Unreserved Ticket Booking Made Easy -Digital India

PROMOTION OF UNRESERVED TICKET BOOKING THROUGH MOBILE PHONE AND INITIATIVES TOWARDS DIGITISATION 
Kolkata, 23rd June, 2018:

With a view to promote unreserved ticket booking through mobile phone, it has been decided that 5 % of the recharge value will be added to the R-wallet as bonus at the time of recharge of R-wallet. This scheme will be in force for a period of three months after which it will be reviewed.
Continuing towards digitalization and moving towards becoming a cashless economy, the initiative of faster and more techno-advanced transactions in Indian Railways is being taken up, the Centre for Railway Information System (CRIS) has developed a mobile based application ‘utsonmobile'. This application has the following features:
1. The ‘utsonmobile’ application enables booking and cancellation of unreserved tickets, issue and renewal of season and platform tickets, check and load R-wallet balance and helps maintain user profile management and booking history.
2. The 'utsonmobile' application is very handy, free and is available for both Android and Windows smart phone. Users can download this app from Google Play Store or Windows store free of cost.
3. First the passenger will get registered by providing his/her mobile number, name, city, default booking train type, class, ticket type, number of passenger and frequently travelling routes.
4. Upon successful registration, Railway Wallet (R-Wallet) will be created automatically with zero balance to the passenger. There will be no extra cost for creating R-Wallet.
5. The R-Wallet can be recharged either at any of the UTS counter or through recharge option available in the https://www.utsonmobile.indianrail.gov.in website.
6. In case internet connection of the mobile is not up, then ticket booking is not allowed.
7. No advance ticket booking is allowed. (i.e.) the journey date will always be current date.
8. Paperless Ticket: The passenger can travel without taking hardcopy of the ticket. Whenever Ticket Checking Staff asks for ticket, the passenger will use 'Show Ticket' option in the app.
·The smart phone should be GPS enabled to book paperless ticket.
·The paperless tickets are not allowed for cancellation.
·The journey should commence within o­ne hour after booking paperless ticket.
·The Season ticket can be issued/renewed from mobile application and it will be valid from the next day of booking the ticket. No need of GPS for issue/renewal of Season Ticket.
·Platform Ticket can also be booked from mobile application.
·In case passenger is not able to show the ticket o­n mobile then it is considered as ticketless travel. 
9. Paper Ticket: The passenger can book ticket through the mobile app. o­n booking of ticket, he/she will get Booking ID along with other ticket details. The booking details will also be available in booking history. The booking ID will also be conveyed through an SMS.
·After booking Paper ticket, Passenger can go to the journey originating (source) station to take ticket print out from any of the ATVM there, by entering his/her registered mobile number and booking ID. The Journey is valid o­nly with printed ticket.
·The cancellation of Paper ticket is allowed either at the counter after printing the ticket or through the app before printing the ticket. However, in both the cases, cancellation fee is applicable.
·The journey should commence within o­ne hour after printing paper ticket in the kiosk.

Aadhaar eKYC verification for existing mobile subscribers to start soon

NEW DELHI: All existing subscribers of mobile services will have to go for Aadhaar-based re-verification soon, with the government instructing telecom operators to initiate the process.     
Cellular operators' body COAI said its members may meet this week to discuss the modalities of rolling out the verification process for the existing one billion-plus mobile phone users.     

"...all licencees shall re-verify all existing mobile subscribers (pre-paid and postpaid) through Aadhaar-based eKYC process...," a notification issued by the telecom department said.     

It further added that all licencees will have to inform existing subscribers -- through advertisements in print and electronic media as well as SMS -- about the order of the Supreme Court for re-verification activity. They have also been asked to upload the details of the exercise on their website.     

The Supreme Court, in an order in February this year, had observed that, "an effective process has been evolved to ensure the identity verification, as well as, the addresses of all mobile phone subscribers for the new subscribers. In the near future, and more particularly within one year from today, a similar verification will be completed, in case of existing subscribers".     

The telecom department has said the operators will use and share common device eco-system through mutual agreements, and will work out mechanisms to avoid public inconvenience and long queues.   

When contacted, cellular operators association COAI said that the industry supported the move, but pointed out that the entire exercise will cost Rs 1,000 crore for infrastructure and training, which will have to be borne by the operators.     

"The issue of fake subscribers will go away. We will try our best to cover the entire base within the stipulated time frame of one year but in case we cannot, we may ask DoT for an extension," COAI Director General Rajan Mathews said.     

For re-verification through Aadhaar-based eKYC process, the operator will send a verification code to the mobile number of the subscriber. Prior to starting the eKYC, the operator will verify this code from the subscriber so as to confirm the SIM card of the mobile connection is physically available with the subscriber.   

"After the completion of the eKYC process, before updating or overwriting the old subscriber detail in database with the data received through eKYC process, the licencee will seek confirmation from the subscriber about the re-verification of his/her mobile number after 24 hours through SMS," the notification said.     

The operator can re-verify more than one mobile connection in one service area through a single eKYC but not bulk connections. For issuing additional mobile connections to re-verified subscriber, the operator would have to follow a separate eKYC process.     

Verification of a subscriber would not be required in case of conversions - that is pre-paid to postpaid connections or vice versa, it clarified.

'We will launch competitive tariff plans to match Reliance Jio and other private telecom service providers’ pricing, be it 4G or 3G, by the end of this year'

NEW DELHI: State-run telecom operator Bharat Sanchar Nigam Limited plans to unveil cheaper tariff plans by the end of this year and launch full-fledged 4G services by March 2016 to take on private players including Mukesh Ambani-owned Reliance Jio Infocomm.

"We will launch competitive tariff plans to match Reliance Jio and other private telecom service providers' pricing, be it 4G or 3G, by the end of this year," BSNL chairman-cum-managing director Anupam Shrivastava told ET.

BSNL will close watch Jio, which has announced launch of 4G services by the end of the year, and it will use airwaves in 2500 Mhz band to launch competitively priced 4G services at select locations before the end of current fiscal, Shrivastava said.

Jio, in addition to pan-India BWA spectrum in 2300 MHz band, has acquired airwaves in 800MHz and 1800MHz in the recently-concluded auctions. Ambani had earlier announced that the company will launch services around December at tariffs ranging from Rs 300 to Rs 500 per month.

Shrivastava further said, "We are taking Wi-Fi route for our 4G services and also talking to telecom operators for spectrum sharing."

Wi-Fi technology connects through 2G or 3G network and acts as a 4G hotspot to delivers high-speed data services to consumers.

"We have spectrum in 2.5 Ghz across 15 Licensed Service Areas (LSAs) in the country and we are planning to launch 4G services by the end of the current fiscal year," the BSNL top executive said.

BSNL's discussions with Russia's MTS India arm, which has spectrum in 800 MHz band, have however not materialized, Shrivastava said.
The state-run operator is also evaluating device-bundling options for 4G services and is currently in talks with various device manufacturers for consumer-friendly schemes.

"We compete with each other and share infrastructure with Reliance Jio as well. In today's scenario, it should not be seen as a competition as the objective is to serve consumers," Shrivastava said.

In 2014, Jio had entered into a pact with BSNL for telecom infrastructure sharing and is currently using the state-run operator's 4,000 mobile towers.

As a part of its revival strategy, BSNL, which has the largest 3G footprint in the country, is looking at aggressive marketing plans and also boosting broadband internet speed of all data plans staring at Rs 545 to 2 Mbps from October 1.

It has recently started free night calling facility between 9 pm and 7 am to all operators and free incoming on roaming, which, according to the company, is helping in growing its subscriber base.

BSNL is the only operator to offer free incoming calls while roaming, Shrivastava said.

He said the company added 16 lakh new customers in July and 15 lakh in August due to mobile number portability.

Indian Railways launches SMS based Alert Service for Cancelled Trains

New Delhi: Ministry of Railways has started yet another passenger friendly measure on pilot basis, under which SMS messages would be sent to passengers informing about train cancellation in case the train in which they have booked their tickets for is cancelled due to unavoidable circumstances. Under this pilot project, the SMS messages are being sent to those passengers who are boarding at originating station. At a later stage, this will be extended to cover enroute station also. This exclusive SMS based service has been commenced on all India basis.

The SMS will be sent to their respective mobile numbers entered by them in reservation slips while buying tickets from PRS counters or while purchasing online e-tickets. The cancellation information would be sent quite in advance to the passengers for their convenience so that it may help them plan alternative arrangement in time. To avail this facility, passengers are advised to invariably mention their mobile numbers on the reservation slips.

The software for this service has been developed by Center for Railway Information Systems (CRIS), the information technology (IT) arm of the Indian Railways.
