CR & WR Joint Media Update

On the request of State Government, permission has been granted by Ministry of Railways, Government of India to personnel of all Cooperative and Private banks to the extent of 10% of the total staff strength as approved by State Government of Maharashtra, for travel by special suburban services over Mumbai Suburban network.

The selected 10% staff are requested to obtain QR code from State Government of Maharashtra at the earliest. Until such time, valid identity cards are authority for entry at the stations. Additional booking counters will be opened at important railway stations for the passengers.

APPEAL

Except for essential category staff as per identified by the State Government, others are requested not to rush to the stations.

It is also requested that travellers should follow medical and social protocols as mandated for COVID19.

The public is requested not to believe any rumours.

Further to the 10th BP Settlement, some of our units have been seeking clarification on implementation of the provisions relating to sanction of Stagnation Increments. We had taken up the issue with IBA for issuing their Circular to the Banks and accordingly IBA has now issued their Circular No. 1377 dt. 22-9-2015. Copy of the said Circular is furnished herein for the information of our units and for follow up with the respective managements.

Mediclaim Policy for Bank Employees Through IBA by this Month End

All state-run general insurers are likely to issue a master mediclaim policy for bank employees through Indian Banks Association (IBA) by this month end. 

As per the new wage agreement reached between bank unions and the IBA on May 25, employees of all the 43 member banks are to be provided with a health insurance cover by their respective banks. 

"Our discussions are on with the IBA on the health insurance cover for bank employees as part of the wage pact," New India Assurance chairman and managing director and chairman of General Insurers (Public Sector) Association (GIPSA) chairman G Srinivasan told PTI. 

However, he refused more details saying "things are still on the drawing board." 

"This is for the first time a proper health insurance policy is being worked out by banks for their employees," he added.

The IBA comprises 25 state-owned banks, 11 old-generation private sector banks and seven foreign banks which employ 10 lakh employees apart from 3 lakh retirees. 

"The master policy to be issued for employees,officers and

retirees of member banks, by month-end will cover the domissory treatment, minor and major surgeries," an IBA official said. 

Chennai-based United India Insurance is the lead insurer for the scheme. 

"We have made United India Insurance as the lead insurer while the other three will act as co-insurers in this case and we have decided to provide health insurance cover with a ceiling of Rs 3 lakh in case of workmen and Rs 4 lakh in case of bank officers," the IBA official said. 

"The premium to be paid by banks will be around Rs 6,000 per annum in case of officers and Rs 5,000 in case of employees," he added. 

The 10th bipartite wage agreement agreed to introduce a social security scheme in the form of reimbursement of hospitalisation expenses up to Rs 5 lakh, which include all dependent and family members of the bank employee. 

Already medical aid is covered in the 15 per cent wage hike, and the new health scheme will ensure 100 per cent reimbursement in case of hospitalisation.

I am directed to refer to your letter No. HR&IR/KSC/GOVT/665 dated 25th May, 2015 on the above subject and to say that Government has ‘No objection‘ to IBA authorizing the Banks to pay revised salary and arrears of pay and allowances to serving officers and revised pension and arrears to existing pension optees retired w.e.f. on or after 1.11.2012 as per the provisions at the Joint Note pending amendments to the Officer’s Service Regulations/Pension Regulations subject to the provisions made by the respective banks in the particular year.

2. As regards declaring 2nd and 4th Saturday as holidays and other Saturdays as full working days is concerned. IBA may rater to this Department’s letter No. 4/1/7/2015-IR dated 2.6.2015.

Bank Employees Announce Strike on 24.6.2015

The Public Sector Bank Employees Union has proposed a one-day strike on the 24th of this month, demanding the fulfillment of their various demands. The All India Bank Employees Union has expressed its support for the strike.

Since State Bank of India and all its other associate banks, including the State Bank of Bikaner and Jaipur, the State Bank of Travancore, and the State Bank of Hyderabad, come under the Public Sector Bank Employees Union, the one-day strike is very likely to cripple money transactions on the day of the protests.

Demands:
De-link Associate Banks from SBI
Do not curb trade union right of representation
Vacate attacks on trade union in SBBJ
Extend compassionate appointment scheme as per Government guidelines.
Increase quantum of staff housing loan.
Recruitment of sub staff and part time employees
Resolve pending demands
Do not impose SBI service condition and career progression in Associate Banks

“Clarification on implementation of 10th Bipartite settlement”

SALARY REVISION – PAYMENT OF ARREARS – SATURDAYS OFF

We have been receiving lot many queries from our members, State Committees and Affiliates about the actual implementation of the Salary Revision i.e. about the payment of arrears and two Saturdays off. Though, we have clarified the process in our earlier communications, we would once again like to reiterate that in case of Award Staff the Bipartite Settlement can be implemented immediately after signing and the revised Salary Revision as well as arrears can be paid immediately after that, whereas, in case of officers, the service regulations are required to be amended.

Since the amendment in the OSR is a lengthy process, IBA has already recommended to the Government for payment of the revised Salary and actual arrears on adhoc basis subject to amendments in OSR. The approval of payment of revised salary on adhoc basis and payment of arrears are also required to be approved by the Board of Directors of the Banks. Department of Financial Services (D.F.S), Ministry of Finance (M.O.F.), Government of India has already started the process of giving in-principle approval asked by the IBA. We are hopeful that the approval of the Government will be conveyed within a fortnight.

Meanwhile, a couple of Banks’ Boards have already adopted the Joint Note and have conveyed their approval for payment of the revised salary and arrears on receipt of approval from the Government. We have also informed you that NOC from Reserve Bank of India regarding two Saturdays off was received by IBA and IBA has sent the same to Department of Financial Services, Ministry of Finance, Government of India along with its recommendation for implementation of 2nd and 4th Saturdays off at the earliest. The Government is known to have sent their in-principle approval to the IBA. Actual implementation of 2nd and 4th Saturdays off would only be after the issuance of notification for which IBA is vigorously following up. This issue may also take another fortnight. We once again assure our membership that these issues are very close to our heart and any development in this regard will be conveyed in no time. Our members are requested to rely on the official communications only and should not rely / forward any news received from unauthenticated sources.
