COMPLETE STOPPAGE OF DELHI METRO SERVICE TILL 31ST MARCH 2020 IN THE WAKE OF COVID-19
New Delhi, dated: 22.03.2020

As per the latest decision in the fight against Corona Virus it has been decided that METRO SERVICE WILL REMAIN COMPLETELY CLOSED TILL 31ST MARCH 2020.
The move is aimed at controlling the spread of corona virus by ensuring social distancing and encouraging people to stay at home for the time being.
The Delhi Metro system will however continue to be powered for essential internal operational maintenance activities during this duration and security of the system will continue to be taken care of by CISF.

Police Commemoration day observed by RPF
Police Commemoration Day was observed at Railway Protection Force (RPF) Training Centre Moul- Ali, Hyderabad today i.e., 21st October, 2018.
Homage was paid to 414 Martyrs who laid down their lives in line of duty all over India. The Martyrs include 25 officers and staff of RPF and RPSF apart from state police and Central Police Organisations like BSF, CRPF, CISF etc.
Sri Sanjay Sankrityaya, Chief Security Commissioner, Sri A.N.Sinha IG-Director, RPF Training Centre Moula-Ali and Sri G.M. Eswara Rao, Additional Chief Security Commissioner, RPF, SCR, other officers and staff of RPF, South Central Railway laid  wreath and offered floral tributes to the Martyrs at Sahid Smarak. 
The RPF band played Last Post, Abide with Me and Rouse tunes and staff fired in the air as a mark of respect to the Martyrs.

Women constitute over 93 per cent of those suspects who were caught in the Delhi Metro network this year for pick-pocketing crimes, according to official data.

Figures compiled by the Central Industrial Security Force (CISF) for a period between January-September show that a total of 182 women were held as compared to 13 men for pick-pocketing like incidents in the rapid rail transport system of the national capital region.

The force, which is tasked to secure the Delhi Metro, reported 45 incidents during the same period after which these people were apprehended and handed over to Metro authorities and Delhi Police for action under law. The overwhelming majority of women indulging in these crimes has shown a constant trend over the last few years.

"Women pickpockets have been making the chunk of numbers in the Delhi Metro for the last few years. In the first nine months of 2015, they constitute for about 93 per cent instances. "It has been detected that they hide their intentions by deploying a clever modus operandi of accompanying a child or carrying a toddler with them and subsequently attempt to pick a purse or other valuables of a traveller, be it a man or a woman," a senior official said.

In order to check these crimes and help women passengers using the Metro, the force regularly deploys women and men personnel in plain-clothes to keep an eye on trouble makers. Last year, over 300 women were intercepted for these crimes making about 94 per cent of those held while in 2013, of the total 466 pickpockets held across various stations of the Delhi Metro, 421 were women while the rest were male.

New Delhi: Over 60 security breaches either by way of smuggling of unchecked baggages or unfrisked entry of passengers inside Delhi Metro stations have been detected this year, underlining the chinks in the armour of the rapid rail network used by an estimated 26 lakh people every day.
The number of incidents have rung alarm bells in the security establishment, especially after a recent incident where a bag containing a pistol was allegedly sneaked in by a man which he later used to shoot himself at the busy Connaught Place station.

According to an official data accessed, 24 cases were detected between January—September this year of people clandestinely getting inside the station area by hoodwinking CISF and other security guards deployed to mandatorily frisk each and every person going inside the Metro station area.

A total of 43 incidents have been reported during the same period where unchecked baggage was sneaked in through the unsecured areas in Metro stations.

“Work is on to plug loopholes and enhance security features here,” a senior official said.

Chennai: Senior IPS officer K Bhavaneeshwari who took charge as Chief Security Officer of Chennai Metro Rail on Monday inspected the Metro Rail stations and Central Control centre and said a detailed plan would be chalked out to provide security cover. She took over after the government decided security of metro rail stations would be entrusted to the state police.

Police protection are deemed necessary for metro rail stations because such mass rapid systems are vulnerable to terror attacks. A force trained in detection of explosives and crime without affecting commuters and operations could be deployed at the stations.

“A detailed plan will be prepared in a couple of days. We will use existing personnel of private agencies. Police personnel will be posted in key areas as soon we get a dedicated team,” she told media persons.

CMRL officials took the officer around the Operation Control Centre and briefed her on handling trains. They pointed out the locations and points requiring special focus in terms of security.

PIS Security Agency and SIS Security Agency are currently in charge of security of metro rail stations with Peter, a retired armed reserve deputy commissioner of police, in overall charge.

“If possible, I will also visit metro rail networks in other cities to study safety aspects followed,” she added. The detailed security draft will include plans and proposals for acquiring gadgets to be installed on the periphery of metro rail stations. “As only a small stretch of 10 km is operational, it will be easy to study and fix issues immediately. Once the other lines are opened, we can implement the same security measures in all these metro railway stations,” she said.

In view of the heightened security threat, Delhi metro rail hired ther Central Industrial Security Force (CISF) to guard its stations. Kolkata metro stations are guarded by Railway Protection Force, while Mumbai metro stations are provided security cover by the Maharastra state special police force.

Tamil Nadu State Police to handle Security Arrangements of Metro Rail system in Chennai

Chennai (MAS): With the initial euphoria over the launch of the metro slowly dying down, the senior police officials are now seriously looking at the safety and security of Chennai Metro Rail, which became operational two weeks ago.

Security arrangements for the Chennai Metro Rail, will in all likelihood, be taken over by the State police with private security guards, who are currently overseeing the security, complementing them  for screening baggage.

The state DGP Ashok Kumar and Chennai city police commissioner S. George on Saturday took a ride on the metro from Koyambedu to Alandur along with a team of senior officers. The officers reportedly held talks with Pankaj Kumar Bansal, managing director of CMRL over safety and security at the stations. At present, CMRL has deployed some private security guards at the newly opened stations.

Police sources said discussions to this effect are at a rudimentary stage, while another senior police official agreeing with this said they were actually discussing what force should be posted at Metro Railway stations.

“It has been made clear that the security at the stations will be taken over by the State police. We have expressed our concern on the current security. We have also pointed out additional security arrangements to be made at some key locations”, he said. A huge project of this magnitude needs fool-proof security system, police sources said. “There should be a dedicated force for the security at Metro Rail stations on the lines of Delhi Metro,” a police officer said. In Delhi, CISF is in charge of the security of the metro rail. In Mumbai, there is a special state industrial security force to handle security of specialised areas.

CMRL officials have informed the State police that CMRL will monitor the CCTV cameras installed in stations exclusively from their control centre with an assurance that they will share footage as and when required by the State police.

The State police chief Ashok Kumar, ADGP L&O TK Rajendran, IGP-Intelligence P Kannappan, and City Police Commissioner, S George, accompanied by  Metro Rail officials took a ride on the Metro on Saturday afternoon in order to inspect the security arrangements.

“The ride was primarily to inspect present security arrangements installed by the CMRL”, another top officer observed.

During the inspection, the top cops were walked through the operation of the CMRL between Koyambedu and Alandur stations.

Comparing the proposed security arrangements for CMRL with other metro rail transportation in other cities, the security of Bengaluru Metro Rail is vested with Bengaluru City Police.

The Jaipur Metro Rail security is entrusted with the Rajasthan Police. Delhi Metro Rail security is vested with the Central Industrial Security Force (CISF) personnel and Railway Protection Force (RPF) takes guard in Kolkata Metro Rail.

“We need to create a separate force, headed by an officer at least in the rank of DIG, for the Metro Rail. It should be done on priority basis,” the officer said. The private security personnel are not trained to handle sabotage, defacing or other criminal acts at the stations. “We are not taking about the safety and security inside the railway stations alone. We need to keep a vigil externally as well,” another officer pointed out.

CISF Officer Alerts the scam in DMRC token reselling 

New Delhi: In a scam that could have caused the Delhi Metro lakhs of rupees in revenue every day, officials at the Ghitorni station were caught collecting tokens from passengers at exit gates and reselling them to line their pockets on the sly.

The station controller, who was allegedly involved in the racket, has been suspended and chargesheeted and an enquiry has been initiated to ascertain the loss of revenue to the Delhi Metro Rail Corporation (DMRC). As per initial estimates, the officials were pocketing at least Rs 1 lakh every day for over a month. The enquiry will also check if a similar scam was being run in other stations.

“Passengers deboarding at the Ghitorni metro station were stopped from depositing their token at the exit gate. The staff, after collecting about 100 tokens, used to resell them to other passengers. The token remained valid and the money collected was shared among the station controller and others involved with him,” said a senior DMRC official, requesting anonymity.

Though the DMRC conducts random checks, the scam was first noticed by CISF personnel who alerted the concerned authority. CCTV footage reportedly proves the charges.

“DMRC takes such matters seriously and a detailed enquiry is being conducted. The station controller has been suspended and a chargesheet has been issued. If the charges are proven, action will be taken as per DMRC service act,” said a spokesperson.

The CISF had unearthed a racket last year too wherein officials were caught charging extra from commuters who were unaware of the fare structure.

Around the same time the Delhi Police arrested a software engineer who accessed credit card details of people and used it to recharge Metro smartcards online. He later got the smartcards refunded and pocketed the cash.
