Multi-pronged strategy for a high speed travel - Indian Railways

Indian Railways is working on a multi-pronged strategy for running of high speed trains (with a speed of 300 kmph+), semi high speed trains (with a speed of 160 kmph+ - 200kmph), running of existing trains with increased speeds and introduction of faster trains and faster train sets.

A high speed train (300 kmph+) has already been sanctioned on Mumbai – Ahmedabad high speed corridor with financial and technical assistance from Government of Japan. This train is based on Japanese Shinkansen high speed technology. A company for the implementation of this project with the name “National High Speed Rail Corporation Limited” has already been formed. The implementation of this project has already begun and is now targeted for commissioning in 2023-24. The study for this high speed train popularly referred to as Bullet Train has been done by JICA. Government of Japan is providing financial assistance in the form of loan upto 81% of the project cost at a very nominal interest rate of 0.1% per annum to be repaid in 50 years with a 15 year moratorium.

In addition to Mumbai – Ahmedabad high speed (300 kmph+) corridor, five more corridors covering sides of diamond quadrilaterals and semi diagonals in the country are being explored and Consultants have been appointed to undertake feasibility studies as per details given below : -

1. Delhi-Mumbai High Speed Corridor (HSC): Consortium of M/s. The Third Railway Survey and Design Institute Group Corporation (Chinese Consultant) and Lahmeyer International (India) Private Limited, India. Interim report 1 received. Interim report 2 expected in November, 2016. Final Report expected in January, 2017.
2. Mumbai-Chennai HSC: Consortium of M/s. SYSTRA (French Consultants), RITES and Ernst and Young LLP. Interim report 1 received. Interim report 2 expected in November, 2016. Final Report expected in January, 2017.
3. Delhi-Kolkata HSC: Consortium of M/s. INECO- M/s. TYPSA- M/s. Intercontinental Consultants and Technocrats Private Limited (Spanish Consultants). Interim report 1 & 2 received. Final Report expected in January, 2017.
4. Delhi-Nagpur HSC: Government to Government cooperation with Chinese Railway Company. Inception report received.
5. Mumbai-Nagpur HSC: Government to Government cooperation with Spanish Railway companies. Interim report 1 received. Interim report 2 expected in November, 2016. Final Report expected in January, 2017.

Railways has also taken up a programme of running of semi high speed trains (160 kmph+ - 200kmph) in a big way. It has already started running such a train with the name Gatimaan Express between Hazrat Nizammuddin to Agra Cantt Station w.e.f. 05.04.2016 with a maximum speed of 160 kmph. In addition to this Delhi –Agra semi high speed corridor, Indian Railways have also identified eight more corridors for feasibility of semi high speed rail, Zone wise details are as under:

1. Delhi-Chandigarh (Northern Zone): Feasibility-cum implementation study awarded to SNCF (France) on cost sharing basis.
2. Chennai-Bengaluru-Mysore (South, South-western zone): Feasibility Study for upgradation of speed awarded to ERYUAN Group of Chinese Railways at their cost.
3. Delhi-Kanpur, Nagpur-Bilaspur, Mumbai-Goa, Mumbai-Ahmedabad, Chennai- Hyderabad, Nagpur – Secunderabad: Quantum of Technical inputs required for upgradation of speed to 160 Kmph have been identified by the concerned Zonal Railways and KONKAN Railway.

Indian Railways is also currently undertaking field trials for assessing savings in transit time by using special type Spanish Talgo Coaches on existing New Delhi-Mumbai corridor. These are faster trains which may run at around 200 kmph.

Indian Railways is also working on a proposal to acquire modern electrical EMU train sets which will have a good average speed thereby saving travel time substantially.

With a view to increasing speed of existing trains in Indian Railways, ‘Mission Raftaar’ has been announced in the Railway Budget 2016-17. The mission envisages a target of doubling of average speed of freight trains and increasing the average speed of all non-suburban passenger trains by 25 kilometre per hour (kmph) in next 5 years. The present level of average speeds in Indian Railways for non-suburban passenger trains is 46.3 kmph and for freight trains the average speeds is 24.2 kmph. In order to implement this, a cross-functional mission directorate has been created in Railway Board.

Action Plan for improving mobility and increasing average speed of trains, inter-alia, includes removal of speed restrictions, construction of road over bridges (ROBs) and road under bridges (RUBs), right powering of trains, introduction of twin-pipe brake system in wagons, and replacement of conventional loco hauled commuter trains by Main Line Electric Multiple Unit (MEMU) and Diesel Electric Multiple Unit (DEMU) trains.

Some of the important achievements in mobility improvement in Indian Railways are;

o Two pairs of trains between Kanpur-Allahabad section, and one pair of MEMU train between Asansol-Dhanbad section in place of conventional loco hauled passenger trains have already been introduced.
o Two more pairs of trains have been scheduled for switch over to MEMU in Allahabad-Mughalsarai section in July 2016.
o Mobility study of high density Ghaziabad-Allahabad-Mughalsarai section completed. Short term Action Plan under implementation.
o Introduction of twin-pipe brake system in freight trains approved in-principle for implementation in all freight stocks. This will result in faster application and release of brake system consequent increase in speed of freight trains.
o Action Plan for Right powering of freight trains is being worked out. Optimum horse power to trailing load ratio will speed up freight trains and reduce transit time, directly benefitting the customers.
o Removal of Level Crossing Gates for achieving faster speed and improved safety for 2787 level crossing gates targeted for removal in 2016-17.

Besides above mentioned measures, Ministry has also announced introduction of faster train services like TEJAS which requires minimal technological inputs and aims at attaining speeds above 130 kmph.

In keeping with the budgetary proposal, Hon’ble Minister for Railways Shri Suresh Prabhakar Prabhu flagged off India’s first semi high-speed train Gatimaan Express capable of running at a maximum speed of 160 kmph,  at a ceremony held at Hazrat Nizamuddin Railway station today (05.04.2016).  The launch of this train heralds a new era of high speed rail travel in India.  Railway Minister has emphasized about increasing the speed of both passengers and goods trains in budget speech. Hon’ble Mayor, Delhi Shri Subash Arya, Shri Maheish Girri, Hon’ble Member of Parliament (Lok Sabha) were the distinguished guests o­n the occasion. Senior Railway officers include Shri A.K.Mital, Chairman, Railway Board, Members Railway Board, Shri A.K.Puthia General Manager, Northern Railway and Shri Arun Arora Divisional Railway Manager, Northern Railway, Delhi.  Following the inaugural run today i.e. 05.04.2016 from H. Nizamuddin, regular services will commence in the return direction i.e. from Agra Cantt. o­n the same day and from 06.04.2016 from Hazrat Nizamuddin Railway Station.

While speaking o­n the occasion Hon’ble Minister said that launching of Semi high speed Gatimaan Express was a big achievement for Indian Railways and had fulfilled the dream of Hon’ble Prime Minister.  He further added that Indian Railway shell run more Gatimaan trains o­n different sectors and this would enhance tourism in India.  He said it was their aim to increase average speed of all passengers and freight trains and Indian Railway have already started working o­n mission “Raftaar” and would be accomplished in 5 years time.
Powered by a 5500 HP electric locomotive, the non-stop train will have two Executive AC Chair Car and eight AC Chair Car coaches. The coaches to be used in Gatiman Express train are new LHB coaches with enhanced passenger amenities are turned out by RCF/Kapurthala.  The coaches have been fitted with bio toilets and are fit to run at 160 kmph.  The fare for chair car in fully air conditioned Gatimaan Express has been fixed at Rs 750, while for Executive Class it will be Rs 1,500.

The o­nboard catering o­n this train is being organized by Railways’ PSU, namely Indian Railway Catering & Tourism Corporation (IRCTC). IRCTC has made arrangements for deploying train hostesses also o­n board the train.  This train will see improve catering and will have options for different kinds of cuisines.  Another unique feature of this train is free of cost o­n board entertainment facility.  Under this facility, passengers can view various entertaining videos during travel o­n their Smart Phones, Tablet or Laptops even without internet connection through Wi-Fi. In conjunction with this train, IRCTC has also arranged two different Agra guided tour packages to coincide with the Time Table of this Gatimaan Express.  o­ne package is for the full day whereas the other package is for two days, the details of which could be seen at  www.irctc.co.in.

On this occasion hon’ble Railway Minister Shri Suresh Prabhu also inaugurated a new Executive Lounge constructed by IRCTC at Agra Cantt. Railway Station through remote from Hazrat Nizamuddin Railway Station.  Having a seating capacity for 75-80 persons, to be launched in phases, the lounge is located o­n Platform No-1 of Agra Cantt station. Modeled like o­n airport lounges, the lounge at Agra Cantt station provides a range of complimentary and paid facilities such as meals o­n order, channel music, hot beverages (tea/coffee) and soft drinks, round the clock Wi-Fi facility, luggage racks for in-house passengers, wheel chairs, recliners, TV, train information display, Business Centre with fax, printers, desktops, newspapers and magazines, clean toilets and shoe shiners. 

The services of the Executive Lounge will be available to passengers at a nominal entry fee of Rs.100 for two hours and Rs 50 for per additional hour. It includes the usage of Wi-Fi, toilets, recliners and browsing of newspapers and magazines apart from unlimited tea/coffee and soft beverages. Additional services such as the Wash & Change, meals and facilities at Business Centre are chargeable. Rate for wash and change is Rs 75. IRCTC also plans to provide more such executive lounges at Jaipur, Vishakhapatnam, Vijaywada, Howrah, Varanasi, Lucknow, Kanpur, Jammu. 

Hon’ble MR also commissioned the Main Concourse with enhanced facilities for passengers at Nizamuddin railway station.  The renewed main concourse has been provided with counters for platform ticket, Enquiry, May I help you booth as well as offices for Station Manager, Ticket Checking staff, etc. It has been provided with a spacious porch area for easy access of station premises to passengers. This beautiful main concourse is expected to provide better aesthetics and convenience to rail passengers.

New Delhi: Mission Raftaar was one of the seven missions announced by Railways Minister Suresh Prabhu in his budget speech this year, but work on six of nine semi-high-speed sections announced in 2014 are yet take off with no money left in the hi ministry’s kitty.

The Delhi-Agra Gatiman Express is awaiting flagging-off after it received the go-ahead from the Commission of Railway Safety.

A feasibility study is being done on the Delhi-Chandigarh section by French railways SNCF, and a Chinese company is expected to submit by April a report on the Mysore-Bengaluru-Chennai section.

There has been no progress on the rest of the sections – Delhi-Kanpur, Nagpur-Bilaspur, Mumbai-Goa, Mumbai-Ahemdabad, Chennai- Hyderabad and Nagpur-Secunderabad.

This when Railways has the expertise, locomotives and coaches to increase the speed up to 160 kmph.“The assessment done by Railways for completing these nine sections pegged the amount at Rs.15,000 crore. We have the knowledge and need no outside expertise to increase the speed but there have been no orders from the top to take up the task.

No funds have been allocated for the projects except these three,” said a ministry source.

Another officer said that the maximum speed the Railways is now able to operate trains at is 130 kmph and that there is only one train – the New Delhi-Bhopal Shatabadi Express – that runs at 150 kmph. “When we are talking of bullet trains of over 300 kmph speed and an investment of nearly 1 lakh crore, we should also focus on an incremental increase in the speed of other trains,” he said.

New Delhi: Aiming to improve the speed of Rajdhani and Shatabdi trains, the Railways has invited manufacturers to make EMU train sets, which can clock the speed of 160 kmph.

The Railways has invited expression of interests from the global players to procure 15 EMU train sets comprising 315 rail cars.

The Railways has stated that the train sets will be procured under two categories; one with sleeper facilities (Rajdhani) and another for sitting arrangements (Shatabdi).

The Railways said that the successful bidder can procure two prototypes, while rest would have to be manufactured in India as part of the “Make in India” campaign. As for the Rajdhani trains, it has been said that the EMU train sets should consist of 20 rail cars with sleeper arrangement, while in the case of Shatabdi trains it would be of 16 rail cars.

The Railways has also said that the manufacturer would be given the responsibility for maintenance for up to a period of seven years. The Railways would also seek to absorb the technology and impart the necessary skills to its staff for maintenance. The life span of each train set would be 35 years.

The Railways is also in the process to procure train sets for Kolkata Metro.

A Chinese firm has shown keen interest to manufacture EMU train sets in India. The Railways is looking at one of its facility in West Bengal for the manufacturing of EMU train sets.

The Railways has also said that the manufacturer would be given the responsibility for maintenance for up to a period of seven years. The Railways would also seek to absorb the technology and impart the necessary skills to its staff for maintenance.

Chennai: The Tamil Nadu State government has written to the Ministry of Railways expressing its interest in having high-speed train corridors between Chennai and Coimbatore and Chennai and Kanyakumari.

K. Venkatasamy, chief administrative officer (construction), Southern Railway, said though the government had discussed the issue, they are yet to decide on the speed and the funding component.

Senior railway officials also said a survey was done to run semi-high speed trains that can run at 160 kilometres per hour on the Chennai-Bengaluru-Mysore route.

“A delegation from China Railway Eryuan Engineering Group, inspected the route between Chennai and Jolarpettai,” said Laj Kumar, additional member (works), Railway Board.

He said the State government was also very keen on promoting four railway projects such as Chennai-Mamallapuram – Puducherry new line, Avadi-Guduvancheri new line, Madurai-Tuticorin new line and Madurai-Kanyakumari doubling – for investment during the Global Investors Meet later this year.

India’s fastest train to be flagged off soon; completes final test run in record time

New Delhi: Gatimaan Express, the first semi high-speed train service between Delhi and Agra, is going to be the fastest train in India with a speed touching up to 160 km per hour.  The sixth and final trial for Gatimaan Express, the first semi high-speed train service between Delhi and Agra, was completed on Tuesday, during which the train covered the 195-km journey in 115 minutes, clocking a maximum speed of 160-plus kmph.

With this success, news is in air from several sources that Prime Minister Narednra Modi is expected to flag off the train, touted to be the country’s fastest, in the second week of June 2015.

However, Union Railway Minister Suresh Prabhu has denied any such plans announced either by Ministry of Railways or by the Prime Minister’s office.

Equipped with a 5,400HP electric locomotive and 12 modern coaches, the train, however, arrived 10 minutes late as it was expected to cover the journey in about 105 minutes.

Bhupinder Dhillon, public relations officer for Divisional Railway Manager (DRM) office, Agra Division told, “It was the last trial run of Gatimaan Express, which was conducted by the maintenance department of Northern Railway . So, now we can expect the train to be flagged off soon.“

The train will also have some extra features like emergency braking system, automatic fire alarm along with a passenger information system, and sliding doors inside the coaches. The fare for Gatimaan will be 25 per cent higher than that of the Shatabdi. The semi-high speed train that recommends to reduce travelling time between Delhi as well as Agra to 105 mins will certainly have LCD Televisions mounted behind each seat and also emergency braking system.

Railways has also chosen nine other routes for similar trains. These include Kanpur-Delhi, Chandigarh-Delhi, Hyderabad-Chennai, Nagpur-Bilaspur, Goa-Mumbai and Nagpur-Secunderabad.
