Little is being done to restore train services to Old Railway Station (ORS) located behind the High Court, despite senior Railway officials confiding that basic infrastructure here can be readied in 45 days.

The Railway said that over two dozen encroachers would have to be evicted prior to resuming train services to the station. They would have to be rehabilitated either by the Kochi Corporation or by the State government.

Reacting to this, general convener of Old Railway Station Vikasana Samity K.P. Harihara Kumar said that the Corporation had agreed to rehabilitate the families. “The civic agency also set apart ample funds in its budget for commencing suburban train service,” he said.

Union Minister of State for Railways Manoj Sinha had assured the samity two months ago that the Railway would accord its nod if the Kochi Corporation or the State government pooled in with half the project cost of approximately Rs.15 crore. There is no need to revive all the tracks at the station, since the Railway wanted to resume services to the station by operating one or two trains here during peak times when the two main stations in the city are congested, Mr. Kumar said.

He added that the Railway is citing ‘flimsy reasons’ like encroachments to stonewall efforts to resume train services to the station that is in an abandoned condition. “The encroachers are concentrated in one end of the station, near the High Court, whereas a major portion of tracks and other utilities are on the northern side.” Setting at rest concerns of unavailability of diesel locomotive, Railway sources said that the Southern Railway is willing to give a diesel engine to operate short-distance trains to both ORS and HT, where the line has not been electrified.

The proposal on the station and Harbour Terminus (HT) located on Wellingdon Island was revived in June, prior to launching Ernakulam’s first intra-district MEMU service.

“The main work at ORS station (also known as Ernakulam Railway Goods (ERG) station) is to relay tracks and to install signals. Each of the two components can be completed in less than a month. A couple of rooms too will have to be built or existing ones renovated to house skeletal staff who would initially be posted here. All that is required is the formal sanction of Southern Railway head office,” officials said.

MUMBAI: The metropolis will get its first double-decker bridge on P D'Mello Road at CST that will have railway tracks and a motorway.

On P D'Mello Road, tracks will be constructed at an elevated level and cars will ply above that as the Eastern Freeway will be extended up from Orange Gate to GPO junction. 

Central Railway (CR) plans to shift the Harbour line corridor to the west of CST. "The relocation is being done to free up existing Harbour line tracks between CST and Masjid. These tracks will be used for the fifth and sixth line project on the Main line corridor," said a senior CR official. "The proposal to have a rail and road link is the first of its kind in the city," said CR general manager SK Sood. "Shifting of Harbour line is the only solution to bring the fifth and sixth line up to CST because there is not enough space to lay additional tracks and acquiring land is time-consuming," Sood added. The Eastern Freeway will be augmented by nearly 3 km in the southern direction and MMRDA planners are working on its exact alignment. "The consultants have been asked to work on the design and submit a feasibility report. The cost is estimated to be around Rs 1,500 crore," said a senior MMRDA official. 

Platforms between CST and Dockyard Road station will be constructed at the elevated level and will be equipped with escalators.

"The railway tracks will be at an elevated level because it will be easier to rescue commuters in the event of a mishap. It will also be easier to carry out repairs," a CR official said. The tracks will be at least 20 ft from the ground while the Eastern Freeway extension will be at a height of close to 45 ft. Originally, CR had proposed shifting Harbour line but it had to drop the idea after the MMRDA pointed out that it had plans to extend the freeway. However, the rail and road  bridge solution may prove to be a win-win proposition for train passengers and motorists.

Wadala-Kurla rail line on hold due to delayed rehabilitation of people

Mumbai:  The Wadala-Kurla rail line, a Prime Minister’s Office monitored project costing Rs.175 crore has been delayed as vegetable and fish vendors who reside close to the tracks await rehabilitation.

The project is expected to speed up services by separating the goods line, coming from the Mumbai Port Trust (MbPT), from the suburban rail line. The project is also expected to benefit lakhs of people travelling on the CST-Panvel and CST-Andheri Harbour line every day.

According to Central Railways (CR) officials, 1,680 Project-Affected People (PAP) will require rehabilitation before commencing work on the project. A majority of them reside in illegal shanties and hutments and there are also a number of vegetable, fruit and juice shops in the area. The PAP are being rehabilitated by Mumbai Metropolitan Region Development Authority (MMRDA), on behalf of MbPT.

The goods line, coming from MbPT, is almost eight tracks wide and covered with grass. The line joins the suburban Harbour line (which goes to both Panvel and Andheri) between Wadala and Kurla before deviating towards the Central line, and proceeding towards Kalyan.

“We have been promised that rehabilitation will be completed by December this year,” said an official from MbPT. Most of those who require rehabilitation reside near Raoli junction, after Wadala, where they have encroached on 425 sqm of land owned by the MbPT. Slum dwellers also reside on the two hectares of property owned by the Railways along the stretch of land required for the project. Until now around 90 PAP have been rehabilitated since May this year.
