'Three Kendriya Vidyalaya proposals approved', HRD Minister says in interaction with Press
Union HRD Minister, Sh. Prakash Javadekar announced the approval of three Kendriya Vidyala proposals, during an informal interaction with the media persons today. The Minister also received the feedback from the media regarding the performance of the ministry and education sector, appreciating the immense experience of the media professionals in covering the ministry of Human Resource Development.
The Minister briefed the press about the approval of three Kendriya Vidyalaya proposals. It was decided to open new Kendriya Vidyalaya in Rae Bareli, Uttar Pradesh (Railway Coach Factory) as well as in Takenpur, Madhya Pradesh (BSF Academy). It was also decided to adjust timings in the already functional Kendriya Vidyalaya in Piliphit, Uttar Pradesh to enable classes for Std XI considering the space constraints of the KV.
On NEET, the Minister clarified as follows
1.In case a candidate appeared in NEET-I and applied for NEET-II but not paid the fee, his candidature for NEET-II will not be considered as he has not submitted the fee and thus, his form has not been submitted successfully. The registration issued to any candidate is basically a unique number which is issued to all candidates who registers with the system. In the above case, result of NEET-I will be considered
2.In case, a candidate appeared in NEET-I and applied for NEET-II successfully but could not appear in NEET-II, such cases will be placed before the Oversight Committee for consideration of their NEET-I result.
3.Any other case which will come to the notice will also be placed before the Oversight Committee for taking final decisions.

Please refer to Railway Board’s letter of even number dated 01.10.2008 followed by subsequent letters regarding revised policy instructions / clarification on Children Education Allowance admissible to Railway Servants, based on the recommendations of Sixth Central Pay Commission.
2. Now, DOP&T has inter-alia issued clarification on reimbursement of Children Education Allowance in the form of frequently asked questions (FAQ) in terms of their Office Memorandum No. I-11020/1/2014-Estt.(AL). The text of OM is tabulated below for guidance of all concerned.
SN Question
1 Whether reimbursement of Children Education Allowance is admissible for the:
(a)Nursery/LKG/UKG as there is no provision of recognition of these classes in most of the States/UTs;

Reimbursement is permissible only if the child is studying in a recognised educational institution.
(b) Third child if either of the first two children is disabled to the extent that he/she cannot go to school;

Reimbursement is allowed to only the two eldest surviving children of the Government servant except when the 2nd child birth results in multiple births or the 3rd child is born due to failure of sterilization operation.
(c)The children borne out of second marriage or the children of second wife/second in additions to children from first marriage;

Reimbursement is allowed to only the two eldest surviving children of the Government servant.
(d)Entitlement of number of Note Books.
Answer
Reimbursement is permissible for any number of note books as may be prescribed by the recognized educational institution.

Dear Sir,
Sub: Children Education Allowance/Hostel Subsidy – Clarification -reg.
Ref: DC/JCM Item No.1/20I2 discussed with the Railway Board on 26th &.27th June2012.
Federation invites kind attention of the Railway Board to the issues pending with the Railway Board on the subject under DC/JCM Item No.1/2012.
2. In this connection, NFIR desires to state that as per extant instructions, the term “Hostel Subsidy” means expenses incurred by the Railway employees to meet with the Hostel fees if his/her children who have been studying in the school/college located at a minimum distance of 50 Kms., Federation desires to reiterate that there are institutions/colleges in various cities where the students are mandatorily required to opt for Hostel, those who do not opt are denied admission. In view of this reality of situation, imposing the condition of 50 Kms., distance is unjustified and therefore needs to be withdrawn.
3. It has also been reported to NFIR by its affiliate SERMC that the South Eastern Railway Authorities have imposed another condition that the distance of 50 Kms., is to be certified by the District Revenue Officer of the State Government every time the claim is made.
4. Federation further desires to bring to the notice of Railway Board following contradictory situations,arising out of extant provisions:
(i) Para 1(a), (e) & (i) of DoP&T O.M. dated 02nd September 2008 circulated under Railway Board’s letter dated 01/10/2008 (RBE 135/2008) clarifies that the Children Education Allowance and Hostel Subsidies are distinct, Railway employees cannot claim both concurrently.
(ii) Instructions issued by the Railway Board under letter dated 07/06/2013 (RBE- 55/2013), (further reference to question No. 9 of DoP&T O.M. No.21/011/08/2013-Estt./AL) have clarified that Hostel Subsidy includes fee charged for boarding and lodging in addition to fee mentioned in para 1(e) of DoP&T O.M. dated 2nd September 2008.
The position brought out above shows that the two OMs are contradictory and are not conveying clear cut institctions for payment of Children Education Allowance and Hostel Subsidy.
NFIR., therefore, requests the Railway Board to examine the points raised above and arrange to issue clarificatory instructions to the Zonal Railways/PUs to remove confusion. A copy of the instructions issued may be endorsed to the Federation.
