‘Pensioners Help Desk’ to Resolve Grievances of Railway Pensioners
South Central Railway has taken initiative to address the grievances of Railway Pensioners. Accordingly, a ‘Pensioners Help Desk’ will be installed at Zonal Head Quarters (Rail Nilayam, Secunderabad), Divisional Head Quarters (Divisional Offices of all six Divisions viz, Secunderabad, Hyderabad, Vijayawada, Guntakal, Guntur and Nanded) / Workshops (Lallaguda, Guntapally, Renigunta, S&T Workshop Mettuguda) and Office of Chief Administrative Officer, Construction, Secunderabad from 13th August, 2018 to 14thSeptember, 2018 for a period of o­ne month.
All pensioners of South Central Railway can advantage of the Help Desk for lodging pension related grievances, as well as to obtain any information relating to pension payment and the status of their 7thCentral Pay Commission pension revision. Pensioners can approach the Help Desks at concerned officers from where they have retired, along with a copy of the last issued Pension Payment Order (PPO) and Service Certificate with them so as to address their concerns immediately.

Grievances of Pensioners will be addressed with Compassion -Shri A.K. Gupta, Additional General Manager, SCR

Shri A.K. Gupta, Addl. General Manager, South Central Railway said that Zone is addressing the grievances of pensioners with compassion, any grievance filed by pensioner by any means of communication will be duly responded in 30 days. He participated in the Yearly Pension Adalat, today i.e. 15th December, 2016 at Rail Nilayam Auditorium, Secunderabad.

Shri A.K. Gupta also said that the percentage of grievances o­n South Central Railway has come down to lower than 1% due to implementation of o­nline portal CPGRAMS (Centralized Public Grievance Redress and Monitoring System) which can be accessed through smart phones. However if the ‘Change in Address’ is conveyed promptly to the concerned officials, the percentage of grievances could have been nil he added.

Shri N.V.Ramana Reddy, Chief Personnel Officer thanked the representatives of the Railway Pensioners’ Federation and Associations for bringing the grievances of pensioners to the notice of administration which needs immediate redressal.  He also said that conducting the Pension Adalat is a responsibility to honour the pensioners and the problems of pensioners are being solved with sacred heart. He requested the pensioners to ensure the entry of personal mobile numbers, AADHAR numbers and also particulars of family members accurately in order to resolve the issues easily.

Smt. Poorna M. Cherla, Financial Advisor & Chief Account Officer (G), SCR, stated that accounts department would work in tandem with personnel department and bankers with an aim to reduce the number of grievances at the pension adalats to the bare minimum. Shri Ch. Sankar Rao, General Secretary, SCR Mazdoor Union, Shri Venkataramana, President, All India Officer’s Pensioners Association and Shri Y.N. Sastry, President, All India Retired Railway Employees’ Federation spoke o­n the occasion.

Shri Thirupati Rao, the senior most pensioner in the Zone aged 97 has been felicitated and was presented with Gold Plated Medal by Additional General Manager, South Central Railway.

A total of 654 cases received during Pension Adalat and 646 have been resolved and an amount of  Rs. 2 Crores was paid against all the cases till now.

Subject: Procedure for grant of permission to the pensioners for commercial employment after retirement — revision of Form 1.

As the Railway Administration are aware, in terms of Rule 11 of Railway Services (Pension) Rules, 1993 retired Railway servants proposing to take up commercial employment within a year of retirement are required to seek permission from the Government. They are required to apply for permission in Form 1 of Railway Services (Pension) Rules 1993. Form 1 prescribed under the said rule has since been reviewed with a view to simplify the procedure, The revised Form 1 is enclosed.

2.The revised form incorporates the conditions prescribed in clauses (b) to (f) of sub-Rule 3 of Rule 11. There is now no requirement for obtaining an affidavit as prescribed in the Declaration in the notification issued vide Board’s letter No.E(G)2007/EM 1-1 dated 19/9/2007.

3.This issues with the concurrence of the Finance Dte.

4.Formal Notification of Rules will follow.

A copy of Department of pension & pensioners welfare (DOP&PW)’s O.M. No.38/8/15-P&PW(A) dated 16.04.2015 on the above subject is enclosed for information and compliance. These instructions shall apply mutatis-mutandis on the Railways also’ DoP&PW’s O.M. No.38/37/08-P&PW(A) dated 02.09.2008 mentioned in the O.M. has been adopted on Railways vide Board’s letter No.F(E)III/2008/PN1/13 dated 15.09.2008.

Sub:- Nomination of Nodal bank branches under Single Window Scheme (SWS) for reimbursement of Railway Pension.

Please refer to Board’s letter no. 2010/AC-11/2i/2 dt. 31.3.2011(RBA No. 15/2011), 16.5.2012(RBA No. 13, 14/2012), 9.1.2013 (RBA No% 2/2013), 15.1.2013 (RBA No. 3/2013), letter no. 2010/AC-II/21/2(PART) dt. 8.10.2013(RBA No.. 23/2013) and 2013/AC-11/21/8 dt. 28.07.2014(RBA No. 12/2 14), 13.2.2015(RBA No. 12/ 2015) & 7.4.2015( RBA No. 24/2015) where in instructions on implementation of SWS system for pension payment to Railway Pensioners through various Banks were issued. These instructions envisage nomination of nodal branches by the Banks covered under this scheme for submission of Pension Debits by the banks to the designated FA&CAOs. Consequent upon authorization of &CAO/RCF/Rae Bareli and FA&CAO/RWP/Bela for issue of PPOs, the branches as indicated in the Annexure shall be the nodal branches for these units for submission of PPOs.
