DOUBLING WORK OF PALDHI-JALGAON SECTION IN PROGRESS UNMANNED LC GATE NO.158 C TO BE CLOSED PERMANENTLY

The doubling work of Paldhi – Jalgaon railway section is being undertaken by Western Railway and hence for this purpose, the unmanned railway level crossing No.158 C will be closed permanently for road traffic with effect from 13/09/2016. Accordingly, diversion road has been provided at North side of Railway line for road traffic from LC No.158 C to LC No.148 A. Passengers are requested to kindly take note of the changes.

EASTERN RAILWAY ASANSOL DIVISION SUCCESSFULLY ELIMINATES ALL UNMANNED LEVEL CROSSING GATES

Kolkata, 9 May, 2016.
To achieve Railway Board’s target of elimination of all the unmanned level crossing gates over Indian Railways for safety of rail users, Eastern Railway takes the challenge and performs the job in a planned and phased manner in the four divisions of its jurisdiction.

Over Eastern Railway, Asansol division is the first to eliminate unmanned level crossing gates completely by providing Limited Height Subway replacing the last unmanned level crossing gate no. 16 between Kunuri & Sainthia o­n Asansol- Sainthia section of its jurisdiction o­n 8 May, 2016. The Limited Height Subway has been built by cut- and-cover method with the help of two nos. of rail cranes within stipulated block time.

Asansol division started the work for elimination of unmanned level crossing gates in a planned way by providing Limited Height Subway or merger with nearby level crossing gates or diversion of road or outright closure with the consent of State Govt. The no. of unmanned level crossing gates in Asansol division was 78 in 2011-12, 72 in 2012-13, 32 in 2013-14, 05 in 2014-15 and 01 in 2015-16 (level crossing gate no. 16 between Kunuri & Sainthia) and now total elimination of unmanned level crossing gates has been achieved.

ISRO conducts 1st satellite-based warning system trial for Railways

The first trial run for developing a satellite-based system to warn train drivers of unmanned railway crossings was conducted by ISRO scientists in Ahmedabad recently. Scientists at the city-based Space Applications Centre (SAC) are now in the process of commercially developing this system that will be fitted on 50 different trains across the country as a second part of the demonstration project.

Of around 30,000 level crossings of the Railways, as many as 11,000 are unmanned. “An estimated 7,000 people die every year at these unmanned crossings in the country. We have successfully conducted the first test-drive in Ahmedabad for developing a satellite-controlled warning system for the Indian Railways that will alert the train driver well in advance about an approaching unmanned level crossing. Simultaneously, it will also alert the road-users about the approaching train,” Tapan Misra, director of ISRO’s Space Applications Centre, said..

The demonstration project was carried out by a team of ISRO scientists and Western Railway officials in the first week of January. Under this project, a transmitter connected to GSAT-6 (a communication satellite) was mounted at Vastrapur and Sarkhej level crossings. Thereafter, the team boarded a train — fitted with a hooter that was in turn connected with a similar transmitter and a receiver — running between Gandhigram and Moraiya, near Changodar. All the trial runs were conducted in Ahmedabad.

“About 500 m before the level crossings, this hooter went on, warning the train driver about the approaching level crossing. The hooter got louder as the level crossing neared, and finally fell silent after the train passed it by. Similarly, the hooter attached to the transmitter mounted on the railway crossings alerted the road users about the approaching train. We had also used global positioning system and Indian Regional Navigational Satellite System (IRNSS) during this demonstration. After its success, we will soon implement the second phase,” Misra said.

In the next phase of the demonstration project, SAC has selected six private companies for commercially developing the satellite-based transmitting and receiving system. “One of the six models/designs developed by these companies will be selected and will be demonstrated on 50 different trains running across the country. This demonstration will be done for a month,” he said, adding that the system will be integrated with IRNSS

According to scientists at SAC, the project to build warning systems will be taken forward to cover the entire railway network at a later stage. A GIS (Geographical Information Systems) mapping will be done of the entire route and a GIS map will be created. “This will help Indian Railways track each train on its network and also get timely alerts about derailment and accidents,” Misra added.

Warning System for Unmanned Railway Crossing -IIT Kanpur new Innovative system

Engineers at IIT Kanpur have developed a very useful warning system that can prevent accidents at unmanned level crossings, thereby saving many lives.

The technology, named Radio Frequency and Wireless Based Warning System, will produce a loud sound to alert people to remain off the tracks, and to inform the driver that a crossing is approaching.

If everything goes well and the trials are successful, the device will be put to use. Currently, trials are being conducted between Unnao and Sonik railway stations (crossing number 29C) and Lucknow-Sultanpur section (crossing number 189C). Following this, IIT Kanpur will hand over the technology to Research Designs and Standards Organization (RDSO) on Dec. 16. RDDO is a research and development organization under the Ministry of Railways and it functions as a technical adviser and consultant with regards to design and standardisation of railway equipment and issues related to railway construction, operation and maintenance. The organization had asked IIT Kanpur to develop such a system that would be efficient for two trains on two parallel tracks in one go.

However, the final system is more advanced than the initial expectation. If spread out on 16 parallel tracks, the warning system can handle 16 trains. The system with embedded GPS and RFID (radio frequency identification tag) will be installed in the train engine and at the unmanned railway crossing. When the train is 1,500 meters away from the crossing, the warning system will get activated and hooters will blow up informing the driver that a crossing is approaching.

“The same thing will happen when the train is just 800 meters away from the track. The flash hooters will stop buzzing when train crosses 50 metre mark from the crossing,” BM Shukla, principal software engineer at IIT-K told The Times of India.

The system is foolproof as even if the GPS stops functions, RFID will ensure that the system never fails.

In case of multiple tracks, like two trains crossing each other, the system will continue to function normally. Hooters will buzz for both trains and will close after the later train clears the 50m mark. The trials have been successful until now.

West Central Railway Zone Becomes the First Zone on Indian Railways to Eliminate all Unmanned Level Crossings from its System 

The West-Central Railway (Headquarter: Jabalpur) Zone has become the first Railway Zone on Indian Railways to eliminate all unmanned level crossings from its system by 31st August, 2015. Out of total 118 unmanned level crossings falling on West-Central Railways as on 1st April, 2014, 80 were eliminated in the financial year 2014-15 and the target of 66 and the remaining 38 have been achieved in current financial year by 31st August, 2015. This could only be achieved by constructing 33 Limited Height Sub Ways (LHs) and manning of 30 level crossings. It is a big safety initiative. 

It can be termed as a great success for West-Central Railway. West-Central Railway has been taking all possible initiatives to improve its working by adopting all available modern technologies and has started special drive to improve its performance at all fronts including safety, cleanliness, punctuality etc.

The Supreme Court slams Railway to improve safety in Railway Operations

Law enacted in 1989 for doing away with unmanned level crossings has not been implemented in the last 26 years which tantamount to dereliction of duties… observes the Social Justice Bench of Supreme Court of India

The Supreme Court on Friday slammed railways for the unmanned railway crossings which take a heavy toll of human lives and asked the government why it was introducing new trains without first ensuring the safety of the people.

A social justice bench of Justices Madan B Lokur and U U Lalit said the law enacted in 1989 for doing away with unmanned level crossings has not been implemented by the railways in the last 26 years. It asked the railways to give a roadmap for manning such crossings.

“Why do you bring more trains when you cannot protect the lives of people? Human life cannot be treated so cheaply. Safety is very important and you must take it seriously,” the bench said.

There are more than 11,000 unmanned crossings, out of which 203 have been marked as accident-prone. The unmanned crossings are responsible for the maximum number of train accidents at around 40 per cent.

The counsel for railways told the bench that it would take time to man all such crossings and it would be done in a phased manner. He, however, did not give a time-frame for completing the task.

“Why don’t you tell us when will you complete the task? There must be some road map for at least 203 accident prone crossings. We are not sitting here for fun. You must tell us what are you doing in this regard,” the bench said.

The advocate then sought time to consult the railway authorities.

South Central Railway will impose a Traffic Block for launching of RCC Boxes in lieu of few Unmanned Level Crossings and few bridges on Secunderabad – Mudkhed Section of Hyderabad Division on 12th June, 2015. As a result, the following trains will be cancelled / regulated as detailed below:- 

Cancellation:

1)Train No.57558 H.S. Nanded - Nizamabad Passenger scheduled to depart H.S. Nanded on 11th June, 2015 is cancelled.

2)Train No.57557 Nizamabad - H.S.Nanded Passenger scheduled to depart Nizamabad on 12th June, 2015 is cancelled.

3)Train No. 57594 H.S. Nanded - Medchal Passenger scheduled to depart H.S. Nanded on 12th June, 2015 is cancelled.

4)Train No. 57593 Medchal - H.S. Nanded Passenger scheduled to depart Medchal on 12th June, 2015 is cancelled. 

Regulation: 

1)Train No. 57561 Kacheguda – Manmad Passenger will be regulated for 20 minutes at Nizamabad on 12th June, 2015.

2)Train No. 51421 Pune – Nizamabad Passenger will be regulated for 1 hr 5 minutes between Mudkhed and Basar on 12th June, 2015.

Railways to explore ISRO’s GPS-Aided Geo-Augmented Navigation for Safety at Unmanned Railway Crossings

Bangalore (SBC): Indian Railways has said that it is exploring the possibility of using the Indian Space Research Organisation (ISRO’s) GPS-aided geo-augmented navigation (GAGAN) for safety at unmanned railway crossings, said a top official of ISRO.

Suresh Prabhu, Union Minister for Railways, in his budget speech said that the Railways’ ultimate objective is to eliminate unmanned level crossings by constructing road over-bridges (ROBs) and road under-bridges (RUBs).

In the short term, Research, Design and Standards Organisation (RDSO) has been asked to develop a suitable device with reliable power supply system based on theft-proof panels/batteries in consultation with Isro, using geo-spatial technology, for providing audio-visual warning to road users at unmanned level crossings.

Further, a radio-based signal design project has been taken up with IIT Kanpur for warnings at unmanned level crossings.

Speaking to Business Standard, Isro chairman A S Kiran Kumar said: “We have done pilot in two places, including one in Gujarat and trials are OK. We will showcase the proof of concept, while the RDSO will do the installations. Discussions are in progress with the Indian Railways for using GAGAN-based system and software.”

It may be noted, the GAGAN system is a regional satellite-based augmentation system developed mainly to assist landing of aircrafts accurately.

He explained that using the GAGAN system a train with the necessary receivers would know the location of the level crossings and a warning signal can be sent and it can activate the train’s hooter automatically when it nears the level crossing at the level crossing itself.

Railways to hire staff to keep people off tracks at unmanned crossings

Coimbatore (CBE): The Salem and Madurai divisions of Southern Railway plan to appoint people as gate counsellors or gate mitras to keep an eye on unmanned railway crossings so that people do not cross the tracks. Both divisions have floated tenders to appoint counsellors on a trial basis for 110 days. “The gate mitras or counsellors will be placed at crossings with low train and road vehicle usage because it is more economical,” said a railway official from Madurai division.

The railways will choose people who live close to the unmanned crossings as they will know the train timings well. “We want locals who are fit and familiar with train timings and the local language,” said the official. “All they need to do is go to the crossing when the train passes, and ensure no one crosses the track,” he said. “They will counsel people on safety and convince them to wait a few minutes.”
