SANITISATION OF STATIONS & OFFICES OF S E RAILWAY
Kolkata, March 26, 2020:

During the lockdown to prevent spread of COVID-19, South Eastern Railway has started the process to sanitise all railway stations over its jurisdiction o­ne by o­ne o­n war footing basis. All offices of SER are also being sanitised including offices which are open for uninterrupted freight movement to transport and supply essential commodities to different parts of the country. Bare minimum staff are kept o­n duty in control offices, stations and sheds who are specifically needed to make sure that the movement of freight trains carrying essential commodities does not suffer.  Yesterday SER has loaded 93 freight trains which include coal for power generation sectors. Adequate health safety measures have been adopted for the staff called for duties to run freight trains of essential commodities. Staff who are specifically required to run freight trains are counselled to take proper safety precautions.
SER's hospitals are being developed further to combat with any adverse situation, if arises, due to COVID-19. Hand Sanitisers and Mask are made in house by SER at its different establishments to meet the demand of same for the safety of staff attendiing railway establishments during this crucial period.

Nagpur, Surat tops the race of Cleanest Railway stations in the country

New Delhi:  Nagpur station on Central Railway was declared the ‘most clean’ station on CR’s network during a ceremony held at CST on Tuesday as part of 61st Railway Week celebrations.

In a statement, CR authorities said ‘the Best Station for cleanliness was won by Nagpur station of Nagpur Division and Best Kept Garden at Station was won by Lonavala station of Mumbai Division’.

Incidentally, Solapur was the only station of CR in the top 10 list of clean stations as per the Assessment of Cleanliness at Major Stations report submitted by the Indian Railway Catering and Tourism Corporation (IRCTC).

Surat is the cleanest railway station in the country, followed by Rajkot and Bilaspur (Chhattisgarh), according to an Indian Railway Catering and Tourism Corporation survey released.

However, Prime Minister Narendra Modi’s constituency Varanasi’s railway station ranked poorly in terms of cleanliness as it stood at 65, among the 75 A-1 railway stations (those earning revenue more than Rs. 50 crore) surveyed. The survey, conducted based on feedback from around 1.34 lakh passengers, is a part of Modi’s pet project ‘Swacch Bharat Abhiyaan’.
The survey was conducted at 407 railway stations, which included 75 A-1 stations and 332 A-category stations. Around 40 per cent of all the stations surveyed fared average in terms of cleanliness.
Solapur was ranked 4th among the larger A1 category stations with Western Railway’s Surat station coming in first. The only CR station in the A category list in the assessment report was Nashik at number 6. Nagpur was not even among the top 10 on the list.

The report was the outcome of a survey carried out between January 16 and February 5, 2016 by asking 1,34,654 passengers to rate cleanliness at 407 railway stations nationwide. Railways had called this survey the biggest cleanliness assessment ever carried out on the Indian Railways ever.

Railways to privatise cleanliness work at Jalandhar station

With the Indian Railway Catering and Tourism Corporation (IRCTC) listing the Jalandhar city and cantonment railway stations for poor arrangements in the terms of cleanliness in its recent survey, the Ferozepur division of the railways has planned a complete makeover of the stations for better results in the next survey.

Division railway manager (DRM), Ferozepur division, Anuj Prakash told HT that the cleanliness work of the railway stations would be outsourced in the three-four months. “Though the process has been started, we are facing some technical difficulties,” said Prakash.

Beas was the only railway station in the Ferozepur division that was classified in the A1 category in the survey conducted by IRCTC under ‘Swachh Rail-Swachh Bharat Abhiyan’ and Surat was the cleanest railway station in the country.

Admitting that the employees have failed to improve railway stations in terms of cleanliness, officials said that outsourcing is the need of the hour. Officials said they had outsourced the cleanliness work at Jammu railway station in February and Ludhiana and Amritsar in March and the results were positive.

“When we recently visited the Amritsar railway station, we got good feedback from passengers,” said a railway official.

In the survey that was conducted in January and February, 75 A1 stations and 332 category A stations were taken in account across the country. The survey was based on passengers’ feedback. The passengers were asked to rate the cleanliness of the railway station on 40 parameters.

Now, rate the trains and stations online

Online community network LocalCircles has launched a feature to rate stations and trains on various parameters, including safety and cleanliness.

Rail passengers can now rate thousands of trains and railway stations on safety, cleanliness, timeliness, services and other amenities online.

Online community network LocalCircles will share the feedback of citizens for over 2,900 trains and 4,500 railway stations with the Ministry of Railways on a consolidated basis.

Passengers can visit the official website of LocalCircles, search for a train or station they would like to rate for and submit their feedback.

“While individual grievances can at times be an exception, these ratings will represent the collective and have built-in accountability as every citizen is rating with their real first and last name”, said Sachin Taparia, Chairman and CEO of LocalCircles, adding that the rating system has been rolled out after hundreds of requests from citizens.

Feedback of over 10,000 citizens has already been taken in a soft roll out conducted by LocalCircles in their ‘Make Railways Better Circle’ community.

Railway Minister Suresh Prabhu has actively used social media platforms in the past to take feedback on train services and performance of Railways.

The Rail Budget has also emphasised on passenger feedback as it announced a single official will be made accountable for each train’s on board experience.

More than 75 per cent citizens found the Railway Budget 2016-17, presented last week, as meeting or exceeding expectations, a survey by LocalCircles showed.

“Overall 13 of the 21 recommendations collectively made by citizens were accepted and the 8 pending recommendations are mostly in the area of ticketing policy,” Mr. Taparia said.

Some of the recommendations that found mention in the Railway Budget were increasing lower berth quota for senior citizens, CCTV monitoring at tatkal ticket counters, electronic display boards inside trains and more.

New Delhi: Travelling in train in India is set to become a different experience as the Railway Ministry has decided to educate train passengers on conduct while travelling.

Instructions will be given to them on the do’s and don’ts through pre-recorded announcements during the journey. The decision will be initially carried out on elite trains like the Rajdhani, Shatabdi and Duronto which have public announcement systems installed on board.

The list of instructions which has been finalised for the passengers includes, among others, prohibition of  smoking, committing nuisance under the effect of alcohol and maintaining cleanliness.

The travellers will also be alerted against accepting eatables from strangers and giving tips to service providers. If they insist on tips, the travellers should lodge a complaint with the checking staff members present on board. The instruction on cleanliness will have a touch of the Swachh Bharat Abhiyan and appeal would be made to join the mission by keeping the stations and trains clean.

Suggestions on disposing of water bottles after use by crushing them will also be given. Messing the clean ambience could also invite penalties, the passengers will be told. The travellers will be informed that as per the Railway Act, anybody found littering the railway premises can be slapped with a fine up to Rs 500.

Lucknow (LKO): It came as a rude shock for a GRP personnel at Charbagh station when not only railway officers but hordes of press photographers started chasing him out of nowhere.

The officer, posted at the pre-paid booking booth, had no clue why they were shouting at him, telling him to “hold on”. He tried to flee but was caught and fined Rs 500. His crime: urinating behind a police booth on the station premises.

The GRP officer was not the only one to be penalised for peeing in public on Wednesday. Under a surprise drive launched by the railways, 117 people were presented before the railway magistrate and fined for the same act. Seven passengers who refused to pay the fine were sent to jail. Besides, 112 others were fined for littering the station, under Operation Clean, a part of the Swachh Bharat Abhiyan.

Railways plans to launch surprise inspections and drives to get hold of passengers or visitors smoking at the station, roaming without platform tickets or littering. The maximum fine amount is Rs 500 and those refusing to pay are sent to jail.

On Wednesday, defaulters were photographed by the checking team and filmed so that they could not deny the charge in front of the railway magistrate.

“Defaulters pay fine and get off the hook. This time, they were all presented before the railway magistrate. Sitting for hours at the station might make them realise their responsibility of keeping the public premises clean,” said senior divisional commercial manager, Northern Railway, Lucknow, Ashwini Srivastava.

The drive was executed from morning till evening. “Among all defaulters, the maximum were caught for urinating on the premises,” said the official.

“The entire station was divided into five sectors for the drive and the number of people we caught today is the highest for a day so far,” said divisional commercial manager, NR, Lucknow, Amitabh Kumar.

There are checks on platforms, circulating area, subway, foot-over-bridges, waiting halls, pathways leading into the station premises, parcel office and other parts of the station.

Information boards at Charbagh station warn passengers to keep the station clean or face a penalty. Officers said similar boards would now be put up outside the station in the circulating area and pathways.

New Delhi: With a focus on cleanliness and hygiene, the New Delhi Railway Station may soon be fitted with stainless steel toilets on a pilot basis.

Railway authorities in the national capital said that after receiving positive feedback from passengers they will expand the project and install more steel toilets on other platforms.

These stainless steel toilets are easier to clean and more hygienic in comparison to the existing ones, said the divisional railway manager, Delhi division, Arun Arora.

“Soon, the first stainless steel toilet will be installed at the New Delhi Railway Station, and passengers’ feedback will be taken about its effectiveness. Feedback will also be received from railway workers about the toilet’s operation and maintenance,” said Mr Arora.

Based on a positive feedback from passengers and sanitation workers, more stainless steel toilets will be installed, he said. As per the plan, these toilets will be installed at platforms, concourse and circulating areas of the station premises.

Railways is also mooting to build toilets at all the platforms in the New Delhi Railway Station. Officials said that the decision to construct toilets at all the platforms is taken to dissuade passengers from using toilets on stationary trains.

Presently, only platform number one and 16 have toilet facilities for male and female passengers. Three platforms have urinals for men. After the New Delhi Railway Station, stainless steel toilets will be installed in other railway stations in Anand Vihar, Old Delhi and Nizamuddin.

In a later phase, all the existing toilets will be replaced with the stainless steel ones. “These stainless toilets have several benefits. Apart from easy maintenance and cleanliness, they are more durable,” added Mr Arora.

In first such partnership between a college and Western Railway, students will sweep all six platforms, install garbage bins, display educational artwork

Mumbai:  Mithibai College has assumed responsibility of maintaining and beautifying Ville Parle station.  Beginning July 1, groups of 25 students will take turns every month to sweep each of its six platforms, install garbage bins and mount artwork on its walls. This is the first instance of an educational institution adopting a city railway station.

“Our students have been using this station for many years now and we would all like to help make it look better,” said Dilip Kamath, principal of Mithibai College – the station is located 1.5 km from the educational institution.

The announcement that Vile Parle would have an educational institution as its caretaker came after Maharashtra governor Vidyasagar Rao urged colleges and schools to adopt and maintain public spaces, in April. “Given how it serves our students we thought it only natural that we assist the platform staff at the station,” Kamath said. “The Western Railways (WR) were very supportive.”

The college, which has over 12,500 students, will abide by this commitment for an indefinite period of time. “This isn’t just a one-day event. This is a long term plan. The management will fund purchase of supplies for the cleanliness drive. Apart from sweeping the platforms, the students will set up dustbins and put up banners and pictures emphasising the importance of cleanliness,” said Sunita Maral, a professor at Mithibai and one of the coordinators of the project. “Artwork by students will also be displayed at the platforms.”

WR chief spokesperson Sharat Chandrayan said this project was indicative of ongoing efforts to involve locals in maintaining public infrastructure. “A station belongs to no one. But when local associations or colleges adopt a station, they know the local issues and problems that need to be addressed or taken care of,” he told. Stating that the resources to keep up the drive are very important, he added, “There are things like cleanliness or addition of passenger amenities that can be undertaken by such associations. Also, the fact that students are adopting the station is very important as youth represent the future.”

Sources in WR said this was the first time that a college has taken up responsibility of a railway station. Vile Parle, which in July 2013 became the first station on the western line to get an escalator, is used by approximately one lakh commuters every day as per WR records.

It has six platforms (two harbour, two main line and two fast line; although fast trains do not halt at the station).

Next, Mithibai’s students plan to adopt the skywalk that connects the station to SV Road. “We will soon seek permission from the BMC to begin work,” said Kamath.

The programme is primarily directed towards Passenger Amenities/Customer Facilitation, Awareness about various achievements of Indian Railways during the preceding year and highlights of Railway Budget 2015-16

Road Shows, Interaction with the Public, Intensive Drives on Passenger related amenities, Coordination with State Government Authorities to be the highlights of the Pakhwada

This programme is first of its kind in the history of Indian Railways

The entire Indian Railways is fully geared up to observe the momentous Pakhwada

Ministry of Railways has decided to organise a fortnight long programme “Railyatri/Upbhokta Pakhwada” (Passenger and Customer Facilitation Fortnight) from 26.05.2015 to 09.06.2015 all over Indian Railways, primarily directed towards Passenger Amenities/Customer Facilitation, Awareness about various achievements of Indian Railways during the preceding year and highlights of Railway Budget 2015-16, etc.  The detailed outlines and guidelines for the proposed fortnight long programme were formulated and finalised at a high level meeting convened by Minister of Railways, Shri Suresh Prabhakar Prabhu.  The meeting was attended by the Minister of State for Railways, Shri Manoj Sinha and Members of the Railway Board. The Railway Minister and Railway Board Members interacted with General Managers of Zonal Railways and Railway Production Units over Video Conferencing also to chalk out the strategy for the Pakhwada.

The Additional Member (AM) (C&IS), Shri Mohd. Jamshed, Railway Board has been nominated as the Programme Co-ordinator for this fortnight long Pakhwada.  The entire machinery of Indian Railways from Railway Board to the divisional railway level has been fully geared up for this momentous activity which is first of its kind in the history of Indian Railways.

The General Manager (GM) of Zonal Railways and Railway Productions Units and the Divisional Railway Managers (DRMs) have set up Organising Committees at their respective headquarters to undertake various programmes as directed. The DRMs have been asked to involve the Station Managers for organising and monitoring various activities on their respective stations.

The events proposed to be undertaken during this fortnight long programme include inauguration/launching of completed projects, signing of MoUs with Railway PSUs for upgrading passenger amenities in certain identified stations, formation of Special Purpose Vehicles (SPVs) with the State Governments for joint development of Infrastructure, Road Shows & Interaction by GMs and DRMs with passengers and other customers by visiting stations and by traveling with public in suburban and other passenger trains, interaction with State Government Authorities, interaction with public seeking their support for Railway’s Cleanliness Campaign and Safety Awareness Campaign at unmanned level crossings, inspection of Railway Stations, drive about courtesy programme for the front line staff, health check-up camps, intensive drive to check catering services, vigilance checks, intensive ticket checking drive, drive against touts etc. 

The recognised unions of Indian Railways have also been involved in a big way in this Pakhwada.

New- look appearance and condition of railway coaches

Southern Railway drive for new-look coaches

Southern Railway is planning to launch “On Board HouseKeeping Services (OBHS)” in select trains, besides taking up a drive to improve the appearance and condition of coaches.

The OBHS is being introduced initially on 16 trains and would be extended to 50 more in one year.

In the first phase, Grand Trunk Express, Tamil Nadu Express, Vaigai Express, Pandiyan Express, Maveli Express, Kerala Express, Chozhan Express and Navajeevan Express will have OBHS. One supervisor will travel on the train and there will be janitors one each for three coaches, according to a senior railway official.

Cleaning of coaches and toilets will be done from 5 a.m. to 9 a.m. and from 4 p.m. to 8 p.m. using disinfectants and sanitizers.

Janitors will replace the tissue paper rolls in the toilets as and when required. Window panes in AC coaches will be cleaned regularly.

As part of the efforts to enhance the travel experience, the Southern Railway is planning to have more Clean Train Stations (CTS). At present, Erode Junction in Salem Division is a CTS, where long-distance trains will be cleaned at the junction.

It is now planning to make Mangalore Junction as CTS. For cleaning and water filling, the train needs to be detained for 12 to 15 minutes and this may affect the running schedule.

Taking this into account, the Railways are exploring the possibility of having one or two more CTS in Tamil Nadu especially for South-bound trains.
