Indian Railways may soon get $500mil. World Bank loan for Stations Redevelopment project

New Delhi: After securing a soft loan from Japan to build India’s first bullet train project between Ahmedabad and Mumbai, the ministry of railways will soon wrap up a similar loan from the World Bank for $500 million with a moratorium on interest payments for seven years for the purpose of re-developing existing stations to world standards.

The rail ministry will also soon seek Cabinet approval to hand over three identified stations to largest public sector construction company NBCC to make them world class. The railways has short-listed eight stations for re-developing them to world-class standards, which include Habibganj (Lucknow), Bijwasan and Anand Vihar (Delhi), Chandigarh, Surat, Gandhinagar, Mohali and Shivaji Nagar (Mumbai).

“The ministry is in a final stage to rope in World Bank for a $500-million loan with a moratorium of seven years for undertaking the redevelopment of stations. This will be in addition to Ambala and Ludhiana for which the French Rail Corporation has been given the consultancy,” a senior official of the Railway Board said.

The ministry of railways is adopting various strategies for the re-development of stations to world-class status. Accordingly, a Cabinet note has been initiated to entrust three identified stations to the National Building Construction Corporation (NBCC) on nomination basis, added the official.

The ministry of railways would next month come out with a modal document approved by the Railway Board, which would be the basis for the private players to become part of the exercise for redevelopment of stations to world-class standard.

The Cabinet had last year approved a plan to develop 400 A1 and A category stations to the world class standard. The Railways has held consultations with a large number of construction companies, including L&T, Reliance, Tata, Sapoorji-Pollonji, Bharti, ATS for their views on the road-map for redevelopment of stations, said the official.

“After the Modal Document is made available to public in June, the zonal railways will begin inviting proposals from the private players to take part in the redevelopment exercise,” said the official. The Habibganj station (Lucknow) will be the first to be awarded to the private player for re-development. The Railways has constituted Indian Railway Station Development Corporation (IRSDC), which will be the nodal agency to execute the re-development of the station project to the world class status.

EPFO plans housing scheme for members, says Labour Minister

"We have to see that by retirement every EPFO subscriber has his own house... We are considering this," he said while unveiling 'Nidhi Aapke Nikat' or 'PF Near You', a public outreach initiative for its 6 crore members.

While he did not provide details of the scheme, sources informed the Ministry intends to collaborate with PSU banks, housing finance companies, state-owned construction firms like NBCC and authorities like DDA, PUDA, HUDA to build houses at prices to be fixed by the government. EPFO's Central Provident Fund Commissioner K K Jalan later told reporters that a committee comprising of EPFO trustees and senior Labour Ministry officials is working the proposal.

The panel is expected to submit its report soon. He also said EPFO has proposed to increase the maximum sum assured under the Employees' Deposit Linked Insurance Scheme 1976 to Rs 4.5 lakh, from Rs 3.6 lakh. At present, there are over 70 percent EPFO subscribers whose basic wages are less than Rs 15,000 per month who could benefit from the scheme.

EPFO's plan comes against the backdrop of the Centre's recently launched mission - 'Housing for All by 2022'. Dattatreya also said the EPFO would soon launch a service to provide details of subscribers account on their mobile phones. Jalan said the EPFO is in the process of launching a mobile application for availing services like passbook details. The app will be launched by year-end, he added.

NBCC exploring re-development around New Delhi Railway Station

NBCC said the government intends to develop smart cities and re-development of existing cities, including improvement of quality of civic amenities

New Delhi: State-owned National Buildings Construction Corporation Ltd (NBCC) today said it has formed partnership with a Malaysian joint venture firm for exploring areas for re-development around New Delhi Railway Station.

In a filing to the BSE, NBCC said it has “formed strategic partnership by executing Memorandum of Business Exploration on June 10, 2015 with Malaysian Joint Venture Company China Railway Engineering Corporation (M) Sdn Bhd & Amona Group for exploring further areas of re-development around New Delhi Railway Station.”

NBCC said the government intends to develop smart cities and re-development of existing cities, including improvement of quality of civic amenities.”To contribute to the objectives of the government, NBCC is currently working on re-development of various scheme(s) in the capital,” it added.

NBCC, which is under the administrative control of the Ministry of Urban Development, provides project management consultancy services for construction projects, civil infrastructure for power sector and real estate development.
