Indian Railway Passenger Train Ticket Transfer to Another Name :-Rules

Change in the Name of Passenger Holding Confirmed Reservation

1. Save as otherwise, a berth or a seat reserved in the name of a person shall be used only by the person and shall not be transferable to any other person.

2. Chief Reservation Supervisor of important stations are authorized by Railway Administration to permit the change of name of a passenger having a seat or berth reserved in his name in the following circumstances namely :

(a) Where the passenger is a Government Servant, proceeding on duty and appropriate authority, makes a request in writing 24 hours before the scheduled departure of trains

(b) Where the passenger makes a request in writing 24 hours before the scheduled departure of the train that the reservation made in his name may be transferred to another member of his family, meaning, Father, Mother, Brother, Sister, Son, Daughter, Husband and Wife.

(c) Where the passengers are students of a recognized educational institution and the Head of the institution makes a request in writing 48 hours before the scheduled departure of the train, that the reservation made in the name of any student be transferred to any other student of the same institute.

(d) Where the passengers are members of a marriage party and any person deemed to be Head of such party makes a request in writing 48 hours before the scheduled departure of the train that the reservation made in the name of any member of the marriage party be transferred to any other person.

(e) Where the passengers are a group of cadets of National Cadet Corps and any officer who is the head of the group, makes a request in writing at least 24 hours before the departure of the train that the reservation made in the name of any cadet be transferred to any other cadet.

Such request will be granted only once. Regarding item no. (c), (d) and (e), such request for change in excess of 10% of the total strength of group shall not be granted.

Trains reach Chennai early, delayed to meet timetable

For the past 20 years, K Madhavan has been commuting between Chennai and Trichy on the Rockfort Express. He laps up every update about trains, talks of double lines being laid and the infrastructure planned but fails to understand why, despite the train reaching 30 minutes before time regularly, the schedules haven't changed.

Out of the 495km between Chennai and Madurai, more than 80% of the line has been doubled. Average speed of trains increased especially after doubling of the 100km Chengalpet-Villupuram line was completed. The entire stretch was also completely electrified. All these haven't come cheap: A kilometre of doubling with electrification costs Rs 6-10 crores. But this investment has not translated to additional trains to contain rush or quicker journey time with the available fleet.

TOI analysed data of train arrivals and departures of several express trains on this route and found that these trains complete their journeys at least 30 to 45 minutes before schedule (see graphic). This before-time arrival is despite unscheduled stops of 15 to 20 minutes at Palavanthangal and Kodambakkam between Tambaram and Chennai Egmore. So in effect, on most days, trains can reach their destination at least an hour early.

Yet, Southern Railway traffic planners are dragging their feet for at least 18 months to bring down the quoted journey time. The move will not only benefit lakhs of passengers, but also save precious resources like electricity, diesel fuel and cut down steep overtime allowances paid to train-running staff. A back-of-envelope calculation shows that if travel time for one train carrying 1,000 passengers is reduced by 30 minutes, 625 man-days can be saved every month.

Yet trains are made to kill time on the outskirts. They arrive at least an hour early to Chennai's outskirts like Tambaram and Mambalam. "They are made to stop at stations like Pazhavanthangal, Kodambakkam for at least 10 to 15 minutes," say railway insiders who travel for inspections.

"Passengers are being cheated. Even after doubling, if the travel time is the same and operations department is claiming good punctuality, it is a sad state of affairs," said a senior railway official. He said the number of trains could be increased, but even that has not happened. Excuses of low capacity at Egmore yard wouldn't work as the same zone is working at a snail's pace to build a new yard in Tambaram, the official said.

For many trains, the zone has given a one-hour time gap to cover the 7km distance between Mambalam and Egmore. Fast EMU trains take 15 minutes to cover that.

TOI checked a similar combination for trains arriving at Mumbai Central that have stoppages at Borivali and Dadar, akin to Tambaram and Mambalam. Scheduled time between these stations in Mumbai is half of that in Chennai.

The operations department says this extra one hour is the cushion time given for maintenance works. However, insiders, including the official quoted above, said this was an excuse. "Cushion time can be 15 to 20 minutes in case of failures to mask operational inefficiencies which occur rarely. But one hour is too much which is given so that departmental heads can avoid tough questions when trains are delayed," the official said.

A senior official in operations department, however, indicated that there would be some changes in the 'positive direction' when the new timetable is out this year.

SHUTTING DOWN OF WI-FI FACILITY PROVIDED AT CHENNAI CENTRAL

Works for provision of enhanced high speed Wi-Fi network at Chennai Central by RailTel Corporation of India Ltd. are in progress.

Due to this, the existing Wi-Fi network has been shut down and the Wi-Fi facility at Chennai Central will be fully cut off from 25thJune, 2016.This has been done to test the new system which will be made available by 14th July, 2016.

ØFor the convenience of the suburban passengers skeleton services are run in the following sections:

Chennai Beach – Tiruvallur – Arakkonam - Tiruttani,

Ennore – Gummidipoondi and

Chennai Beach – Velacherry MRTS services

ØOfficers are deputed at major stations to oversee the arrangements made for the stranded passengers.

ØAnnouncements are regularly made through PA system and regular updates about the running of trains are displayed through LED Boards for the information of the passengers.

ØAround 20000 food packets and water packets have been distributed to stranded passengers at major stations at free of cost in association with NGOs like Jain Association and others. Another 10000 food packets are being distributed today. In addition, Food outlets are also selling food to the passengers.

ØSupply of sufficient drinking water and food items are ensured in the stations. Regular cholorination of water is being done.

ØRound the clock Medical facilities are extended in the Chennai Central, Chennai Egmore, Madurai and Tiruchchirappalli stations and also in trains which have been stopped enroute.

Ø Medical booths with sufficient medicines are made available at the major stations like Chennai Central, Chennai Egmore, Chennai Tambaram and Chengalpattu.

ØSanitation and cleanliness are ensured at all major stations/platforms

ØRPF personnel are deputed at Chennai Central, Chennai Egmore, Pallavaram, Guduvancheri, Chengalpattu, Arakkonam, Tiruvallur, Katpadi and Jolarpettai to ensure the following:

ØEnsuring security of passengers and their properties

ØWaist band and neck band announcement system were made for providing information and to guide passengers

ØTo regulate queues at Cancellation counters, ticket counters, information centres and foot outlets.

ØSpecial RPF help booths are set up at Chennai Central, Chennai Egmore, Arakkonam and Katpadi to supplement efforts of Commercial department.

ØWide publicity is given in the Press and media about the cancellation of trains and refunds are made without any restriction and sufficient cash is also made available. This was also tweeted and posted in the Facebook. Cancellation of trains are also updated in the PRS system to facilitate full refund.

ØSpecial trains are run today (03.12.2015) at 13 hrs of from Chennai Beach to Mangalore and at 14 .00hrs from Chennai Beach to Bangalore to cater to the stranded passengers. Arrangements are made with MTC buses for taking passengers to their residence.

ØAt various affected locations, action is being taken on war-footing to attend to the repair work. P.way materials and other track materials are arranged to attend to the work and senior officers are available at site to oversee the work.

ØAt km 85/2-10 between Chengalpattu and Villupuram Up/Down line section of Chennai Division was suspended on 01.12.15 at 15.30 hrs due to erosion of bank, as water over-flowing from the Chembarambakkam lake. 5 wagons with boulders and sand were unloaded to attend to the track inspite of heavy rains on 02.12.15 and down line track was certified fit at 11.45 hrs on 02.12.15.

ØAt km 78, in the bridge No 167 between Tada and Sullurpeta of Chennai Central – Gudur section of Chennai Division, water from Kalingi river was over flowing above the danger level. The track was suspended at 21.00 hrs of 01.12.15. The condition of the bridge was continuously monitored and necessary precautions were taken and the bridge was certified fit for traffic at 12.30 hrs of 03.12.15.

ØAt km 38, between Guduvancherry and Vandalur of Tambaram – Chengalpattu section of Chennai Division both Up and down lines were suspended due to track washed out/eroded for about 500 m length along with formation and ballast. The track is under attention and all men and materials are put into action on war footing for restoration of the track.

ØBridge No.53 between Guindy and Saidapet has been suspended due to Adyar river is over flowing the girder even now and the bridge is under continuous monitoring. All services including Chennai Beach – Tambaram suburban services are suspended in the section

ØIn BBQ Basin Bridge – Chenani Central because of the water overflowing in Coovum river and all the lines are submerged. The third line between Chennai Egmore and Chennai Beach are also suspended.

ØThe train operations are monitored and regulated in such a way that safety of the train and passengers is ensured.
