Transport Allowance increased for Railway Employees in select Cities (Download)

Transport Allowance increased for Railway Employees in Select Cities on the basis of re-classification of such cities as per Census 2011. Rates of Transport Allowance paid to Central Government Employees and Railway Employees are as per classification cities which is based on population. As per Census 2011, five cities have crossed the population benchmark for higher Transport Allowance. Consequently, Railway Employees posted in these cities would be entitled to higher Transport Allowance.

New Delhi: In line with higher Transport Allowance granted to Central Government Employees as per Finance Ministry OM No.21(2)/2015-E.ll (B) dated 05.08.2015, Railway Board has increased the transport allowance in respect of Railway Employees in select cities which have been re-classfied and upgraded to higher class for the purpose of grant of higher Transport Allowance, as per Census 2011.

Following cities have been upgraded for the purpose of higher Transport Allowance based on re-classification of cities as per Census 2011.

Patna (UA)
Kochi (UA)
Indore (UA)
Coimbatore (UA)
Ghaziabad (UA)
Hence, Railway Employees who have been drawing Transport Allowance of Rs. 400 per month until now. would be entitled to Transport Allowance of Rs. 600 per month with applicable DA. Like wise, the following table would explain the increase in Transport Allwance.

Reference is invited to Railway Board’s letter of even number dt. 12.09.2008 (RBE No.111/2008) regarding grant of Transport Allowance to Railway employees, consequent upon the implementation of the recommendations of the Sixth Central Pay Commission (6th CPC).

2. The Government has since considered the re-classification of cities/towns/localities as perCensus-2011 (population criteria) for the purpose of Transport Allowance. Accordingly, the President is pleased to decide the revised classification of cities, towns and localities, for the purpose of grant of Transport Allowance at higher rates to Railway employees, as per Annexure-I. Therefore, the table below para ‘1’ of Railway Board’s letter dt.12.09.2008 stands partially modified as under:

3. The revised classification of cities/towns/localities for the purpose of Transport Allowance shall take effect from 1st April 2015.

4. All other conditions mentioned in Railway Board’s letter of even number 12.09.2008 shall remain unchanged.

5. This issues with the concurrence of Finance Dt. of Railway Board.

Finance Ministry has issued an OM revising the Grant of Transport Allowance to Central Government Employees with effect from 01.04.2015. Grade pay wise / city wise admissible Transport Allowance is given below.

Subject:- Grant of Transport Allowance to Central Government employees.
Reference is invited to Ministry of Finance, Department of Expenditure O.M. No. 21(2)/2008-E.11(8) dated 29th August, 2008 regarding: grant of Transport Allowance to Central Government employees, consequent upon implementation of the recommendations of the Sixth Central Pay Commission (6th CPC).
2. The Government has since considered the re-classification of cities/towns/localities as per Census-2011 (population criteria) for the purpose of Transport Allowance, Accordingly, the President is pleased to decidethe revised classification of cities, towns and localities, for the purpose of grant of Transport
Allowance at higher rates to Central Government employees, as per Annexure-I.
Therefore, the table below para ‘1’ of O.M. dated 29.08.2008 stands partially modified as under:-

4. The orders will apply to all civilian employees of the Central Government. The orders will also be applicable to the civilian employees paid from the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and the Ministry of Railways, respectively.
5. All other conditions mentioned in Department of Expenditure O.M. No.21(2)/2008-E.II(B) dated 29.08.2008 shall remained unchanged.
6. In so far as the persons working in the Indian Audit and Accounts Department are concerned, this Order issues in consultation with the Comptroller and Auditor General of India. ·

Dear Sir,

Sub: Grant of Transport Allowance to Railway employees on the basis of revised classification of cities/towns/localities

Ref.: MoF, Deptt. of Exp.’s letter No.21(2)/2015-E.II(B) dated 06.08.2015

Ministry of Finance, Department of Expenditure(Government of India) vide above cited letter(photocopy enclosed for ready reference) has communicated revised classification of cities, towns and localities for the purpose of grant of Transport Allowance at higher rates to the Central Government Employees.

The Board are, therefore, requested to implement the orders of the Ministry of Finance in the Railways also, so that Railway employees can also avail this benefit from April 2015.

An early action in the matter shall be highly appreciated.

30% HRA for Central Government Employees in Pune and Ahmedabad from 01.04.2014 – Details of re-classification / upgradation of cities for HRA and Transport Allowance
As Pune and Ahmedabad Cities have exceeded 50 lakh population mark as per Census 2011, Government has upgraded these two cities to “X” grade city from “Y” grade city, at par with Metros such as Chennai, Kolkata, Mumbai etc., for the purpose of granting higher House Rent Allowance (HRA) to the extent of 30% to all Central Government Employees including Defence Personnel and Railway Employees.
Likewise, HRA at the rate of 10% granted until now to all Cental Government Employees including Defence Peronnel and Railway Employees working in the following cities will be increased to 20% as these cities have been re-classified and upgraded from “Z” grade city to “Y” city based on Census 2011 Statistics.
