Indian Railways completes 100% electrification of Odisha

The existing Broad Gauge network of Odisha (2,822 Route kms) is now 100% electrified

Electrification will reduce line haul cost by 2.5 times

On the lines of setting the target of achieving Net Zero Carbon Emitter by 2030, the Indian Railways has 100% electrified existing Broad Gauge network of Odisha. The existing Broad Gauge network of Odisha is 2,822 Route kilometre, which is 100% electrified, resulting in saving on account of reduced line haul cost (about 2.5 times lower), heavier haulage capacity, increased sectional capacity, reduced operating & maintenance cost of electric loco, energy efficient and eco-friendly mode of transportation with reduced dependence on imported crude oil, saving of foreign exchange.  Further, new Broad Gauge network shall be sanctioned along with electrification, in sync with Railways’ policy of 100% electrified network. 

Odisha state’s territory falls in the jurisdiction of East Coast, South Eastern & South East Central Railways. Some of the major railway stations in Odisha are: Bhubaneswar, Cuttack, Puri, Sambalpur, Bhadrak, Rourkela, and Jharsuguda. The railway network plays an important role in the transportation of minerals, agricultural products, and other goods from Odisha to other parts of the country.

First railway line in Odisha was constructed between Cuttack - Khurda Road - Puri in 1897.

Some of the prestigious trains of Odisha state are: Howrah-Puri Express, Konark Express, Coromandel Express, Hirakud Express, Visakha Express, and Bhubaneswar-New Delhi Rajdhani Express. These trains provide convenient connectivity to various parts of the state and other major cities in India.

DOUBLING/ ELECTRIFICATION/ NEW RAIL LINE PROJECTS IN TAMIL NADU
Railways has taken up a number of projects for infrastructure development in Tamilnadu duly allotting substantial budget.
Average Budget Allocation for Infrastructure projects and safety works, falling fully/partly in State of Tamil Nadu, for 2014-19 is rupees 1,979 crore, which is 225% of the average annual Budget outlay of 2009-14 (rupees 879 crore).                                       
Allocation of Budget for infrastructure projects and safety works falling fully/partly in State of Tamil Nadu, for 2019-2020 is  rupees 2,410 crore, which is 274% of the average annual Budget outlay of 2009-14 (rupees 879 crore).
Presently, 09 New Line Projects covering a length of 871 Km at a cost of rupees 11,612 crore, 08 Doubling Projects covering a length of 592 Km at a cost of rupees 5,673 crore and 10 Railway Electrification projects covering route Km of 1633 route Km at a cost of rupees1570 crore, falling fully/partly in the State of Tamil Nadu are under different stages of planning/sanction/execution. The aggregate cost of these 27 projects is rupees18, 855 crore.
The timely completion of any Railway project depends o­n various factors like quick land acquisition by State Government, forest clearance by officials of forest department, shifting of infringing utilities (both underground and over ground), statutory clearances from various authorities, geological and topographical conditions of area, law and order situation in the area of project site, number of working months in a year for particular project site due to climatic conditions, encountering unforeseen conditions like earthquake, flooding, excessive rains, strikes of labour, orders of Hon’ble Courts, situation and conditions of working agencies/contractors etc. All these factors vary from project to project and site to site and affect the completion time and cost of the project, which is finally worked out at the completion stage.
This information was given by the Minister of Railways and Commerce & Industry, Shri Piyush Goyal in a written reply to a question in Rajya Sabha on 10.12.2019.

Strengthening Infrastructure Facilities to Improve Mobility with Guntakal – Kalluru Doubling & Electrification Works
The vision of Hon’ble Prime Minister Shri Narendra Modi for a “New India and New Railways” and the transformational policies adopted by Hon’ble Minister for Railways, Shri Piyush Goyal to provide highest preference for strengthening the infrastructural facilities to improve the mobility of train operations accorded top priority to the Guntakal-Kalluru Doubling and Electrification project. The dream of Rayalaseema people to have better rail connectivity and more trains will be fulfilled with the completion of this project in the current financial year. Shri Rajen Gohain, Hon’ble Minister of State for Railways dedicated the Electrification of Guntakal-Kalluru section and double line between Gulapalyamu – Khadarpet section to the Nation recently. The doubling and electrification of the balance stretches between Guntakal – Gulapalyamu & Khadarpet-Kalluru for a distance of 17.36 Kms are under fast progress and targeted to be completed in the current financial year i.e., 31st March, 2019.
The Guntakal – Kalluru Doubling & Electrification project is an important by-pass rail line for a distance of 41 Kms connecting the main line in which trains from Delhi, Mumbai and Hyderabad are run towards Bengaluru. So far the doubling and electrification works between Gulapalyamu-Khadarpet for a distance of 23 Kms have been completed and commissioned. The project was sanctioned in the year 2015-16 with an estimated cost of Rs. 357 Crore. The expenditure incurred o­n this project from 2016-17 to 2018-19 (till date) is Rs. 210 Crore.
The section between Guntakal and Kalluru is lying like bye-pass line to Guntakal from Bengaluru.It is a bottle neck presently with single line but is the most accessible shortest route to many important cities of southern states, from where railway lines going towards Hyderabad, Raichur, Bellary, Hubli, Goa and the National capital New Delhi. Many important trains linking Bangalore with other cities, including the Rajdhani Express (Delhi), Basava Express (Bagalkot), Hampi Express (Hubli), Gorakhpur Express and Garibrath Express (Delhi) and other non-daily trains operate o­n this route connecting from Bengaluru to North, East & Western parts of India via Guntakal station.

The freight traffic mainly contains iron ore, cement, steel, etc. There are number of cement factories in the neighboring districts of Kadapa, Kurnool, Bellary & Gulbarga which are feeding the cement traffic o­n this route. The Bellary and Anantapur districts are rich in iron ore reserves. Jindal Integrated Steel Plant is also situated in Bellary district.Iron ore and other bulk commodities such as cement, steel etc., are being moved o­n this route to North and South directions.

Potential and prospects:
  • The double line i.e Guntakal - Kalluru section is passing through drought affected Anantapur District of Andhra Pradesh. This double line which is connecting Guntakal, Dharmavaram and Bangalore without touching Gooty will enhance the passenger services and mobility of the people residing in the region, which acts as a catalyst for the socio-economic progress of the people.
  • Presently there are 15 pairs of passenger trains (including non- daily) are running in the section and doubling and electrification will provide facilities to increase the number of train services.
  • Doubling of this line is very crucial in order to run more number of goods trains in a seamless manner.

Centre kick-starts FDI, PPP in Railways; begins work with Model Concession Agreements

New Delhi: Attracting foreign direct investment (FDI) in the Railways is finally getting the push with the government. The Railways ministry is initiating a move to create model concession agreements in order to kick-start the process of attracting FDI and private investments, close to 8 months after it came up with sectoral guidelines for such investments in November.

The ministry has just started the process of appointing consultants for preparing model concession agreements for those areas where private and foreign investments have been allowed.

Areas where such investments would be allowed are operation of private passenger trains, concession of standalone passenger corridors, construction, upgradation and maintenance of any new or existing freight terminal owned by the Railways, setting up of technical training institutes, testing facilities and laboratories and technological solutions for level crossings and for improving safety and reducing accidents.

“For the purposes of this assignment, the consultants are expected to go through best possible international and domestic agreements of a similar nature and suggest a framework which will be acceptable to stakeholders including financial institutions,” the document for consultants who would prepare model concession agreement said.

For concession of standalone passenger corridors, the asset would be transferred to a special purpose vehicle at a pre-specified nominal value and the concession period will be for a period between 10-15 years.

For freight terminal projects as well there would be a transfer of assets and the revenues would be shared under the concession agreement.

While model concession agreements already exist for urban rail systems and construction of private lines, many of the permissible activities detailed in the sectoral guidelines will require preparation of concession agreements under which investments can be made.

According to the Dibek Debroy committee which submitted its report in June, earlier policies of Indian Railways for private ownership of rolling stock have not brought in the desired level of investments, primarily due to the perception of a lack of level playing fields.

The government had earlier decided to allow FDI in areas like suburban corridor projects through PPP, high speed trains, Mass Rapid Transport Systems, dedicated freight lines, rolling stock including train sets, locomotives or coaches manufacturing and maintenance facilities, rail electrification, signaling systems, freight and passenger terminals and facilities to manufacture railway lines or sidings.

Railway Minister Suresh Prabhu inaugurated the commencement of electrification of Rohtak-Bathinda-Lehra Mohabbat Rail line costing Rs 294 crore at the railway station here in Haryana on Friday.

The railway ministry and Haryana government has also signed an agreement to set up a Special Purpose Vehicle (SPV) for setting up of the proposed rail coach factory in Sonipat, Prabhu said while inaugurating the commencement of electrification of the line.

Haryana Chief Minister Manohar Lal Khattar was also present on the occasion. On the issue of setting up of the rail coach factory raised by Khattar, the Union minister said the factory would be set up on Public-Private-Partnership mode.

Prabhu gave directions to the railway officials on the demand raised by the chief minister to either make underground passage for the railway line track passing through Rohtak city or make passage over the bridge on the pattern of Metro through pillars.

He also assured to meet the demand of modernisation of Rohtak railway station and to start train between Bhiwani and Haridwar.

“Railway station in Gurgaon is also being modernised with the help of CSR,” he added.

For the smooth work-flow on the railway projects in Haryana, discussions would be held every month between senior officials of the railway and state government.

Prabhu said that in the near future, Rs 8.5 lakh crore of investment would be made on railways as in past not much investment was made on railways resultantly, rail and railway network instead of strengthening has weakened.

He said that in the next five years, target of electrification of 2,000 km of railway lines every year has been fixed which so far is the highest target.

It is the vision of Prime Minister Narendra Modi that railway ministry works hand-in-hand with state governments on railway projects, he said.
