Ring Railway Could Be Late in Delhi

New Delhi: The wait for a fully-functional ring railway in the city could take some time. While both Delhi government and the ministry of railways have been talking about improving the existing system as a viable mode of transport, on ground, the sticking point of encroachment could play spoilsport.

Speaking on the sidelines of a seminar organised by CII, Arun Arora of the Delhi division of Northern Railway said a plan of action was being worked out to improve the ring railway system. "The priority is to develop it as a fully-functional alternative to surface transport. At present, the stations are encroached upon and the connectivity to these stations is an issue. With the help of the Delhi government, these issues can be resolved, so that the ring rail becomes easily accessible. Thereafter, augmentation of the system by adding more tracks and trains can be planned," said Arora.

Delhi transport minister Gopal Rai has been making a case for the ring rail for some time now. "A meeting between the minister and the railways is expected shortly in which the plan of action and how the Delhi government can help us improve the system will be discussed," added Arora.

Rai, incidentally, has been talking about connectivity between the stations and the main roads via feeder services like battery-operated rickshaws and autorickshaws. In the Union Budget presented last week, the Centre had announced funds to improve the ring rail. Rai had then said that the Delhi government was committed to ensuring better last-mile connectivity between ring rail stations and main roads leading to them.

The sticking point, however, could be the issue of encroachment on the railways' land. Last year, Northern Railway's encroachment drive in Shakurbasti had angered the AAP government. However, Arora highlighted this issue at the CII event, saying one of the major points to ensure improvement would be "removal of heavy encroachment from platform and nearby tracks in Naraina Vihar, Inderpuri, Kirti Nagar halt and between Patel Nagar".

However. Transport department officials said the issue of encroachment hasn't been discussed yet. Said a senior official, "The encroachment is on the railways' land, which needs to be taken up through proper channels."

Hyderabad: With the real estate industry progressing at a snail’s pace in Hyderabad, Veera Babu, office head, Hyderabad, Cushman & Wakefield, speaks about the ups and downs of Hyderabad’s real estate industry. Excerpts:


How would you assess the real estate commercial market under the TRS-led  government?

Well, the government is making all the right noises as far as bringing more investments is concerned. IT minister KT Rama Rao had visited US and Hong Kong recently and there is a visibility of Telangana on the global map. But that does not translate into immediate results. The current market is only bringing in IT business. Other commercial markets have not benefited as much as IT industry. However, overall there is significant traction coming up in the state and hopefully that will translate into more investments.

The Residential sector has been badly hit by political instability and even one year after the formation of Telangana, it hasn’t performed as expected. Why?

Residential sector, across India, is the only market which is completely driven by the end-users. Until and unless you do not attract the investor community, the market will not rise. Even today, investors have  ‘wait and watch’ perspective in Hyderabad. What works for Hyderabad is that it is the cheapest location compared to other metropolitans in the South. Only concern is that predominantly most of the focus of the investments are in the Western quadrant of the city, close to the Hitech City area.

What needs to be done to shift focus from the Western quadrant to other pockets of the city?

The upcoming Hyderabad Metro Rail can play a key role in making this happen. Once the Metro comes, a couple of locations will emerge as destination of new real estate attractions. Most people are looking to work in the western quadrant but the affordability is higher and prices are increasing. It is becoming an upmarket area, where rentals are higher and capital values are higher. So for the middle and lower class people this may not be feasible any longer, so the metro will be an added advantage.

What are the most pressing challenges that developers are facing?

Biggest concern in Hyderabad is the prices of legally available land for investors. The availability of land must be substantially cheaper.

Ministry Aim to make the Railways more efficient and optimize the resources available with the organization  :SureshPrabhu

NEW DELHI: Union Railways minister, Suresh Prabhu, in an exclusive chat with ET Now, stated that private investment is welcome in upgradation and green field projects for railway wagons and railway terminals. These projects can come up in existing Railway land. 

He said that the aim for his ministry was to make the Railways more efficient and optimize the resources available with the organization rather than adding new projects stretching existing bandwidth and resources in the Railways. 

Prabhu explained that it did not make sense to sell off pockets of land owned by the Railways as the money realized for such land would not solve even a fraction of the funding needs of the Railways. Rather, ownership of such land made more sense to construct new facilities after pursuing alternative means of funding. 

If the Railways, sold off its land it would again have to purchase land for construction of new capacity of wagons and freight terminals.
