Parliamentary Panel calls for variable rail fare structure

Parliamentary Panel calls for variable rail fare structure

New Delhi: To compete with airlines and boost earnings of the Railways, the Parliamentary Railway Convention Committee has recommended a rationalised variable fare structure.

In its report tabled in Parliament on Thursday, the panel however cautioned the Railway Ministry that the fare structure “should not be at the cost of passengers”.

The committee, headed by BJD leader Bhartruhari Mahtab also expressed concern over the gradual decrease in the passenger share of Railways. “The number of passengers in Railways in 2012-13 was 8,421 million, which has come down to 8,151.90 million in 2015-16,” the report noted.

In its submission, the Railway Board attributed lower passenger numbers to various factors, such as capacity constraints on major trunk routes, improvement in road infrastructure offering better and faster connectivity, gradual shift of passenger traffic to growth of metro rail projects, cancellations of trains due to agitations and natural calamities.

Delhi Metro:Ad space on Delhi Metro in high demand

Delhi Metro:Ad space on Delhi Metro in high demand

Delhi Metro allows only 21 of its trains to be used for ad wraps; it earns Rs. 32 crore a year

New Delhi: The concept of ‘Metro wrap’ ads, where the entire Metro train is covered with ads, is becoming so popular that demand for them has surpassed the total number of trains available for the purpose.

Since its launch in October 2014, the Delhi Metro has had at least 30 companies that have opted for this form of advertising and a dozen others are in queue.

The demand and supply gap arises because the Delhi Metro Rail Corporation (DMRC) allows only 10 per cent of its coaches per corridor to be wrapped with ads. Hence, only 21 trains of the total 208 trains can be wrapped with ads.

But, the DMRC and the ad agency, Eg.Communications Private Limited, which has been given the responsibility for the ad wraps, aren’t complaining.

The ad agency earns about Rs. 25 lakh from advertisers to wrap coaches of the Metro for a month, it pays the DMRC Rs. 32 crore per annum for the space.

“This concept has been a success due to the sheer magnanimity of the space available for advertising and of course, the huge ridership of the Delhi Metro. Each six-coach Metro train body provides 7,000 square feet of space for ads. Moreover, these ad-wrapped trains grab five million eyeballs on a daily basis. So for an advertiser, his job is done in a matter of seconds when a commuter or a person travelling in car sees the Metro passing by,” said Manish Sethi, director of Eg.Communications Private Limited.

At present, 12 trains are ad wrapped and order for four others are pending, Mr. Sethi said.

These trains run on all lines of the Metro network except the Red Line (Rithala-Dilshad Garden).

The Delhi Metro has a daily ridership of 26 lakh and about 70 per cent of commuters spend at least 30 minutes in the Metro network daily.

The first ad wrapped train was from Morpheus Group. It was rolled out in October 2014. The second was by Indiamart. Amazon.in, Renault, Snapdeal, Mother Dairy, ONGC, Bank of Baroda, PNB Housing, Micromax, Oppo, Fortune, Myntra, Dhara, Gulf and Hike have advertised on train bodies.

“Wraps are put only on six-coach trains as the fabrication cost is very high. Around Rs. 8 lakh per train goes in making, pasting and removing these ads,” said Mr Sethi.

The agency maintains that increasing the number of trains under this ad category is not necessary as fewer trains help in building high brand recall among people.

Advance reservations see Railways post record earnings growth in April

Advance reservations see Railways post record earnings growth in April

Indian Railways logged a record 20% growth in passenger earnings in April because of the doubling of the advance reservation period to 120 days. The move also pushed up total earnings up by a historic 18%, probably paving the way for sustained rise in earnings for the national transporter.

The ministry had informed all zonal railways on 27 February that advance reservation period is being increased from 60 days to 120 days with effect from 1 April. It had also asked Centre for Rail Information Systems (CRIS), its Information Technology arm, to tweak the reservation software accordingly. So, reservation could be booked on all days between 1 April and 30 July for trains leaving on 30 July.

According to data shared by the rail ministry, on 1 April, the first day of the implementation of the new guideline, total ticket bookings through the IRCTC website jumped to 1.34 million from 590,000 the previous day; total number of passengers booked increased to 3.2 million from 1.1 million the previous day; and total ticket revenue collected also jumped to Rs 250 crore from 76 crore the day before.

Also, revenue collection at reservation counters rose over three times to 217 crore as compared to Rs 64 crore on 31 March, indicating how the new trend is likely to lead to higher earnings for Indian Railways.

“The main reason for the record earnings in passenger segment is the extra money being collected through the advance reservation period,” said a senior rail ministry official.

However, a former railway financial commissioner said the trend reflects only an artificial rise in earnings as the total number of tickets on offer remains the same.

“The money collected through sale of tickets for the extra two months advance period would allow railways to marginally increase operating ratio at the end of the fiscal as they will get to keep the money longer. But the gains would vanish to a large extent at the end of the year,” he said.

He also informed that a similar initiative was taken by the ministry to increase the advance reservation period to 90 days during Lalu Prasad Yadav’s tenure as rail minister between 2004 and 2009 but had to be withdrawn.

The rail ministry’s high passenger earnings in April 2015 came on the back of a 3.8% decline in passenger volumes to 658 million, indicating higher fares have also played a part in jacking up earnings. Passenger fares were hiked by 5% in June 2013, 2% in October 2013 and 14.2% in June 2014.

Indian Railways’ freight earnings also jumped 16.8% to Rs 9,552 crore in April 2015 despite a mere 7% increase in freight volume to 89.8 million tonne. The rail ministry had raised freight rates by 5.8% in April 2013, 1.7% in October 2013 and 6.5% in June 2014. Also, a congestion surcharge of 10% is being levied on all goods traffic including containers originating from ports since November 2014. Rail minister Suresh Prabhakar Prabhu had hiked freight rates by an average 3% across commodities in the rail budget 2015-16.
