     When a student makes an improper exit without flashing his card on the gate, the card gets locked. One ride is deducted when the card is presented to the booking counter in the next visit and simultaneously the card gets unlocked.
3.7     When a student tries to exit with a card without proper entry recorded in it, the student is deemed to be travelling without ticket. He is liable to pay penalty of Rs.250/- in addition to maximum fare in cash chargeable at that exit point.
3A.    Rules for Tourist Smart Card

3A2.  After the validity of the tourist card is over, the same can be recharged as per the convenience of the tourist.         
4.      PENALTY STRUCTURE
          Patron has to pay penalty in cash.
4.1     The maximum permissible time limit between purchase of smart token and entry into paid area at the station is 45 minutes and between entry to exit  is 120 minutes for both token and card(smart card and student smart card ). 
4.2     In case patron is detected travelling without token /any type of card, a penalty
of Rs.250/- plus the maximum fare chargeable at the station of detection  is charged.
4.3     In case a token holder oversteps his zone of travel, he is required to pay a penalty of Rs.250/- plus the difference of fare between the zone of actual travel and over stepped zone.
4.4     If a passenger loses his authority to travel  in the paid area, he is not able to exit through the exit gates. He is considered travelling without ticket and penalty as per clause 4.2 is applicable.
4.5     A penalty of Rs.250/-  is levied on a defaulter who exits without depositing the token at the gate.
4.6     The holder of student smart card is subjected to same penalty as stated in  4.3 when the student oversteps his station of exit. In addition to penalty, one ride is also deducted from the total allowed in the student smart card.
4.7     When the card holder of the student smart card detrains short of his exit point, he is charged a penalty of Rs.250/- in addition to deduction of one ride.
4.8     Penalty for nuisance activities affecting cleanliness of Railway premises is upto Rs. 500/- and penalty for other nuisance activities is upto Rs.250/-.
4.9     Whenever a passenger holding smart token or smart card or student smart card remains in the paid area for more than two hours, penalty of Rs.10/- per hour, subject to a maximum of Rs.50/- is collected. Whenever the passenger remains in the paid area for more than two hours for reasons beyond his control, no penalty is imposed on him.
4.10   Passenger holding a smart token or smart card or student smart card is allowed to exit from the paid area of the same station at which entry has been punched. In this situation token is collected at the gate and smart card is deducted with Rs.25/- (maximum chargeable fare) and one ride is deducted from the student smart card.
5.      REFUNDS :-
5.1     Balance amount is refunded, in case of CST and CSC, after rounding off to the immediate lower whole number.
5.2     CST once purchased cannot be refunded under normal circumstances if the passenger has already entered the paid area.
5.2.1  Full refund is allowed  at  token  issuing station within validity period (i.e. 45 minutes) to a token holder who has not entered the paid  area. Beyond validity period extending upto next day, a refund of Rs.5/- is allowed on presentation of token to the booking staff. From 3rd day onwards Rs.2/- (for tokens of Rs.5/-) and Rs.5/- (for tokens of more than Rs.5/-) are refunded to the token holders wanting to return such tokens..
5.3     For corrupted / unreadable CST, a new CST is issued in replacement and the commuter is allowed to complete his journey.
5.4     For a partially used CST, no refund is granted in normal circumstances; the token is captured at the exit gate and the passenger is allowed to exit.
5.5     In case of unusual incidents (accidents, service disruption for more than 30 minutes), full refund is granted only at the CST issuing station on the day of occurrence to the token holder in station premises including both paid and unpaid area.
5.5.1  In face of unusual incidents exceeding 30 minutes, a passenger having a partially used token is refunded 50% of the fare on the day of occurrence.
5.5.2. Eligible* passengers covered under 5.5 and 5.5.1 are also refunded 100% and 50% respectively on the next day of unusual incident. From 3rd day onwards Rs.2/- (for tokens of Rs.5/-) and Rs.5/- (for tokens of more than Rs.5/- ) are refunded to the token holders wanting to return  such tokens.

5.7    No refund is permissible in case engraved ID on the card is NOT clearly readable.
5.8     There is no provision of refund of balance amount in tourist smart cards but SD is claimed on presentation of card after completion of validity. However Metro Railway administration reserves the right to consider few exceptional cases of refund of tourist smart card.
5.9     Smart card of any type is not permitted any refund in case of unusual incidents.
6.      Smart Card for MLAs against Rail Travel Coupons (RTC)
6.1     Rail Travel Coupons (RTC) is a numbered booklet containing coupons of various denominations in serial order issued to the MLAs / Ex.MLAs of West Bengal Government. Such booklets are to be used only by MLAs / Ex.MLAs whose name is specified on the coupon booklet. The booklet is valid for a period of 3 years from the date of its issue. These coupons are not transferable. If the concerned MLA does not undertake the journey himself / herself against the coupons issued to him / her, the CSC / CST for companion is not issued against coupons. Coupons are presented for the face value of the CSC / CST at the booking counter for purchase. If the coupons available in the booklet are not sufficient for journey, MLA / Ex.MLA is required to pay the balance amount in cash at full tariff rate. However, if coupons from two different booklets are presented in favour of the same MLA / Ex.MLA for issue of ticket, the same is accepted. If members are found travelling with coupons, and not valid tickets, they are considered travelling without ticket and the penalty is imposed as per rule. There is no refund on unused coupons. Any refund on token / card purchased through RTC is done as per the rules applicable for other similar tickets but the refund is made only to the State Government and not to the individual members.

For foreign tourists, Railway has extended to facilitate them to book their reserved tickets through internet upto 365 days in advance in all trains including Shatabdi, Rajdhani, Duronto, Gatiman etc.
 in Executive class/First AC/Second AC classes with 1.5 times of base fare, subject to observance of following procedures:

ØDuring booking of tickets Passport Number, Nationality and International Mobile Number to be given by the passenger mandatorily.

ØNo concession admissible for such type of tickets.

ØPayment to be made o­nly through international debit/credit cards.

ØDuring journey original passport with valid Visa should be carried.

ØIn this type of advance booking, there will be fixed number of berths.

ØIn case of cancellation of tickets booked under this facility, flat 50% of the fare shall be deducted in addition to the cancellation charges.

ØNo change of name permissible o­n such tickets under any circumstances.

ØExisting procedure for booking across the counters through Foreign Tourist Quota (120 days in advance) will continue.

ØNo authorized agents can book Foreign Tourist Quota.

For the convenience of the travelling public, Railways have decided to incorporate downloaded e-Aadhaar as o­ne of the prescribed proofs of identity at par with the printed Aadhaar Card in the list of prescribed proofs of identity which are valid for undertaking journey in any reserved class o­n Indian Railways.
There are 10 recognised documents which are accepted by Railways as proof of identity during the journey for the passengers. The prescribed proofs of identity are – (1) Voter Photo Identity Card issued by Election Commission of India, (2) Passport, (3) PAN Card issued by Income Tax Department, (4) Driving Licence issued by RTO, (5) Photo Identity Card having Serial No. issued by Central/State Government, (6) Student Identity Card with photograph issued by recognized School/College for their students, (7) Nationalised  Bank Passbook with photograph, (8) Credit Cards issued by Banks with laminated photograph, (9) Printed Unique Identification Card “Aadhaar” or downloaded Aadhaar (e-Aadhaar), (10) Ration Card with photograph.

The Indian Railway PSU, Indian Railway Catering and Tourism Corporation Ltd (IRCTC) has decided to start two new circuits of their flagship luxury train Maharajas’ Express, this year. These two new trips have been named as “Southern Sojourn” and “Southern Jewels” which will cover prominent destinations in West and South India. The Southern Sojourn will cover Goa, Hampi, Mysore, Ernakulam, Kumarakom and Trivandrum. The Southern Jewels will cover Chettinad, Mahabalipuram, Mysore, Hampi and Goa.

Maharajas’ Express is known for recreating the royal journeys of yesteryears.  Though the regular trip of these two new journeys will take place in September 2017 for this year, however two new tour circuits with a view to cater especially to domestic travellers are being planned during monsoon period of June/July 2017.

Tariff in Indian Rupees has been introduced for the Monsoon Special itineraries. Lucrative offers to attract domestic travellers have also been planned. On the booking of first adult on twin sharing at full cost, the second adult sharing the same cabin will be on Complimentary Basis. Moreover, a guest booking a Deluxe Cabin gets a chance to upgrade to a Junior Suite by paying only 50 % of the difference in tariff between Junior Suite and Deluxe Cabin.

For the very first time part journey has been introduced in the Monsoon Special itineraries of Maharajas' Express. Passengers are allowed to avail part of the total journey on a fixed price of  USD 500 / ₹ 33250.00 per day per person on twin sharing basis. On single occupancy basis the charges would be USD 800 / ₹ 53200.00. The prices are exclusive of taxes and limited to a maximum of 2 nights 3 days

The Southern Sojourn – Monsoon Special shall start from Mumbai on 24th June 2017 & stop at Goa, Hampi, Mysore, Cochin, Alleppey before terminating at Trivandrum. The Southern Jewels – Monsoon Special shall depart from Trivandrum on 1st July 2017 and terminate at Mumbai covering Chettinad, Mahabalipuram, Mysore, Hampi and Goa. Each journey shall be of 8 Days/7 Nights duration.

The regular trip of Southern Sojourn will start from Mumbai on 9 Sep 2017 and Southern Jewels will start from Trivandrum on 16 Sep 2017.

For Guests booking online or directly through phone, a special facility is being offered free of cost in the form of redeemable voucher of USD 250 (approx Rs. 16000/-) for each individual guest. Although the vouchers cannot be encashed they can be redeemed against all off-board optionals, liquor bills, on-board boutique purchases and laundry bills.

Maharajas’ Express commenced its operations in 2010, and since then the train has become the Leading Luxury Train of the World with comparisons to the Royal Scotsman and the Eastern and Oriental Express. The train is the recipient of the coveted Leading Luxury Train of the World Award for the last five years in a row since 2012.

With this, the travel time between Bengaluru and Mangaluru will reduce by at least two hours, say SWR officials

The demand for a faster train journey between Bengaluru and Mangaluru will soon be realised with the South Western Railway (SWR) proposing to run Kudla Express, the soon-to-be-launched day train, on the newly laid Bengaluru-Hassan line.

This will bring the travel time down to nine hours. At present, it takes about 11 hours going via Arsikere (400 km) and 12 hours via Mysuru (450 km).

The zone is awaiting the Railway Board’s nod as well as indication of available dates of dignitaries to commence the service, which will begin with as a tri-weekly, for want of rakes. The Yeshwantpur-Mangaluru Central service will run on Sunday, Tuesday and Thursday, leaving Bengaluru at 7 a.m. to reach Mangaluru at 4 p.m. The Mangaluru Central-Yeshwantpur service will run on Monday, Wednesday and Friday, leaving Mangaluru at 10.50 a.m. and reaching reach Yeshwantpur at 7.50 p.m., sources said.

The service was announced as a daily via Mysuru by former Railway Minister D.V. Sadananda Gowda. Following a public interest writ petition by the Udupi Railway Yatri Sangha before the Karnataka High Court, the SWR had promised to start the service by March 31.

The SWR has also proposed to make Mangaluru Junction the termination point of the Yeshwantpur-Karwar-Yeshwantpur tri-weekly (16515/516), given the low patronage between Mangaluru and Karwar. The Yeshwantpur-Karwar service leaves Yeshwantpur at 7 a.m. and reaches Mangaluru Junction at 5.40 p.m. on Monday, Wednesday and Friday, while the Karwar-Yeshwantpur service leaves Mangaluru Junction at 11.10 a.m. and reaches Yeshwantpur via Arsikere at 10 p.m. on Tuesday, Thursday and Saturday. Thus, passengers would get a day train facility on six days a week, SWR’s proposal says.

Kukke Shree Subrahmanya-Mangalore Railway Commuters’ Forum organiser Sudarshan Puttur thanked MP Nalin Kumar Kateel and the SWR for considering the forum’s suggestion to route Kudla Express via the newly opened line.

Other services

The zone has also proposed to run an intercity express and a DEMU passenger between Hassan and Yeshwantpur. The Hassan-Yeshwantpur Intercity will leave Hassan at 6.15 a.m. and reach Yeshwantpur at 9 a.m. In the return journey, the train will leave Yeshwantpur at 6.15 p.m. and reach Hassan at 9 p.m. The express trains will halt at Chikkabanawara, Nelamangala, Kunigal, Yediyur, BG Nagar, Shravanabelagola and Channarayapatna.

The DEMU passenger will leave Yeshwantpur at 7.30 a.m. and reach Hassan at 10.30 a.m. The Hassan-Yeshwantpur DEMU will leave at noon and reach Yeshwantpur at 3.30 p.m., halting at all the stations en route.

Bengaluru: Mobile travel sales in India are expected to rise at 67.1% compound annual growth rate (CAGR) from 2017 to 2020, according to research from marketing technology firm Criteo. Indian digital travelers are most influenced by travel website reviews, posts and forums, especially in the case of millennials. However, they are also influenced by experience from their last trip (50%), as well as internet advertisements of the destination and travel services (56%), respectively.
The report goes on to say that millennials (54%) and baby boomers (44%) most often use the smartphone for online browsing of travel products and services, while generation-X (49%) uses laptops. A person took 6.7 trips in the past 12 months with an average spending on a leisure trip of Rs 55,176 while debit and credit cards are the most popular modes of payment. CAGR of consumer expenditure on leisure would be 9.9% from 2017 to 2020, added the report.
This is already reflecting in the transactions of India’s largest online travel agency Makemytrip, which recently merged with Goibibo. “Mobile bookings reached nearly 74% for our standalone domestic hotel transactions, booked online, and 52% for domestic flights booked online,” said Makemytrip India CEO Rajesh Magow during a call with analysts in January.
Online travel market is expected to grow from $11 billion in FY16 to $18.9 billion by FY20, according to a Goldman Sachs report dated October 2015. Key players in the space include online travel agencies like (OTAs) like Makemytrip and Yatra, besides hotel booking players like Oyo Rooms. Global players like Bookings.com and Expedia are also present in the Indian market. “The Indian travel landscape is changing rapidly, and has seen significant growth in the last decade. With the rise of OTAs, an increase in domestic flights and mid-budget segment hotels, Indian travelers have started spending on leisure and travel heavily,” said Dushyant Sapre, Commercial Director, Criteo India.
“Thus, the trend of weekend trips and seasonal travel has become popular among Indians. Tech-savvy millennials primarily browse for best travel packages and in-destination activities through their mobile phones and OTA mobile apps.”

The Nagercoil-Shalimar Gurudev Express, Tirunelveli – Bilaspur Express and Kanniyakumari-Dibrugarh Vivek Express should be operated via Madurai and Chennai, the shorter route, instead of Thiruvananthapuram, said Kanniyakumari District Rail Users’ Association.

It was learnt that there was a plan to introduce more trains on this circuitous route which would benefit only Kerala, the association said in a release issued here.

IRCTC offers tour package to Dubai from March 28 to 31

The Indian Railway Catering and Tourism Corporation (IRCTC) has announced a package tour to Dubai between March 28 and 31 this year.

Sight-seeing

IRCTC Joint General Manager N. Sanjeevaiah said tourists would be taken for sight-seeing for the Dhow cruise with a dinner on board, Dubai city tour, Miracle Garden, experience the desert safari with a barbeque dinner and belly dance, Burj Khalifa and Dubai shopping.

In Abu Dhabi, they will visit the Grand Mosque, Shik Zayed Centre, Heritage Village, Ali Port, which is the largest man-made port on the drive to Abu Dhabi, and also a drive around the 14 km-long Corniche on the beach overlooking residential apartments, apart from seeing the Global Village, Mr. Sanjeevaiah said.

Tourists would be flown out from here to Dubai by Emirates flight number EK 527 at 10.15 a.m. on March 28 and land at Dubai International Airport Emirates Terminal at 12.45 p.m. the same day.

Return flight

The return flight no. EK 524 will leave Dubai at 9.50 p.m. on March 31 and land at the Rajiv Gandhi Rajiv Gandhi International Airport here at 2.45 a.m. in the wee hours of April 1, a release said.

Package includes air tickets, visa charges, travel insurance, accommodation in a three-star hotel on twin/triple sharing in Dubai, air-conditioned vehicle for road transportation, an English-speaking guide/escort, three meals, four lunches and three dinners in Indian restaurants, two 500-ml packaged drinking water bottles, tourism fee in Dirhams for three nights stay in Dubai, all entry fee in sight-seeing places and all applicable taxes.

Package cost

Package costs Rs. 64,047 and Rs. 55,486 for single and double/triple occupancy respectively, while for a child, it will be Rs. 52,010 and Rs. 49,394 with separate bed and without bed, respectively. Group size will be 25 persons.

Tourists can book them at the IRCTC zonal office on Sarojini Road, Paryatak Bhavan, Secunderabad railway station and those at Vijayawada and Tirupati too, apart from browsing the website, the IRCTC Joint General Manager said.
