SUBJECT : Revision of seniority and antedation of promotion in various grade.

Please refer to CGDA circular No. AN/XI/11053/Antedation/SO(A)/2015 dated 06.10.2015 where it was stated to furnish the name of all officials of group ‘B’ and ‘C’ on the basis of merit position assigned by SSC during couple of years for revision of seniority and antedation of promotion in various grade in the attached proforma along with the disciplinary certificate and the under taking “in the event of any erroneous antedation noticed at later stage after the final streamlining process, he/she would be liable to refund the differences of Pay and Allowances to the Department .

In this aspect, it is requested to forward the names of the desirable individuals alongwith requisite documents after examining the cases as per extant rules /orders on the subject.

While furnishing their name, it is also requested to keep in view the following condition regarding antedation of promotion specifically:

“Where their juniors who have completed their qualifying/eligibility service are being considered for promotion, their senior would also be considered provided they are not short of the requisite qualifying/ eligibility service by more than half of such qualifying/ eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/ eligibility service.”

It is also stated that for erroneous antedation of promotion at later stage, change of seniority in the higher grade will be changed at short intervals.

Nil report is also required.

Report may please be furnished to this office by 11/12/2015 positively by FAX (033-22480991)/SPEED POST to forward the Report to HQrs office by due date.

This circular is issued with the approval of C of A (Fys).

Bharatiya Pratiraksha Mazdoor Sangh, an all India Federation has requested the Ministry of Defence, Government of India to facilitate Salary Accounts under Defence Salary Package to the Industrial / Non-Industrial Civilian Employees.

Subject:        Extension of facilities of Salary Accounts under Defence Salary Package to the Industrial / Non-Industrial Civilian Employees.

Respected Sir,

With due regards, your attention is invited to Section 6. of the Payment of Wages Act,1936 which stipulates that all wages shall be paid in current coins or currency notes or in both provided that the employer may after obtaining the written authorisation of the employed person, pay him the wage, either by cheque or by crediting the wages in his bank account.

It is worth to mention here that the Head of Departments / Head of Offices of the defence installations under Army, Air Force, Navy, DDP, DRDO etc. have successfully convinced all the industrial & non-industrial civilian employees to draw their wages in bank account and has got the salary account opened in nationalized bank including State Bank of India,

Further, State Bank of India grants some privileges/facilities to the holders of salary accounts under Defence Salary Package, which are mentioned in annexure of this letter. But it is painful to note that the same benefit is not being extended to civilian employees of the same defence installation.

Therefore, you are requested to take necessary action so that the industrial / non- industrial civilian employees of defence installations may also get the benefits of  Salary Accounts under Defence Salary Package.
