Modernize Coach Maintenance to Enhance Passenger Comfort -Shri Ravindra Gupta, GM, SCR

Shri Ravindra Gupta, General Manager, South Central Railway advised the officials and staff of Carriage Workshop, Lallaguda, Secunderabad to adopt new technologies to enhance the travel comfort of railway coaches as part of providing better passenger comfort during the travel. The General Manager undertook Annual inspection of the Carriage Workshop today i.e., 15th November, 2016. He was accompanied by Shri Arjun Mundiya, Chief Mechanical Engineer, Smt Aruna Singh, Divisional Railway Manager, Hyderabad Division and Shri P Uday Kumar Reddy, Chief Workshop Manager, Carriage Workshop.

The General Manager conducted the inspection of Centre Buffer Coupling (CBC) section, Bogie shop; Roller Bearing shop; Corrosion shop; Electrical Repair shop; Lift Lower shop; Chemical and Metallurgical Laboratory etc. The General Manager was briefed o­n the working facilities, Manpower availability and output by the workshop officials through a power point presentation by Chief Workshop Manager.

 Shri Ravindra Gupta advised that the Carriage Workshop shall be further modernized by means of enhancing infrastructure facilities of the most modern standards. He further stressed, that the Workshop shall rank amongst the top most o­n Indian Railways. During the inspection, the General Manager inaugurated a renovated Bogie Shop, Lift Lower Shop, CBC Shop, Computerised BMBC Test Branch, Knowledge Kiosk, Single Car Test Rig, New Corrosion Shop. These new additions are going to strengthen the infrastructural capabilities of the Workshop.

The Western Railway on Monday installed a biometric Crew Management System (CMS) as part of its infrastructure, which also includes a breathe-analyser and a web camera, to keep a check on its loco pilots (motormen for long-distance trains), assistant loco pilots and guards. The plan was in the pipeline for a while, but after the recent Churchgate accident, the procedure was speeded up, according to officials.

The motorman in the Churchgate mishap, where the train’s rake crashed into a platform, has tested negative for the alcohol test. However, officials say it is time that a monitoring mechanism is put in place. Officials say the biometric CMS, camera and breathe analyser together will help in ascertaining the precise status of the train staff. It will provide scientific data, without needing manual intervention, they add. Currently, the loco pilots, whose trains ply through the western tracks, get their breathe analysed at Vasai railway station which has the only CMS. “It was developed by the Centre for Railway Information System (CRIS) in the year 2005 and was installed around two years ago at Vasai,” said an official. With an upgraded infrastructure now installed in Bandra, the data will be available in live time, said officials. Also, it will be available from the starting point of the train, instead of from a halt that the staff otherwise have to take for the data to be recorded.

The Western Railway now plans to expand the upgraded infrastructure to Mumbai Central, Vasai, Dahanu, Valsad, Udhana, Surat and Nandurbar. It will be utilised by 700 loco-pilots of long-distance trains and 400 Westen Railway motormen.

“It has a wide screen and the motorman has to log in with his or her depot name, bearing name of the station along with a four-digit number. After feeding the data, the officer needs to put his palm on the screen. The loco-pilot has to correctly feed the data, give his identity and get his breath checked by the analyser which is placed on the right side of the machine. The loco pilot will be considered fit to take the train after he gets a ‘BT clear’ message from the machine,” said a loco-pilot, on the condition of anonymity.
“If this KIOSK of CMS does not clear the motorman, he cannot report to duty and needs to meet the supervisor, “ said a source.

“The biometric CMS is leveraging technology for better efficiency and will be certainly saving time consumed. It is going to be installed very soon for the entire Indian Railway system,” said a Western Railway spokesperson.

Mumbai: A week after a suburban train rammed into dead-end buffer at Churchgate station and jumped onto the concourse, the railways will soon introduce an auxilliary warning system (AWS) at CST, Churchgate and Andheri stations to prevent such mishaps in future.

The system will warn the motorman to take “corrective action” in case the train enters a station at high speed. If the motorman fails to do so, the system will automatically apply the brakes and bring the train to a halt just before it hits the buffer.

Meanwhile, the speed restriction for entering Churchgate station on the fast line, where the mishap took place on June 28, has been reduced from 30kmph to 10kmph, the lowest ever since the past two decades. If a motorman fails to slow down to 10kmph until 50m from the dead-end of the platform, the AWS will kick-in and hit the emergency brakes. Five commuters, including three women, were injured in the mishap.

It may be recalled that Western Railway general manager S K Sood had informed a day after the accident that the AWS will be installed at prominent termini within a week. On Sunday morning, the trials began at three stations—two on the western line and one on the central line. “Trials were conducted successfully at Churchgate and two other stations. If everything goes well, we can hopefully launch the system at Churchgate from Monday morning,” Sood told on Sunday. He added that the AWS would be effective in averting such mishaps. “There will be advanced warning to the motorman in the form of a hooter. If he does not acknowledge, we have a Plan B: The system will automatically pull the brakes and bring the train to a halt,” he said.

Sources said there are plans to soon instal the system at all termini, including Lokmanya Tilak Terminus, Bandra and Panvel.

Sources said the AWS will be introduced on four tracks at CST and on a single track each at Churchgate and Andheri stations before being implemented on all the tracks gradually.

“It is basically use of modern technology to stop a train at a terminus,” said a senior railway official. “In the June 28 mishap, the investigators had, prima facie, found that it was 99% human error. The motorman had failed to apply the brakes in time. So, we need an alternative system.”

At present, the AWS warns motormen of any upcoming signal, via a display panel on the driving panel of the EMU. The advanced notification is done through track side electromagnets.
