Targets training of 30 thousand Apprentices in its 16 Zonal Units and 7 Production Units
As part of Skill India initiative, Ministry of Railways has been contributing in a big way to provide training to Apprentices in various disciplines training in categories like Fitter, Turner, Machinist, Welder, Painter, Carpenter, Electrician, Refrigerator and AC Mechanic, Mechanic (Motor Vehicle/Diesel) etc., since long.  Ministry of Railways has kept a target of training of 30 thousand Apprentices in its 16 Zonal Units and 7 Production Units.

For the year 2017-18, about 26,000 training slots for Apprenticeship training have been notified.  This is in addition to over 4000 persons already undergoing training in various establishments.  An Employment Notification has been issued earlier in the week for recruitment of 62,907 staff in Level 1 pay scale and out of these, apprentices trained in Railway establishments will be given preference to the tune of over 12,000 vacancies which is in line with the recent amendments made in the Apprentices Act, 1961
With a large set up of Workshops and Production Units, Indian Railways has been in the forefront of implementation of the Apprentices Act, 1961.  Railway Workshops have been imparting Apprentices. A large number of Apprentices were turned out from these Workshops and Production Units every year who were certified and granted the NCVT (National Council for Vocational Training) Certificate, making them employable for jobs in industry as well as for posts in Railways.  In this way, the Indian Railways is contributing to Skill India.
Railway recognizes that skill development of the labour force is an important component of development of Human Resources.  It is crucial for the industrial development of the country.  Skill training imparted through formal institutions alone is not sufficient to make the labour force fully skilled.  This needs to be supplemented by training in the actual work place.
Apprentices’ Training consists of Basic Training and On-the-Job Training/Practical Training at workplace.  Basic training is an essential component of apprenticeship training for those who have not undergone any institutional training/skill before taking up on-the-job training/practical training.  It counts for 20-30% of overall duration of Apprenticeship Training.  The component of on-the-job training is performed and undertaken in the establishment itself.

Railways to provide infrastructure for India’s skill development program

New Delhi: The government is in the process of selecting certain railway stations to conduct skill development programmes at their facilities.

Minister of State for Skill Development (Independent charge) Rajiv Pratap Rudysaid the Railways has great potential to partner and incentivise skill development.

“So, we have had a major partnership with Railways. We are going to select a few stations. The process is on and skill development is going to start. We have started rolling it out. In a couple of months, we will find some stations functioning like that,” Rudy told PTI here.

The Indian Railways and the Skill Development and Entrepreneurship Ministry have signed an MoU for the former to provide space and manpower to carry out skill development programmes across the country.

“The idea is to use the capacity of these railway stations by using the spare space available there for virtual training like classrooms, for soft skills to connect them to the world; or use the infrastructure.

“Railways has the largest construction capacity, so through IRCON, to train their workers, to do recognition of prior learning for these skilled manpower,” Rudy said.

On the partnership with Indian Railways, he noted that it has the largest infrastructure in the country including about 6,0000 railway stations across the country and a 43,000 km optical fibre network.

“There are about 6,000 railway stations out of which 5,000 railway stations are those in which one or less trains stop. So, these three things are there with each and every railway station in this country.

“One, they have an infrastructure which means a shed or a building with water and sanitation facility. Two, they have dedicated electricity network; and thirdly which is not there in any other location, is the optical fibre network which is 43,000 km,” he said.

The railway infrastructure is also located in inaccessible hinterland where substantial population of the country lives, he said.

“And they pass through locations which are generally very inaccessible. They pass through villages, mountains, forests and they access the hinterland. Large parts of India live in hinterlands which is not accessible by roads…,” the minister said.

With the signing of the MoU, National Skill Development Corporation will be able to provide the right platform to a large number of the rural unemployed youth to learn skills that will help them become economically self-reliant and productive.

The Skill Development Ministry is trying to raise resources through multiple sources to raise funds for the ambitious target of training about 50 crore people, Rudy said.

“We are trying to look for multi-lateral funding because large resources are required. So, for training 50 crore people plus another 10 crore people who are joining the work force, large resources are required.

“We are tapping all sorts of sources, whether it is defence offset, whether we are talking CSR, government funding, non-governmental funding and private partnership, state support…through a combination of things we are trying to raise resources,” he said.

The government has set a target of skilling 40. 2 crore people by 2022 under the new National Policy for Skill Development.

Railways would provide only spare infrastructure to the Ministry of Skill Development & Entrepreneurship programmes

MoU for Skill Development and Entrepreneurship 

Indian Railways will make available sparable infrastructure which are not operationally required by Railways for the time being to Ministry of Skill Development & Entrepreneurship (MSDE). The Ministry of Skill Development & Entrepreneurship (MSDE) through Directorate General of Training (DGT) and National Skill Development Corporation (NSDC) would identify areas within Railway premises where MSDE will undertake skill development programmes for unemployed youth especially in rural & remote areas. 

The MOU is intended to provide skills to the youth of this country to enable them to find suitable employment opportunities in the country. The MOU is not intended for skilling Railway employees for enhancing their technical expertise as in house training is already being imparted to them. 

Railways would provide only spare infrastructure to the Ministry of Skill Development & Entrepreneurship, who in turn, through their authorized representatives would conduct Skill Development Programmes. Wherever Railway technical manpower can be spared beyond their normal duty hours, their services can also be made available on voluntary basis, if required. 

This information was given by the Minister of State for Railways Shri Manoj Sinha in a written reply to a question in Rajya Sabha.

Railways focusing on investments to decongest rail traffic: Prabhu

PUNE: Pointing at lack of investment in the Indian Railways in the last 60 years, Union railway minister Suresh Prabhu said that his team is focused on bringing massive investments in the next five years which would help complete the pending infrastructure works, decongest traffic on existing routes by doubling and tripling tracks and maintain daily schedules of trains.

Prabhu was delivering a lecture on 'Indian Railways contribution to Indian Economy', at the city-based S P college on Saturday. The college is celebrating its centenary year.

Prabhu said the work of dedicated freight corridors on east and west sides was on at full swing and the allotment of tenders was expected to get over in the next nine months. About the work done so far, Prabhu said his ministry made 67 announcements in the last rail budget; the railways have made efforts to strengthen two trunk routes — Delhi-Mumbai and Delhi-Kolkata — which will ensure smooth running of trains on all connected routes.

Prabhu said, "Investments in the railways have been below expectations in the last six decades. Over three crore people travel by trains every day. It is a challenge to provide adequate infrastructure to manage daily movement of passengers and goods. Several tracks are congested which are carrying traffic about 150% above their capacity. Infrastructure constraints at the ground level lead to delays, accidents and substandard services," he said.

Prabhu said, "The modernization of railways will play a vital role in Indian economy. Better investment would generate more employment, business opportunities and will establish better connectivity within the country. The country's economy would grow by at least 2% to 3% more every year if the railway network is modernized. The ministry has floated a plan for next five years and is expecting an investment of over Rs 8.5 lakh crore," he said.

Prabhu also said that he has taken some landmark decisions to improve daily working within the organization. One of the transformative decisions in the ministry was the delegation of powers, concerning commercial decisions, to the divisional railway managers and general managers. He also said that the minister's work is restricted to policy-making and not of tendering.

"The railways have emphasized on the use of solar power at stations to curtail power bills. The ministry would conduct water audit to ensure its judicious use and there is a plan to install RO machines at more stations to provide clean water to passengers," said the minister.

Prabhu used the platform to appeal to users to contribute in keeping the railway premises clean.

Direct local trains services between Lonavla-Pune-Daund by next financial year, says Prabhu:

The long-pending proposal of a direct local train service on the Lonavla-Pune-Daund section could materialise after March next year, said railway minister Suresh Prabhu on Saturday.

"The electrification of the Daund-Pune section is expected to get over by end of the current financial year. This will be followed by running of direct local trains between Lonavla-Pune and Daund," Prabhu said.

The railways, with the Maharashtra government, has constituted a company to implement projects. "A meeting was recently held to expedite public transport projects along with rail projects within the Mumbai area. A similar meeting will be held for the Pune region. This will not only ensure implementation of rail projects, but will also look into other public transportation services like buses and autorickshaws," said Prabhu.

The minister was speaking at a function organized in the city to inaugurate the divisional railway manager's new administrative building. He also opened two foot-overbridges at Jejuri and Daund through a remote control.

Prabhu said, "We are making efforts to improve the rail network in Maharashtra, particularly around Pune. Two projects have been sanctioned for the city in the current budget: a third line between Pune and Lonavla and doubling of the Pune-Miraj-Londha track. The work has started. Besides, there is a plan to develop links between Karad-Chiplun and Kolhapu-Vaibhavwadi."

Pune has been listed among 430 stations identified for redevelopment. "I would suggest the local railway authorities to work on priority for development of the Pune station," he said.

The minister said that the ministry has set up a separate mechanism to receive complaints from passengers. The divisional mangers are told to look into complaints to ensure hassle-free journeys.

The local MLAs and MPs, including Anil Shirole, Amar Sable, Vandana Chavan, Vijay Shivtare were present. General manager of Central Railway Sunilkumar Sood and Pune divisional railway manager Suneet Sharma were also present.

Prabhu's plan for better passenger services:

* 114 additional trains to Konkan for Ganapati festival

* Base kitchen at stations to serve fresh, cooked food to on-board passengers

* Mechanized laundries at maximum divisions to ensure clean linen

* Escalators at stations for senior citizens

* Tout-free reservation centres

Making Indian labour more employable

The Indian Prime Minister, Narendra Modi, recently launched an ambitious initiative to provide skills training to more than 400 million young people by 2022.

It aims to provide vocational and technical training to youth and create a more skilled workforce to help bridge the skills gap in India.

"China is the world's manufacturing hub and, India can aim to be the world's human resource capital," Mr Modi said.

A large part of India's labour force is unskilled and informal.

The gap between the skills employees have, and those that employers seek is a commonly cited problem in India, which adds nearly 12 million people to its workforce every day. Many of them can only hope for informal, sporadic work.

Surinder Singh, who has worked as a daily wage worker for the past 20 years, told the BBC: ''We get work for three to four days where we earn 250 to 300 rupees ($5 - 6; £2.5 -3) and then we have to find another job again."

Employers are hoping the government mission will help them get better labour that have skills that industry demands.

"It is so tough to find skilled labour that we sometimes have to hire inexperienced, straight-out-of-college graduates and then give them on-the-job training. We also have to get people from nearby villages, train them and arrange accommodation for them at our expense," Shweta Patil, who runs an auto parts manufacturing hub in the western Indian city of Pune, said.

Skills development and entrepreneurship efforts across the country have been highly fragmented so far. According to government data, only 2.3% of the workforce in India has undergone formal skills training as compared to 68% in the UK, 75% in Germany, and 52% in the US.

However, a number of companies, like Baba jobs, Nano jobs and Tech Mahindra, have also been trying to tackle this problem on a smaller scale.

The Tech Mahindra initiative, called the Saral Rozgar (easy employment) programme, maintains a job-seeker base of close to four million blue collar workers.
The database is open to potential employers from a range of companies, seeking to fill job vacancies.

The company has also begun imparting skills training to blue collar workers with a view to making them more employable in line with market demands.

"We have also started a Saral Shiksha (easy education) programme through which we are conducting vocational training to enable people to get trained on skills that the market requires. At the moment it is at a pilot stage but we plan to launch the programme soon," Jagdish Mitra, chief strategy officer of Tech Mahindra said.

According to figures available in the 2011 census, an estimated 104 million fresh entrants to the workforce will require skills training by 2022, while 298 million of the existing workforce will require additional training over the same period.

But the other challenge for the government, and one that has not been addressed by Mr Modi as yet, is that along with skills training the government will also need to create that many jobs for its young and employable population.

Railways shows the way forward for Skill India campaign

New Delhi: With a view to taking forward Indian government’s Skill India campaign, the railways will provide space and manpower for the carrying out of skill development programmes across the country. The public transporter will sign an MoU with the Skill Development Ministry tomorrow to firm up the National Skill Development Mission, a senior railway ministry official said.

“We will provide unutilised and less-utilised space at stations, workshops for skill development programmes in the country,” the official said, adding that railways will also provide manpower to impart skill training on rail premises. There are about 8,000 stations on the railways’ network along with a good number of workshops, some of which are not fully utilised. The workshops or stations which have under- utilised space will be used for skill training programmes, he said.

Prime Minister Narendra Modi will formally launch the National Skill Development Mission by unveiling the new National Policy for Skill Development and Entrepreneurship and rolling out on an all-India basis the ministry’s flagship scheme, ‘Pradhan Mantri Kaushal Vikash Yojana’.

The government has set a target of skilling 40.2 crore people by 2022 under the new National Policy for Skill Development, which is slated to be unveiled on July 15. The prime minister will also launch the Kaushal Vikas Yojana on the same day at a mega event to mark the World Youth Skills Day in New Delhi.
