Japan set sights on Singapore-Kuala Lumpur High Speed Rail project
Kuala Lumpur: Some 14 companies were invited by officials from Malaysia and Singapore to present “in-depth” views on the Kuala Lumpur-Singapore High Speed Rail (HSR) project.
Land Public Transport Commission (SPAD) Chairman of Tan Sri Syed Hamid Albar said it had reached a stage where there was “a lot of interest” in the HSR project. He revealed that the commission received more than 220 enquiries during the project’s request for information (RFI) stage.
“Ninety-eight firms made written submissions of their ideas on how the project should be implemented. And we invited 14 companies to give in-depth views in person,” said Syed Hamid during the China High Speed Railway symposium at the Kuala Lumpur Convention Centre yesterday. He said the interviews were conducted by SPAD and Singapore’s Land Transport Authority.
Transport Oriented Development – a mixed-use residential and commercial area designed to maximise access to public transport – would be carried out along the HSR line, said Syed Hamid. “I believe the HSR project will transform the landscape of transportation and will bring long-term economic social benefit to Malaysia and Singapore,” he said.
Syed Hamid also congratulated China Railway Corporation, one of the 14 short-listed companies, for taking the initiative in organising the symposium.
“China has not only shown the interest but showed they are keen to win the bid. This is something that we can say about the Chinese companies,” he said. Syed Hamid said China had already contributed heavily in Malaysia’s transport industry, having supplied more than 80 per cent of the rolling stocks in the country.
“Now we have the track from Kuala Lumpur right up to Sg Besar, all using rolling stocks from China. Now even our LRT is going to use rolling stocks from Chinese companies,” he said. He added that China had promised to work with SPAD Academy in revising its module and curriculum to upgrade the skills of its members.
Syed Hamid said Malaysia was expected to spend RM160bil (S$52bil) in railway projects including the MRT line, the LRT line extension as well as double tracking and electrification of KTM tracks.
Both China and Japan are competing with each other for HSR construction projects around the world and have expressed interest in the project here. Japan, fresh from a $15 billion rail win in India over China, aims to sell its bullet trains to a high-speed line being planned between Singapore and the Malaysian capital, opening a new market for companies from Hitachi Ltd. to Mitsubishi Heavy Industries Ltd, according to a report by Bloomberg.
The government supports such a bid, Japanese Transport Minister Keiichi Ishii told reporters in Tokyo Tuesday. Cooperation between the government and business leaders was crucial in clinching the deal with India last week, he said.
Japan, which built the world’s first high-speed train more than half a century ago, is stepping up efforts to export its bullet-train technology to meet a pledge by Prime Minister Shinzo Abe to triple infrastructure exports to 30 trillion yen ($248 billion) by 2020. Singapore and Malaysia have proposed a rail line connecting Singapore and Kuala Lumpur that will cut the travel time for the 300-kilometer (180-mile) journey to 90 minutes from at least four hours by road.

Samsung wins major Contract to build Singapore Rail Infrastructure
Singapore: Samsung C&T has secured a S$555m ($391m) contract from the Singapore Land Transport Authority (LTA) for Thomson-East Coast Line (TEL) (East Coast stretch).
Scope of work includes construction of Marine Parade station and its associated tunnels, which are scheduled to start by the first quarter of next year and expected to be completed in 2023.
The 13km East Coast section of the TEL will link Sungei Bedok in the eastern parts of the country with Tanjong Rhu in the west. The region currently does not have a rail network to the city centre.
The section running through Siglap, Upper East Coast and Bedok South will have nine stations, including an interchange with the Downtown Line at Sungei Bedok.
The 43km TEL is being formed by combining the East Coast section and Thomson stretch, which serves the north-south corridor.
In addition to building the Marine Parade station, Samsung C&T is also undertaking the construction of Downtown Line 3 Expo, Tampines East stations, and TEL Caldecott station that interchanges with the Circle Line.
The company previously built the North-South Line’s Marina South Pier station and Downtown Line 1 Telok Ayer station.
The East Coast stretch will be completed in two stages. The first seven stations from Tanjong Rhu to Bayshore, including Marine Parade, are scheduled to be ready in 2023, while the remaining two stations will be completed in 2024.
Following completion, TEL will bring new connections to commuters living in the east, as well as reduce journey times by almost 25% from an 80min bus ride to 60min.

Suresh Prabhakar Prabhu is visiting Singapore to participate as a key speaker during the Infrastructure Finance Summit 2015 organised on 20th October 2015 by the World Bank in association with the Government of Singapore. Mr. Prabhu had proposed for the need of world leaders getting together to discuss infrastructure financing even during the G20 summit where he had participated as the Prime Minister’s Sherpa (Special Representative).
Mr. Suresh Prabhu has been specially invited to share experiences on the instrumental work that Indian Railways is doing in Infrastructure financing. Indian Railways for the first time has set a mammoth plan to invest more than 140Bn US Dollars in next five years and has been tapping innovative sources to fund this infrastructure growth e.g., Institutional borrowing, PPP, State JVs etc.The participation would facilitate getting further funds for infrastructure development in India, a cause that Mr. Prabhu has been championing for long.
The Summit would gather policy-makers and leading minds in finance to discuss the latest global initiatives, the approach of institutional investors and other private funders, the opportunities and obstacles that exist on the ground in Asian emerging economies, and the most effective strategies to accelerate progress in the current volatile economic environment.

The Indian Railway Catering and Tourism Corporation (IRCTC), Bhubaneswar, is offering a package tour from Visakhapatnam to Kuala Lumpur (KL) and Singapore starting on December 3.
The package is for five nights and six days with two nights’ stay each at KL and Singapore. There will be a group of 20 passengers and they will start from the Visakhapatnam International Airport.
The places to be covered in KL include: National Mosque and Museum, Twin Towers, Sunway Lagoon and KL Towers. Activities in Singapore will include: drive around the city, China Town, colonial landmarks, Little India, Merlion, Sentosa Island by cable car, Universal Studios, underworld oceanarium and Singapore flyer.
The IRCTC will provide to and fro flight tickets, 3-star AC hotels, exclusive AC vehicle, English-speaking guide for the entire trip, lunch and breakfast in Indian restaurants with continental breakfast for the entire trip and an IRCTC tour manager from Visakhapatnam Airport to Malaysia and Singapore and back, according to IRCTC officials Kranti P. Jakarta: Japan’s prime minister has sent an envoy to Indonesia to offer a sweeter deal to build a high-speed railway, a Japanese embassy official said on Thursday, highlighting the importance of the multi-billion dollar project that China also wants to win.
The two Asian giants are in a neck-and-neck contest to win a contract to build Indonesia’s first high-speed rail, between the capital Jakarta and textile hub Bandung, a project that would bolster their influence in Southeast Asia’s biggest economy.
Japan and China have until August 31 to submit their best offers to Jakarta.
“Prime Minister Abe decided this project is very politically important so he dispatched a special envoy to meet President Joko Widodo again,” Yoshiko Kijima, attache for economic affairs at the Japanese embassy in Jakarta, told Reuters.
Japanese envoy Izumi Hiroto submitted the fresh proposal to the president late on Wednesday, the second such revision since China sweetened its bid on August 11.
Japan is offering a 40-year loan at an interest rate of 0.1 per cent with a 10-year grace period. The latest proposal also offers Japanese government guarantees on financing and increases the per centage of local content.
China has also mounted a high-profile campaign to win the deal, offering a loan of $5.5 billion with a 50-year tenure, an interest rate of 2 per cent and a grace period, as of August 14.
Indonesia has hired Boston Consulting Group to evaluate the two proposals and is set to announce a winner soon.
The contest has put Indonesia in a diplomatic bind, a government official said.
“There is definitely a feeling in government that this is a tricky one because both China and Japan are important trading partners and they don’t want to upset one or the other,” said one government source with knowledge of the matter.
Kijima, who attended Wednesday’s meeting with the Indonesian president, said Hiroto had made an “emotional” presentation of the latest offer.
“The high-speed rail is a symbol of national pride and development in Japan and it will come as a shock to Japan and its people if the project goes to China,” Kijima said.
She said business relations between Japan and Indonesia were expected to be normal regardless of the outcome.
Japan competes with Singapore as Indonesia’s top investor in Indonesia, while China is the Southeast Asian nation’s biggest trading partner.

Recently, Chinese Unified Bullet-Train Standards, with the speed of 350 kilometers per hour and completely independent intellectual property rights, officially started trials in the eastern suburbs of Beijing. The trials mark the impressive progress that research on the Chinese Unified Bullet-Train Standards has made thus far.
Journalists of the People’s Daily learned that based on Chinese national standards,industrial standards, and CRC (China Railway Corporation) standards, the “Chinese Unified Bullet-Train Standards” is especially designed for railway operating environment and standards in China. Abiding by principles such as safety, reliability, trains with Unified Bullet-Train Standards are more comfortable and environmental friendly. For example, there is more space between seats, multiple lighting models, free WiFi access,and watch and reserve facilities for large pieces of baggage.
Chinese high-end manufacturing industries like high-speed rail and nuclear energy are now rapidly expanding on the world market, as “Chinese industry standards become the world standard.” This February, the country’s first design specification standards for high-speed railways were implemented. China is devoted to promoting the standards to other countries that import Chinese high-speed rail like Malaysia, Singapore, India, and Russia etc. In the future, more than 30 countries including Iran, the US, Venezuela are also expected to adopt the “Chinese standard.”
The “Chinese standard” now is quickly heading worldwide. In the future, there will be more Chinese standardized bullet trains to replace the old models, running around the world.

JMRC eyes Chinese, American firms’ help in Phase-II
Jaipur (JP): The Jaipur Metro Rail Corporation (JMRC) is now looking at Chinese and American companies to construct Metro phase II (Sitapura to Ambabari) under the public private partnership (PPP) model after failing to elicit a positive response from Industrial Enterprise, Singapore.
A senior JMRC official informed, “We are expecting a visit from a Chinese delegation on July 8th and an American delegation on July 20th. The JMRC will give a presentation to these firms and explain every aspect for investing in this project.”
A senior official said that despite offering a lucrative deal to the Singapore agency, JMRC is yet to get any response. “The estimated cost of Metro phase-II is Rs 10,000 crore. It has been proposed that the state government would provide 40% amount (as viability gap fund) to the company. The remaining 60% amount would be borne by the state government and the company.”
Meanwhile, the state government had also expressed its willingness to handover the operation and maintenance of Metro phase-I A and B to the firm after spending Rs 3,149 crore.
A source said, “As per the proposal to Singapore, the state government will bear Rs 7,000 crore, while the company will have to pay Rs 3,000 crore. The company will also get additional benefits as it will be collecting the fare. However, it did not show any interest. “
The JMRC officials said that as there are many similarities between the second phase of Jaipur Metro and Singapore Metro, the PPP would be successful. “The Metro is almost fully underground and in our second phase, we have proposed a 10-km underground track out of the total distance of 24 km. It would be good if some company from Singapore or China takes it up,” the official added.
The JMRC is keen to start the construction of this project soon as the route is viable and it would benefit maximum number of people. Important points of the city like the airport, Secretariat, SMS hospital and government offices will be on this route.
